27、理項目1.2項目類型土地整理1.3項目性質(zhì)重點(diǎn)項目1.4項目建設(shè)規(guī)模項目建設(shè)規(guī)模為n公頃。1.5項目區(qū)的位置和范圍項目區(qū)位于安徽省*市*區(qū)xx鎮(zhèn)北部的x村，xx村兩個行政村范圍內(nèi)，其四至為東臨n村到nn村主要道路、西接nn河、南抵nn溝、北靠n河，介于北緯334930至335043、東經(jīng)1171115至1171516之間。1.6項目所在地區(qū)地貌類型和項目區(qū)的地貌類型項目區(qū)位于安徽省淮北平原東北部，為歷史上黃泛區(qū)的淤積平原。項目區(qū)平面為四邊形，東西長2350m，南北長2250m，整個地勢較為平坦，但西部地面高程稍高于東部0.5m左右，項目區(qū)內(nèi)地面高程在25.0m左右。1.7項目區(qū)土地權(quán)屬狀況項目

28、區(qū)土地為x村、xx村兩個村集體所有，土地權(quán)屬界線清楚，面積準(zhǔn)確。集體所有權(quán)已在1997年進(jìn)行了所有權(quán)登記發(fā)證，土地承包權(quán)已于1997年發(fā)包到戶。1.8項目區(qū)新增耕地面積、新增耕地比例項目區(qū)經(jīng)規(guī)劃整理后新增耕地面積為n公頃，新增耕地率為n%。1.9項目區(qū)主要建設(shè)內(nèi)容項目區(qū)主要建設(shè)內(nèi)容有土地平整，農(nóng)田水利，道路交通和林網(wǎng)建設(shè)等四個方面。土地平整-通過對項目區(qū)土地利用進(jìn)行規(guī)劃，對零星地類，廢棄的坑塘，溝渠，斷頭路及零星未利用地進(jìn)行整理使其變?yōu)楦?，使土地利用結(jié)構(gòu)趨于合理?，F(xiàn)有耕地的平整，可提高農(nóng)業(yè)灌溉效率，實(shí)現(xiàn)節(jié)約用水，提高農(nóng)作物產(chǎn)量。為此需平整土地面積n公頃，完成土方工程n萬m3 。農(nóng)田水利-農(nóng)田

29、水利工程完善是確保項目區(qū)糧食穩(wěn)產(chǎn)豐收的基礎(chǔ)，因此必須加強(qiáng)農(nóng)業(yè)基礎(chǔ)設(shè)施的建設(shè)，提高抗御自然災(zāi)害（旱與澇）的能力。為解決灌溉水源，擬對項目區(qū)地下水資源進(jìn)行科學(xué)合理的開發(fā)利用，根據(jù)項目區(qū)供需水量要求計算結(jié)果，共需要72眼井，除對現(xiàn)有15眼機(jī)井進(jìn)行改造配套利用外，計劃新挖機(jī)井57眼；為解決排澇問題，提高除澇能力，需要在項目區(qū)建立通暢的排水系統(tǒng)工程，使項目區(qū)內(nèi)各田塊的積水通過排水系統(tǒng)排入團(tuán)結(jié)溝，最后匯入方河河道。為了加強(qiáng)項目區(qū)的農(nóng)業(yè)基礎(chǔ)設(shè)施建設(shè)，滿足規(guī)劃后農(nóng)業(yè)用電需求，需對項目區(qū)現(xiàn)有的電網(wǎng)進(jìn)行擴(kuò)建增容。道路交通與林網(wǎng)工程-項目區(qū)現(xiàn)有的田間路網(wǎng)布局不盡合理，質(zhì)量較差，如路網(wǎng)未聯(lián)通，斷頭路較多，路面結(jié)構(gòu)為土

