aslillymentioned,shedidnotsetouttobeatrailblazer.shewasjustsomebodywhowaswakingupeveryday,goingtowork,doingherjobthebestthatshecould.andthenoneday,shefindsout,afteryears,thatsheearnedlessthanhermalecolleaguesfordoingthesamejob.iwanttomakethatpointagain.(laughter.)doingthesamejob.sometimeswhenyou--whenwediscussthisissueoffairpay,equalpayforequalwork,andthepaygapbetweenmenandwomen,you’llhearallsortsofexcusesabout,well,they’rechild-bearing,andthey’rechoosingtodothis,andthey’rethisandthey’rethatandtheother.shewasdoingthesamejob--probablydoingbetter.(laughterandapplause.)samejob.workingjustashard,probablyputtinginmorehours.butshewasgettingsystematicallypaidless.
andsoshesetouttomakesurethiscountryliveduptoitsfounding,theideathatallofusarecreatedequal.andwhenthecourtsdidn’tanswerhercall,congressdid.
thefirsttimelillyandistoodtogetherinthisroomwasmytenthdayinoffice,andthat’swhenwesignedthelillyledbetterfairpayact.(applause.)firstbillisignedintolaw.andsomeoftheleaderswhohelpedmakethathappenareheretoday,includingleaderpelosiandsenatormikulskiandcongresswomandelauro.(applause.)iwanttothankallthemembersofcongressandallthestatelegislatorswhoarehereandalltheadvocateswhoarehere,becauseyouallcontributedtothateffort.andiwanttogiveaspecialthankstothemembersofthenationalequalpaytaskforce,who’vedoneoutstandingworktomakeworkplacesacrossamericamorefair.
we’reherebecausetodayisequalpayday.(applause.)equalpayday.andit’snicetohaveaday,butit’sevenbettertohaveequalpay.(applause.)andourjobisnotfinishedyet.equalpaydaymeansthatawomanhastoworkaboutthisfarintoXXtoearnwhatamanearnedinXX.thinkaboutthat.awomanhasgottoworkaboutthreemoremonthsinordertogetwhatamangotbecauseshe’spaidless.that’snotfair.that’slikeaddinganextrasixmilestoamarathon.(laughter.)it’snotright.

americashouldbealevelplayingfield,afairraceforeverybody--aplacewhereanybodywho’swillingtoworkhardhasachancetogetahead.andrestoringthatopportunityforeveryamerican--menandwomen--hastobeadrivingfocusforourcountry.
now,thegoodnewsistodayoureconomyisgrowing;businesseshavecreatedalmost9millionnewjobsoverthepastfouryears.morethan7millionamericanshavesignedupforhealthcarecoverageundertheaffordablecareact.(applause.)
that’sagoodthing,too.iknowit’sequalpaydayandnotobamacareday--(laughter)--butidowanttopointoutthattheaffordablecareactguaranteesfreepreventivecare,likemammogramsandcontraceptivecare,fortensofmillionsofwomen,andendsthedayswhenyoucouldbechargedmorejustforbeingawomanwhenitcomestoyourhealthinsurance.(applause.)andthat’strueforeverybody.(applause.)that’sjustonemoreplacewherethingswerenotfair.
we’lltalkaboutdrycleanersnext,right--(laughter)--becauseiknowthat--idon’tknowwhyitcostsmoreformichelle’sblousethanmyshirt.(laughter.)
butwe’vegottomakesurethatamericaworksforeverybody.anybodywhoiswillingtoworkhard,theyshouldbeabletogetahead.andwe’vegottobuildaneconomythatworksforeverybody,notjustthoseatthetop.restoringopportunityforallhastobeourpriority.that’swhatamericaisabout.itdoesn’tmatterwhereyoustartedoff,whatyoulooklike--youworkhard,youtakeresponsibility,youmaketheeffort,youshouldbeabletogetahead.
andwe’vegottofightforanopportunityagenda,whichmeansmoregoodjobsthatpaygoodwages,andtrainingamericanstomakesurethattheycanfillthosejobs,andguaranteeingeverychildaworld-classeducation,andmakingsuretheeconomyrewardshardworkforeverysingleamerican.
andpartofthatisfightingforfairpayforwomen--becausewhenwomensucceed,americasucceeds.(applause.)whenwomensucceed,americasucceeds.it’strue.ibelievethat.(applause.)it’strue.it’strue.it’strue.
now,here’sthechallenge:today,theaveragefull-timeworkingwomanearnsjust77centsforeverydollaramanearns;forafricanamericanwomen,latinas,it’sevenless.andinXX,that’sanembarrassment.itiswrong.andthisisnotjustanissueoffairness.it’salsoafamilyissueandaneconomicissue,becausewomenmakeupabouthalfofourworkforceandthey’reincreasinglythebreadwinnersforawholelotoffamiliesoutthere.sowhentheymakelessmoney,itmeanslessmoneyforgas,lessmoneyforgroceries,lessmoneyforchildcare,lessmoneyforcollegetuition,lessmoneyisgoingintoretirementsavings.
