TechnicalAssistancetoStrengthenCapabilities(TASC)ispartofthebroaderTechnicalAssistanceforNutrition(TAN)Programme,fundedbyUKAid,whichisamechanismtoprovidetechnicalassistancetoScalingUpNutrition(SUN)countrygovernmentsandbuildcapacitiestowardsadvancingmulti-sectornutritionagendas,inlinewiththeSUNMovementprinciplesandroadmap.
TheobjectiveoftheTASCProjectistoprovide:
TechnicalassistancetoGovernmentsintheSUNMovementandtotheSUNMovementsecretariat(SMS)tocatalysecountryeffortstoscaleupnutritionimpact(Component1)in60+SUNMovementcountries.

Executivesummary
Malnutritionlevelsthroughouttheworldremainatunacceptablyhighlevels.Despitesomeprogresstheworldislargelyoff-trackformeetingglobalmaternal,infant,andyoungchildnutrition(MIYCN)targets.Estimatesofthefinancialresourcesrequiredtoaccelerateprogresstowardthesetargetsarehighandhaveevenincreased.
Officialdevelopmentassistance(ODA,alsoknownasaid)fornutritionremainsanessentialresourceinachievingshort-,medium-andlong-termoutcomesindevelopingcountries,thoughbudgetsfaceincreasingpressuresanddemandsfrommultiplefronts.TheeconomicimpactsoftheCovid-19pandemichaveputespecialpressureonODAbudgetsworldwide,withrecoverytopre-pandemiclevelsexpectedonlytowardstheendofthedecade.Nevertheless,sourcesofnutritionfinancing,includingODA,requiresustainingandscalingup.Thisiswellrecognised,andnew,additionalfinancialcommitmentsweresoughtatthe2021TokyoNutritionforGrowth(N4G)Summit,buildingonalegacyofpriorcommitmentsmadeatthe2013LondonN4GSummit.TheUKcommittedtointegratenutritionobjectivesacrossitsprogrammeportfolio(includinginsectorssuchashealth,humanitarian,womenandgirls,climateandeconomicdevelopment),tospend£1.5billiononnutritionprogrammesbetween2022and2030,andtoadopttheOECDDevelopmentAssistanceCommittee(DAC)NutritionPolicyMarkeratprogrammedesignstage.
Againstthisbackdrop,thisreportpresentsdetailedinformationontheUnitedKingdom(UK)Foreign,CommonwealthandDevelopmentOffice(FCDO)’saidspendingtoimprovenutrition,includingassessingprogressagainstitshistoriccommitments.Buildingonpreviousassessments(DevelopmentInitiatives,2014;2015;2016;2017;2018;2019;2020;2021)andusingtheScalingUpNutrition(SUN)DonorNetwork’s(SDN)agreedmethodology,thereportanalysesthelatestavailabledataupto2020,alongsidehistoricaldata,andfindsthefollowing:
?TheFCDOhasdisbursedover£5billion(aroundUS$6.8billion)ofnutritionODAsince2013.
?TheFCDOhasnotquitemetitsnutrition-specific2013N4Gcommitment.
oTheFCDOhascumulativelydisbursed£530.2millioninnutrition-specificfunding(excludingmatchedfunding),justshyofitsoriginalN4Gcommitmentof£574.8millionbyaround£44.7million.
?TheFCDOhasfarexceededitsnutrition-sensitive2013N4Gcommitmentandhasspentmorethandoubleitsoriginaltarget.
oTheFCDOhascumulativelydisbursed£4.6billiontonutrition-sensitiveinterventionssince2013,andsohasexceededitsnutrition-sensitivetargetof£2.1billion.
?In2020,FCDO’stotalaidspendingfornutritionincreasedforasecondconsecutiveyeartoreacharecordUS$1.1billion(around£855.6million).
oSpendingonnutrition-specificprogrammesdecreasedbyaquarter,fromUS$156.5millionin
2018toUS$117.4millionin2020;thisisthelowestamountsince2015andaresultofthenaturalcompletionofsomeexistingprogrammesandfewerdisbursementstoexistingnutrition-specificprogrammes.
oSpendingonnutrition-sensitiveprogrammesincreasedforthesecondconsecutiveyear,by19.5%,fromUS$872.7millionin2019toUS$979.5millionin2020;thisishigherthaninanypreviousyearandaresultofincreasedspendingtoexistingnutrition-sensitiveprogrammes.
oRelativetoitstotalODAspending,FCDO’stotalnutritionspendingdecreasedtoaround8.5%from11.4%in2019,thelowestproportionsince2012.
?In2020,FCDOsupported16fewerprogrammesthan2019,thoughwithgreaterdisbursements.
oThetotalnumberofnutrition-relatedprogrammessupportedbyFCDOdecreasedforthesecondconsecutiveyear,by16to100programmes,whichisthefewestobservedthroughouttheperiod2013–2020
oThisportfolioincludedsixnutrition-specificprogrammes,69nutrition-sensitiveprogrammes,and25programmeswithbothnutrition-specificandnutrition-sensitivecomponents.

