Theincreasesinviolentcrimeoverallcomeafteryearsofcrimereductioneffortsalloverthecountryinthe1990'sthatarecreditedwithloweringcrimeratesalmosteverywhere,especiallyinthelargerurbanareas.Lawenforcementofficialsandotherexpertsoncrimecautionedthatthislatestreportdidnotnecessarilymeancrimewouldstarttorunrampant(猖獗的)again.
JamesAlanFox,aprofessorofcriminaljusticeatNortheasternUniversity,saidthatafterthesharpdecreasesduringthe1990's,thecrimerateoverallfrom2000to2004wasessentiallyflat."Wesqueezedalltheairoutoftheballoonafterhavingsevengoodyearsofcrimedecline,"Mr.Foxsaid."Thatendedwhenthe1990'sended.Nowthechallengeisn'tsomuchtomakethecrimerategodownmore,becausethat'snotnecessarilyrealistic,butthechallengeistomakesurethatthesmallbitdoesn'tbecomeabigone."
Mr.Foxpointedoutthatsomeofthecitieswheremurdersrosein2005hadseensmallfluctuationsinrecentyears.Houston,forexample,whichreported334murdersin2005,had272in2004and278theyearbefore.InMemphis,therewere136murdersin2005,107in2004and126in2003.
TheannualF.B.I.reportisdrawnfromnumbersgatheredbystateandlocallawenforcementagencies.Theymeasurefourviolentoffenses(murder,rape,robberyandaggravatedassault)andfourpropertycrimes(burglary,larceny,autotheftandarson).Thereportdoesnotmeasuredrugcrimes.
Thereportshowedthatcitieswithpopulationsof100,000to249,999hadthegreatestincreaseinmurders,up12.5percent.Citieswith500,000to999,999inhabitantshadthegreatestincreasesinbothrobbery,9.9percent,andaggravatedassault,8.5percent.Thenumberofrapesfellinallcitypopulationgroupsexceptinthosecitieswithfewerthan10,000residents;there,thenumberofrapeswasup1.5percentfromthe2004level.
