第第1頁共1頁1、本計劃是根據(jù)《經1978年議定書修訂的1973年國際防止船舶造成污染公約》(以下稱73/78防污公約)附則V1995年修正案第9條規(guī)定的要求編寫的。Thisplanisdevelopedinaccordancewiththerequirementsofregulation9ofAnnexV,asamendedin1995,oftheprotocolof1978relatingtothe1973InternationalConventionforpollutionfromships(hereinaftercalledMARPOL73/78)regulatoryrequirements、2、本“計劃”包括了國際海事組織制定的“垃圾管理計劃編制指南”所要求的全部資料和操作程序。ThisplancontainsallinformationandproceduresstatedinGuidelinesforthedevelopmentofthegarbagemanagementplanadoptedbytheInternationalMaritimeOrganization、3、本計劃須經中華人民共和國廣州海事局批準。ThisplanhasbeenapprovedbyGuangzhouMaritimeSafetyAdministrationofThePeoplesRepublicofChina、4、本“計劃”是為本船船員在船上使用。以船員使用的工作語言編寫。Thisplanisprovidedforshipboardcrewmemberstouseanddevelopedincrew'sworkinglanguage、5、本船全體船員應嚴格按本“計劃”有效地管理垃圾，防止水域污染。Allcrewmembersonboardmusthandleanddisposegarbageinstrictcompliancewiththisplantopreventgarbagepollution、垃圾管理計劃GARBAGEMANAGEMENTPLAN1、《垃圾管理計劃》實施人員職責Responsibilitiesforpersonstocarryoutthegarbagemanagementplan1、1總負責人職責Responsibilitiesfordesignatedpersonincharge本船《垃圾管理計劃》實施總負責人是本船船長，其主要職責是：Thedesignatedpersoninchargeofcarryingoutthegarbagemanagementplanistheshipmaster,whoisresponsiblefor:(1)負責垃圾管理計劃在船上全面貫徹實施；Implementationofthegarbagemanagementplanonboardcomprehensively;(2)負責組織全體船員的培訓、教育工作；Trainingallthecrewmembers;(3)船舶發(fā)生垃圾污染事故時，組織船員進行應急處理并及時報告主管機關。Commandingallcrewtotakeemergentmeasuresincaseofagarbagepollutionincidentandreportingtotheadministrationauthority、1、2具體實施負責人職責Responsibilitiesfordesignatedsupportstaff本船《垃圾管理計劃》具體實施負責人是本船大副。其主要職責是：Thedesignatedsupportpersoninchargeofcarryingoutthegarbagemanagementplanisthechiefofficer,whoresponsiblefor:(1)負責組織垃圾管理人員實施垃圾管理計劃；Organizingallcrewmembersinvolvedtoimplementthegarbagemanagementplan;(2)負責垃圾管理人員培訓和訓練工作；Trainingofcrewmembersinvolvedingarbage-management;(3)船舶發(fā)生垃圾污染事故時，現(xiàn)場指揮應急處理工作；Commandingtheemergentactionsonsiteincaseofagarbagepollutionaccident;(4)負責聯(lián)系垃圾接收處理事宜；Disposalofgarbagetotheportreceptionfacilities;(5)負責垃圾記錄簿記錄和保管。MakingentriesandkeepingofGarbageRecordBook、1、3垃圾收集處理人員職責Responsibilitiesforgarbage-collectedpersons(1)船上的服務員負責日常垃圾收集、處理工作；Waitersareresponsiblefordaily-garbagecollectionandhandling;(2)負責分類、收集處理垃圾；Waitersareresponsibleforcategorizingandcollection;(3)保持垃圾收集、儲存點的衛(wèi)生，不發(fā)生污染、腐爛、惡臭氣味。Keepcollectionofgarbageandsanitationofstoragesite,nopollution,decayandeffluvium、1、4垃圾處理設備管理人員職責Responsibilitiesforpersonsinvolvedinoperatingthegarbageprocessingequipment(1)熟悉所分管的設備技術性能并嚴格按垃圾管理程序進行操作；Befamiliarwithtechnicalspecificationsofthegarbagehandlingequipmentandoperateinstrictaccordancewiththegarbagemanagementprocedure;(2)負責所分管的設備維修與保養(yǎng)，使其處于良好狀態(tài)。