30、質(zhì)，雨后泥濘，給農(nóng)民的生產(chǎn)生活帶來不便。因此本著盡量利用和改造現(xiàn)有道路，節(jié)約占地的原則，按照規(guī)范標(biāo)準(zhǔn)修建田間道路，滿足農(nóng)民的生產(chǎn)生活的需要。同時要配套完善項目區(qū)林網(wǎng)工程的建設(shè)。1.10項目區(qū)整理前后耕地質(zhì)量變化情況項目區(qū)在整理前，耕地質(zhì)量按照高產(chǎn)田和中低產(chǎn)田所占面積的百分比來講，高產(chǎn)田占總面積的10%左右，通過項目實(shí)施后，高產(chǎn)田面積將增加到總面積的40%以上，原有低產(chǎn)田全部改造為中高產(chǎn)田。項目區(qū)將由一個“易旱、易澇、低產(chǎn)”的局面，變?yōu)楹禎潮Ｊ?、穩(wěn)產(chǎn)高產(chǎn)的糧食生產(chǎn)基地。1.11項目區(qū)建設(shè)目標(biāo)項目區(qū)經(jīng)過土地整理后，將達(dá)到以下目標(biāo)：（1）提高項目區(qū)的土地利用率。經(jīng)過土地整理后項目區(qū)新增耕地面積n公頃

31、，新增耕地率n%，項目區(qū)耕地質(zhì)量得到明顯的提高。（2）改善項目區(qū)的生態(tài)環(huán)境。田塊規(guī)整、路網(wǎng)相通、林木成行、水利設(shè)施配套，田間道路通暢、水資源合理利用能力大大提高。（3）改善了群眾生產(chǎn)條件和生活環(huán)境，農(nóng)民收入穩(wěn)步增長，為新農(nóng)村各項建設(shè)奠定一定的物質(zhì)基礎(chǔ)。1.12項目區(qū)建設(shè)工期項目區(qū)建設(shè)期為1年。1.13項目估算投資項目總投資n萬元，畝均投資n元。2項目背景2.1項目所在區(qū)簡況2.1.1地理位置*區(qū)地處北緯3317-3405、東經(jīng)11605-11726之間，位于淮北平原的東北部，北靠徐州市，西鄰淮北市，南毗蚌埠市，東接靈璧縣。2.1.2自然條件*區(qū)地形地貌以平原為主，占*區(qū)土地總面積的80.27%

32、。該區(qū)西北部與東北部有低山殘丘分布，殘丘占19.73%。土壤種類較多，但以普通砂姜黑土和黃潮土為主。氣候?qū)倥瘻貛О霛駶櫦撅L(fēng)氣候區(qū)，實(shí)際日照時數(shù)在2200-2500小時之間，常年氣溫平均14.4，多年平均降雨量887.1毫米，全年0活動積溫為5283.9。因此，光、熱、水、氣等氣候條件可基本滿足農(nóng)作物一年兩熟的需要。生物資源、礦產(chǎn)資源都比較豐富。2.1.3社會經(jīng)濟(jì)條件據(jù)統(tǒng)計，2003年底*區(qū)實(shí)有耕地n公頃，全區(qū)總?cè)丝趎萬人，其中農(nóng)業(yè)人口n萬人，人均耕地面積n畝。年全區(qū)gdp為n億元，其中第一產(chǎn)業(yè)占n%，第二產(chǎn)業(yè)占n%，第三產(chǎn)業(yè)占n%，年糧食總產(chǎn)量為n萬噸，油料為n萬噸，棉花為n噸。近年來在國家惠

33、農(nóng)政策貫徹下，糧油棉產(chǎn)量已呈上升趨勢。2.1.4 土地利用情況全區(qū)土地總面積為n公頃，其中農(nóng)用地面積占全區(qū)總面積的n%（耕地面積占全區(qū)總面積的n%），居民點(diǎn)、工礦用地及交通用地占全區(qū)總面積的n%，水域面積占全區(qū)總面積的n%，未利用地占全區(qū)總面積的n%。2.2項目提出的緣由該項目區(qū)從土地資源節(jié)約利用，基礎(chǔ)設(shè)施需要建設(shè)，生態(tài)環(huán)境需要改善，新農(nóng)村建設(shè)要起步等方面均要求提出這個項目。（1）要提高土地利用率，增加有效耕地面積，提高耕地質(zhì)量從項目區(qū)現(xiàn)狀可以明顯地看出項目區(qū)內(nèi)有大量廢棄的坑塘及未利用地，通過整理后將增加有效耕地面積n公頃，新增耕地率為n%。耕地是農(nóng)業(yè)生產(chǎn)的基礎(chǔ)，基本農(nóng)田是耕地的重要部分，是耕

