The Flaws of University Administration in China中國大學(xué)行政管理機(jī)構(gòu)的缺陷高校應(yīng)不應(yīng)該實(shí)行去行政化? Debate正方論點(diǎn):Hello everyone, first of all, lets clear the topic of our debate. De-administration in universities refers to limiting the expansion of executive power while maintaining the necessary administrative activities. We argue that carrying out de-administration in universities for two reasons.First, carrying out administration in universities weakens the right of scholars in academic fields. In recent years, executive power expands into academic field, thus the rights of scholars in academic management are seriously restricted.Second, administrators in universities abuse the academic resources. That not only interferes with academic development, but also makes it difficult to improve the quality of research.Above all, we insist that de-administration in universities is necessary.攻辯環(huán)節(jié):第一輪攻辯:1正一:我們都知道,高校的學(xué)術(shù)事務(wù)本應(yīng)該由學(xué)者、教授來決定。據(jù)我所各,復(fù)旦大學(xué)中由學(xué)者教授組成的學(xué)術(shù)委員會(huì),十年以來才開兩次會(huì)議,大小學(xué)術(shù)事務(wù)都由行政領(lǐng)導(dǎo)來決定,行政環(huán)境下的高校,學(xué)術(shù)自由權(quán)到底在哪里呢?We all know that university academic affairs should be determined by scholars and professors. But as far as I know, the academic committee composed of academics and professors in Fudan University just opened 2 meetings in 10 years. The vast majority of the academic affairs are determined by the executive leadership. Does the academic freedom exist under the administrative environment?2反一:對(duì)方辯友所說的學(xué)術(shù)委員會(huì)十年以來才開了兩次會(huì)議,表明學(xué)術(shù)委員會(huì)這樣的機(jī)構(gòu)的存在是沒有價(jià)值的,我們行政管理是不應(yīng)該設(shè)立這樣的機(jī)構(gòu)。As far as I know,over the past 10 years ,the academic committee just hold the conference twice,which meanse its valueless and is just a decoration.3正二:對(duì)方辯友,之所以出現(xiàn)這樣的狀況是因?yàn)閷W(xué)術(shù)委員會(huì)沒有了決定權(quán),所以開了會(huì)也白開。再想請(qǐng)問對(duì)方辯友了,在這樣的情況下,高校的發(fā)展是不是受到了影響呢?My opponent, this situation occurs just because academic committee has no decision-making power. In this condition, the development of universities must be affected.4反一:對(duì)方辯友,據(jù)我所知,我國的科研立項(xiàng)都是由學(xué)術(shù)委員會(huì)決定的,而行政管理機(jī)構(gòu)僅做形式的審查,請(qǐng)問我行政機(jī)構(gòu)僅做形式的審查怎么就干預(yù)了學(xué)術(shù)了呢?What you said is baised,according to rule, Administrative institution Is just do the formal review,and scientific research project establishment is decided by academic committee.how could you say that Administrative institution intervene the academy?5正一:照對(duì)方辯友所說的,我認(rèn)為一個(gè)科研立項(xiàng)就應(yīng)該開一次會(huì)了,而復(fù)旦大學(xué)10年只開了兩次會(huì)議,你認(rèn)為這樣夠嗎?學(xué)術(shù)委員會(huì)的權(quán)力受到了限制,還能夠決定些什么事情呢。According to the opponent, I consider a research project should have a meeting .but Fudan university opened only two meetings in the past 10 years. Do you think that enough? What can the academic committee decide when their power has been limited?6反二:據(jù)我所知,我國法律規(guī)定他們每年都要開會(huì)的,而他們十年才開了兩次會(huì)議,究竟是這樣的體制有問題,還是因?yàn)檫@個(gè)體制在施行的過程中沒有按原來的走向進(jìn)行呢?7正二:對(duì)方辯友,我想問下有法律明文規(guī)定就等于有人去遵守嗎?今天行政人員的官職比學(xué)術(shù)委員會(huì)的官職大,所以決定權(quán)在行政管理人員手中,會(huì)開了也是白開的??