船舶防污染管理須知

1、船舶防污染管理須知Instructionforshippreventingpollution總則GeneralRules為了保護(hù)水域環(huán)境，防止船舶對水域及港口環(huán)境的污染，保障人體健康，減少經(jīng)濟(jì)損失，根據(jù)MARPOL73/78防污公約和中華人民共和國海洋環(huán)境保護(hù)法以及中華人民共和國防止船舶污染海域管理條例等法規(guī)，特制定本管理規(guī)則。Toprotectwaterenvironment,preventwaterandportenvironmentfrompollutingofvessel,safeguardhealth,reduceeconomicloss,drawupthismanagementre

4、1.1.管理小組成員：組長：船長副組長：輪機(jī)長、大副組員：其它技術(shù)船員Member:Headman:CaptainVice-headman:chiefengineer,chiefofficerMember:othertechnologycrew.1.2.管理小組職責(zé)船舶防污染工作由船長總負(fù)責(zé)。船長應(yīng)經(jīng)常組織全體船員認(rèn)真學(xué)習(xí)、貫徹國內(nèi)防污法規(guī)及上級有關(guān)防污染文件,嚴(yán)格執(zhí)行港口防污規(guī)章，具體布置、監(jiān)督船舶各部門做好防污染工作。當(dāng)發(fā)生污染事故時,組織全體人員全力以赴控制和清除污染，減少經(jīng)濟(jì)損失，并及時向公司報告。調(diào)查了解污染事故的現(xiàn)場和事故經(jīng)過、原因及污染程度。審查污染事故報告，如實地向公司機(jī)務(wù)部報

13、劃是所有船舶必須配備的重要文件，是防止油污證書法定檢驗的內(nèi)容之一。ShipboardOilPollutionEmergencyPlanisnecessarydocumentonboard.ItisoneofstatutoryinspectionasInternationalOilPollutionPreventionCertificates.船長應(yīng)按照船舶證書的管理規(guī)定，妥善保管船上油污應(yīng)急計劃。CaptainshouldkeepShipboardOilPollutionEmergencyPlanasshipcsertificatemanagementregulations.船長應(yīng)按照船上油污

15、nagement甲板日常防污染管理Dailypollutionpreventionmanagementondeck保持甲板清潔，無垃圾、油跡。Keepdeckclean,nogarbageandoilstains.檢查并保持甲板動力液壓管系及設(shè)備無泄漏、積油。發(fā)現(xiàn)液壓管系及設(shè)備泄漏時應(yīng)及時處理并通知輪機(jī)部修理。Checkdeckpowerhydraulicpressurepipesystemandequipmentforleakageandoildeposition.Ifany,shouldinformenginedepartmentforrepair.加強涉及油污作業(yè)的管理。港內(nèi)需對船殼進(jìn)行

17、隨意使用消油劑，如需使用，應(yīng)事先取得港口主管機(jī)關(guān)的同意。Inportoilremovercannotbeatwillused.Ifuse,shouldgettheapprovalofportauthoritiesinadvance.壓載水的排放，按有關(guān)規(guī)定執(zhí)行。Ballastwateroperationshouldcomplyinaccordancewiththerelevantregulationsoftheconvention.機(jī)艙污水排放Bilgewaterdischargeinengineroom停泊在錨地、港池內(nèi)的船舶，禁止向舷外排放污水。Bilgewaterdischargefor

18、biddenwhenmooringatanchorageorinharbourbasin.航行在特殊區(qū)域以外的船舶排放污水應(yīng)遵照73/78MARPOL公約和中華人民共和國防止船舶污染海域條例的有關(guān)規(guī)定進(jìn)行排放。Accordingto73/78MARPOLinternationalconventionandPreventingseaareafromshippollutioncontrolregulationofPeoplesRepublicofChina,shipinnavigationshoulddischargebilgewateroutofspecialarea.船舶不在特殊區(qū)域內(nèi)；Ves

19、selisnotinspecialareas船舶距最近陸地五十海里以上；Morethan50nauticalmilesfromnearestlands船舶正在途中航行,航速不小于7節(jié)；Speednotlessthan7knotsinnavigation.排出物的含油量小于15PPM；Oilcontentindischargewatershouldbenomorethan15ppminnavigation船上所設(shè)油水分離設(shè)備或過濾設(shè)備正在運轉(zhuǎn)。Intheoperationofoilywaterseparationequipment,filterequipmentonboard航行在特殊區(qū)域以內(nèi)的