34、地中的精華。因此，增加耕地面積，改善農(nóng)業(yè)生產(chǎn)條件，提高耕地質(zhì)量是一項關(guān)系到項目區(qū)未來人口增長和農(nóng)業(yè)發(fā)展的大事（2）要增加農(nóng)田基礎(chǔ)設(shè)施建設(shè)，完善農(nóng)田配套工程，改善項目區(qū)農(nóng)業(yè)生產(chǎn)條件作為國家的糧食主產(chǎn)區(qū)和基本農(nóng)田保護(hù)區(qū)，就必然要求項目區(qū)具有良好的耕作環(huán)境和農(nóng)業(yè)生產(chǎn)的配套措施，但從目前來看，項目區(qū)農(nóng)田基礎(chǔ)設(shè)施仍較為脆弱，與抗御普通的自然災(zāi)害，確保農(nóng)田穩(wěn)產(chǎn)高產(chǎn)仍有較大的差距。迫切需要加強(qiáng)基礎(chǔ)設(shè)施建設(shè)，完善農(nóng)田配套工程，改善農(nóng)業(yè)生產(chǎn)條件。（3）從配合貫徹新農(nóng)村建設(shè)的主要內(nèi)容和要求來說，也迫切需要提出這個項目要調(diào)整目前的農(nóng)業(yè)生產(chǎn)結(jié)構(gòu)，改變土地利用方式，改善生態(tài)環(huán)境包括人居環(huán)境，促進(jìn)農(nóng)業(yè)增收和農(nóng)業(yè)經(jīng)濟(jì)發(fā)展，

38、件3.1.1地形地貌項目區(qū)處于*區(qū)xx鎮(zhèn)的東北部，為歷史上黃泛區(qū)的淤積平原，區(qū)內(nèi)地勢平坦。高程在24.5-25.5米之間，總體上西高東低，向東傾斜。北部有跨省河流x河及支流方河側(cè)身流過；南部近20km處有東西向豫（東）皖排水骨干河道即x河和xx河。 3.1.2氣候項目區(qū)氣候?qū)倥瘻貛О霛駶櫚敫珊禋夂騾^(qū)，季風(fēng)氣候明顯，四季分明，氣候溫和，雨熱同季，雨量適中；根據(jù)19512000年降雨資料分析計算，項目區(qū)多年平均降雨量877.1mm；本區(qū)光熱資源較豐富。實(shí)際日照時數(shù)為2500h左右，日平均氣溫0的太陽輻射達(dá)123-127千卡/cm2。多年平均溫度14.3，無霜期210天左右，全年日平均氣溫穩(wěn)定通過0

39、為312d，積溫5283。全年日平均氣溫穩(wěn)定通過10為217天，積溫4690。光熱資源適宜多種農(nóng)作物和林木生長。3.1.3土壤由于項目區(qū)歷史上受黃（河）泛的影響，土壤種類以淤土，兩合土、沙土為主，占總土地土壤分布面積的90%以上，土壤種類的質(zhì)量為*區(qū)分布中最好的區(qū)域之一。耕作層20cm左右，耕層含有機(jī)質(zhì)14.2g/kg，全氮0.80g/kg、速效磷11.2mg/kg、速效鉀175mg/kg，ph78。3.1.4水文地質(zhì)通過實(shí)地調(diào)查，項目區(qū)地下含水層為全新統(tǒng)潛水層，屬古河床邊緣中等富水區(qū)。含水層24層，總厚度1225m。水質(zhì)良好，適宜農(nóng)田灌溉。地下水的補(bǔ)給主要來源于降雨入滲（降雨入滲補(bǔ)給系數(shù)a=

