一、 防火安全委員會Fire-prevention Security Committee防火安全委員會是酒店防火安全工作的最高領導組織,由副總經理任防火安全委員會主任,另由總工程師及其他部門成員組成。Fire-prevention security committee is the utmost leading organization of the fire-prevention work in hotel, composed by Deputy Managerthe director of the committee, and chief engineer, staff from departments.防火安全委員會的職責如下:Duties of Fire-prevention Security Committee are as follows:1 全面負責酒店的防火安全工作,貫徹執(zhí)行中華人民共和國消防條例和其他有 關消防法規(guī)。Be fully responsible for the fire-prevention work; carry out Fire control regulations of the Peoples Republic of China and other related fire-protection regulations.2 監(jiān)督實施各級防火責任制和崗位防火責任制。建立健全防火制度和安全操作規(guī)程。Supervise the implementation of system that each grade is responsible for its own fire-prevention work and post fire-prevention responsibility system. Establish and improve fire-prevention system and safety operation procedures.3 部署防火檢查,總結完善消防工作,定期向當?shù)毓蚕辣O(jiān)督機關報告工作情況。Deploy fire-prevention check, summarize and perfect fire-protection work, report regularly to local public security fire-protection supervisor.4 領導專職消防隊開展工作,對員工進行消防安全知識教育,組織消防學習,開展消防宣傳活動。Lead full-time firefighter team: educate staff with fire-protection knowledge, make fire-protection propagandas.5 追查處理火警事故,協(xié)助公安消防監(jiān)督機關調查火災原因。 Trace fire accident, assist public fire-protection supervisor investigate fire cause.防火安全委員會每月至少組織兩次活動,由副總經理負責召集。Fire-protection security committee should organize two activities every month, assistant general manager being in charge of convene.二、 火警應急程序Fire alarm emergency procedures消防監(jiān)控中心的火警反應程序For fire-protection control center:(1) 消防監(jiān)控中心的當值保安員,一旦發(fā)現(xiàn)火警信號,在查明顯示區(qū)域后,應立即將火警信號發(fā)出的地點通知總機及以下人員:A保安部經理 B大堂副理 C值班工程師D總經理E副總經理 F值班經理G前臺經理H行政管家Once the Duty Security personnel in fire control center perceive a fire sign, after identification of location, should immediately inform host operator and individuals below about the fire location:A Security Manager B Assistant Manager C. Duty engineer D General Manager E Deputy manager F Duty managers G Front Office manager H Executive Housekeeper(2) 上述八位人員在接到報警后,應迅速攜帶相關器械工具趕赴報警點(保安部經理帶好對講機、手電筒;值班工程師帶好破拆工具、手電筒;大堂副理帶好萬能鑰匙)迅速進行火情偵察。 The eight individuals aforementioned should at no time go to alarm area with concerned tools. (Security Office manager with pagers, torches; duty engineer with dismantling tools, torches; Assistant Manager with master key) to judge the fire conditions.(3) 經查如確認火警事故,大堂副理應迅速向總機通報,由總機通知其他部門A/B級經理;值班工程師應迅速切斷電源,關閉空調和煤氣閥門;保安部經理應迅速組織就近人員利用現(xiàn)有的滅火器材進行撲救。 In case of a confirmed fire accident, Assistant Manager should inform host operator immediately, who will inform other managers(A/B); Duty engineer should switch off electricity ,shut down air-condition and gas valve; Security Office manager organize staff in vicinity to put out fire with nearby fire appliances. (4) 經查如果是誤報,保安部經理即用對講機通知監(jiān)控中心當班保安員,撤除報警信號;大堂副理則將誤報詳情告知總機,隨時回答客人提出的詢問并向客人解釋、表示安慰。 In case of a false alarm, Security Office manager should inform security individual in control center by pager to lift the alarm; Assistant manager to give a detailed report to host operator and answer guests questions, comforting guests.(5) 消防監(jiān)控中心當值保安員將火警信號發(fā)出的時間、地點、原因,參加調查人員的部門及姓名詳細記錄在值班記事簿上。Duty security individual in Fire Control Center to log the time of fire sign, location, cause, and department, name of individuals involved in detail.