(Applause.)Nw, like millins f Americans, Ive spent sme time with Minnestans lately - because Iwas watching the lympics. (Laughter.) Minnesta sent 19 athletes t the games. (Applause.)Thats tiedst f any state

7、, and they did us all prud. It is nt shcking thatMinnestans might be pretty gd at the Winter lympics. (Laughter.) What is particularlyinteresting is that, nce again, the tiny twn f Warrad prved that it really is Hckeytwn,USA, thanks t T.J. shie and Gigi Marvin, wh were just s prud f. And T.J.s shtut

8、perfrmance against the Russians I might say I enjyed a lt. (Applause.) I tweeted at himabut it.S weve spent sme time ver the last few weeks n hckey, but Im nt here t talk abuthckey. By the way, I cannt play hckey. (Laughter.) I grew up in Hawaii - we d nt havehckey in Hawaii. But Im here t talk abut

9、 what yure ding in the Twin Cities, and hwyure helping t create new jbs and new pprtunities fr every American.We are at a mment when ur ecnmy is grwing. ur businesses have created abut 8.5millin new jbs in the past fur years. Unemplyment is at the lwest its been in ver fiveyears; in Minnesta, its lw

10、er than its been in si and a half years. (Applause.) And, by theway, yuve gt a great gvernr wh I served with in the Senate, Mark Daytn, wh is helpingt make that happen. (Applause.)S in a lt f ways things are lking up. But in sme ways, the trends that had beenbattering middle-class families fr a lng

11、time have gtten even starker, because thse at thetp are ding better than ever, while wages and incmes fr a lt f families have barelybudged. And t many families are wrking harder than ever just t keep up. S as I said atthe State f the Unin address a few weeks back, ur jb is t reverse thse trends. (Ap

12、plause.) Weve gt t build an ecnmy that wrks fr everybdy. Weve gt t restrepprtunity fr all peple, s that n matter wh yu are, where yu cme frm, what yulk like, yu can get ahead if yu wrk hard and yure respnsible.And s I laid ut an pprtunity agenda that has fur parts. Number ne, gd jbs thatpay gd wages

13、 in manufacturing, in energy, in innvatin and infrastructure. Number tw,train flks with the skills they need t get thse gd jbs, smething that yur senatr, AlFranken, is ding great wrk n every single day. He cares a lt abut that jb training issue. (Applause.) Number three, guaranteeing every child has

14、 access t a wrld-class educatin. (Applause.) And, number fur, making sure that hard wrk is rewarded with wages yu can liven, and savings yu can retire n, and health care yu can cunt n. Thats what were fightingfr. (Applause.)Minnesta is helping t lead the way n these issues. Yur state legislature is

15、pised traise yur minimum wage this year. (Applause.) In my State f the Unin address, I called fra new wmens ecnmic agenda. Its actually a family ecnmic agenda - equal pay fr equalwrk, paid sick leave and mre. And there are leaders in yur state legislature that arewrking hard at this, because they kn

16、w when wmen succeed, America succeeds. (An all these issues, were reaching ut t members f Cngress, lking t see if theyrewilling t wrk with us n sme f these pririties. But what I als said at the State f theUnin is, in this year f actin, whenever I can partner directly with states r cities r businessl

17、eaders r civic leaders t act n this pprtunity agenda, Im ging t g ahead and d it.We cant wait. Weve gt t mve. Weve gt t get things ging. T many families arecunting n it. (Applause.)S yesterday, I launched new hubs t attract 21st century manufacturing jbs t America.And tday, Im here t launch a new cm

18、petitin fr 21st century infrastructure and the jbsthat cme with it, because any pprtunity agenda begins with creating mre gd jbs. Andne f the fastest and best ways t create gd jbs is by rebuilding Americas infrastructure -ur rads, ur bridges, ur rails, ur prts, ur airprts, ur schls, ur pwer grids. W

19、eve gta lt f wrk t d ut there, and weve gt t put flks t wrk. (Applause.)ne f the mst difficult things abut the financial crisis we went thrugh was the husingbubble bursting, and cnstructin wrkers were hammered harder than just abut anybdy.And while weve cut the unemplyment rate fr cnstructin wrkers

20、almst in half since2019年, t many are still lking fr jbs at a time when weve gt s much that we culd putthem t wrk n rebuilding. Weve gt prts that arent ready fr the net generatin fsupertankers. Weve gt mre than 100,000 bridges that are ld enugh t qualify frMedicare. (Laughter.)Everybdy knws, and nbdy

21、 knws better than Minnestans, when weve gne thrugh awinter like this, rads are wrecked, full f pthles all acrss the cuntry. (Applause.)Nw, ther cuntries are nt waiting t rebuild their infrastructure. Theyre trying t ut-build us tday s they can ut-cmpete us tmrrw. As a percentage f GDP, cuntries like

22、China, Germany, theyre spending abut twice what were spending in rder t buildinfrastructure - because they knw that if they have the fastest trains n the planet r thehighest-rated airprts r the busiest, mst efficient prts that businesses will g there.But we dnt want businesses t g there. We want the

23、m t cme here t Minnesta. (Applause.) We want them t cme here t the United States f America. And that means thebest airprts and the best rads and the best trains shuld be right here in America.At a time when cmpanies are saying they intend t hire mre peple this year, we need tmake that decisin easier

24、 fr them. And we can create jbs at the same time, rebuilding urtransprtatin systems, ur pwer grids, ur cmmunicatins netwrks - all the erce relies n and that help get wrkers t thse jbs.S the bttm line is theres wrk t be dne, wrkers ready t d it. Rebuilding urinfrastructure is vital t business. It cre

