項目管理方針法人管項目:統(tǒng)統(tǒng)一項目基基礎(chǔ)管理模模式,強(qiáng)化化企業(yè)的項項目策劃及及資源集中中調(diào)控,規(guī)規(guī)范企業(yè)層面對項項目的服務(wù)務(wù)、監(jiān)督行行為,確定定企業(yè)、項項目部層次次的責(zé)任及及相互關(guān)系系,促進(jìn)項目管理體體系有效運運行;系統(tǒng)化管理:規(guī)規(guī)范項目管管理基本流流程和方法法,以項目目管理責(zé)任任目標(biāo)為中中心,確定定企業(yè)和項目部工工作職責(zé),提提高企業(yè)行行政效率,促促進(jìn)項目部部執(zhí)行效率率。持續(xù)改進(jìn):總結(jié)結(jié)、提煉成成功經(jīng)驗,改改進(jìn)項目管管理制度,優(yōu)優(yōu)化項目管管理體系,建建全項目管理考核,提提高項目管管理績效。1.4相關(guān)方滿滿意:以技技術(shù)先進(jìn)、成成本節(jié)約、安安全文明、過過程環(huán)保等等手段建設(shè)設(shè)完美工程程,為客戶提供優(yōu)質(zhì)質(zhì)服務(wù),提提高員工職職業(yè)發(fā)展自自豪感和幸幸福指數(shù)。加加強(qiáng)與優(yōu)秀秀供應(yīng)商、分包商的合作與與信任,展展現(xiàn)中建企企業(yè)形象及及管理水平平。2

適用范圍本手冊適用于中中國建筑第第X工程局有有限公司(簡簡稱為中建建X局)范圍圍內(nèi)房屋建建筑工程項目。海外房房屋工程項項目、裝飾飾項目、鋼鋼結(jié)構(gòu)項目目可按所在在地區(qū)和所所屬專業(yè)的的特點,在執(zhí)行本《手冊冊》時適當(dāng)當(dāng)修改。中建X局所屬企企業(yè)可根據(jù)據(jù)情況制訂訂相應(yīng)的細(xì)細(xì)則、辦法法、程序、規(guī)規(guī)定等可控控文件作為為執(zhí)行本手冊的配配套文件。33.13.23.33.43.53.6

相關(guān)文件中建股份有限公公司《工程程項目管理理規(guī)范》、《項項目管理手手冊》及有有關(guān)項目管管理制度;;《建設(shè)工程項目目管理規(guī)范范》(GBB/T500326);;《建設(shè)項目工程程總承包管管理規(guī)范》(GB/T50358);《工程建設(shè)施工工企業(yè)質(zhì)量量管理規(guī)范范》(GBB/T500430)、《環(huán)環(huán)境管理體體系規(guī)范及及使用指南》(GB/TT240001)、《職職業(yè)健康安安全管理體體系規(guī)范》(GB/T28001);中建X局及所屬屬單位質(zhì)量量體系、安安全及職業(yè)業(yè)健康管理理體系、環(huán)環(huán)境管理體體系文件;;中建X局及所屬屬單位現(xiàn)行行《項目管管理手冊》及及相關(guān)制度度文件;53.744.1

建筑行業(yè)有關(guān)法法律、法規(guī)規(guī)。項目管理機(jī)構(gòu)企業(yè)層級項目管理委員會會:局、公公司(分公公司)建立立跨部門的的項目管理理機(jī)構(gòu),負(fù)負(fù)責(zé)協(xié)調(diào)綜綜合性項目管理職能能,確定并并貫徹企業(yè)業(yè)項目管理理方針與目目標(biāo)。項目管理職能部部門:負(fù)責(zé)責(zé)項目管理理工作的計計劃、組織織、協(xié)調(diào)、信信息、檢查查、考核、指導(dǎo)等日常工作作。項目管理資源支支持性部門門:包括工工程測量、施施工技術(shù)、檢檢驗與試驗驗、工料分分析、工程造價、成本管管理、分包包管理、財財務(wù)資金、建建筑勞務(wù)、材材料采購、機(jī)機(jī)械設(shè)備、后后勤保障、治安保衛(wèi)、行政政事務(wù)等職職能,上述述職能可單單設(shè)或歸入入某個部門門。4.2

項目部企業(yè)建立的一次次性組織機(jī)機(jī)構(gòu),代表表企業(yè)進(jìn)行行合同履約約,并根據(jù)據(jù)各項管理理目標(biāo)的完完成情況接受考核及及兌現(xiàn)。項目部組織機(jī)構(gòu)構(gòu)建立:工工程中標(biāo)后后,企業(yè)根根據(jù)項目規(guī)規(guī)模、項目目特點、營營銷策劃、合合同要求,進(jìn)行項項目策劃并并組建項目目部,項目目部組織機(jī)機(jī)構(gòu)參照第第X章《項目目組織管理理》。項目部人員配備備:企業(yè)按按照《項目目策劃》的的安排,并并根據(jù)項目目實施各階階段的實際際情況,為項目部配配備具有資資格的合適適人員。有有關(guān)組織機(jī)機(jī)構(gòu)及人員員配備詳見見第三章《項目目組織管理》。項目分包隊伍的的引進(jìn)與使使用:企業(yè)業(yè)通過“集中招標(biāo)標(biāo)”為項目部部組織現(xiàn)場場各種勞務(wù)務(wù)分包和專業(yè)分包隊隊伍,也可可按照直營營施工隊的的方式組建建專業(yè)作業(yè)業(yè)隊或綜合合性作業(yè)隊隊,無論是綜合性或?qū)I(yè)業(yè)性的作業(yè)業(yè)隊或分包包企業(yè),都都應(yīng)該保持持企業(yè)集中中管理、建建制齊全、管管理規(guī)范、人員穩(wěn)定、信信譽(yù)良好、實實力充分、服服從指揮。65

