(2023年10月)(一)政策溝通廣泛深入(二)設(shè)施聯(lián)通初具規(guī)模(三)貿(mào)易暢通便捷高效(四)資金融通日益多元(五)民心相通基礎(chǔ)穩(wěn)固(六)新領(lǐng)域合作穩(wěn)步推進(jìn)80年代以來(lái)，聯(lián)合國(guó)和一些國(guó)家先后提出歐亞大陸橋設(shè)想、絲綢之路2013年3月，習(xí)近平主席提出構(gòu)建人類命運(yùn)共同體理念；9月和的問(wèn)題和挑戰(zhàn)。中國(guó)著眼人類前途命運(yùn)和整體利益，因應(yīng)全球發(fā)展及各國(guó)期待，繼承和弘揚(yáng)絲路精神這一人類文明的寶貴遺產(chǎn)，提出共建向世界、惠及全人類。(一)根植歷史，弘揚(yáng)絲路精神公元前140年左右的中國(guó)漢代，張騫從長(zhǎng)安出發(fā)，打通了東方通之路共同發(fā)展，成為連接?xùn)|西方的重要商道。15世紀(jì)初的明代，鄭和河流域、印度河和恒河流域、黃河和長(zhǎng)江流(二)因應(yīng)現(xiàn)實(shí)，破解發(fā)展難題了強(qiáng)大動(dòng)力。500多年前，在古絲綢之路中斷半個(gè)多世紀(jì)后，大航海命和生產(chǎn)力的發(fā)展，經(jīng)濟(jì)全球化成為歷史潮流。特別是20世紀(jì)90年代后，經(jīng)濟(jì)全球化快速發(fā)展，促進(jìn)了貿(mào)易大(一)原則：共商、共建、共享(二)理念：開(kāi)放、綠色、廉潔構(gòu)制定和完善境外管理制度1.5萬(wàn)余項(xiàng)。2020年11月，60余家深度(三)目標(biāo)：高標(biāo)準(zhǔn)、可持續(xù)、惠民生觀，弘揚(yáng)和平、發(fā)展、公平、正義、民主、越文明優(yōu)越，推動(dòng)文明間和而不同、求同存建立多層次人文合作機(jī)制，搭建更多合作平密切各領(lǐng)域往來(lái)，推動(dòng)不同國(guó)家間相互理解(一)政策溝通廣泛深入戰(zhàn)略對(duì)接和政策協(xié)調(diào)持續(xù)深化。在全球?qū)用妫?016年11月，在聯(lián)大決議；2017年3月，聯(lián)合國(guó)安理會(huì)通過(guò)第2344號(hào)決議，呼吁通動(dòng)完成《投資便利化協(xié)定》文本談判，將在超過(guò)110個(gè)國(guó)家和地區(qū)建互通總體規(guī)劃2025》、東盟印太展望、非盟《2063年議程》、歐盟月底，中國(guó)與五大洲的150多個(gè)國(guó)家、30多個(gè)國(guó)際組織簽署了200多美”項(xiàng)目。和國(guó)際組織深化交往、增進(jìn)互信、密切來(lái)往提供了重要平臺(tái)。2017年出席，140多個(gè)國(guó)家和80多個(gè)國(guó)際組織的1600多名代表參會(huì)，形成峰論壇，38個(gè)國(guó)家的元首和政府首腦及聯(lián)合國(guó)秘書(shū)長(zhǎng)、國(guó)際貨幣基金組織總裁等40位領(lǐng)導(dǎo)人出席圓桌峰會(huì)，超過(guò)150個(gè)國(guó)家、92個(gè)國(guó)際組織的6000余名代表參會(huì)，形成了6大類、283項(xiàng)務(wù)實(shí)成果。成立了20余個(gè)專業(yè)領(lǐng)域多邊對(duì)話合作機(jī)制，涵蓋鐵路、港口、能源、升。