andit’sallbadforbusiness,becauseoureconomydependsoncustomersoutthere,andwhencustomershavelessmoney,whenhardworkingwomendon’thavetheresources,that’saproblem.whenbusinessesloseterrificwomentalentbecausethey’refedupwithunfairpolicies,that’sbadforbusiness.theyloseoutonthecontributionsthatthosewomencouldbemaking.whenanyofourcitizenscan’tfulfilltheirpotentialforreasonsthathavenothingtodowiththeirtalentortheircharacterortheirworkethic,we’renotlivinguptoourfoundingvalues.wedon’thavesecond-classcitizensinthiscountry--andcertainlynotintheworkplace.
so,tomorrow,thesenatehasthechancetostartmakingthisrightbypassingabillthatlillyalreadyalludedto--thepaycheckfairnessact.(applause.)they’vegotachancetodotherightthing.anditwouldputsensiblerulesintoplace,likemakingsureemployeeswhodiscusstheirsalariesdon’tfaceretaliationbytheiremployers.
andhere’swhythisisimportant.therearewomenheretodaywhoworkedinofficeswhereitwasagainsttherulesforemployeestodiscusssalarieswithoneanother.andbecauseofthat,theydidn’tknowtheywerebeingpaidlessthanmen--justlikelillydidn’tknow--fordoingtheexactsamework.forsome,itwasyearsbeforetheyfoundout.andeventhen,itonlyhappenedbecauseamanageraccidentallyletitslipor,asinlilly’scase,asympatheticco-workerquietlypassedanote.sheonlyfoundoutsheearnedlessthanhermalecolleaguesfordoingthesameworkbecausesomebodyleftananonymousnote.
wecan’tleavethattochance.andoverthecourseoflilly’scareer,shelostmorethan$200,000insalary,evenmoreinpensionandsocialsecuritybenefits--bothofwhicharepeggedtosalary--simplybecauseshewasawoman.
andlilly,andsomeoftheotherwomenhere,decideditwaswrong,setouttofixit.theywenttotheirbosses;theyaskedforaraise.thatdidn’twork.theyturnedtothelaw;theyfiledsuit.andforsome,foryearsafterwaitingandpersistingtheyfinallygotsomejustice.
well,tomorrow,thesenatecouldpaytributetotheircouragebyvotingyesforpaycheckfairness.(applause.)thisshouldnotbeahardproposition.thisshouldnotbethatcomplicated.(applause.)
andsofar,republicansincongresshavebeengumminguptheworks.they’vebeenblockingprogressonthisissue,andofcourseotherissuesthatwouldhelpwiththeeconomicrecoveryandhelpusgrowfaster.butwedon’thavetoacceptthat.america,youdon’thavetositstill.youcanmakesurethatyou’reputtingsomepressureonmembersofcongressaboutthisissue.andidon’tcarewhetheryou’reademocratorarepublican.ifyou’reavoter--ifyou’vegotadaughter,yougotasister,yougotamom--iknowyougotamom--(laughter)--thisissomethingyoushouldcareabout.
andi’mnotgoingtostandstilleither.sointhisyearofactioni’veusedmyexecutiveauthoritywhenevericouldtocreateopportunityformoreamericans.andtoday,i’mgoingtotakeaction--executiveaction--tomakeiteasierforworkingwomentoearnfairpay.sofirst,i’mgoingtosignanexecutiveordertocreatemorepaytransparencybyprohibitingfederalcontractorsfromretaliatingagainstemployeeswhodiscusstheirpaywitheachother.(applause.)paysecrecyfostersdiscriminationandweshouldnottolerateit--notinfederalcontractingoranywhereelse.
second,i’msigningapresidentialmemorandumdirectingthedepartmentoflaborandouroutstandingsecretaryoflabor,tomperez,torequirefederalcontractorstoprovidedataabouttheiremployeecompensationsopaydiscriminationcanbespottedmoreeasily.
now,iwanttobeclear:therearegreatemployersouttherewhodotherightthing.thereareplentyofemployersouttherewhoareabsolutelycertainthatthere’snopaydiscriminationhappeningintheiroffices.butthensometimeswhenthedataislaidout,itpaintsadifferentpicture.manytimestheythendoeverythingtheycantofixtheproblem,andsowewanttoencouragethemtofixtheseproblemsiftheyexistbymakingsurethatthedataisoutthere.
