tduranceshallnotbelessthan20minutes.所有閥門在出廠前均需作水壓試驗，試驗壓力為設計壓力的1.5倍，持續(xù)時間為不少于20分鐘。4.1.5Thesealingmaterialshouldbeconsistentwiththepressure、temperature、medium、pressuredrop、noise.etc.賣方提供與壓力、溫度、流體介質、壓降、噪音等相適應的密封材質。4.1.6Itshouldbeeasytochangevalveplugs.賣方提供的閥芯便于更換。4.1.7Theperformanceandspecificationofvalvesshouldmeetthebuyer’srequirement,thenoisenearvalvesabout1metershouldbelessthan85dB(閥門的性能及規(guī)范滿足業(yè)主方要求，在距閥門外1米處所測得噪音水平小于85dB4.1.8Surfaceofvalvesshouldbemachined,andbeguaranteedthattheappearanceofvalves閥門表面進行加工，保證外型美觀。4.1.10ThepneumaticcheckvalveofBFPturbineLPsteamisinstalledhorizontally.Thepressureofcompressedairis0.45小汽機低壓進汽管道進口止回閥為氣動止回閥，儀用空氣壓力：0.45～0.7MPa(g)，水平安裝。閥門采用對焊連接，閥門兩端坡口與連接管道相匹配。4.1.11P Thepneumaticcheckvalveshouldbefail-opentype.Solenoidsuppliedwithpneumaticcheckvalveshouldbethree-waytypewithsinglecoilexceptspecialnote,andsolenoidcanbeworkingwellwithelectrification.該氣動逆止閥采用時失氣關閥設計。電磁閥為三通電磁閥，除特殊注明外，均為單線圈，并能承受長期帶電工作條件的要求。(1)LimitswitchshallbeDPDT,oneinopeningposition,theotherinclosingposition.Contactscapacityis220VAC,5A.(2)DiameterofairtubeandinstrumentsshallbeaccordingtoAmericanstandard.Filterregulatorshallbesuupliedwithferrulefittingswhichshallmatchwithbuyer’sφ8X1stainlesssteeltube.(1)限位開關是雙刀雙擲（DPDT），開、關方向各一個。接點容量220VAC,5A。(2)空氣管路和儀表接口管徑按美國標準制作，過濾減壓閥自帶卡套式管接頭與業(yè)主方φ8X1不銹鋼管匹配。5Qualityguarantee質量保證5.1ThesellershouldhavequalitycertificationsystemstoensureproductqualityandserviceaccordingwiththedemandsthattheTechnicalSpecificationstipulate.賣方應需有質量保證體系以確保產品質量和服務工作符合本技術規(guī)范規(guī)定的要求。5.2Thesellershouldoffereachqualityassurance.Thesefilesincludeatleast:賣方需提供有關質量保證的各項文件。這些文件至少包括：a.Competencycertificateofproductstest(includingthemainbought-incomponents):ShowthesupplyofallequipmentandmaterialaccordingtotherequestofthisTechnicalSpecificationandapprovederror.產品檢驗合格證書（包括主要外購件）：表示全部設備和材料的供應是根據(jù)本技術規(guī)范的要求和認可的誤差。b.MaterialGuarantee材料合格證c.testreportofhydraulicpressure水壓試驗報告f.Theerrorfileswrittendownandapprovedduringtheequipmentandmaterialprocessingandmanufacturing設備和材料加工制造中誤差的文件記錄和認可記錄5.3Qualityguarantee質量保證Equipmentwarrantyperiodisoneyearaftertheequipmentcontinuousserving168hours.Withinqualityinsurance,theequipment’sdefectortroublewhicharecausedbyseller'sdesign,thematerialorthecraftreasonshouldbechangedandrepairedfreebytheseller,thequalityinsuranceofthesparepartchanged(orrepaired)postponeoneyear.設備質量保證期為機組168小時后一年，在質保期內由于賣方設計、材料或工藝的原因所造成的設備缺陷或故障，賣方免費更換、修理設備，所更換（或修理）零部件的質保期再順延一年。6cleaning,painting,packing,loadandunload,transportandstorage清潔，油漆，包裝，裝卸，運輸與儲存6.1Thesurfaceshouldbede-rust,andbrushtwoprimerandtwoexteriorpaintbeforetheequipmentisdispatchedfromthefactory,thesurfacepaintedisleveled,brightandcleanandbeautiful,thecolorandlusterisunanimous,thecolorisRAL3002.