共建國(guó)家還依托中國(guó)一東盟(10+1)合作、中非合作論壇、中阿(二)設(shè)施聯(lián)通初具規(guī)模(蘇庫(kù)爾至木爾坦段)、喀喇昆侖公路二期(赫韋利揚(yáng)一塔科特段)、拉合爾軌道交通橙線項(xiàng)目竣工通車，薩希瓦爾、卡西姆港、塔維薩德段于2022年3月開(kāi)通運(yùn)營(yíng)，匈牙利布達(dá)佩斯一克萊比奧段啟動(dòng)軌道鋪設(shè)工作；克羅地亞佩列沙茨跨海大橋迎來(lái)通車一周年；雙西公路全線貫通；黑山南北高速公路順利建成并投入運(yùn)營(yíng)。中國(guó)一中南半島經(jīng)濟(jì)走廊方向，中老鐵路全線建成通車且運(yùn)營(yíng)成效良好，黃金運(yùn)350公里的雅萬(wàn)高鐵開(kāi)通運(yùn)行；中泰鐵路一期(曼谷一呵叨)簽署線上工程合同，土建工程已開(kāi)工11個(gè)標(biāo)段(其中1個(gè)標(biāo)段已完工)。中蒙俄經(jīng)濟(jì)走廊方向，中俄黑河公路橋、同江鐵路橋通車運(yùn)營(yíng)，中俄東線天然氣管道正式通氣，中蒙俄中線鐵路升級(jí)改造和發(fā)展可行性研究正式啟動(dòng)。中國(guó)一中亞一西亞經(jīng)濟(jì)走廊方向，中吉烏公路運(yùn)輸線路實(shí)現(xiàn)常態(tài)化運(yùn)行，中國(guó)一中亞天然氣管道運(yùn)行穩(wěn)定，哈薩克斯坦北哈州糧油專線與中歐班列并網(wǎng)運(yùn)行。孟中印緬經(jīng)濟(jì)走廊方向，中緬原油和斯巴扎爾鐵路等項(xiàng)目建設(shè)取得積極進(jìn)展。在非洲，蒙內(nèi)鐵路、亞吉鐵路等先后通車運(yùn)營(yíng)，成為拉動(dòng)?xùn)|非乃至整個(gè)非洲國(guó)家縱深發(fā)展的重要通道。海上互聯(lián)互通水平不斷提升。共建國(guó)家港口航運(yùn)合作不斷深化，貨物運(yùn)輸效率大幅提升：希臘比雷埃夫斯港年貨物吞吐量增至500萬(wàn)標(biāo)箱以上，躍升為歐洲第四大集裝箱港口、地中海領(lǐng)先集裝箱大港；巴基斯坦瓜達(dá)爾港共建取得重大進(jìn)展，正朝著物流樞紐和產(chǎn)業(yè)基地的目標(biāo)穩(wěn)步邁進(jìn)；緬甸皎漂深水港項(xiàng)目正在開(kāi)展地勘、環(huán)社評(píng)等前期工作；斯里蘭卡漢班托塔港散雜貨年吞吐量增至120.5萬(wàn)噸；意大利瓦多集裝箱碼頭開(kāi)港運(yùn)營(yíng)，成為意大利第一個(gè)半自動(dòng)化碼頭；尼日利亞已通達(dá)全球43個(gè)國(guó)家的117個(gè)港口，300多家國(guó)內(nèi)外知名航運(yùn)公司、臺(tái)于2020年8月正式成立，共建國(guó)家民航交流合作機(jī)制和平臺(tái)更加陸；截至2023年6月底，中歐班列累計(jì)開(kāi)行7.4萬(wàn)列，運(yùn)輸近7002022年全通道運(yùn)輸總箱量超過(guò)18萬(wàn)標(biāo)箱，火車開(kāi)行2600余列。西部陸海新通道鐵海聯(lián)運(yùn)班列覆蓋中國(guó)中西部18個(gè)省(區(qū)、市),貨物流向通達(dá)100多個(gè)國(guó)家的300多個(gè)港口。2011年2012年2013年2014年2015年2016年2017年2018年2019年2020年2021年2022年2011年2012年2013年2014年2015年2016年2017年2018年2019年2020年2021年2022年開(kāi)行量(列)+貨運(yùn)量(萬(wàn)標(biāo)箱)00(三)貿(mào)易暢通便捷高效02013年2014年2015年2016年2017年2018年2019年2020年2021年2022年2022年1月1日正式生效，是世界上人口規(guī)模和經(jīng)貿(mào)規(guī)模最大的自貿(mào)(四)資金融通日益多元制。