andCanada.Exposuretorelativelysmal1quantitiesofasbestos

fibers,theyconcluded,wasdirectlyresponsibleforthe

developmentofcancers,asbestosisandrelateddiseases.

Takingintoaccountevidenceprovidedbyeconomistsand

buildingindustrymanagement,however,thereportassumedthat

despitetheavailabilityofothermaterials,asbestoswould

continuetoplayamajorroleintheBritishbuildingindustry

formanyyearstocomebecauseofitsavailabilityandlowcost.

Asaresult,thecouncilgaveaseriesofrecommendationswhich

wereintendedtoreducetheriskstothosewhomightbeexposed

toasbestosinworkingenvironments.Theyrecommendedthat,

wherepossible,asbestosfreematerialsshouldbeemployed.In

caseswhereasbestoswasemployed,itwasrecommendedthatit

shouldbeusedinsuchawaythatloosefibreswerelesslikely

toentertheair.Thereportrecommendedthatspecialcare

shouldbetakenduringworkinenvironmentswhichcontain

asbestos.Workersshouldwearprotectiveequipmentandtake

specialcaretoremovedustfromtheenvironmentandclothing

withtheuseofvacuumcleaner.

Thereportidentifiedfivefactorswhichdeterminethelevel

ofriskinvolved.Thestateandtypeofasbestosiscritical

todeterminingtheriskfactors.Inaddition,dustformation

wasfoundtobelimitedwheretheasbestoswasusedwhenwet