設備出廠前外表面進行除銹、并刷二道底漆、二層面漆，漆表面平整、光潔美觀，色澤一致，氣動頭色標號為RAL3002。6.2Packageofequipmentsshouldaccordwiththeregulationofinternationalconveyancestandard,equipmentshouldscribbleantisepticpaintbeforepackingtokeepplayinganantisepticroleduringtransporting.Alltheelectricequipmentmustrigorouslyenforcethepackaging,soastoensurethatisnotdamagedduringtransportingandkeeping,preventbeingmademoist.設備的包裝符合國際貨物運輸相關標準規(guī)定，設備包裝前需涂防腐漆，以便在運輸保管中起防腐作用。凡電氣設備必須嚴格包裝，以確保在運輸保管期間不被損壞，并防止受潮。6.3Packagesfortheequipmentshouldbeclassifiedbypackinglist,forkeepawayfromanamorphicanddamagingduringtransporting,packagesmustbefirmedinthecase.設備需按裝箱單分類包裝，并使之在箱內固定牢靠，以免運輸過程中變形和損壞。6.4Allpartsexposedshouldhaveprotectorsandmeasureswhichpreventdamagingduringtransportingandstoring.所有外露部分須有保護裝置和措施，防止在運輸和儲存期間損壞。6.5Whorlholeorweldingholeofthenozzleneedingjoiningatsiteshallbeprotectedbyscrewthreadorotherways.需要現(xiàn)場連接的螺紋孔或管座的焊接孔采用螺紋或其它方式予以保護。6.6Covers、metalbeltsorfastenersshallnotbeweldedontheequipment.遮蓋物、金屬帶子或緊扣件不焊在設備上。Appendix2Scopeofsupply附件2供貨范圍1、Generalrequirement一般要求1.1Thisappendixspecifiesthescopeofsupplyforcontractequipment.TheSellershallensurethesuppliedequipmentisbrand-new,advanced,mature,complete,safeandreliable,andthetechnicalperformanceandeconomicefficiencyoftheequipmentconformtotherequirementofappendix1.本附件規(guī)定了合同設備的供貨范圍，賣方保證提供設備為全新的、先進的、成熟的、完整的和安全可靠的，且設備的技術經濟性能符合附件1的要求。1.2TheSellershallprovidedetailedlistofsupplies,whichincludethetype,quantity,originandmanufactureretc.ThecomponentsnecessaryfortheoperationandconstructionofthewholesetofequipmentshallbesuppliedbytheSellereventhroughthesecomponentshavenotbeenlistedorbeshortageinthiscontractappendix.賣方提供詳細供貨清單，清單中依次說明型號、數(shù)量、產地、生產廠家等內容。對于屬于整套設備運行和施工所必需的部件，即使本合同附件未列出和/或數(shù)目不足，賣方仍須在執(zhí)行的同時補足。1.3Thecontractincludesallvalvesusedonfourunits.本工程采購4臺發(fā)電機組所需閥門。1.4TheSellershallsupplythespecialtoolsandconsumablematerialsnecessaryforallinstallationandmaintenance,andthedetailedlistshouldbereferredinthebiddocument.賣方提供所有安裝和檢修所需專用工具和消耗材料等，并提供詳細供貨清單。1.5TheSellershallsupplysparepartsincludingmetersandcontroldeviceduringafive-yearservice.提供一個大修期間（5年）的備品備件(包括儀表和控制設備)。2Scopeofsupply供貨范圍2.1TheSellershouldoffertheequipmentandsparepartsnecessarywithintimethatbothpartiesagree,andguaranteetoaccordwiththeTechnicalSpecificationandthespecialrequirementwhichthebuyerputforwardinwriting.賣方在業(yè)主方、賣方商定的時間內提供給業(yè)主方所需數(shù)量的設備及備品備件，并保證符合本技術規(guī)范書規(guī)定的條文和業(yè)主方書面提出的特殊要求。2.2scopeofequipment（fourunits）設備范圍(四臺機組)No.