三、 酒店員工發(fā)現(xiàn)火警的反應程序 Emergency procedure for hotel staff1 當酒店員工發(fā)現(xiàn)火警時,應保持鎮(zhèn)定,立即到最近的墻式消防處敲碎紅色塑料盒上的報警玻璃。If a staff finds fire sign, he should keep calm, go to the nearest alarm box and break the glass of red plastic box.2 就近撥打電話“0”同總機聯(lián)系,告訴總機如下事項:Contact host operator by dial “0”, offering information below.(1)報警人姓名 (2)所在地點 (3)火災性質、重點(1) callers name (2)fire location (3)nature of fire 上述內容要確??倷C收聽明白。 Make sure that the messages are clearly received by host operator.3 如果發(fā)現(xiàn)火勢不大,應迅速拿取附近適當?shù)臏缁鹌鬟M行滅火,同時等候滅火人員的到來。If the fire can be controlled, try to extinguish fire by proper fire-extinguishers in the vicinity, awaiting firemen.4 如果發(fā)現(xiàn)火勢已難以控制,應立即離開火場并迅速關閉沿途所有門窗、空調并切斷電源。在安全處等候消防人員到來,向消防人員報告火源的位置,聽候消防人員的指揮。If the fire cant be controlled, leave the fire area immediately and shut down all doors, windows, air-conditions and cut off electricity on the way. Await firemen in a safe place, inform them of the fire location and follow firemens command. 四、初級火警應急程序General fire alarm emergency procedures:1 一旦酒店任何區(qū)域著火,當值人員必須立即以最快的方式向消防監(jiān)控中心或總機報警,同時利用就近的滅火器進行撲救,總機應將報警人的姓名、部門、著火點及火情性質等記錄下來。If a fire is found anywhere in the hotel, staff on duty should inform fire-protection control center or host operator as quickly as possible and use nearby fire-extinguishers to put off fire. The host operator should record callers name, department, fire location and fire nature, etc.2 消防監(jiān)控中心一旦發(fā)現(xiàn)監(jiān)控設備或火警區(qū)域當值人員報警,應立即通知保安部經理、值班工程師及大堂副理,并通過監(jiān)控設備嚴密注視火情的發(fā)展。On receiving fire alarm from monitor device or staff on duty, Fire-protection control center should immediately notify Security Office manager, Duty engineer, and Assistant Manager and watch the process of fire through monitor device.3 保安部經理、值班工程師及大堂副理攜帶相關器械物品趕赴火警現(xiàn)場后,一面要判斷火勢能否被控制,一面要根據(jù)起火原因、地點指揮附近員工采取相應措施進行補救。Security Office manager, Duty engineer and assistant manager should carry concerned instruments to fire area. At the fire area, they should judge whether the fire can be controlled, and based on fire cause, fire location, organize staff in vicinity to take measures. 4 火災撲滅后,應將撲救結果和善后處理情況及時逐級報告酒店最高行政管理層。同時,保安部應負責做好現(xiàn)場保護,調查起火原因、統(tǒng)計火災損失,然后寫出書面報告,逐級上報至總經理。After the fire, report the outcome and problem disposals to top executive administers promptly stage by stage. In the meantime, Security Office to preserve fire site, investigate fire cause, and make a statistic of fire loss and report in writing form to general manager stage by stage.五、高級火警應急程序 Major fire alarm emergency procedures1. 當酒店在自救無能為力時,大堂副理和值班經理應立即通過總機通知以下人員集中到消防監(jiān)控中心,這些人員分別是:1) 總經理2) 所有高級行政人員3) 各部門A/B級經理以上人員將立即組成臨時滅火指揮部。When the hotel cant control fire itself, Assistant Manager and Duty manager should inform individuals below to Fire control center through host operator:(1) General Manager (2) All senior administrators (3) A/B grade manager in every department. Abovementioned individuals should make up provisional fire command center. 2. 臨時滅火指揮部根據(jù)火勢情況,下達如下指令:Based on fire condition, Provincial fire command center should send following orders1) 切斷酒店的煤氣供應Cut off gas supply.2) 關閉所有液化氣流Cut off all liquid gas.3) 確保消防供水泵運作正常Ensure that fire supply pump can work well.4) 確保加壓、排煙、應急發(fā)電系統(tǒng)運作正常Guarantee that the pressurizing, smoke evacuation and emergency generation system work normally.5) 指揮酒店專職消防隊實施救火Command full-time fire brigade of hotels to fire fight.3. 