等多種形式進行繼續(xù)教育活動。第六條按當年繼續(xù)教育工作計劃中規(guī)定進行獎懲。文件名稱:科研經(jīng)費管理辦法文件編號:KJ-A1-006頁碼/頁數(shù):1/2主管部門:醫(yī)務(wù)科修訂年限:必要時文件類別:制度適用范圍:全院發(fā)行日期:/12/2已修訂次數(shù):1次最近修訂日期:/9/1版次:2版科研經(jīng)費管理辦法經(jīng)費來源第一條科研經(jīng)費包括縱向經(jīng)費、橫向經(jīng)費、專項建設(shè)經(jīng)費等。(一)縱向經(jīng)費是指各級政府部門批準立項的科研項目經(jīng)費:1、國家和省自然科學(xué)基金,科技部、衛(wèi)生部、人事部和國家中醫(yī)藥管理局等規(guī)劃項目經(jīng)費。2、省科技廳、衛(wèi)生廳、中醫(yī)藥管理局等規(guī)劃項目經(jīng)費。3、市科技局、衛(wèi)生局規(guī)劃項目經(jīng)費等。(二)橫向經(jīng)費是指各科室或個人經(jīng)批準與國內(nèi)其它單位形成的聯(lián)合研究或委托研究項目(不包括服務(wù)項目)經(jīng)費。(三)專項建設(shè)經(jīng)費指上級主管部門及醫(yī)院投入的重點學(xué)科、特色??频荣M用。(四)醫(yī)院劃撥的科研專項經(jīng)費。開支范圍第二條科研經(jīng)費的開支范圍(一)儀器設(shè)備費:包括科研儀器的購置、運輸、安裝以及維修費用。(二)科研材料費:包括試劑、藥品、實驗動物等科研用消耗材料費用、樣本采集的相關(guān)費用等。(三)協(xié)作費:需外單位協(xié)助承擔(dān)的部分實驗工作所支付的費用。(四)科研業(yè)務(wù)費:1、計算、測試和分析費,病例隨訪、流行病學(xué)調(diào)查費用等。2、與本專業(yè)或課題相關(guān)的專家咨詢、評估相關(guān)費用,包括咨詢費及其交通食宿費。3、業(yè)務(wù)資料費、檢索費和論文版面費。4、學(xué)術(shù)交流費,僅限與本專業(yè)或課題有關(guān)的學(xué)術(shù)會議。5、鑒定費用:包括專家鑒定費、外地專家交通和食宿費等。6、交通費:用于科研業(yè)務(wù)的市內(nèi)交通費,但不得超過經(jīng)費總額的5%。(五)科研管理費:用于科研申報、中期檢查、項目驗收鑒定等的管理。(六)實驗室改裝費及其它直接用于科研活動的經(jīng)費。文件名稱:科研經(jīng)費管理辦法文件編號:KJ-A1-006最近修訂日期:/9/1頁碼/頁數(shù):2/2管理辦法第三條凡列入醫(yī)院計劃管理的各項科研經(jīng)費??顚S?財務(wù)科按項目單獨設(shè)帳核算。(一)所有科研經(jīng)費必須納入醫(yī)院財務(wù),由科教科統(tǒng)一管理,院財務(wù)科進行核算及監(jiān)控,違犯規(guī)定者不得享受醫(yī)院科研獎勵及優(yōu)惠政策,并根據(jù)情節(jié)嚴重程度予以懲處。(二)科研經(jīng)費實行課題負責(zé)人負責(zé)制,負責(zé)人應(yīng)本著勤儉節(jié)約的精神,周密計劃,確??蒲腥蝿?wù)順利完成。第四條科研經(jīng)費使用報銷必須按照四川省科技支撐計劃專項經(jīng)費管理辦法(川財教[]192號)辦理。第五條用科研經(jīng)費購買的儀器設(shè)備,按醫(yī)院有關(guān)規(guī)定由設(shè)備科登記,作為固定資產(chǎn)后方可辦理報銷手續(xù)。財產(chǎn)歸醫(yī)院所有,由課題組使用,不扣所在科室的消耗。項目結(jié)束后,所購設(shè)備原則上歸項目承擔(dān)科室繼續(xù)用于科研工作。第六條因科研出差需要借款者,憑借款單由科主任簽字,分管院長簽字后到財務(wù)科辦理。