序號Description名稱Specification/Model規(guī)格型號Unit單位Qty數(shù)量Origin產地Eachprice生產廠家remarks備注1PneumaticcheckvalvesofBFPturbineLPsteam小汽機低壓進汽氣動止回閥ADAMS-SCVPN25DN300set臺8Germany德國******閥門公司Original原產地2Pneumaticactuator(withfilterregulator,Solenoidvalve,limitswitch.)氣動執(zhí)行器（帶空氣過濾減壓閥組件，電磁閥，行程開關)RCQ250SR80set臺8Germany德國REMOTECONTROLOriginal原產地2.3Specialtools專用工具Nothing無2.4Spareparts備品備件Nothing無Appendix3:TechnicaldocumentandDeliveryschedule附件3技術資料和交付進度1、Generalrequirement一般要求1.1TheSeller-provideddocumentsshalladoptinternationallegalsystemofunits.LanguageisChinese.賣方提供的資料使用國家法定單位制即國際單位制。技術資料和圖紙的文種為中文。1.2Organizationalstructureofdocumentsshallbelegibleandlogic.Contentsofthesedocumentsshallbeaccurate,consistentandcomplete,andmeetprojectrequirement.資料的組織結構清晰、邏輯性強。資料內容要正確、準確、一致、清晰完整，滿足工程要求。1.3TheSeller-providedtechnicaldocumentsaregenerallydividedintoseveralaspects:cooperativedesignstage,equipmentmanufacturingsupervisionandacceptance,constructioncommissioningandtrialrun,performancetestandacceptance,operationmaintenance.TheSellershallmeetthespecificrequirementsoftheaboveseveralaspects.賣方提供的技術資料一般可分為配合設計階段，設備監(jiān)造檢驗、施工調試試運、性能試驗驗收和運行維護等四個方面。賣方須滿足以上四個方面的具體要求。1.4Twosetsofdesignrequiredcompleteandformaldocuments(includingoneeditableelectronicdocument)shallsubmittodesignerwithin15days,andsubmittwosetsofabovedocumentsdirectlytothebuyer.TheSellershallprovidecompleteformalequipmentdocumentsin12sharestothebuyer..(Attach2electronicdocuments).Devicepackingdocument(includingpackinglist,ex-factorylicenseandex-factorytestreportetc.)Twoaredeliveredwithdevice.設計院需完整正式資料2份（含可編輯、修改的電子文件一份）在15天內提供給設計院，另外直接提供上述完整正式資料2份給業(yè)主方。正式完整設備資料提供的份數(shù)為一式12份（另附電子文件2份），賣方在設備交貨前半年提供給能源有限責任公司。設備裝箱資料（含裝箱清單、出廠合格證、出廠試驗報告等）2份隨設備發(fā)運。1.5SubmissionoftheSeller-provideddocumentsshallbeprompt,sufficient,satisfytherequirementofprojectschedule.賣方資料的提交及時充分，滿足工程進度要求。Drawingsofferedbythesellershouldbeclear,can'tbeminiatureandcopied.賣方提供的圖紙清晰，不得提供縮微復印的圖紙。1.7Drawingsofferedmustindicatetheuseofdrawingsanddesignphase,thefinalFormaldesigndrawingsputonthemarkofconfirmingandsignscompletely.賣方提供的圖紙必須注明圖紙用途及設計階段，最終正式工程設計用圖簽署完全，加蓋確認標記。1.8Drawingserialnumbersofferedmustbeclear,inorder,thephenomenonwithoutthesameserialnumberofdifferentdrawingsappears.Afterdrawingsarerevised,mustnotifythedesigningunitoftheprojectintime,thedrawingshouldindicatethatrevisingserialnumber.所供圖紙編號必須清晰、有序，不得有不同圖紙相同編號的現(xiàn)象出現(xiàn)。圖紙改版后，必須及時通知工程設計單位，圖紙注明改版序號。1.9Drawingandindetaildesignoftheproject,exceptthewrittenmaterialandattacheddrawingetc.canadoptthewhitepictureandprintmaterials,shouldadopttheblueprint.所供工程施工設計用圖和資料，除說明書等文字資料及附圖等可采用白圖及印刷資料外，其它工程施工設計用圖需采用藍圖。1.10Theprovidedblueprintshouldhavelist.提供圖紙資料等附有提供資料清單。