32、usiness master, and service political clean, and style excellent of Office team.附件4：關(guān)于大連商品交易所標(biāo)準(zhǔn)倉(cāng)單管理方法等實(shí)施細(xì)則的修改說(shuō)明為使規(guī)則更加貼近市場(chǎng)，進(jìn)一步完善期貨市場(chǎng)服務(wù)產(chǎn)業(yè)的功能，在防范風(fēng)險(xiǎn)的前提下，我所對(duì)大連商品交易所豆粕、豆油、棕櫚油、焦炭標(biāo)準(zhǔn)倉(cāng)單管理方法（以下簡(jiǎn)稱(chēng)豆粕等倉(cāng)單管理方法）、大連商品交易所黃大豆1號(hào)、黃大豆2號(hào)、玉米、線型低密度聚乙烯、聚氯乙烯標(biāo)準(zhǔn)倉(cāng)單管理方法（以下簡(jiǎn)稱(chēng)黃大豆1號(hào)等倉(cāng)單管理方法）、大連商品交易所交割細(xì)則（以下簡(jiǎn)稱(chēng)交割細(xì)則）等規(guī)則條文進(jìn)行了修改完善。相關(guān)規(guī)則修正案共涉

33、及三項(xiàng)規(guī)則七處條文的修改，現(xiàn)詳細(xì)說(shuō)明如下： 一、兩個(gè)標(biāo)準(zhǔn)倉(cāng)單管理方法的修改 （一）更改豆油標(biāo)準(zhǔn)倉(cāng)單注銷(xiāo)月份（豆粕等倉(cāng)單管理方法第44條）依據(jù)我所標(biāo)準(zhǔn)倉(cāng)單管理方法的原規(guī)定，全部豆油標(biāo)準(zhǔn)倉(cāng)單在每年的12月份最終一個(gè)工作日之前必需進(jìn)行注銷(xiāo)。原規(guī)定給賣(mài)方客戶對(duì)豆油品種1月份主力合約的操作帶來(lái)不便，主要表現(xiàn)在兩方面：一是時(shí)間驚慌，具有潛在的交割風(fēng)險(xiǎn)。受元旦和春節(jié)假期的影響，1月份的工作日通常較少，豆油倉(cāng)單注銷(xiāo)后，辦理1月合約交割的賣(mài)方客戶重新注冊(cè)倉(cāng)單的時(shí)間不夠充裕，致使存在潛在交割違約風(fēng)險(xiǎn)。二是增加了賣(mài)方客戶資金壓力。在倉(cāng)單注銷(xiāo)后的重新注冊(cè)期間，對(duì)1月合約來(lái)說(shuō)，客戶沒(méi)有可用于折抵交割月份賣(mài)持倉(cāng)交易保證金

34、的倉(cāng)單，須要額外交納合約價(jià)值30%的保證金，增加了客戶的資金壓力。因此市場(chǎng)調(diào)整豆油倉(cāng)單注銷(xiāo)月份呼聲較高。在此次規(guī)則修改中，我所將豆油倉(cāng)單的注銷(xiāo)月份更改為3月份。這樣調(diào)整考慮到以下因素：一是4月份不是豆油合約月份，倉(cāng)單注銷(xiāo)后重新注冊(cè)時(shí)間充裕，降低了潛在交割風(fēng)險(xiǎn)；二是3月為注銷(xiāo)月份，與我所豆粕、大豆、玉米等多數(shù)品種注銷(xiāo)月份一樣，便于會(huì)員、客戶記憶和操作。（二）規(guī)定廠庫(kù)交割貨物質(zhì)量異議期（豆粕等倉(cāng)單管理方法第70條）我所現(xiàn)行規(guī)則雖然規(guī)定了樣品保留期限，但是對(duì)質(zhì)量爭(zhēng)議提出期限卻未做出詳細(xì)規(guī)定。在實(shí)際操作中，客戶可能在超過(guò)樣品留存時(shí)間后仍舊提出質(zhì)量異議，使得交割爭(zhēng)議事項(xiàng)可能因?yàn)樽C據(jù)欠充分而難以處理。因此

35、，在此次規(guī)則修改中，我所增加了相應(yīng)的條款，以明確各品種廠庫(kù)交割質(zhì)量異議提出時(shí)間。（三）延長(zhǎng)廠庫(kù)交割棕櫚油樣品留存時(shí)間（豆粕等倉(cāng)單管理方法第52條） 我所原規(guī)則規(guī)定廠庫(kù)交割棕櫚油樣品留存時(shí)間為至發(fā)貨日后10天。而新增加的棕櫚油品種廠庫(kù)交割質(zhì)量爭(zhēng)議期規(guī)定為發(fā)貨日后5個(gè)工作日。在規(guī)則運(yùn)行中，如遇到“十一”等長(zhǎng)假，爭(zhēng)議期可能會(huì)超過(guò)10天，導(dǎo)致棕櫚油廠庫(kù)交割樣品留存時(shí)間無(wú)法覆蓋質(zhì)量爭(zhēng)議期。因此，在此次規(guī)則修改中，我所將棕櫚油廠庫(kù)交割樣品留存時(shí)間由10天延長(zhǎng)為15天，以完全覆蓋5個(gè)工作日的質(zhì)量爭(zhēng)議期。（四）刪除LLDPE、PVC進(jìn)口產(chǎn)品檢驗(yàn)舉薦品牌資格的規(guī)定（黃大豆1號(hào)等倉(cāng)單管理方法第40條）依據(jù)市場(chǎng)改變

36、狀況，我所將取消LLDPE、PVC進(jìn)口產(chǎn)品免檢舉薦品牌資格，主要緣由有以下幾點(diǎn)：1.由于LLDPE、PVC被調(diào)出國(guó)家法檢書(shū)目，貨主無(wú)法供應(yīng)作為免檢申請(qǐng)材料之一的“商檢證書(shū)原件”，導(dǎo)致我所進(jìn)口免檢規(guī)則無(wú)法實(shí)現(xiàn)。商檢證書(shū)為出入境檢驗(yàn)檢疫局對(duì)規(guī)定法檢貨物進(jìn)行檢驗(yàn)后出具的證書(shū)。依據(jù)我所原規(guī)則，進(jìn)口LLDPE、PVC舉薦品牌申請(qǐng)入庫(kù)免檢，必需提交商檢證書(shū)。2009年，為減輕企業(yè)負(fù)擔(dān)、加快進(jìn)出口貨物流轉(zhuǎn)速度，國(guó)家質(zhì)檢總局調(diào)整了出入境檢驗(yàn)檢疫機(jī)構(gòu)實(shí)施進(jìn)出境商品書(shū)目（簡(jiǎn)稱(chēng)法檢書(shū)目），將LLDPE、PVC等商品調(diào)出法檢書(shū)目，對(duì)其不再出具商檢證書(shū)，致使貨主無(wú)法滿意我所免檢申請(qǐng)的要求，進(jìn)口LLDPE、PVC產(chǎn)品舉薦品牌免檢規(guī)則在事實(shí)上不再具有適用性。2. 將生產(chǎn)廠家出具質(zhì)量承諾書(shū)作為商檢證書(shū)的替代方案不具有可行性。入庫(kù)免檢有利于降低交割成本、提高交割效率，但也存在肯定程度上的交割風(fēng)險(xiǎn)。我所境內(nèi)舉薦品牌的LLDPE、P