蒲袑W(xué)術(shù)教育事務(wù)不讓最熟悉的學(xué)術(shù)人員來決定,這是不是有礙于學(xué)術(shù)的發(fā)展呢?My opponent, clear guidance in law doesnt mean everyone would obey it. At present, the position of administrators is higher than scholars, and they have decision-making power, so the meeting is useless. Scholars, who know academic best, cant decide academic and educational issues. 8反二:對(duì)方辯友,我非常同意你的憂慮,但是為什么法律規(guī)定你要開會(huì),你偏不開,只聽從有權(quán)力的人的指示。到底是因?yàn)槟愕墓俦疚凰枷胩剡€是法律要求你去服從呢?I couldnt agree more what you concerned ,but when you aginst the law and obey the power of administration ,and then you criticizethe administrative ,dont you think its rootless and irrational?9正一:為什么我們要聽有權(quán)力的人的指示?因?yàn)樵诂F(xiàn)行的社會(huì)中,他的行政級(jí)別比我高,他的權(quán)力覆蓋到我的職責(zé),若我不聽從他的指示,我就沒辦法繼續(xù)在自己的崗位上呆下去了。Why should we listen to those who have the power? Because His administrative level is higher than me, so his power can influence my decisions. In the current society, if I dont obey his instructions, I have no way to stay in my positions.10反二:是這樣的,西方同樣的院長的設(shè)制,但是在開會(huì)的時(shí)候所有人都應(yīng)該保持平等的心態(tài),不要因?yàn)樗窃洪L就話語權(quán)比我大,對(duì)方辯友偏偏就犯了這個(gè)錯(cuò)誤,認(rèn)為院長的話語權(quán)就比我大,所以就不敢說話,那這究竟是行政化的錯(cuò)還是你不敢說話的錯(cuò)呢?Its not administration which should be responsible for the matter. Lack of a reasonable structure and mechanism, even the Academic Committee cannot avoid the situation when everyone wouldnt stand in opposite to leaders will. Should administration be blameful ?11正二:今天不是我們說它這樣,它就是這樣,而是社會(huì)的現(xiàn)狀就是這樣。我們聊權(quán)力對(duì)方不跟我們聊,我們來聊聊資源好不好,一個(gè)學(xué)術(shù)科研項(xiàng)目實(shí)驗(yàn)開支才占5.4%,而其它的行政費(fèi)用卻達(dá)到了94.4%,這對(duì)于我們的學(xué)術(shù)發(fā)展是不是有利的?Not we say what it is, but the status quo of society is this. Since you dont talk about power with us, well say something about academic resources. One survey shows that the experimental expenditure of an academic research only accounts for 5%, while other administrative expenses is as high as 95%. Is this beneficial to our academic development?12反一:對(duì)方辯友,這個(gè)數(shù)據(jù)的全面性有待考察。95%喔,你不覺得很離譜嗎?。同樣來講資源我們不是回到那個(gè)問題,如果我們今天法學(xué)院本科教育的學(xué)費(fèi)是4560元,是國家統(tǒng)一規(guī)定的,這樣的行政化命令我們要不要去除?My opponent, the stata is still being verified and dubious; and what we now learned, the check, control and audit in scientificresearchfunds are rigorous, how could you draw the conclusion above?反方:Against: Our view is that the opposition to de-administration does not mean that we cannot reform the present administration management system and should make it stable. My opponent will agree that governments administration management play an irreplaceable role in making up for market failure. Based on such a theory, even for Western elite universities which have developed continuously for hundreds of years, administration system still works as a necessary supplement for university autonomy system. An ideal administration system will be helpful. Through a scientific and reasonable planning and design, a management system of great efficiency will be established. It should be of checks and balances. It should have simplified structures, equipped with specialized staff. We think that, instead of abandoning the existing administration management mechanism, wed better undertake a reformation. It is the practical and useful measure to maintain the normal operation of universities, and a path to ensure the long-term development.正方:眾所周知,過多的行政權(quán)力會(huì)影響體系的運(yùn)行效率