1.11Forthedocumentsnotlistedinthelistofcontractualtechnicaldocumentsbutnecessaryfortheproject,theSellershallpromptlysubmitthemfreeofchangeonceitfindsthesituation.對于沒有列入合同技術資料清單，卻是工程所必需的文件和資料，一經發(fā)現(xiàn)，賣方也須及時免費提供。2Technologicalfilesanddrawings技術文件和圖紙Thefilesofferedshouldmeettheneedthatequipmentisoperatedandmaintained(includingmaintainingstep、measuringmeansandtechnologicalcraftstandardetc.),alltextfilesrequireA4paper、laserprinting。提供的資料滿足設備運行和檢修(含檢修步驟及測量方法、技術工藝標準等)的需要，所有文本資料要求A4紙、激光打印。2.1Technicalthesellershouldoffer(notlimitedto)賣方提供的技術文件（不限于）2.1.1Relevantmanuals,appearancedrawing,modelcollocation,supplyinventory.有關說明書、外形圖、典型布置圖、供貨清單；2.1.2Technicaldatalistofvalves閥門的技術數(shù)據(jù)表2.1.3Appearancesize、interfacesize、assignrequire、verticalsectionandpartdetailedstatementwhichareneededforeachvalvedesignandassigning.Ifthematerialhasthechangeintheform,thesellershouldnotifythebuyerandthebuyerrepresentativewithinonemonth每個閥門供設計布置用的外型尺寸及接口尺寸圖、布置要求、縱剖面圖和零件明細表，如表中材料有變更，賣方在1月之內通知業(yè)主和業(yè)主代表；2.1.4Supplylistofwholesetandthelistofthebuyer'sself-providedequipment;套裝設備的供貨清單及要業(yè)主方自備的設備清單；2.1.5Valves’ex-factorytestreport、licenseandeachtestreport閥門出廠檢測報告、合格證及各種試驗報告。2.1.6Manualofexecutivebody.執(zhí)行機構說明書。2.2Fillswithdeviceofferedbythesellerasfollow(notonlylimitation)賣方提供如下隨機資料（不僅限于）2.2.1Equipmentinstallationdocuments設備安裝資料2.2.2Factoryreportssuchasinspectionrecordandtestreportandqualitycertificate.檢驗記錄、試驗報告及質量合格證等出廠報告。2.2.3Mainpartstestreport,materialinspection主要部件試驗報告，材料檢驗報告2.2.4Sparepartslist、wearingpartsblueprint、equipmentinstallationblueprint隨機備品備件清單、易損件圖紙、設備安裝圖紙2.2.5P裝箱清單、合格證2.3Drawingsshouldshowallenclosuresthatsuppliedwitheachpart,andindicatethemanufacturer,type,parameterandcapacityofeachpart.圖紙表明隨每項部件所供給的一切附件，而且標明每個部件的制造廠家、型號、參數(shù)和容量。Appendix5:Manufacturinginspectionandperformancecceptancetest附件5：檢查和性能驗收試驗1.Introduction概述1.1ThepurposeofthisAppendixisforinspection,manufacturingsupervisionandperformanceacceptancetestoftheSellersuppliedequipmentduringcontractimplementation(includingsubcontractandoutsourcingequipment),toensurethatequipmentsuppliedbytheSellercanmeetrequirementsinAppendix1.本附件用于合同執(zhí)行期間對賣方所提供的設備（包括對分包外購設備）進行檢驗、監(jiān)造和性能驗收試驗，確保賣方所提供的設備符合附件1規(guī)定的要求。1.2Withinthreemonthsafterexecutionofcontract,theSellershouldsupplytheBuyerwithstandardsassociatedwithmanufacturingsupervision,inspection,andperformanceacceptancetestofthecontractequipment.ThesestandardsshouldaccordwithAppendix1.賣方需在本合同生效后3月內，向業(yè)主方提供與本合同設備有關的監(jiān)造、檢驗、性能驗收試驗標準。有關標準須符合附件1的規(guī)定。