oThemeanannualamountFCDOspentonanutrition-relatedprogrammein2020wasUS$11.0million.
?Since2013FCDO’snutrition-sensitivespendingonhumanitarianandhealthprogrammeshasincreasedhugely.
oOverhalfofFCDO’snutrition-sensitivespendingisonhumanitarianprogrammes,whichreachedarecordUS$577.1millionin2020.
oNutrition-sensitivespendingonhealthprogrammesincreasedforasecondconsecutiveyearandrepresents27.4%ofFCDO’stotalnutrition-sensitivespendingin2020.

TheDepartmentforInternationalDevelopment(DFID)mergedwiththeForeignandCommonwealthOffice(FCO)on2September2020tobecometheForeign,CommonwealthandDevelopmentOffice(FCDO).ThisdocumentrefersonlytoFCDOandcoverscommitmentsanddisbursementsmadebyDFIDpriortothemerger.
Aspartofcontinuingeffortstotrackandbetterunderstanddonorfinancingfornutrition,thisreportidentifiesandanalysestheUKFCDO’sofficialdevelopmentassistance(ODA)spendingonnutrition-relatedprojects.TheanalysisusesthemethodologydevelopedbytheScalingUpNutrition(SUN)DonorNetwork(SDN)

withtheaimofcapturingsuchspendinginordertobettertrackresourcesfornutrition.ThismethodologyisadoptedheretocaptureFCDO’snutritionspendin2020andformonitoringprogresstowardsmeetingtheoverallspendingtargetsintheperiod2013–2020,towhichtheUKcommittedatthe2013NutritionforGrowth(N4G)Summit.
Atthe2021TokyoNutritionforGrowthSummit(N4G),theUKpledgedtospend£1.5billionbetween2022and2030on:addressingthenutritionneedsofmothers,babiesandchildren,tacklingmalnutritioninhumanitarianemergenciesandmakingsurenutritioniscentraltotheFCDO’swiderworkoverthenext8years.Itwillfocusonintegratingnutritionobjectivesinitssupporttohealthandfoodsystems,aswellasworkinginfragileandconflictaffectedstatestoprotectthemostvulnerableaspartofitsimplementationoftheEndingPreventableDeathsapproach.TheUKalsocommittedtoadoptingtheOECDDACNutritionPolicyMarkeratprogrammedesignstage,toimprovetrackingandaccountabilityfornutritionprogrammes.Progressagainstthesenewcommitmentswillnotbeassessableuntilatleast2022.Thisreportfocusesonlyonpriorcommitments,coveringtheperiodforwhichthereisavailabledata,2010-
2020.
Previousiterationsofthisassessmentandreportcoveringtheyears2010–2018wereproducedforFCDOthroughtheMaximisingtheQualityofScalingUpNutritionPlus(MQSUN+)programme.
1.1Approach
Asinpreviousyears,thisanalysisusestheSDNmethodologyanddatafromtheOrganisationforEconomicCo-operationandDevelopment(OECD)DevelopmentAssistanceCommittee(DAC)CreditorReportingSystem(CRS)databasetoidentifynutrition-relatedprogrammesandcalculateFCDO’stotalnutrition-relatedspend.Datafor2020werereceivedon27January2022.
TheCRSdatabasehastwomeasuresofODA:commitmentsanddisbursements.TheformerisaformalobligationtodisbursefundsandshouldnotbeconfusedwiththeN4Gcommitments;thelatteristhefundingthatdonorshaveactuallyprovided.ThisreportreferstothedisbursementsmeasureofFCDO’sODA,representingtheiractualspendingonnutritioneachyearexpressedinUS$.
ThemethodologyisappliedtoFCDO’sbilateralODA,capturingflowsfromFCDOtoofficialbodiesinrecipientcountries.ItshouldbenotedthatthismethodologydoesnotcaptureFCDO’sfinancingtomultilateralagenciesthroughcontributionstotheircorebudgets,thoughitdoescapturewhereFCDOfundedthoseagenciestoimplementspecificprogrammes.
Theappliedmethodologyidentifiestwotypesofnutrition-relatedprogrammes:thosethatare‘nutrition-specific’andthoseclassifiedas‘nutrition-sensitive’(seeAnnex1).InlinewithFCDO’sN4Gcommitmentsmadein2013,FCDOalsoprovidesdetailsoftheirmatchedfunding.Thesefundsaretrackedseparately,astheyconstituteaseparatecategoryofFCDO’sN4Gcommitments,buttheyareincludedintheoverallassessmentofFCDO’sspendingonnutrition.FullmethodologicaldetailsaregiveninAnnex1.
ThisreportincludesanassessmentofthelatestprogressagainstexistingUKN4Gcommitments,anoverviewofFCDO’snutritionspending,disaggregatedasnutrition-specificandnutrition-sensitive,andamoredetailedanalysisofFCDO’sspendingacrosssectorsandrecipientcountries.ItalsoincludesabriefanalysisofthegendersensitivityofFCDO’snutritionspendingusingdataalsoreportedtotheCRSdatabase.DataonprogressagainstexistingUKN4GcommitmentsisexpressedinGBPtoallowfordirectcomparisontotheiroriginalwording.US$areusedelsewhere.