25、ates gd-paying jbs that, by the way, cannt beutsurced. (Applause.) This is ne f Cngresss majr respnsibilities - helping states andcities fund new infrastructure prjects. (Applause.)And part f the reasn Im fcused n this is Cngress has an imprtant deadline cmingup. If Cngress desnt finish a transprtat

26、in bill by the end f the summer, we culd seecnstructin prjects stp in their tracks, machines sitting idle, wrkers ff the jb.S net week, Im ging t send Cngress a budget that funds rebuilding urtransprtatin infrastructure in a mre respnsible way - by ding it ver fur years, whichgives cities and states

27、 and private investrs the certainty they need t plan majr prjects.Prjects like repairing essential highways and bridges; building new transit systems in fast-grwing cities and cmmunities, s flks wh live there can get t wrk and schl every dayand spend less time sitting in traffic. (Applause.) And wer

28、e ging t have t cnstructsmarter, mre resilient transprtatin systems that can withstand the wrst impacts fclimate change, like bigger surges f water that weve seen in recent flds.S, all tld, my transprtatin budget will supprt millins f jbs natinwide. And wellpay fr these investments in part by simpli

29、fying the ta cde. Were ging t clse wasteful talphles, lwer ta rates fr businesses that create jbs here at hme, stp rewardingcmpanies fr sending jbs t ther cuntries, use the mney we save in this transitin tcreate gd jbs with gd wages rebuilding America. It makes sense. (Applause.)Nw, Ill be hnest wit

30、h yu, there are leaders in bth parties wh are willing t reachacrss the aisle in Cngress when it cmes t American infrastructure. They knw hwimprtant it is. And infrastructure didnt use t be a partisan issue - shuldnt be Demcratr Republican. Everybdy uses rads, everybdy uses prts, airprts. Unfrtunatel

31、y, time andagain ver the past few years, there have been sme Republicans in Cngress wh refused tact n cmmn-sense prpsals that will create jbs and grw ur ecnmy. Its nt thattheyre - I guess they dnt like rads; they just dnt want t pay fr them. It desnt wrkthat way. Yuve gt t cme up with a way t get th

32、ese prjects ging.S while Cngress is deciding what its ging t d net, Im just ging t g ahead and dwhat I can t create mre gd jbs. And thats why I came here t St. Paul. (Applause.)Because this prject symblizes whats pssible. Unin Dept was renvated and epandedwith the help f what we call TIGER grants. T

33、hese are cmpetitive grants that we created aspart f the Recvery Act, als knwn as the stimulus, which actually wrked despite whateverybdy claims. (Applause.) S the idea is, if a city r state cmes up with a plan tmdernize transprtatin infrastructure that will have a significant impact n ecnmicactivity

34、, and if they line up ther surces f funding t help pay fr it, they can win a TIGERgrant and the federal gvernment becmes a partner withunities.S far, these grants have given a bst t 270 infrastructure prjects acrss all 50 states. (Applause.) And yu heard Secretary F talk abut - these grants are help

35、ing cities like LAand states like Nrth Carlina, and they helped yu rebuild this dept int a hub that will bringdifferent mdes f transprtatin tgether under ne rf instead f scattered acrss the city.Amtrak is ging t be here. The new Metr Green Line will be here. Bus lines will be here. (Applause.)And I

36、just had a chance t take a lk at sme f thse spiffy new trains. (Laughter.) Theyare nice. And theyre energy efficient. Theyre ging t be reliable. Yu can get frm nedwntwn t the ther in a little ver 30 minutes instead f when its snwing being in trafficfr tw hurs. (Applause.) The trains were made in Cal

37、ifrnia, which meant flks were put twrk here in the United States building them. (Applause.)And heres the best part f it: Nt nly have yu made a mre efficient transprtatinsystem, cutting dwn cmmutes, saving n gas, reducing carbn pllutin, but this dept hashelped t bst ecnmic develpment in Lwertwn St. P

38、aul. (Applause.) Just acrss thestreet the ld dwntwn pst ffice building is becming apartments and shps.rethan 4,000 jbs were created fr this prject. (Applause.) And were seeing businesses crp upand new develpment crp up all alng the line.S everybdy is winning. And in part because f sme fleibility tha

39、t we shwed duringthe planning prcess, the line is als ging t stp in sme pr neighbrhds that ftentimeshave difficulty getting t the places where there are jbs. (Applause.) S its ging t help flkswh are willing t wrk hard, trying t get int the middle class, it helps them get access -helps peple get acce

40、ss t pprtunity that, up until this pint, had a tugh time.S we knw this wrks. Tday, were kicking ff the net rund f cmpetitin fr TIGERgrants. Mayrs and gvernrs, city cuncils, state legislatures, all f yu wh are watching heretday, if yuve gt a great idea fr yur city r yur state, then let us knw yur pla

If it willencurage ecnmic activity and supprt lcal businesses, and help put peple t wrk, thenyur cuntry is interested in partnering with yu.And TIGER grants arent the nly way that we can help cities like St. Paul and Minneaplisrebuild their infrastructure. Yuve gt - federal funding helped t build

42、 the Green Line; thatsging t make it easier than ever t travel between the tw cities. Yuve gt mre than 5,000cnstructin wrkers frm all ver Minnesta helping t build it. Nearly 200 plice fficers,train peratrs and maintenance wrkers are being hired. And thats nt cunting all the jbsthat are being created frm the ffices and the apartment buildings that are ging t be builtalng the line. Because the trains stpped at neighbrhds that have access t publictransprtatin, thse flks are ging t wrk. And all f this can be duplicated all acrss thecuntry.But unfrtunately, fu