2.Factoryinspection工廠檢查2.1Factoryinspectionisanimportantpartofqualitycontrol.TheSellermuststrictlyperforminspectionandtestateveryproductionlinksinfactory.Qualitycertificate,inspectionrecordandtestreportshouldbeissuedfortheSellersuppliedcontractequipment;andbecomeanintegralpartofqualityprovingfilesatdelivery.工廠檢驗是質量控制的一個重要組成部分。賣方須嚴格進行廠內各生產環(huán)節(jié)的檢驗和試驗。賣方提供的合同設備須簽發(fā)質量證明、檢驗記錄和測試報告，并且作為交貨時質量證明文件的組成部分。2.2Therangeofinspectionincludesreceivingofrawmaterialandelements,fabricating,assembling,andcheckingofcomponentstountilex-factorytest.檢驗的范圍包括原材料和元器件的進廠，部件的加工、組裝、試驗至出廠試驗。2.3ResultsoftheSeller’sinspectionshouldmeetrequirementsinAppendix1.Ifthereisanyunconformity,orstandardrequirementscannotbemet,theSellershouldtakemeasurestotreat,untilmeetrequirements;atthesametime,submit"disagreereport”totheBuyer.Incaseanysignificantqualityproblemoccurs,theSellershouldtimelynotifytheBuyer.賣方檢驗的結果要滿足附件1的要求，如有不符之處或達不到標準要求，賣方要采取措施處理直至滿足要求，同時向業(yè)主方提交不一致性報告。賣方發(fā)生重大質量問題時將情況及時通知業(yè)主方。2.4Allcostsforfactoryinspectionareincludedinthetotalcontractprice.工廠檢驗的所有費用包括在合同總價之中。3.Performanceacceptancetest性能驗收試驗3.1Thepurposeofperformanceacceptancetestistoverifywhetherallperformancesofcontractequipmentmeetrequirementsofthisappendix1.性能試驗的目的是為了檢驗合同設備的所有性能是否符合附件1的要求。3.2LocationofperformanceacceptancetestshallbedeterminedbythecontractandisusuallyattheBuyer’ssite.性能試驗的地點由合同確定，一般為業(yè)主方現(xiàn)場。3.3Timeofperformanceacceptancetest:unittestisusuallyconductedwithinahalfyearfollowing168htrialoperationandthespecifictesttimeshallbedeterminedbytheSeller.性能試驗的時間：機組試驗一般在168小時試運之后半年內進行，具體試驗時間由業(yè)主方確定。3.4PerformanceacceptancetestisdirectedbytheBuyerwithparticipationoftheSeller.TestprogramshallbeprovidedbytheBuyerandshallbedeterminedafterdiscussionwiththeSeller.Iftestisconductedonsite,theSellershallprovidecooperationaccordingtotherelativerequirement.Iftestisconductedinfactory,theSellershallprovidewokersandmaterialresourcesnecessaryforthetest.性能試驗由業(yè)主方主持，賣方參加。試驗大綱由業(yè)主方提供，與賣方討論后確定，如試驗在現(xiàn)場進行，賣方要積極進行相關工作配合；如試驗在工廠進行，試驗所需的人力和物力等由賣方提供。3.5Costofperformanceacceptancetest性能驗收試驗的費用CostshallbebornebytheBuyeriftestismadeonsite,orarealreadyincludedinthetotalcontractpriceiftestismadeintheSeller’sfactory.如試驗在現(xiàn)場進行，由業(yè)主方承擔，在賣方工廠進行，則已包含在合同總價之中。3.6Confirmationofperformanceacceptancetestresult性能驗收試驗結果的確認PerformanceacceptancetestreportshallbemainlypreparedbytheBuyerwithparticipationoftheSellerandshallbejointlysignedandaffixedwithsealtoconfirmconclusion.Incasethetwopartieshavedisagreementovertestresult,thetwopartiesshallresolveitthroughnegotiation.Ifstillhavethesameagreementafternegotiation,thenthetwopartiesshallrefertoeachsuperiortonegotiate.性能驗收試驗報告以業(yè)主方為主編寫，賣方參加，共同簽章確認結論。如雙方對試驗的結果有不一致意見，雙方協(xié)商解決；如仍不能達成一致，則提交雙方上級部門協(xié)調。