WhileFCDOisthelargestsourceofUKODAandthefocusofthisanalysis,otherUKgovernmentdepartmentsandagenciescanalsocontributetoUKODA,includingfornutritioninterventions.Thisishowevercomparativelylimited.In2020forexample,onlytheDepartmentforBusiness,InnovationandSkillsreportedanyODAfornutrition-specificprogrammes,equaltoaroundUS$8.5million.ODAtonutrition-sensitiveinterventionsbyotherUKgovernmentagencieshavenotbeenassessedhere.

2SummaryofFCDO’s2013N4Gcommitments
In2013atthefirstN4GSummithostedinLondon,FCDO(thenDFID)committedtotripleitsinvestmentinnutrition-specificprogrammes,equaltospendingatotalof£574.8millionbetween2013and2020(herebyreferredtoasFCDO’s‘nutrition-specificN4Gcommitment’).
FCDOalsocommittedtomatchfundingfornewfinancialcommitmentsfornutritionmadebyotheractors,uptoavalueof£280.0million(herebyreferredtoasFCDO’s‘matchedfundingN4Gcommitment’).ThismatchedfundingapproachwasputinplacetoencourageotherdonorstocommitfundingontopofwhatwascommittedattheN4GSummit.FCDOusesthistosupportthescale-upofothernutrition-specificinterventions,makingitanimportantpartofthespendonnutrition.
Finally,FCDOalsocommittedtoincreaseitsnutrition-sensitivespendingbyeightpercentagepointsoverthesameperiod,equaltospendingatotalof£2.1billionby2020(herebyreferredtoasFCDO’s‘nutrition-sensitiveN4Gcommitment’).
Thesecommitmentsandprogresstowardthemaredetailedinthefollowingsections.
In2020,theFCDOmadenutrition-specificdisbursementsof£54.7million(excludingmatchedfunding)andnutrition-sensitivedisbursementsof£764.0million,aswellas£36.9millionofnutrition-specificmatchedfundingdisbursements(Figure1).Cumulatively,thisamountsto£5.3billionspentsince2013.

Asidentifiedin2020,theFCDOhasexceededitsnutrition-sensitivetargetof£2.1billion(Figure3)andsothenutrition-sensitiveN4Gcommitmenthasbeenmet.Incurrent,real-termprices,theFCDOexceededthistargetearlyin2017.Asof2020,theFCDOhascumulativelydisbursed£4.6billiontonutrition-sensitiveinterventionssince2013,morethandoubleitsoriginalN4Gtarget.