手冊的使用及修修訂使用本手冊發(fā)至各企企業(yè)層級領(lǐng)領(lǐng)導(dǎo)、項目目管理部門門、相關(guān)職職能部門,各各項目部領(lǐng)領(lǐng)導(dǎo)及主要要人員。本手冊為企業(yè)內(nèi)內(nèi)部文件,受受控級別等等同于X大管理體體系文件。6.2

修訂本手冊的修訂由由中建X局項目管管理委員會會負(fù)責(zé)。8第一篇第一章

營銷與合同管理理項目啟動及投標(biāo)標(biāo)管理1.11.1.11.1.21.1.31.21.2.11.2.21.2.31.3.1.3.11.3.2

信息跟蹤公司(分公司)市市場營銷部部收集工程程信息,對對其進(jìn)行評評估并報主主管領(lǐng)導(dǎo)審審批,確定繼續(xù)跟蹤工工程信息。公司(分公司)市市場營銷部部對跟蹤工工程信息實實施營銷策策劃,編制制營銷策劃劃書,并嚴(yán)格遵循《中中建X局營銷策策劃書示范范文本》格格式。營銷策劃書編制制完成后,實實施分級上上報、評審審、審批,審審批完成后后的策劃書書作為工程信息過程程跟蹤管理理的指導(dǎo)性性文件,相相關(guān)單位按按照策劃書書要求和責(zé)責(zé)任范圍執(zhí)行。項目啟動收到工程招標(biāo)文文件,公司司(分公司司)組織招招標(biāo)文件評評審,經(jīng)評評審決定參參與投標(biāo)后,填寫《項目目啟動表(招招標(biāo)文件內(nèi)內(nèi)容)》(YB-101),由經(jīng)營決策人或其委托人簽發(fā),并開展相相應(yīng)服務(wù)及及管理,直直到項目終終止。凡符合局文件規(guī)規(guī)定必須報報局評審的的,各單位位X日內(nèi)將招招標(biāo)文件報報送局市場場營銷部,并提出評審審時間和方方式報主管管領(lǐng)導(dǎo)審定定。審批范范圍以外不不報局評審審的,由各單位自行組織織評審,作作好評審記記錄。評審前X天,各各單位將投投標(biāo)方案初初稿、項目目啟動表(招招標(biāo)文件內(nèi)內(nèi)容)》(YB-101)、《項目投標(biāo)評審審表》(YYB-1002)交局局市場營銷銷部。局股股份公司投投標(biāo)評審由由審批權(quán)限領(lǐng)導(dǎo)主持。詳詳見《中建建X局有限公公司工程投投標(biāo)管理辦辦法》。投標(biāo)總結(jié)不論工程中標(biāo)與與否,公司司(分公司司)市場營營銷部收集集匯總開標(biāo)標(biāo)信息,分分析總結(jié)項目投標(biāo)情況況,建立并并完善投標(biāo)標(biāo)信息數(shù)據(jù)據(jù)庫,填寫寫《項目投投標(biāo)總結(jié)表表》(YB-103)。未中標(biāo)的項目即即行終止,中中標(biāo)項目則則轉(zhuǎn)入項目目策劃管理理階段。9《《1.41.4.11

授權(quán)管理營銷策劃授權(quán)管管理工程造價在2--5億元(專專業(yè)工程在在1-3億元元),營銷銷策劃書由由公司審核核批準(zhǔn),報報局市場營銷部備備案。2

造價在5億元(專專業(yè)工程在在3億元)及及以上,營營銷策劃書書由局市場場營銷部審審核,局主管領(lǐng)導(dǎo)批準(zhǔn)準(zhǔn)。3

在區(qū)域辦事處(分分局)所轄轄范圍內(nèi)的的,以局股股份名義投投標(biāo)項目的的營銷策劃劃書同時上報區(qū)域辦事事處。1.4.21

投標(biāo)授權(quán)管理在中心城市,授授權(quán)所在區(qū)區(qū)域辦事處處(分局)對對5億元以下下項目信息息、投標(biāo)統(tǒng)統(tǒng)一管理。5億元以以上由局市市場營銷部部統(tǒng)一管理理。2

在中心城市以外外,授權(quán)所所在區(qū)域分分局(辦事事處)對22億元以下下項目統(tǒng)一一管理;22億元以上項目信信息、投標(biāo)標(biāo)由局市場場營銷部統(tǒng)統(tǒng)一管理。3

存在墊資情況、月月進(jìn)度付款款比例低于于80%、國國際和省部部級重點工工程或特殊殊構(gòu)筑物、BT和BOT方方式或其他他具有融投投資性質(zhì)的的建設(shè)工程程、其他具具有新型、復(fù)復(fù)雜、特殊殊技術(shù)難度度和疑難交易行為為的工程、進(jìn)進(jìn)入新領(lǐng)域域的工程以以及局認(rèn)為為有必要評評審的項目目信息、投投標(biāo)由局市場營銷部統(tǒng)統(tǒng)一管理。詳詳見《中建建X局有限公公司區(qū)域營營銷授權(quán)管管理辦法》。101.5