3.7Whenperformanceacceptancetestisconducted,ifonepartyreceivesnoticefromtheotherpartybutdoesnotsendpersonneltoparticipateinthetest,itwillberegardedthatitacceptstheacceptancetestresultandshallconfirmthetestandaffixasealtoit.進行性能驗收試驗時，一方接到另一方試驗通知而不派人參加試驗，則被視為對驗收試驗結果的同意，并進行確認簽蓋章。Appendix7:Technicalserviceandliaison附件7：技術服務和聯(lián)絡1.TheSeller’ssitetechnicalservice賣方現(xiàn)場技術服務1.1Basicrequirementofsiteservice現(xiàn)場服務的基本要求1.1.1TheSeller’ssitetechnicianaimstoputthesuppliedcontractequipmentintooperationsafely.TheSellershalldispatchcompetentandskillfulsitetechnician.TheSellershallprovideenoughservicedaystosatisfytherequirementofthisproject.IfitisduetotheSeller’sreason,thebelowserviceman-dayscannotcompletetheproject.TheBuyerisentitledtorequiremoredaysandtheSellershallbearthecost.Ontheotherhand,theBuyerisentitledtorequiremoredaysandbearthecostitself.賣方現(xiàn)場技術服務人員的目的是使所供的合同設備安全、正常投運。賣方要派出合格的、能獨立解決問題的現(xiàn)場服務人員。賣方提供的服務人天數(shù)能滿足工程需要。如果由于賣方的原因，下表中的人天數(shù)不能滿足工程需要，業(yè)主方有權追加人天數(shù)，且發(fā)生的費用由賣方承擔。如果由于業(yè)主方的原因，下表中的人天數(shù)不能滿足工程需要，業(yè)主方要求追加人天數(shù)，且發(fā)生的費用由業(yè)主方承擔。1.1.2TheSeller’stechnicianfeeisincludedinthetotalpriceofthecontract.Suchasallsubsidiesandthecostoftraffic,communication,accommodation,medical,eachinsuranceandtaxetc.賣方服務人員的一切費用已包含在合同總價中，它包括諸如服務人員的工資及各種補助、交通費、通訊費、食宿費、醫(yī)療費、各種保險費、各種稅費、等等。1.1.3Thesitetechnicianshallworkatthesametimeasotherpersonnel’srequirement.TheBuyerwillnotextrapayforworkingovertimeandworkingonholiday.現(xiàn)場服務人員的工作時間與現(xiàn)場要求相一致。業(yè)主方不再因賣方現(xiàn)場服務人員的加班和節(jié)假和節(jié)假日而另付費用。1.1.4WithouttheBuyer’sapproval,theSellercannotchangethesitetechnician.AndtheSellershallreplacetheincompetentsitetechnician.未經業(yè)主方同意，賣方不隨意更換現(xiàn)場服務人員。同時，賣方將及時更換業(yè)主方認為不合格的賣方現(xiàn)場服務人員。1.1.5Fillingthesitetechnicianscheduleintothebelowtable,andespeciallytheservicewhichisincludedintheSeller’srelativequotation.按下述表格填寫現(xiàn)場服務人員計劃，報價中相關費用充分。SiteservicePlanTable（oneunits）現(xiàn)場服務計劃表（單臺機組）序號技術服務內容計劃人日數(shù)派出人員構成備注職稱人數(shù)1指導安裝1天技師1人2調試1天工程師1人3性能試驗1天工程師1人1.1.6Inthefollowingcondition,theserviceman-dayswillnotbecountintotheSeller在下列情況下發(fā)生的服務人天數(shù)將不計入賣方現(xiàn)場總服務人天數(shù)中：a.Theman-daysareincapableofperformasaservicefacilitiesanddisqualifytoprovideserviceduetotheSeller’sresponse.由于賣方原因不能履行服務人員職責和不具備服務人員條件資質的現(xiàn)場服務人員天數(shù);b.Theincreasingofman-daysduetothereasonthattheSeller’sproblemswithsolvingdesign,installing,testing,andtrailrunning.賣方為解決在設計、安裝、調試、試運等階段的自身技術、設備等方面而出現(xiàn)的問題而增加的現(xiàn)場服務人天數(shù)；c.Increasingtheman-daysnumberduetoothertheSeller’sreason因其他賣方原因而增加的現(xiàn)場服務人員。1.2TheSeller’ssitetechnicianmustqualifythefollowingaptitude.賣方現(xiàn)場服務人員具備