獎勵與處罰第七條凡科研項目申請到的經(jīng)費,醫(yī)院均按1:1匹配,但醫(yī)院劃撥的科研專項經(jīng)費除外,項目使用經(jīng)費為申請經(jīng)費,匹配經(jīng)費用于醫(yī)院科研基金,其中,科教科每年提取科研經(jīng)費中的10%用作科研管理,由醫(yī)院財務(wù)科統(tǒng)一核算劃撥。第八條科研立項、獲獎依據(jù)醫(yī)院文件給予獎勵。第九條對于不按規(guī)定開支,挪用經(jīng)費,造成浪費和損失的科室或個人,視情節(jié)輕重分別給予批評、中止撥款或收回經(jīng)費、兩年內(nèi)不得申報課題等處罰。第十條課題負責(zé)人要按規(guī)定嚴格控制經(jīng)費開支,因超支而無法完成科研任務(wù)者,責(zé)任自負。文件名稱:醫(yī)學(xué)重點??平ㄔO(shè)項目管理辦法文件編號:KJ-A1-007頁碼/頁數(shù):1/3主管部門:醫(yī)務(wù)科修訂年限:必要時文件類別:制度適用范圍:全院發(fā)行日期:/12/2已修訂次數(shù):1次最近修訂日期:/9/1版次:2版醫(yī)學(xué)重點專科建設(shè)項目管理辦法第一章總則第一條根據(jù)《中共中央國務(wù)院關(guān)于衛(wèi)生改革與發(fā)展的決定》、《中共四川省委四川省人民政府關(guān)于加快建立和完善城鄉(xiāng)衛(wèi)生體系的決定》和《四川省醫(yī)學(xué)重點學(xué)科(實驗室)及重點專科建設(shè)項目管理辦法(試行)》精神,為加強我院醫(yī)學(xué)重點專科建設(shè)項目的管理工作,加速醫(yī)療衛(wèi)生優(yōu)勢??频男纬?造就一批學(xué)術(shù)技術(shù)帶頭人,加強醫(yī)療衛(wèi)生科技平臺建設(shè),提升醫(yī)療衛(wèi)生科技水平,為省級重點學(xué)科、??平ㄔO(shè)培養(yǎng)后備力量,促進醫(yī)療衛(wèi)生事業(yè)的發(fā)展,特制定本辦法。第二條重點??剖侵冈谠簝?nèi)本專業(yè)具有發(fā)展優(yōu)勢,經(jīng)過兩年的強化建設(shè),逐步達到市內(nèi)先進、市內(nèi)領(lǐng)先或省內(nèi)先進水平,能帶動全市本專業(yè)水平提高的專科。第三條醫(yī)院根據(jù)各時期衛(wèi)生工作重點、衛(wèi)生事業(yè)發(fā)展的實際情況和衛(wèi)生政策導(dǎo)向及各科室的申報情況,按照相應(yīng)標準擇優(yōu)確定醫(yī)學(xué)重點專科建設(shè)項目。對已確定的項目進行協(xié)調(diào)、檢查、動態(tài)管理,以確保項目建設(shè)的質(zhì)量。第四條按照統(tǒng)一管理、分級負責(zé)和共同建設(shè)的原則,院領(lǐng)導(dǎo)負責(zé)全院醫(yī)學(xué)重點專科建設(shè)的組織領(lǐng)導(dǎo)和監(jiān)督管理工作;科教科負責(zé)重點??平ㄔO(shè)項目的專業(yè)評審的聯(lián)絡(luò)和指導(dǎo)工作;申報科室負責(zé)醫(yī)學(xué)重點??平ㄔO(shè)的組織實施及日常管理工作。第二章申報第五條申報原則(一)堅持以臨床為重點,充分考慮各專業(yè)領(lǐng)域的特殊性,建立相應(yīng)的醫(yī)學(xué)重點???。(二)堅持發(fā)展我院衛(wèi)生領(lǐng)域的傳統(tǒng)優(yōu)勢和特色,并使其保持市內(nèi)先進或領(lǐng)先水平,爭創(chuàng)省內(nèi)領(lǐng)先水平。