DOCUMENTNO.TITLE安全/反恐意識(shí)培訓(xùn)程序SecurityandthreatawarenesstrainingprocedureORIGINATORREV1PAGE1OF5REVDATEDESCRIPTIONORIGINATORORMODIFIER1XXXX1.目的為了維護(hù)工廠和員工的生命和生產(chǎn)安全，使全體員工都具備相應(yīng)的安全意識(shí)包括訪客，應(yīng)急預(yù)案等。1.PurposeThepurposeofthisprocedureistoensuretheproductionsafetyandemployeeslife,sothatallemployeeshavetheappropriatesafetyawarenessincludingvisitorpolicy,emergencyactionandsoon.2.使用范圍公司全體員工2.ScopeAppliesforalltheemployees3．職責(zé)3.1所有的雇員（無論在試用期內(nèi)或已滿試用期內(nèi)）都會(huì)得到C-TPAT要求之有關(guān)培訓(xùn)，包括出入管制，貨運(yùn)/現(xiàn)場(chǎng)/運(yùn)輸工具保安，人事保安，以及認(rèn)識(shí)C-TPAT之意義等方面。3.Responsibility3.1Alltheemployees(whetherprobationperiodorafulltrialperiod)willgettherelevanttrainingasC-TPATrequirements,includingaccesscontrol,cargo/site/transportsecurity,personnelsecurity,andknowledgeofC-TPAT,etc.3.2公司所有重要的高層雇員須具備防止被欺騙的應(yīng)變能力和技巧，對(duì)于電腦安全方面的維護(hù)也須經(jīng)過培訓(xùn)。3.2Alltheimportanthigh-levelemployeesarerequiredtohavetheabilityandskillsrespondingtopreventcheating.Alsoneedtotrainforthemaintenanceofcomputersecurity.3.3對(duì)于存在的問題，會(huì)通過再教育培訓(xùn)，或者適當(dāng)?shù)木?、?yán)重警告、記過等處罰方式去達(dá)至改善。3.3Fortheexistingproblems,employeesshouldgetthere-educationtraining,orappropriatewarningorseriouswarningordemeritandotherformsofpunishmenttoachieveimprovement.4．教育培訓(xùn)基本內(nèi)容自從美國(guó)發(fā)生9.11事件后,世界上時(shí)有發(fā)生的恐怖事件,恐怖活動(dòng)已經(jīng)影響到全球經(jīng)濟(jì)的發(fā)展。為了保證我廠財(cái)產(chǎn)我員工自身安全,回應(yīng)C-TPAT海關(guān)商貿(mào)反恐怖計(jì)劃,保障本廠貨物在運(yùn)輸過程及至到海關(guān)結(jié)關(guān)時(shí)不會(huì)推遲，推行全員安全意識(shí)顯得尤為重要，現(xiàn)編訂安全和反恐意識(shí)培訓(xùn)，提綱如下：4.BasiccontentofeducationandtrainingSincethe9.11terroristincidentsinUSA,theworld'sterroristincidentsoccurredfromtimetotime,terroristactivitieshaveaffectedthedevelopmentoftheglobaleconomy.Inordertoensurecompanypropertyandemployeesownsafety,inresponsetoC-TPATCustomsTradePartnershipAgainstTerrorismprogramtoensurecompanycargowillnotdelayfromthetransportastothecustomsclearance,It’sparticularlyimportanttotheimplementationoffullsecurityawareness.Outlineisasfollows:1向所有員工說明進(jìn)出大門及在廠區(qū)內(nèi)都必須佩戴有效廠證的重要性，旨在有效控制非準(zhǔn)許人員進(jìn)入本廠1.Declareforalltheemployeesthattheimportanceofwearingavalidaccessbadgewhenenteringthecompanygateanddoors.whichistheeffectivecontrolofnon-permittedtoenterfactory.2所有進(jìn)出廠區(qū)人員的攜帶物品必須接受保安人員的安全檢查，禁止危險(xiǎn)品、違禁物等非準(zhǔn)許物料的進(jìn)入，同時(shí)有效避免公司財(cái)產(chǎn)的流失2.Allpersonnelcarryingarticlesmustacceptthesecurityguardchecks,andprohibitionofdangerousgoods,prohibiteditemsandothernon-permittedmaterialstoenter,herewitheffectivelypreventthelossofcompany'sproperty.3培訓(xùn)員工識(shí)別內(nèi)部陰謀。如：密謀盜取公司的物料或成品貨物；故意將成品調(diào)包；不按規(guī)定進(jìn)行包裝；惡意偷放違禁物品進(jìn)入成品包裝箱等。3.TrainemployeesthathowtoIdentifystaffinternalconspiracysuchas:conspiringtostealthecompany'sarticlesorfinishedgoods;deliberatelytransferthefinishedproductpackages;packagingwithoutfollowingtheinstruction;maliciouslysnuckcontrabanditemsintothefinishedproductpackageandsoon.4通過培訓(xùn)，使員工認(rèn)識(shí)到在日常的生產(chǎn)活動(dòng)中，保持貨物的完整性及檢查地許可物品進(jìn)入。4.Throughtraining,sothatemployeesrecognizetomaintaintheintegrityandinspectiononthegoodspermitteditemsentranceduringthedailyproductionactivities.5教育員工非經(jīng)準(zhǔn)許，不得亂竄車間，更不得擅自進(jìn)入以下重要區(qū)域：貨倉(cāng)、成品倉(cāng)、貨物裝卸區(qū)、運(yùn)輸區(qū)停泊區(qū)、電房、化學(xué)物品貯存區(qū)、其它持有“危險(xiǎn)”和“不準(zhǔn)進(jìn)入”的警示性標(biāo)識(shí)的區(qū)域。