40、0.250.27）及地表水體（河、溝）、灌溉回歸水補(bǔ)給量。地下水儲量除消耗于潛水蒸發(fā)和農(nóng)田灌溉外，其余仍儲存在地下。3.1.5工程地質(zhì)經(jīng)調(diào)查得知，該地區(qū)的地基承載力為1.8105pa，一般天然地基，可建設(shè)各類水工構(gòu)筑物。據(jù)國家地震局、建設(shè)部1992年發(fā)布的中國地震烈度區(qū)劃圖和使用規(guī)定的通知，*區(qū)地震基本烈度屬度區(qū)。3.1.6天然建筑材料項目區(qū)工程建設(shè)所需要的石料從xx，xx兩鎮(zhèn)通過公路運(yùn)來，運(yùn)距為nkm，黃砂從xx縣運(yùn)來，運(yùn)距為nkm。3.2自然資源條件3.2.1光熱資源項目區(qū)光熱資源比較豐富，實(shí)際日照時數(shù)年平均為2500h左右，日平均氣溫0期間內(nèi)的太陽輻射達(dá)123127千卡/cm3?？蓾M足小

41、麥光能需要生產(chǎn)潛力畝產(chǎn)可達(dá)到840kg左右。項目區(qū)年平均氣溫14.3，多年平均無霜期210天，全年0活動積溫為5283左右、持續(xù)日數(shù)312天，全年10活動積溫為4690左右，持續(xù)日數(shù)217天。本區(qū)熱量資源可滿足農(nóng)作物一年二熟3.2.2水資源項目區(qū)水資源由地表水和地下水資源組成。地表水資源除項目區(qū)內(nèi)可利用的水資源外，還有項目區(qū)南側(cè)的團(tuán)結(jié)溝攔蓄水資源，該溝水資源未被污染。雖方河緊靠項目區(qū)北側(cè)，河道來水面積有560km2，河道出口又建有水閘，可以攔蓄河道來水，但由于該河上游水源被污染，影響到方河下游水源不能作為農(nóng)田灌溉用水。故項目區(qū)可供利用的水資源側(cè)重從項目區(qū)內(nèi)地表水、團(tuán)結(jié)溝攔蓄水量和地下水資源進(jìn)行

42、重點(diǎn)分析。a）地表水資源項目區(qū)多年平均降雨量877.1mm。地表徑流深為280mm，按項目區(qū)內(nèi)包括村莊占地總面積近5km2（500公頃）計算，多年平均地表水總量為140萬m3，按年徑流利用系數(shù)0.35計，年均可利用徑流量為49萬m3。按*區(qū)一般干旱年降雨頻率為75%時降雨量為705mm，徑流深為206mm，項目區(qū)地表水總量為103萬m3，其中可利用的徑流量為36萬m3。這里所指的可利用的徑流量還要靠項目區(qū)內(nèi)規(guī)劃后的坑塘和排水斗溝攔蓄后才能作為項目區(qū)的可供水量27.41萬m3。（詳見后面4.4.1章節(jié)分析計算）。團(tuán)結(jié)溝流向?yàn)樽晕飨驏|從項目區(qū)南側(cè)經(jīng)過，根據(jù)團(tuán)結(jié)溝的排水面積，團(tuán)結(jié)溝的長度和排水?dāng)嗝妫?/p>

