基于網(wǎng)絡(luò)DEA方法的中國沿海地區(qū)民航航線效率評價研究摘要:本文以中國沿海地區(qū)為研究對象,利用數(shù)據(jù)包絡(luò)分析(DEA)方法對民航航線效率進行評價??紤]到航空運輸?shù)臅r效性和安全性對于航線效率的重要影響,本文采用基于網(wǎng)絡(luò)的DEA方法,綜合考慮多個輸入和輸出指標,并通過數(shù)據(jù)預(yù)處理和模型求解得出每個航線的效率得分。研究結(jié)果表明,中國沿海地區(qū)不同航線的效率存在顯著差異,機場設(shè)施、飛行規(guī)劃、航班管理等因素對于航線效率具有重要影響。本文最后提出了優(yōu)化沿海地區(qū)民航航線效率的建議,包括加強機場設(shè)施改善、優(yōu)化飛行路徑規(guī)劃、完善航班管理等方面。

Abstract:ThispaperfocusesontheevaluationoftheefficiencyofcivilaviationroutesinChina'scoastalregionsusingDataEnvelopmentAnalysis(DEA)method.Consideringtheimportantimpactsoftimelinessandsafetyofairtransportationontheefficiencyofairroutes,thispaperadoptsanetwork-basedDEAmethod,integratingmultipleinputandoutputindicators,andobtainingtheefficiencyscoreofeachroutethroughdatapreprocessingandmodelsolving.TheresultsshowthattherearesignificantdifferencesintheefficiencyofdifferentroutesinChina'scoastalregions,andfactorssuchasairportfacilities,flightplanning,andflightmanagementhaveimportanteffectsontheefficiencyofairroutes.Finally,thispaperproposessomesuggestionsforoptimizingtheefficiencyofcivilaviationroutesincoastalregions,includingstrengtheningairportfacilitiesimprovement,optimizingflightpathplanning,andimprovingflightmanagement.

Theresultsofourstudyshowthattheefficiencyofcivilaviationroutesincoastalregionsvariessignificantlydependingontheroute'slocation,length,anddemand.Ingeneral,shorterrouteswithhigherdemandtendtobemoreefficientthanlongerrouteswithlowerdemand.However,eventhemostefficientroutescanbeimprovedbyenhancingairportfacilitiesandoptimizingflightpathsandmanagement.
Tooptimizetheefficiencyofcivilaviationroutesincoastalregions,werecommendseveralstrategies.First,airportfacilitiesneedtobeimprovedtomeetthedemandofincreasingairtraffic.Thisincludesupgradingtherunway,taxiway,andparkingfacilitiestoaccommodatelargerandmoreefficientaircraft.Itisalsoimportanttoimprovepassengerservices,suchasbaggagehandling,security,andcustomsclearance,toenhancethepassengerexperienceandreducewaitingtimes.
Second,flightpathplanningshouldbeoptimizedtominimizefuelconsumptionandreduceflighttime.Thiscanbeachievedthroughtheuseofadvancedtechnologies,suchasGPSandcomputerizedflightplanningsystems,toidentifythemostefficientroutesandaltitudes.Byminimizingfuelconsumption,airlinescanreducetheiroperatingcostsanddecreasetheirenvironmentalimpact.

Furthermore,policymakersandstakeholderscanalsoworktoimprovetheregulatoryenvironmentforcivilaviationincoastalregions.Forexample,streamliningthepermittingandapprovalprocessfornewaviationinfrastructureprojectsorprovidingincentivesforcompaniestoinvestinsustainableaviationtechnologiescouldhelptoencourageinnovationandreducebarrierstoentryintheindustry.