(三)堅持效益優(yōu)先原則,鼓勵優(yōu)勢凸現(xiàn)、特色明顯、基礎(chǔ)好和起點高的專科經(jīng)過項目建設(shè)成為主攻方向明確,并能充分利用有限的建設(shè)資金和衛(wèi)生資源,實現(xiàn)該??频淖畲笙薅劝l(fā)展。(四)經(jīng)過項目建設(shè),帶動全院相關(guān)專業(yè)的發(fā)展,促進疾病防治水平的提高。(五)申報科室應(yīng)具備一定的物力和人力,具有達到預(yù)期目標的可行性。第六條申報條件(一)研究能力:甲級專科:有兩個本??瓢l(fā)展前沿的研究方向,處于市內(nèi)先進水平或領(lǐng)先水平;論文在國內(nèi)、省內(nèi)有影響的學(xué)術(shù)期刊上發(fā)表;獲得市級及以上級別科技成果獎;成果被推廣運用并產(chǎn)生較好的社會效益和經(jīng)濟效益;現(xiàn)承擔(dān)有市級及以上級別計劃科研項目。乙級專科:有本學(xué)科發(fā)展前沿的研究方向,處于全市領(lǐng)先水平;論文在國內(nèi)、省內(nèi)有影響的學(xué)術(shù)期刊上發(fā)表;獲得市級科技成果獎;成果被推廣運用并產(chǎn)生較好的社會效益和經(jīng)濟效益;現(xiàn)承擔(dān)有市級及以上級別計劃科研項目。(二)業(yè)務(wù)技術(shù):甲級???診治水平和研究解決實際問題的能力處于市內(nèi)領(lǐng)先或先進水平;近年來開展一項達到省內(nèi)先進水平或市內(nèi)領(lǐng)先水平的新技術(shù)、新項目。乙級???診治水平和研究解決實際問題的能力處于市內(nèi)先進水平或市內(nèi)領(lǐng)先水平;近年來開展一項達到市內(nèi)領(lǐng)先水平或兩項市內(nèi)先進水平的新技術(shù)、新項目。(三)學(xué)科帶頭人與人才梯隊:有年齡、知識、專業(yè)、職稱結(jié)構(gòu)合理的人才梯隊,醫(yī)療、科研整體水平較高,有團隊合作和開拓精神。甲級、乙級???項目負責(zé)人應(yīng)是市及以上學(xué)術(shù)技術(shù)帶頭人或相當水平。(四)基本設(shè)施:擁有與本??平ㄔO(shè)和發(fā)展相適應(yīng)的先進儀器和設(shè)備,實驗室條件和信息資料能滿足項目建設(shè)需要。(五)學(xué)科管理:科室氛圍好,相關(guān)學(xué)科有協(xié)作攻關(guān)能力;科研管理完善,能確保建設(shè)項目的實施。第七條申請科室根據(jù)本辦法的有關(guān)要求和當年規(guī)定的申報時間,填寫《四川省醫(yī)學(xué)重點??平ㄔO(shè)項目申報書》,經(jīng)院學(xué)術(shù)委員會論證篩選后按程序上報審查。第三章建設(shè)第八條項目建設(shè)經(jīng)費的籌集、使用及管理:(一)經(jīng)費的籌集:醫(yī)院安排一定比例專項經(jīng)費扶持重點??祈椖拷ㄔO(shè)。(二)經(jīng)費的使用:堅持”突出重點,保證必須,避免重復(fù),注重實效”的原則,加強項目軟硬件的建設(shè),經(jīng)費主要用于增添或改進關(guān)鍵性儀器設(shè)備,購置科學(xué)研究必須的實驗材料與實驗動物,培養(yǎng)合理的梯隊人才。(三)經(jīng)費的管理:省、市財政劃撥的專項經(jīng)費、醫(yī)院配套的經(jīng)費,要統(tǒng)籌安排,??顚S?。文件名稱:醫(yī)學(xué)重點??平ㄔO(shè)項目管理辦法文件編號:KJ-A1-007最近修訂日期:/9/1頁碼/頁數(shù):2/3第九條項目建設(shè)的周期為兩年。每年底應(yīng)由科教科對建設(shè)項目的進展情況進行自查。階段內(nèi)接受省醫(yī)學(xué)科研管理專家委員會將不定期進行抽查。第十條建設(shè)項目如出現(xiàn)嚴重違背項目規(g