43、計算團(tuán)結(jié)溝在一般干旱年所能攔蓄的水量為40萬m3，其中僅能供給項目區(qū)的水量為10萬m3，其余30萬m3供項目區(qū)外農(nóng)業(yè)用水。通過以上分析計算，在灌溉保證率為75%的年份，靠項目區(qū)內(nèi)的坑塘、排水斗溝和團(tuán)結(jié)溝攔蓄以后可供利用的地表水總量為37.41萬m3。b）地下水資源根據(jù)安徽省水文地質(zhì)勘查報告和安徽省水利廳與淮委水利科學(xué)研究院共同編制的安徽省淮北地區(qū)地下水資源開發(fā)利用規(guī)劃報告，以及*區(qū)水利局提供的地下水資源情況，對項目區(qū)地下水資源狀況分述如下：項目區(qū)地下含水層為全新統(tǒng)潛水層，屬古河床中等富水區(qū)，含水層2-4層，總厚度12-16m，水位埋深2.5-3.0m，單井出水量可達(dá)35m3/h。經(jīng)監(jiān)測水質(zhì)化驗(yàn)

44、，項目區(qū)內(nèi)地下水水質(zhì)良好，屬低礦化度的淡水,礦化度小于1g/l，鹽度小于10mg/l，堿度小于4mg/l，適宜于農(nóng)田灌溉用水。根據(jù)項目區(qū)臨近周邊世行農(nóng)業(yè)水利項目，在干旱年灌溉保證率為75%時，淺層地下水可開采量為24.0萬m3/km2。本項目區(qū)含村莊面積約5km2，共可開采120萬m3。因地下水補(bǔ)給靠大氣降雨，地表水體和灌溉回歸水，消耗于灌溉抽水和潛層蒸發(fā)，其儲量屬多年調(diào)節(jié)。地下水每年調(diào)蓄次數(shù)按兩次計算，則潛層地下水資源為240萬m3，按調(diào)蓄次數(shù)1.5次則為180萬m3。通過以上地表水和地下水分析，項目區(qū)在灌溉保證率為75%時，地表水可供利用水資源總量為37.41萬m3，地下水可供利用的水資源

46、8430093.440.161900xx33517053.600.161900xxx48026091.200.191900合計21231098357.143.4自然災(zāi)害項目區(qū)主要自然災(zāi)害為水旱災(zāi)害，另外低溫連陰雨也是本地主要災(zāi)害性天氣之一。項目區(qū)降雨量年內(nèi)分布不均，且水利基礎(chǔ)設(shè)施薄弱，排水溝系紊亂，橋涵不配套且年久失修，灌溉設(shè)施毀壞嚴(yán)重，一定程度上影響了抵御自然災(zāi)害的能力，故旱澇災(zāi)害頻繁發(fā)生，交替出現(xiàn)，常在一年內(nèi)既有澇災(zāi)又有旱災(zāi)。在近20年間，澇災(zāi)11次，旱災(zāi)7次；另外低溫連陰雨也是本地主要災(zāi)害性天氣之一。3.5土地利用現(xiàn)狀3.5.1土地利用結(jié)構(gòu)項目區(qū)含村莊等總面積b公頃，總建設(shè)規(guī)模b公頃，不

48、3.5.3耕地質(zhì)量現(xiàn)狀由前面的1.10和3.1.3章節(jié)所闡述內(nèi)容來講，項目區(qū)的高產(chǎn)田約占10%左右，其余均為中低產(chǎn)田；從項目區(qū)土壤所含養(yǎng)分來講，項目區(qū)所施用的大都是化肥，有機(jī)肥料使用較少，致使土壤有機(jī)質(zhì)含量不高；再從農(nóng)田基礎(chǔ)設(shè)施現(xiàn)狀來講，項目區(qū)的農(nóng)田基礎(chǔ)設(shè)施不配套，抗災(zāi)能力低。這些情況都對項目區(qū)的耕地質(zhì)量的提高有極為不利的影響。3.5.4土地利用經(jīng)濟(jì)效果項目區(qū)土地利用經(jīng)濟(jì)效果，可以通過現(xiàn)狀和規(guī)劃后耕地利用投入產(chǎn)出的對比情況來說明整理前后的不同效果。整理前，耕地面積為n公頃，復(fù)種指數(shù)180%，播種面積為n公頃，按照小麥、大豆、玉米、棉花的現(xiàn)有單產(chǎn)、總產(chǎn)和現(xiàn)行價格估算，現(xiàn)狀總產(chǎn)值為n萬元，扣除成本