Responsibleformaintenanceofthegarbageprocessingequipmentandkeepitingoodorder、1、5全體船員職責Responsibilitiesforallcrew(1)嚴格遵守《垃圾管理計劃》的要求；Toobservetherequirementsofthegarbagemanagementplanstrictly;(2)認真參加《垃圾管理計劃》的培訓和演習；Toparticipateactivelyintraininganddrillrelatingtothegarbagemanagementplan;(3)船舶發(fā)生垃圾污染事故時，按大副指令參加應急處理工作。Toparticipateinemergencyresponseaccordingthechiefofficer'sordersincaseofgarbagepollutionincidents、2、船舶垃圾管理原則及減少垃圾的措施Managementprinciplesofthegarbagemanagementandmeasurestoreduceshipgarbage、2、1本船垃圾采取分類收集和儲存，按不同要求加工和處理；Thegarbageonboardiscollected,storedandprocessedaccordingtoitscategory;2、2本船垃圾在船舶離港前盡可能申請港方接收處理，盡量減少在海上的排放量；Thegarbageonboardshouldpreferablybedisposedofattheportreceptionfacilitiesbeforedeparture,andnotretainedonboard,soastoreducetheamountdischargedatseawhenpossible;2、3本船在海上排放處理垃圾時，嚴格遵守《73/78防污公約》附則V的規(guī)定；Whilehandlingthegarbageonboardatsea,therequirementsofAnnex5MARPOL73/78mustbestrictlyobserved;2、4進行垃圾處理作業(yè)時，按要求如實填寫《垃圾記錄簿》；TheentriesmustbemadeintheGarbageRecordBookoneachoccasionsofgarbagedisposalstrictlyaccordingtotherequirements;2、5全體船員盡量少帶容易產生垃圾的物品上船；Goodsthatisliabletogenerategarbageandcarriedonboardbycrewshouldbelimitedwhenpossible;2、6盡量選用可降解的包裝袋和可重復使用的容器包裝或儲存物品，以便減少；垃圾的產生量；Decomposablepackaging,reusablepackaginganduseofcontainersareselectedtoreducethegarbagewhenpossible;2、7盡可能選用重復使用的蓋布、墊板、襯板和填充材料；Reusablecovering,dunnage,shoring,liningandpackingmaterialsshouldbeselectedwhenpossible;2、8在港內卸貨、修船時，產生的墊艙物料和修船垃圾，應及時送往港口接收設施。Dunnage,liningandpackingmaterialsgeneratedinportduringcargodischargeand,maintenancewastesgeneratedduringship-repairsshouldpreferablybedisposedattheportreceptionfacilitiestimely、3、發(fā)生垃圾污染事故時的反應Responsesincaseofagarbagepollutionincident3、1當發(fā)生垃圾污染事故時，應及時采取控制、回收等措施，減少污染；Measurestocontrolthespreadofandrecollectofgarbageshouldbetakentoreducepollutionincaseofgarbagepollutionincidents;3、2船長或大副及時向主管機關報告，內容主要包括：Theshipmarsterorchiefofficershouldreporttheparticularsofsuchincidenttotheadministrationauthoritywithoutdelay,mainreportparticularsshallcontainingeneral:(1)船名/呼號Theshipname/callsign(2)船籍港Theship'sflagport(3)日期和時間Thedateandtimeofoccurrenceoftheincident(4)船舶位置Thegeographicpositionoftheshipwhentheincidentsoccurred(5)發(fā)生的垃圾污染狀況、垃圾種類及估計量Descriptionofgarbagepollution,categoryofgarbageandestimateamount(6)原因Reasons(7)采取的應急措施Emergencyresponses(8)船舶所有人/經營人Shipowner/manager4、垃圾收集程序Garbagecollectionprocedures4、1收集容器Collectionreceptaeles4、1、1船上設有桶、袋、箱，三種分別有明顯標記區(qū)別，用于收集不同類型垃圾用的容器；Threekindsofreceptaeles,namelybarrels,bagsandboxesshouldbeclearlymarkedanddistinguishedbycolor,graphics,shape,sizeorlocationforcollections;(a)“紅色”標記的容器用于收集塑料和混有塑料制品的垃圾Redreceptaclesforplasticsandplasticsmixedwithnonplasticsgarbage(b)“綠色”標記的容器用于收集食品廢棄物Greenreceptaelesforfoodwastes(c)“藍色”標記的容器用于收集能在海上處理的垃圾Bluereceptaclesforothergarbagewhichcanbe-disposedofatsea4、1、2收集垃圾用的容器分別放在餐廳、廚房、衛(wèi)生間、盥洗室、船員生活區(qū)走廊、機艙和甲板等處所；Receptaelesforgarbageshouldbeplacedindiningroom,kitchens,washing-room,toilets,galleryspace,engineroomandbridgeroom,etc、4、1、3垃圾收集管理人員應及時將各收集點的容器排空或收集，按不同類型分別送往加工點、短期儲存點或長期儲存點。Crewmembersresponsibleforeolleetionshouldemptyreceptaclesineachlocationsandsendeacheategorygarbagetodisposalsite,short-termandlongtermstoragesites、4、2收集程序Colleetionprocedures4、2、1塑料垃圾（包括混有塑料的其他垃圾）全部留存在船上，到港后送往港口接收設施處理；Plasticsgarbage,ineludingplastiesmixedwithnon-plastiesgarbagemustberetainedonboardfordisehargetoportreeeptionfaeilities;4、2、2含油抹布和已污染的破布送焚燒爐焚燒或到港后送往港口接收設施處理；Oily-ragsandeontaminatedragsshouldbeineineratedorbedisposedoftoportreeeptionfaeilities;4、2、3對帶有病菌的食品廢棄物及其用具與其它垃圾分開儲存并妥善保存，到港后按照接收國法律規(guī)定送往港口接收設施處理。Foreignfoodwastesandassociatedgarbagewhichmaycarrydiseaseorpestsshouldbekeptseparatefromothergarbagewhichdoesnotcontainsuchfoodwastes,anddischargedtoportreceptionfacilitiesinaccordancewiththelawsofthereceivingcountry、5、垃圾處理程序Garbageprocessingprocedures5、1船上垃圾處理設備Garbageprocessingequipmentonboard5、1、1船上的廚房設置粉碎機……臺，用于粉碎食品廢棄物，由廚工負責管理使用；Thereare/issetofcomminuter(s)inkitchentocomminutefoodwastes,operatedbycooker;5、1、2本船裝置臺型焚燒爐，用于焚燒紙及其制品、浸油破布、塑料等容易燃燒的垃圾oThereare/issetoftypeincineratorstoincineratepapersproducts,saturatedoilrags,plasticsandothertindergarbage;5、2粉碎加工處理Comminution5、2、1食品廢棄物，當船舶在距最近陸地3海里以外并且不在特殊區(qū)域內、經粉碎機粉碎，通過網眼不大于25mm的篩子排放入海；Foodwastesgroundtoparticlesizecapableofpassthroughascreenwithopeningsnolargerthan25millimeterscanbedischargedatseawhenshipspositionisbeyond3nauticalmiles、fromthenearestlandandoutsidespecialareas、5、2、2船舶在禁止排放區(qū)時，經粉碎或磨碎的垃圾，排入一個貯存柜。不能排入船舶生活污水處理系統(tǒng)，也不能貯存在含有油污水的艙底或油艙內。Thegroundorcomminutedgarbageshouldbekeptinstoragereceptaclesinsteadofbilgesystemandoilywatertankswhenshipiswithinspecialareas、5、3壓實處理Compaction5、3、1為便于貯存、易于輸送到港口接收設備或在海上排放，對可壓實的垃圾應在船上進行壓實處理；Garbageliabletobecompactedshouldbecompactedforeasierstorage,transfertoportreceptionfacilitiesanddischargeatseawhendischargelimitationspermit;5、3、2各種垃圾壓實方案列于附件四；Compactionoptionsforshipboard-generatedgarbagearedemonstratedinAppendix4;5、3、3垃圾壓實前應將體積減少以便容易送入壓實機或磨碎機磨碎提髙壓縮率和減少貯存場所；Garbageshouldbepacked,groundorcomminutedbeforecompactionsoastoincreaseratioofcompactionanddeceasestoragespace;5、3、4未磨碎的塑料，纖維板的紙板，體積大的貨物容器和厚金屬件，蓄有壓力的容器等垃圾不能壓實。