soeverybodywhocaresaboutthisshouldpayattentiontohowthesenatevotestomorrowonthispaycheckfairnessact,becausethemajorityofsenatorssupportthisbill,buttwoyearsago,aminorityofsenaterepublicansblockeditfromgettingavote.evenworse,somecommentatorsareouttheresayingthatthepaygapdoesn’tevenexist.theysayit’samyth.butit’snotamyth;it’smath.(laughterandapplause.)youcanlookatthepaychecks.youcanlookatthestubs.(applause.)
imean,lillyledbetterdidn’tjustmakethisup.(laughter.)thecourt,whenitlookedatthedocuments,said,yep,you’vebeengettingpaidlessfordoingthesamejob.it’sjustthecourtthensaid,youknow,it’sbeen--aslillysaid--it’sbeenhappeningsolong,youcan’tdoanythingaboutitanymore--whichmadenosenseandthat’swhywehadtosignanotherbill.it’sbasicmaththataddsuptorealmoney.itmakesarealdifferenceforalotofamericanswhoareworkinghardtosupporttheirfamilies.
andofcourse,thefactthatwe’vegotsomeresistancefromsomefolksonthisissueuponcapitolhilljustfitswiththislargerproblem,thisvisionthatthecongressionalrepublicansseemtobecontinuallyembracing--thisnotionthat,youknowwhat,you’rejustonyourown,nomatterhowunfairthingsare.youseeitintheirbudget.thebudgettherepublicansincongressjustputforwardlastweek,it’slikeabadrerun.itwouldgivemassivetaxcutstohouseholdsmakingmorethanamilliondollarsayear,forcedeepcutstothingsthatactuallyhelpworkingfamilieslikeearlyeducationandcollegegrantsandjobtraining.
and,ofcourse,itincludesthatnovelideaofrepealingtheaffordablecareact.(laughter.)fiftiethtimethey’vetriedthat--whichwouldmeanthemorethan7millionamericanswho’vedonetheresponsiblethingandsigneduptobuyhealthinsurance,they’dlosetheirhealthinsurance;andthe3millionyoungadultswho’vestayedontheirparents’plan,they’dnolongerhavethatavailable;takeusbacktothedayswheninsurerscouldchargewomenmorejustforbeingawoman.
onminimumwage,threeoutoffouramericanssupportraisingtheminimumwage.usuallywhenthreeoutoffouramericanssupportsomething,membersofcongressarerightthere.(laughter.)andyethere,republicansincongressaredeadsetagainstit,blockingapayraisefortensofmillionsofamericans--amajorityofthemwomen.thisisn’tjustabouttreatingwomenfairly.thisisaboutrepublicansseeminglyopposinganyeffortstoeventheplayingfieldforworkingfamilies.
andiwasupinmichiganlastweekandijustasked--idon’tunderstandfullythetheorybehindthis.idon’tknowwhyyouwouldresisttheideathatwomenshouldbepaidthesameasmen,andthendenythatthat’snotalwayshappeningoutthere.ifrepublicansincongresswanttoprovemewrong,iftheywanttoshowthatthey,infact,docareaboutwomenbeingpaidthesameasmen,thenshowme.theycanstarttomorrow.theycanjoinusinthis,the21stcentury,andvoteyesonthepaycheckfairnessact.(applause.)voteyes.
andifanybodyiswatchingorlistening,ifyoucareaboutthisissue,thenletyoursenatorsknowwhereyoustand--becauseamericadeservesequalpayforequalwork.
thisisnotsomethingwe’regoingtoachieveinaday.there’sgoingtobealotofstuffthatwe’vegottodotoclosethepaygap.wegottomakeitpossibleformorewomentoenterhigh-payingfieldsthatupuntilnowhavebeendominatedbymen,likeengineeringandcomputerscience.womenholdlessthan6percentofourcountry’scommercialpatents--that’snotgoodenough.weneedmoreparentsandhighschoolteachersandcollegeprofessorsencouraginggirlsandwomentostudymathandscience.weneedmorebusinessestomakegenderdiversityaprioritywhentheyhireandwhentheypromote.fewerthanfivepercentoffortune500companieshavewomenatthehelm.
ithinkwe’dallagreethatweneedmorewomenincongress.(applause.)fewerthan20percentofcongressionalseatsareheldbywomen.clearly,congresswouldgetmoredoneiftheratiowas--(laughter)--evenedoutalittlebit.sowe’vegottoworkonthat.
andwe’veallgottodomoretomakeourworkplacesmorewelcomingtowomen.becausethenumbersshowthatevenwhenmenandwomenareinthesameprofessionandhavethesameeducation,there’sstillawagegap,anditwidensovertime.sowe’regoingtokeepmakingthecaseforwhythesepoliciesaretherightonesforworkingfamiliesandbusinesses.andthisisallgoingtoleaduptothisfirst-everwhiteh