工程部根據(jù)指揮中心的指令,立即關閉空調、液化氣,切斷電源,并開啟消防 噴淋泵,將所有電梯降至井底;關閉所有客梯,控制好消防電梯。In accordance with control centers order, the engineering department should close air conditioner, liquefied gas immediately, cut off electricity, turn on the spray pump, drop all lifts to the bottom; Close all elevators, control the fire lift 4. 如果火勢仍無法控制,臨時滅火指揮部應采取以下進一步措施:If fire cant be controlled still, provisional fire command center should take further measures1) 通知總機有關情況,向公安消防隊報警。Notify host operator with related information and call the public fire brigade.2) 根據(jù)現(xiàn)場火勢發(fā)出緊急疏散等一系列指令Based on the fire condition, send out orders such as emergency evacuation etc. 5. 總機一旦接到火災現(xiàn)場的報告和臨時滅火指揮部的指令后,應立即撥打火警電話“119”通知公安消防部門,請求救援。The host operator once receives report from fire area and order from provincial fire command center should dial “119”, informing public security fire control department for assistance.6. 值班工程師向消防部門提供酒店的各種資料和圖紙,協(xié)助公安部門處理有關問題。 Duty Engineer to offer hotel information to fire control department, assisting public security department deal with relevant problems.7. 電話總機要確保指揮中心及消防監(jiān)控中心的通訊順暢,準確無誤地傳達滅火指揮部下達的各項指令,包括對客人、對酒店員工的緊急疏散廣播。Host operator to guarantee the smooth communication between command center and fire control center, transmit fire command centers orders exactly, including emergency evacuation broadcast to guests and hotel staff.8. 保安部應維持好酒店內外秩序,做好警戒工作,配合公安消防部門做好疏散工作,加強與滅火指揮部的聯(lián)系。Security Office to keep hotel internal and external order, assist public security fire control center with the evacuation work and strength the connection with command center.六、各管理部門的應急措施Emergency policies for management department車隊負責清理消防通道,保證消防通道暢通無阻。The motorcade is responsible for clearing up fire control pass way, guarantee that the fire control pass way is unblocked.前廳部Front Office1 嚴禁使用所有的客梯。All elevators are forbidden.2 控制大堂秩序,穩(wěn)定客人情緒,解答客人問詢。Keep the lobby order, comfort guests and answer guests inquires. 工程部For Engineer Department1 提供破拆、照明工具和機房鑰匙。Offer dismantling, illumination tools and key to machinery room.2 提供建筑結構、管道、電器線路圖等資料。Offer information about construction, pipe, and cable layout etc. 3 解救被困電梯和被困火場人員。Rescue men trapped in elevator and fire area.4 保證水、電供應。Guarantee water and electricity supply.保安部Security Office1 等候消防隊和公安人員的到來,并帶領他們趕赴火災現(xiàn)場。Await fire control team and public security men, and lead them to fire area.2 提供對講機等通訊工具。Offer communication instruments such as pagers.3 警戒火場,控制緊急出入口。Be alert of fire area, guard emergency exit and entrance.4 解救被困電梯和被困火場的人員。Rescue men trapped in elevator and fire area.5 控制非火警區(qū)域的秩序,防止趁火打劫等混亂現(xiàn)象的發(fā)生。Keep orders of non-affected area, preventing chaotic from happening such as robbing etc.管家部Housekeeper Department1 根據(jù)指令,疏散火災現(xiàn)場的客人,疏散過程中不能乘坐電梯。According to the order, evacuate guests in fire area; make sure that elevator cant be used in the course.2 指引客人疏散線路,并提供照明工具。Show guests the evacuation route and offer illumination tools.3 關閉火災現(xiàn)場附近所有的門、窗。Shut off all doors, windows around fire area.4 客房服務員在客人離開房間后,用水筆在門上標出“X”記號。Room attendants should mark “X” on the door after guests leave the room.5 再次檢查客房無人后,在門上標出“O”記號。Recheck guest rooms; make sure that nobody is in the room, then mark an “O” on the door. 6 沿途告誡客人需保持安靜,不要亂跑,請快步走。On the way tell guests to keep quiet, to walk quickly, not to run about.人資部HR Department1 組織受傷人員的救護并護送至醫(yī)院。Organize rescue the injured and escort them to a hospital.2 執(zhí)行指揮部的其他指令。