Ungroundedplastics,fibreboard,bulkcargocontainers,thickmetalpiecesandpressuredcontainersetc、,shouldnotbecompacted、5、4焚燒處理Incineration5、4、1紙及其制品、浸油破布、塑料等容易燃燒的垃圾，可在船上焚燒爐內焚燒處理；Papersproducts,saturatedoilrags,plasticsandothertenderygarbagecanbeincineratedinincineratorsonboardwhenincinerationlimitationspermitted;5、4、2各種垃圾焚燒選擇列于附件三；Incinerationoptionsforshipboard-generatedgarbagearedemonstratedinAppendix3;5、4、3在港口用焚燒爐焚燒垃圾需得到港口有關部門許可；Theuseofshipboardgarbageincineratorinportshouldbeapprovedbyportsauthority;5、4、4焚燒在排氣中產生有毒氣體的塑料垃圾時，應在能承受髙溫的焚燒爐中進行焚燒；Plasticsgeneratedpoisonousgaseswhenincineratingshouldbeburnedinincineratorswhichcanstandhighertemperatures、5、4、5對含有重金屬或其它有毒殘余物的灰渣，暫時存留在船上，送往港口接收設施處理，不得直接排放入海。Theashfromthecombustionofsomeplasticsproductsmaycontainheavymetalorotherresidueswhichcanbetoxicandshouldberetainedonboard,wherepossible,andshouldbedischargedaportreceptionfacilities;6、垃圾貯存程序Garbagestorageprocedures6、1本船在、、設置短期垃圾儲存點，在設置長期儲存點；Thereareshort-termstoragelocationsin,,,Andlong-termstorage-locationsin…………、6、2必須送往岸上處理的垃圾，按長期貯存要求，在長期貯存點貯存；Garbagewhichmustbereturnedtoportsshouldbekeptinlong-termstoragelocationaccordingtolong-termstoragerequirements、6、3可從船上直接處置排放入海的垃圾送往短期貯存點貯存或不貯存；Garbagewhichcanbedischargedintoseashouldbekeptinshout-termstoragelocationsordisposeddirectly;6、4在貯存點垃圾分類裝入罐、桶、箱、袋或其它容器內；Garbageshouldbefilledinbins,barrels,boxes,bagsandotherreceptaclesrespectivelyaccordingtoitscategoryinstoragelocations、6、5短期貯存的垃圾，當船舶航行到非禁止排放區(qū)時，可將垃圾排放入海；Short-termstoredgarbagecanbedischargedatseawhenlimitationspermitted;6、6長期貯存的垃圾必須裝入有嚴密、堅固蓋子的罐、桶、箱、袋等容器內；Long-termstoredgarbagemustbefilledinbins,barrels,bagsandotherreceptacleswithtightandsolidcovers;6、7對帶有病菌的食物廢棄物及其相關垃圾，應貯存在密封容器內并標上清楚標記，準備送往港口接收設施處理。Foodwastesandassociatedgarbagewhicharereturnedtoportsandwhichmaycarrydiseaseorpestsshouldbekeptinclearlymarkedsealed-containers、7、處理排放程序Garbagedisposalprocedures7、1船舶在港內或禁止排放區(qū)域，將可在海上排放的垃圾送往短期儲存點，按垃圾類型分別裝入儲存容器內，準備送往港口接收設施或船舶航行至非禁止排放區(qū)域時排放入海；Garbagethatcanbedischargedatseaoutsidespecialareasorportreceptionfacilitiesshouldbefilledinreceptaclesaccordingtoitscategoryinshout-termstoragelocationswhenshipisinportorwithinspecialareas、7、2在海上直接排放垃圾時，首先確認船舶是否處于非禁止排放區(qū)域，檢查要排放的垃圾是否符合排放標準；Dischargeofgarbageintoseadirectlymust