5.Educationthatwithoutauthoritynon-employeesmaynotscurryworkshop,moretoenterthefollowingkeyareas:storage,finishedproductwarehouse,cargohandlingareas,Transportandparkingarea,electricalrooms,chemicalstorageareas,Other"dangerous"and"NoEntry"warningofaregionalidentity.6教育員工立足本職工作，愛崗敬業(yè)，保護(hù)公司財(cái)產(chǎn)。平時(shí)對(duì)自己所運(yùn)用的工具和操作的機(jī)器設(shè)備要按規(guī)定的要求進(jìn)行操作和保養(yǎng)。如發(fā)現(xiàn)有異?；驌p壞應(yīng)及時(shí)向部門經(jīng)理報(bào)告。下班前要整理好工作位，關(guān)好臨近工作位的門窗。6.Educationstaffbasedontheirownwork,dedicationandprotectscompanyproperty.usuallybytheuseoftheirowntoolsandoperationofmachineryandequipmentaccordingtotherequirementsforoperationandmaintenance.Ifthereareabnormalordamaged,shallpromptlyreporttodepartmentmanager.Well-donethecleaningofworkplacebeforeleavingandclosealldoorsandwindowsneartheworkingplace.7培訓(xùn)工人認(rèn)識(shí)我公司常用的化學(xué)品物質(zhì)的特性，派發(fā)化學(xué)品安全資料學(xué)習(xí)和有關(guān)使用，貯存及傷害處理程序。強(qiáng)調(diào)使用前應(yīng)看清相關(guān)的警示標(biāo)簽，避免非法接觸。7.Trainworkerstorecognizethechemicalsubstanceusedofteninthecompany,distributionofsafetyinformationforlearningandusage,storageanddamageprocess.emphasizedtoreadtherelevantwarninglabelsbeforeusagetoavoidillegalaccess.8加強(qiáng)對(duì)重要崗位人員的培訓(xùn)，特別是保安人員、倉(cāng)管人員、等需進(jìn)行具體的安全培訓(xùn)。8.Tostrengthenthetrainingofimportantpostemployees,especiallysecurityguard,warehousekeeper,andsoonspecificsafetytraining.9并定期盤點(diǎn)清楚，如發(fā)現(xiàn)貨物有毀損、丟失、短缺或剩余要及時(shí)向部門經(jīng)理報(bào)告。9.Andregularinventory,incasethatcargosarefounddamaged,lost,shortageorsurplusshouldpromptlyreporttodepartmentmanager.10倉(cāng)管相關(guān)人員要認(rèn)識(shí)到自己崗位的重要性，裝卸貨物時(shí)要憑單收發(fā)貨物，保持高度警覺，確保非貨單物料的進(jìn)入，監(jiān)督、控制非許可人員進(jìn)入裝卸區(qū)域。在裝卸的過程中，如發(fā)現(xiàn)可疑現(xiàn)象或不明貨物要及時(shí)向部門經(jīng)理匯報(bào)。10.Warehouserelevantemployeesshouldrecognizetheimportanceoftheirpositions,whenloadingandunloadinggoodsbasedontheinformationofdispatchandreceivevouchers,tomaintainahighdegreeofvigilancetoensurethatthenon-manifestaccessmaterials,tomonitorandcontrolofnon-authoritypersonneltoenterloadingandunloadingarea.Intheprocessofloadingandunloading,suchassuspiciousbehaviororunknownarticlesshouldpromptlyreporttothedepartmentmanager.11.特別教育員工提高安全意識(shí)，全員工參及安全控制。廠區(qū)內(nèi)，如發(fā)現(xiàn)沒戴識(shí)別證且面孔陌生或形跡可疑的，有攜帶危險(xiǎn)品進(jìn)入的可疑現(xiàn)象，應(yīng)及時(shí)向部門經(jīng)理報(bào)告。向所有員工通告我公司的反恐舉報(bào)程序，緊急事件聯(lián)絡(luò)人名單和聯(lián)系電話號(hào)碼。鼓勵(lì)全體員工積極監(jiān)督、踴躍舉報(bào)有恐怖懷疑的現(xiàn)象。如：違反廠規(guī)廠紀(jì)的行為，狀態(tài)異常、形跡可疑、拉幫結(jié)派現(xiàn)象；密謀內(nèi)部陰謀；涉疑參及不明組織；及外部勾結(jié)有恐怖傾向的。11Inparticular,theSpecialeducationforemployeestoenhancesafetyawarenessofallemployeesandparticipateinsecuritycontrols.Intheplantarea,iffoundwithoutwearingidentificationcardsandtheunfamiliarfacesorsuspicious,ortherearecarriageofdangerousgoodsintothesuspiciousbehaviorshouldbereportedpromptlytodepartmentmanager.Toinformallstaffofthecompany'santi-terrorismreportingprocedures,emergencycontactlistsandphonenumber.Encourageallstafftoactivelymonitor,enthusiasticallyreportedthephenomenonofterroristsuspect.Suchas:violationofcompanyregulationsbehavior,Ab