截至2023年6月底，共有13家中資銀行在50個(gè)共建國(guó)家設(shè)立設(shè)，截至2023年6月底，絲路基金累計(jì)簽約投資項(xiàng)目75個(gè)，承諾投資金額約220.4億美元；亞洲基礎(chǔ)設(shè)施投資銀行已有106個(gè)成員，批至2023年6月底，交易所債券市場(chǎng)已累計(jì)發(fā)行“熊貓債”99只，模527.2億元。綠色金融穩(wěn)步發(fā)展。2019年5月，中國(guó)工商銀行發(fā)行間常態(tài)化合作機(jī)制(BRBR)綠色債券；截至2022年底，已有40多債務(wù)可持續(xù)性不斷增強(qiáng)。按照平等參與、利益共享、風(fēng)險(xiǎn)共擔(dān)的共建國(guó)家政府、金融機(jī)構(gòu)和企業(yè)重視債務(wù)可持續(xù)性，提力。中國(guó)借鑒國(guó)際貨幣基金組織和世界銀行分析框架，結(jié)合共建國(guó)家實(shí)際情況制定債務(wù)可中國(guó)堅(jiān)持以經(jīng)濟(jì)和社會(huì)效益為導(dǎo)向，根據(jù)項(xiàng)目所在國(guó)需求及實(shí)際情況為項(xiàng)目建設(shè)提供貸款，避免給所在國(guó)造成債務(wù)風(fēng)險(xiǎn)和財(cái)政負(fù)擔(dān)；投資重點(diǎn)領(lǐng)域是互聯(lián)互通基礎(chǔ)設(shè)施項(xiàng)目以及共建國(guó)家急共建國(guó)家?guī)?lái)了有效投資，增加了優(yōu)質(zhì)資產(chǎn)，增強(qiáng)了發(fā)展動(dòng)力。許多(五)民心相通基礎(chǔ)穩(wěn)固動(dòng)》,推進(jìn)教育領(lǐng)域國(guó)際交流與合作。截至2023年6月底，中國(guó)已已資助24個(gè)青年學(xué)者研究項(xiàng)目。中國(guó)政府原子能獎(jiǎng)學(xué)金項(xiàng)目已為26個(gè)共建國(guó)家培養(yǎng)了近200名和平利用核能相關(guān)專業(yè)的碩博士研究生?？椔?lián)盟等示范帶動(dòng)作用，深化人才培養(yǎng)和科學(xué)研究國(guó)媒體和智庫(kù)合作成果豐碩。媒體國(guó)際交流合作穩(wěn)步推進(jìn)，共建國(guó)壇、中國(guó)一柬埔寨廣播電視定期合作會(huì)議、中國(guó)一東盟媒體合作論阿拉伯國(guó)家廣播聯(lián)盟等國(guó)際組織活動(dòng)有聲有色，成為凝聚共建國(guó)家共民間交往不斷深入。民間組織以惠民眾、利民生、通民心通分論壇上，中國(guó)民間組織國(guó)際交流促進(jìn)會(huì)等中外民間組織共同發(fā)起(六)新領(lǐng)域合作穩(wěn)步推進(jìn)等周邊國(guó)家開(kāi)展跨境醫(yī)療合作。新冠疫情暴發(fā)以后，中國(guó)向120多個(gè)共建國(guó)家提供抗疫援助，向34個(gè)國(guó)家派出38批抗疫專家組，同31億劑疫苗，與20余個(gè)國(guó)家開(kāi)展疫苗生產(chǎn)合作，提高了疫苗在發(fā)展中國(guó)家的可及性和可負(fù)擔(dān)性。中國(guó)與14個(gè)共建國(guó)家簽訂傳統(tǒng)醫(yī)藥合作文件，8個(gè)共建國(guó)家在本國(guó)法律法規(guī)體系內(nèi)對(duì)中醫(yī)藥發(fā)展予以支持，30色發(fā)展格局基本形成的宏偉目標(biāo)。中國(guó)與聯(lián)合國(guó)環(huán)境規(guī)劃署簽署《關(guān)色發(fā)展伙伴關(guān
