2、APaterson2A46E-mail:dcarmentccs.carleton.caCOURSEDESCRIPTIONThereisafundamentaldividebetweenscholarsandpractitionersofinternationalrelations.Thegapisartificialandunnecessary.Thepurposeofthiscourseistobridgeit,basedonthebeliefthatwhileeachsituationhasuniquefeatures,understandinggeneralpatternsofinter

3、nationalrelationscanhelppractitionersformulatesoundpolicy.Theseminarisguidedbysomebasicquestions.Howisknowledgeaboutinternationalrelationsacquired?Howcanpeaceandcooperationbeachievedandmaintainedinachanginginternationalsystem?Howcantheorybeappliedtointernationalrelationspolicy?Toaddresstheseandother

4、questionsthisseminarwill:(1)discusstheunderlyingassumptionsandimagesthatinfluencethepracticeofinternationalpolitics;(2)providethroughlecturesandassignedreadings,representativesamplesoftheoreticalworks;(3)introducetothestudent,keyconceptsandmethodologiesusedbyscholarsintheirstudyofinternationalrelati

5、ons;and(4)applyinternationalrelationstheorytothepracticeofinternationalpolitics.Therearetwophasesofstudyinthisseminar.Thefirstpartoftheseminarwillintroducesomeoftheseminalcontributionstointernationalrelationstheory.Thisintroductionprovidestheframeworkforastudyofmajordebateswithininternationalrelatio

6、nstheory.Thesedebatesfocuson,amongotherthings,thelimitstocooperationandtheroleofinstitutionsinmanagingconflictamongstates.Inthesecondpartofthecourse,studentswillbeexpectedtoapplythetheorytheyhavelearnedthroughparticipationinaninteractivecomputersimulationinvolvingotheruniversityteamsthroughoutNorthA

7、merica,SouthAmerica,AsiaandEurope(EastandWest).Astheyattempttoimplementpolicyinitiativesandworkinteamstoresolveinternationaldisputes,studentswillconfrontinternationalrelationsissuesinacontextthatprovidesanauthenticityofexperienceandpracticality.Theobjectiveistoenableparticipantstocreateandtestorgani

8、zationalskills,understandtheinterdependenceofinternationalissues,appreciateculturaldifferencesandapproachestoworldproblems,andusecomputersformulti-nationcommunications.TheclasswillrepresentCanadaforthe1997/1998simulation.Thesimulationisintendedtofocusonafewprimaryissuesintheworldandhowtheseissuesare

9、related;itisnotintendedtocoverallinternationalissuesthatexisttoday.Themainsubgamesare:InternationalTrade,InternationalDebtandDevelopment,GlobalEnvironment,HumanRights,WorldHealth,ArmsControlandRegionalCooperation.Classeswillconsistoflectures,studentpresentations,preparationforthesimulationandon-line

10、computersimulation.Studentsareexpectedtocometoclasshavingdonealltherequiredreadingandpreparedtocontributeandlistentoviewpointsofotherstudents.Studentsarerequiredtowriteanindividualworkof15sbasedonthetheapplicationofinternationalrelationstheorytothesimulation.Therewillbeagrouppresentationbasedontheis