20、船舶不準(zhǔn)排放污水。Nodischargeinspecialarea船舶航行排放機(jī)艙污水，應(yīng)加強與駕駛臺的聯(lián)系，做好油類記錄簿的記錄，注意排放時間和排量的填寫。Shipinnavigationdischargingbilgewaterinmachineryspaceshouldcontactwithbridgeandfillinoilrecordbookpayingattentiontodischargetimeandquantity.防污設(shè)備管理Managementofpollutionpreventionequipment加強船舶油水分離器、生活污水處理裝置等防污設(shè)備的運行管理，做好維護(hù)、保

21、養(yǎng)，確保設(shè)備處于良好使用狀態(tài)。Strengthenrunningmanagementforoilywaterseparator,sewagetreatmentequipmentandotherpollutionpreventionequipment.Dowellmaintenanceandensureequipmentingoodorder.船舶防污設(shè)備有故障影響正常排放，船上又無能力排除故障時，應(yīng)盡快報公司主管部門聯(lián)系修理。Failureofpollutionpreventionequipmentinfluencesnormaldischarge,meantimecrewcannotsolv

22、eproblembythemselves,shouldreporttocompanydepartmentinchargeforrepair.4.3.3.油水分離器處在正常狀態(tài)時，禁止亂設(shè)接頭或軟管，繞開油水分離器強行排放。OWS（oilywaterseparator）unauthorizedconnectionorhoseforbypassdischargeisprohibited.除在非常情況下，禁止使用通用泵及消防泵排放機(jī)艙污水。Exceptinemergency,useofthegeneralpumporfirefightingpumptodischargebilgewaterineng

23、ineroomoverboardisprohibited.確認(rèn)使用專用泵浦排放壓載水和供消防水，并保證所使用的管系清潔無油污。通至壓載艙的總閥用后應(yīng)及時關(guān)閉。Ensureusespecificpumptodischargeballastandsupplyfirefightingwaterandensurenooilstainsinusingpipesystem.Closetheballastmainvalvetoballasttanksafteruse.防止污油、污水漏入艙底。Preventdirtyoil,bilgewaterfromleakingtothebottom.燃油、滑油轉(zhuǎn)駁艙（柜

24、）時應(yīng)慎重操作，杜絕駁運時漏入艙底。Transferfueloilandlubeoilprudentlyagainstleakagetobottom.曲軸箱、齒輪箱、油底殼等更換下來的廢油，應(yīng)收集入污油艙柜，不得放置艙底。Wasteoilchangedfromcrankcase,gearbox,oilsumpshouldbecollectedtodirtyoiltank,noplacingonbilge.保持機(jī)械設(shè)備的油管、閥門、道門等不滴漏油。Keepoilpipe,valve,doorofmachinerynospillageandleakageofoil燃油、滑油分油機(jī)排渣柜中的油渣，應(yīng)

25、及時排入污油艙（柜），不得到入艙底。OilsludgeinFO&LOsludgetanksshouldbetransferredtodirtyoiltankintime.Nodrainingtobottom.清洗零部件使用過的污油，應(yīng)集中到入污油艙（柜），不得到入艙底。Dirtyoilusedforcleaningpartsshouldbecollectedintodirtyoiltank.Nodischargingtobilge.燃油、潤滑油等集油柜出現(xiàn)高液位時，應(yīng)及時駁空，以防溢入艙底。Whenbeinghighlevelincollectingtanks,shouldtransferem

26、ptyofthecollectingtanktoavoidspillingoiltobilge.油柜及其它設(shè)備的集油盤（槽）通至各集油柜的管路要保持暢通，有缺損部位要及時修復(fù)。Keepthepipestotheaccumulatortraysoftanksandotherequipmentunlocked.Damagedpartsshouldberepairedintime.值班人員應(yīng)經(jīng)常檢查各海、淡水泵的填料盤根及管系有無漏泄現(xiàn)象，采取相應(yīng)措施，以減少艙底水量。Dutycrewshouldoftencheckifstuffingtrayandpipesystemofsea/freshwate

27、rpumpforleakage.Takeappropriatemeasuretoreducewaterquantityinbilge.嚴(yán)禁將洗滌劑倒入艙底，以免造成油水分離器監(jiān)控裝置失靈。Detergentisprohibitedtopourintobilge.Itcanavoidmonitordeviceofoilyseparatormalfunction.污油、污水艙（柜）管理Dirtyoil,bilgewatertankmanagement機(jī)艙人員應(yīng)詳細(xì)了解污油艙（柜）、污水艙（柜）的容量及測量孔、透氣孔、標(biāo)準(zhǔn)排放接頭的位置。Engineroomcrewshouldbefamiliarw

