The Board will set up a system to monitor the performance of National Certification Centres to be established in each country, and will ensure that the Standards operating in each country are in line with the European directive. The Standards of Competence have been developed with and agreed by industry. The Standards are outcome-based and form the basis of assessment. Has a substantial degree of personal autonomy and responsibility. Usually is responsible for the work of others. 在廣泛的工作領(lǐng)域中掌握專業(yè)技能和知識(shí),能勝任多樣的、復(fù)雜的、非程序化的工作;擁有突出的個(gè)人自制力及責(zé)任感,通常要負(fù)責(zé)管理及監(jiān)督他人的工作The candidate must o understand logistics strategies and processes, the interrelationships between and within logistics networks 掌握物流戰(zhàn)略和工作流程、物流網(wǎng)絡(luò)相關(guān)及之間的關(guān)系; o have special skills and knowledge in management of processes and projects 擁有在監(jiān)督管理工作流程及項(xiàng)目的專業(yè)知識(shí)和技能;o to be able to define and optimise the logistics processes within his/her area of responsibility.在他/她的職責(zé)范圍內(nèi)確定并優(yōu)化詳細(xì)的最佳物流處理方案Supervisory/ Operational Level運(yùn)營(yíng)經(jīng)理o Supervisors in an operational role 操作流水線上的監(jiān)督管理人員o First line managers 第一線的管理人員 The candidate requires knowledge and skills in a broad range of work activities, usually performed in a wide variety of tasks, some of which are complex and non-routine. Could be responsible for the control or guidance of others.在廣泛的工作領(lǐng)域中掌握專業(yè)技能和知識(shí),有時(shí)需要處理些多樣的、復(fù)雜的、非程序化的工作;能負(fù)責(zé)管理和指導(dǎo)他人The candidate must o understand logistics strategies and processes, the interrelationships between and within logistics networks (generic knowledge) 理解物流戰(zhàn)略和工作流程、物流網(wǎng)絡(luò)相關(guān)及之間的關(guān)系(一般知識(shí));o have special functional skills and knowledge 擁有專業(yè)的操作技能和知識(shí);o to be able to optimise activities within his/her area of responsibility. 在他/她的職責(zé)范圍內(nèi)能提出最優(yōu)化操作行為2.3 Assessment Procedure and Criteria 評(píng)估程序和標(biāo)準(zhǔn)The ECBL only aims at certifying individual competences and is not linked in any way with training path or approach. It does not prescribe in any way the methods or courses by which candidates may attain or develop the knowledge and skills required to demonstrate competence to meet the Standards. Thus, formal training is not a prerequisite for ELA certification. 歐洲物流認(rèn)證管理委員會(huì)僅僅針對(duì)物流從業(yè)人員專業(yè)物流能力進(jìn)行認(rèn)證, 它并不與其他任何的培訓(xùn)路線或者步驟所連接。 它沒有以任何方式來規(guī)定投考者必須通過特定的方式或課程來獲得并發(fā)展專業(yè)知識(shí)和技能, 以此來能證明其物流能力達(dá)到了標(biāo)準(zhǔn)。 因此,參加正式的培訓(xùn)并不是獲得ELA物流職業(yè)資格認(rèn)證的先決條件。 It is expected that many established institutions and places of education and training will devise programmes to meet the needs of local candidates. Individual National Bodies may wish to offer guidance on the period of experience but the three level descriptors should provide the benchmark for assessment. It documents them in professionally maintained procedures. The Standards are based on a common framework, the details for each level can be found in the following chapters which also define the interrelationship between the levels and between the modules. It is a prerequisite, though, that current technologies must be applied in all relevant fields.