Carry out command centers other orders.財務部Finance Department1 財務總監(jiān)/副總監(jiān)要保護好重要文件,將其放置于安全地帶或將其帶離現(xiàn)場。FC/AFC should protect important files, putting them in safe area or carry them away from themselves.2 收銀員需從收銀箱中取走所有現(xiàn)金,并親手交給集合點的高級財務人員;若不行,則將收銀箱鎖好。The cashier should take all cash away from cash box, and hand them to senior financial personnel in evacuation area himself. If he cant, he should lock cash box.其他部門Other departments1 根據(jù)指示,派出滅火人員到現(xiàn)場滅火。According to directions, assign staff to extinguish fire.2 運送滅火器材到現(xiàn)場。Transport fire instruments to fire scene.3 隨時準備執(zhí)行指揮部的其他指令。Get ready to execute command centers other orders. 注:Notes:1 一旦公安消防隊到達,所有人員都必須聽從指揮。As soon as the fire control team arrives, all staff should follow their commands2 所有救險人員使用的通訊語言必須是普通話。The communication language used in fire-fighting must be Putonghua.3 火警時,酒店傳呼機顯示“999”。In case of fire alarm, there will be “999” on in-house pagers.4 火警解除時,酒店傳呼機顯示“000”。When fire alarm is released, there will be “000” on in-house pagers.七、火警緊急疏散程序Fire alarm emergency evacuation procedures1 緊急疏散令的發(fā)出Giving emergency evacuation order(1) 唯有總經理或公安消防部門才能下達全部緊急疏散的命令。Only GM or public security fire control department have the right to give total emergency evacuation order.(2) 下列人員有權決定部分疏散,封閉危險現(xiàn)場和轉移人員的命令。Individuals below have the right to decide partial evacuation, lock the dangerous scene and shift staff.A 大堂副理Assistant managerB 保安部經理Security managerC 值班工程師Duty engineerD 值班經理/副總經理 Duty manager/Deputy manager(3) 根據(jù)以下情況可實施部分或全部疏散: Partial or total evacuation can be carried out, in case of followings: A火災 fire B煤氣或其他有毒物質的泄漏gas or other poison material leak C水災flood D斷電 electricity cut off E天花板或建筑設施有倒塌危險ceiling and building collapse danger F危險品引起的燃燒、爆炸以及電器故障導致觸電、短路等危險 Electricity shock, short circuit arising from electrical breakdown and burning or explosion of hazardous articles. G任何正在或即將發(fā)生的、可能導致災難或人員傷亡的異常和危險情況 Any incoming or existing abnormality or danger which can cause accidents or people loss (4) 疏散集合地為酒店。 Evacuation area is hotel. (5) 疏散集合地所需要的設備: Equipments needed in evacuation area A擴音器(手提式) Megaphone (portable) B應急照明無電源的照明裝置 Wireless emergency illumination instruments C無線通訊設備對講機 Wireless communication system-Interphone D各部門員工花名冊 Departmental staff name list E住店客人名單 In-house guests list2緊急疏散的基本要求Basic requirements for emergency evacuation (1)保持鎮(zhèn)靜,注意聽從應急廣播的指令。 Keep calm, follow orders from emergency broadcast (2)聽到疏散令后,不在本部門崗位上的員工應立即返回本部門。 Receiving evacuation orders, employees away from their post should return to their post immediately (3)掌握防火阻煙門的開啟方向,當疏散時,應根據(jù)疏散路線有秩序地到指定地點集合。 Master the open direction of smoke-proof kalamein. In evacuation, assemble orderly according to evacuation route. (4)不要使用電梯。 Elevator should not be used. (5)通過煙霧區(qū)時,應盡量彎腰前進,最好用濕毛巾捂住自己的鼻子和嘴巴,并且沿著走廊或樓梯的右邊行走。 Through the smog area, one should walk bending as much as possible. One had best to cover nose and mouth with wet towel and walk along the right side of corridor or stairs. (6)疏散時要遵循先客人后員工,老、弱、病、殘者優(yōu)先的原則。 Guests should be evacuated first and then the employee as well as the old, weak, sick and disabled be evacuated first. (7)財務部將賬冊及各種采購單據(jù)、合同等重要文件鎖入防火箱,攜帶現(xiàn)金和貴重物品撤離現(xiàn)場. Financial department should lock account book and purchasing bills, contract etc, in fire-proof box, and carry cash and the valuables away from the fire scene. (8)客房部、前廳部和餐飲部應立即引導和護送客人向安全區(qū)域疏散,通過良好的態(tài)度和禮貌的舉止穩(wěn)定客人的情緒,并注意隨時清點客人人數(shù)。