33、hescuppersondeck,prepareforemergencytoolsandmaterialsforleakage.指派專人進(jìn)行操作排放。Assignspecificpersontooperatedischarge.加強與接收方的密切聯(lián)系，確認(rèn)泵的起動、停止信號壓力、排量等。Strengthencommunicationwithreceivingparty,confirmthesignalforstartofpump,stop,pressureandpumprateetc.加強輸送管路的檢查，嚴(yán)守當(dāng)值崗位，防止發(fā)生冒油。Strengthencheckingtransportpipe

34、,sticktopositions,avoidspillageandleakage.接收作業(yè)結(jié)束時，在確認(rèn)輸送管內(nèi)無殘油后方可將其拆除。Whenoperationfinish,dismantlethepipeonlyafterensuringnoresidualoilinpipelines.燃油油渣的處理TreatmentofFOresidue燃油產(chǎn)生的油渣禁止排放入海，應(yīng)抵港申請接收處理。FOresidueisprohibitedtodischargeintosea.Shouldapplyforreceivingwhenarrivingport.應(yīng)將作業(yè)情況記入油類記錄簿。Fillworko

35、perationsinOilRecordBook機(jī)艙油污垃圾的處理Treatmentofoilstainsandgarbageinengineroom機(jī)艙產(chǎn)生的油污垃圾應(yīng)集中裝入專用塑料袋或垃圾桶。Oilstainsandgarbageinengineroomshouldbecollectedintoplasticbagorgarbagebarrel.禁止將油污垃圾傾倒入海Dischargingoilstainsandgarbageintoseaisprohibited.油污垃圾的處理，抵港時申請港口主管機(jī)關(guān)接收處理。Whenshiparriveport,shouldapplyportauth

38、ereleaserateshouldcomplywithUntreatedsewagereleaserate加裝燃、潤油防污染管理Managementforbunkeringfueloilandlubeoil總則GeneralRule船舶加裝燃潤油工作的總負(fù)責(zé)人是輪機(jī)長，任何加油的文件、單據(jù)、油樣等應(yīng)交輪機(jī)長本人簽署，并予以確認(rèn)。Chiefengineerisinchargeofbunkering.Alldocument,bill,oilsamplesrelatedtooilloadingshouldbesignedandconfirmedbyhimself.船長應(yīng)將加油港口的有關(guān)防污染規(guī)定及

39、加油要求，及時通知輪機(jī)長。Captainshouldinformintimechiefengineeraboutrelevantpollutionpreventionregulationsanddemandofbunkeringport.做好加裝燃潤油全過程的管理，全過程是指：油船(駁)到達(dá)至離開本船或本船靠上至離開加油碼頭。在此期間各部門應(yīng)加裝燃油、潤滑油作為作全船工作，通力合作，加強值班責(zé)任心。防止發(fā)生油污染事故。Manageallprocessofbunkering.Allprogressmeansthatfromoilsupplyboat(barge)arrivaltoleaveorf

41、utycrewandprepareforenoughlightingequipment.靠碼頭裝油時，應(yīng)牢固系泊船只，所用纜繩應(yīng)良好，有足夠的拉力。值班水手應(yīng)經(jīng)常巡視及調(diào)整系泊纜繩，在潮水漲落幅度大港口更要加強上述工作。Ifbunkeringatberth,shouldfastenshipwithgoodmooringlineswhichhaveenoughpullforce.Dutycrewshouldoftenpatrolandadjustmooringlines.Iftideriseandfallhasabigrange,abovementionedworkshouldbestrengt

42、hened.加油場所應(yīng)懸掛禁止煙火警告牌。Nosmokingwarningboardshouldbehunginworksite.受油前的準(zhǔn)備Preparationbeforebunkering主管加油的二管輪在制定裝油計劃時，應(yīng)預(yù)先計算好所加油艙的存油量，安排好加油艙柜的加油數(shù)量及加裝的先后順序，并留合適的空檔，先受油的油艙空檔一般為總艙容的10%為宜，而最后受油艙的空檔應(yīng)在20%左右。Whenthirdengineermakesthebunkeringplan,shouldcalculateremainoilquantityintank,arrangeloadingquantityford

44、okeepshipstability.寒冷天氣受油，應(yīng)注意油溫，防止已進(jìn)艙燃油因流動性差影響測量，發(fā)生冒油。Whenitiscold,shouldheedoiltemperature.Preventtoinfluencemeasurementandtospillduetobadfluidofincomingoil.制定溢油應(yīng)急計劃，并確認(rèn)發(fā)生意外時，供、受雙方各采取的應(yīng)急措施。為預(yù)防意外，應(yīng)備好應(yīng)急工具和應(yīng)急物品；如空桶及吸油材料、化學(xué)消油劑、鋸末、棉紗、破布等。Draftoilpollutionemergencyplan,andconfirmemergencymeasuretakenbysu