Housekeeper, Front Office and F&B department should direct and escort guests to safe area, comfort guest by good manners and polite behavior. In the meantime, account the guests at any time. (9)疏散時,火場相鄰的和位于火場上層的人員應最先撤離,酒店醫(yī)務人員應聽從指揮部的指揮,隨時準備搶救傷員。 In evacuation, staff near the fire scene and above the fire scene should evacuate first. Medical staff in hotel should follow command centers order and ready to save the wounded.3緊急疏散程序 Emergency evacuation procedures (1)全部疏散令由總機根據(jù)滅火指揮部的指令,通過公共廣播系統(tǒng)播出。 Based on the orders from fire command center, host operator should give evacuation orders from public broadcast system. (2)酒店所有員工聽到疏散后,應立即停止正常工作。 Receiving the evacuation order, all staff should stop work right away. (3)專職消防隊迅速集中到消防監(jiān)控中心,服從滅火指揮部的調遣,保安部迅速派員工趕往所有的安全出口處警衛(wèi)。 Full-time fire fighting team to go to the fire-control center and follow fire command centers maneuvers, Security Office should assign staff to guard all fire exits. (4)各部門員工應引導幫助其服務區(qū)域內的客人從安全出口撤離。 Employees to direct and assist guest in their service area evacuate from fire exit. (5)客人全部疏散后,員工可迅速通過同一安全出口撤離到集合地點,同本部門員工匯合。 After all guest leave, staff should evacuate to evacuation area by the near fire exit, and gather with staff of same department. (6)酒店專職消防隊員(保安人員)要引導客人和員工撤離至集合地點。 Full-time fire-fighters (Security staff) should direct guests and staff to evacuation area. (7)各部門主管要在確保所有客人和員工全部撤離以后,才能撤離到員工集合地點。 Supervisors can go to the evacuation area after they ensure the evacuation of all guests and employees. (8)所有員工在撤離各自地區(qū)以前,應關閉所有電器和煤氣開關,關閉沿途所有的門和窗, 但不要鎖門。 Before they evacuate from their own place, they should cut off all electrical appliance and gas switch and close all doors and windows, but not with doors. (9)部門主管要清點員工人數(shù),以確保當值員工的安全。 Supervisors should count staff to make sure they are safe. (10)為確??腿说陌踩?,前廳部應指派專人在集合地點根據(jù)客人名單清點人數(shù),切勿遺漏。 To ensure guests safety, Front Office should assign special personnel to count the number of guests according to guest list. No one could be missing. (11)清點時一旦發(fā)現(xiàn)遺漏的客人和員工,應立即報告集合地點高級負責人,由其通知滅火指揮部。 Finding missing guests or employees, immediately report to senior charge person in evacuation area who will in turn inform fire command center. (12)總經理和高級行政人員在實施整個緊急疏散過程中,需留守在消防監(jiān)控中心指揮。 GM and senior administrators should stay in fire control center in the whole evacuation progress 4緊急疏散注意事項 Emergency evacuation notes (1) 前廳部經理負責攜帶住店客人客房分配表至集合地點。 FO manager is responsible to carry guestroom distribution list to evacuation area. (2) 各部門主管負責攜帶本部門員工名單撤離至集合地點。 Supervisors to carry employee list to evacuation area. (3) 財務總監(jiān)和副總監(jiān)要保護好重要文件,將其放置于安全地點或帶離現(xiàn)場。 FC and AFC are responsible to protect important files and put them in safe place or take them away from the scene. (4) 在時間允許的情況下,收銀員需從收銀箱中取走所有現(xiàn)金,并親手交給集合點的高級財務人員;如不行,則將收銀箱鎖好。 If time permits, casher should take all the cash from the cash box, and hand in to senior financial personnel. Otherwise, lock the cash box. (5) 從發(fā)出疏散令至火警警報解除的過程中,任何無關人員不得進入酒店和疏散集合地。 From the beginning of evacuation to release of fire-alarm, any irrelevant personnel are not allowed to entry hotel and evacuation area. (6) 火警疏散時應關閉所有門窗。 Close all windows and doors in fire evacuation. (7) 發(fā)生爆炸和出現(xiàn)煤氣泄露的現(xiàn)象時,應打開所有門窗。 Open all
