The technical requirements specified in the Vietnamese Standards 22-TCN-237-01 “Road Signs and Signaling Regulations” or National Specifications QCKT / 01 / 2008 / BGTVT will be applied as the specifications for the work items contained in this Specification Section. Traffic control devices and services will be provided and maintained both inside and outside the project limits as needed to facilitate traffic guidance will this be necessary such as temporary roads and diversions. All traffic temporary control devices and facilities will be removed upon completion of the Contract.Line communication will be regular updating between all relation subdivision by mobile phone and daily report system. Moreover, the intent of site meeting for traffic coordination will be clarified when necessary.Inventory of the affected traffic are road section near site work area. The detailed inventory of the affected traffic will be mention in the specific traffic control plan for each section in this project.1.1.2 Main contents of General Traffic Control Plan will include followings1.1.2.1Works for Traffic Control1.1.2.2Materials for Traffic Control Devices1.1.2.3Maintenance of Equipment and Devices for Traffic Control1.1.2.4Traffic Control during Non-Working Hours1.1.2.5Traffic Control during Nighttime1.1.2.6Traffic Control Conserving Existing Traffic1.1.2.7Number of Lanes for Traffic Control1.1.2.8Half-Width Construction 1.1.2.9Vertical Clearance1.1.2.10Lines of Communication, Interaction & Communication Procedure1.1.3 Organization ChartProject ManagerTraffic Control ManagerSite ManagerSafety EnvironmentalSite EngineerTraffic Supervisor Traffic Control Team Drawing 1-1-1 The Organization Chart for General Traffic Control Plan Traffic control works are responsibilities of all relation subdivisions. Traffic Control supervisor who will be main responsible for all traffic control issues in the site. Traffic control supervisor have experience in traffic management and safety management.List key personnel of Traffic Supervisor, Traffic Control Team will submit to Engineer and Client immediately when employed.1.2 Proposed for General Traffic Control1.2.1 Work for Traffic Control Prior to the start of construction operations, based on his approved Traffic Control Plan, our Company will furnish, erect and maintain (at prescribed points) warning and guide signs, barricades or barriers, temporary fences, and other traffic control devices as established in the approved Traffic Control Plan, the Vietnamese Standards, these specifications or directed by the Engineer. As necessary for proper control of traffic, or when/where directed by the Engineer, our Company will furnish and station competent flagmen whose sole duties will consist of directing the movement of traffic through or around the Works. 1.2.2 Materials for Traffic Control Devices Retro-reflective Material: Sign panels, barricades, cones, vertical panels, and flagged paddles will have retro-reflective sheeting meeting the minimum requirements for retro-reflective material noted in Specification. Sign Panels: Sign panels will conform to Specification Section 08400 “Road Signs” of the Technical Specifications and will be in orange color with black legend (or white with blue). Sign Posts: Sign posts will be fabricated from untreated softwood. Signs will be capable of remaining in position during normal traffic flow and wind conditions. Barricades: Barricades will be constructed of wood, metal or plastic. Cones: will be in accordance with the Vietnamese Standards for “Roads Sign and Signaling Regulations”. All cones will be orange/white colored and highly visible both in daylight and darkness. Cones will be capable of remaining bright and in position during normal traffic flow and wind conditions in the area where they are used. Lamps for cones will be suitable for the purpose. Temporary Fence: Temporary fence will be fabricated in panels with timber framework and galvanized metal panels. The panel face towards the traffic will be painted. Vertical Panels: Vertical panels will be constructed of wood. Warning Lights (flashing or steady): Warning lights will be of low intensity flashing type, high intensity flashing type, or steady burn type as approved by the Engineer. 1.2.3 Maintenance of Equipment and Devices for General Traffic ControlThe equipment and devices provided to satisfy the requirements of this Specification Section will be maintained and kept in good condition of operation all the time. Any equipment or devices that are lost, stolen, destroyed, or deemed unacceptable while their use is required on the Project, will be replaced by at our Company expense. Devices for traffic control will be operated only when necessary. 1.2.4 Traffic Control during Non-Working HoursDuring non-working hours and following the completion of a particular construction operation, all warning signs, except those necessary for the safety of the public, will be removed or entirely covered with either metal or plywood sheeting so that the sign panel will not be visible. 1.2.5 Traffic Control during Night TimeNighttime operation will be illuminated by a lighting system approved by the Engineer. The lighting system will be positioned and operated to preclude glare. Incandescent lights will not be permitted. Retro-reflective sheeting on signs, barricades, and other devices will be kept clean and in good condition. Our Company will promptly correct stretches, rips, and tears in the sheeting. Retro-reflective sheeting will have a maintained retro-reflection. When applicable, street lighting will be relocated as necessary to maintain the same standards of lighting in the course of the Works until new lighting facilities are put into operation. 1.2.6 Traffic Control Conserving Existing TrafficWhen the construction is going to affect an existing road (feeder roads or others) where traffic closing is not permissible, our Company will keep that open to traffic during the execution of the Works, provided that when approved by the Engineer our Company may bypass traffic over a detour. Our Company will at all times keep roads and footpaths, affected by his operations, free from soil and material spillage and properly repaired at his expense if the road is damaged by those operations. Our Company will keep the length of the Project construction areas in such condition that traffic will be accommodated safely. Traffic control devices and services will be provided and maintained both inside and outside the Project limits as needed to facilitate traffic guidance will this be necessary. 1.2.7 Number of Lanes for Traffic Control The existing number of traffic lanes of the roads that may be affected by the Project will be maintained at all times during the work execution and if diversions are provided these must be of the same traffic capacity as the original road. Notwithstanding the above, the Engineer may give approval to reductions in traffic capacity if our Company can show that these will not cause excessive delay to traffic.The detailed of Temporary road for each section will be designed and submitted to the Engineer.1.2.8 Vertical Clearance In general any temporary works placed over roads or diversions used by public traffic will have a vertical clearance specified by the Vietnamese Standards TCVN5729-97, TCVN4054-85, 22TCN210-92, TCVN5729-97 and 22TCN210-92, as follows: Expressways and Highways Class I, II and III at least 4.75 m Highways Class IV, V and VI at least 4.50 m Roads Class A and VII at least 3.20 m Roads Class VIII at least 2.70 m Where required by the Engineer, our Company will erect and maintain suitable approved check-gates, fitted with warning signs indicating the vertical clearance. 1.2.9 Haft-Width ConstructionOur Company will include in his Traffic Control Plan and his proposed method for construction described in the Programmer, pertinent details of the construction method to be applied where a detour is not feasible and the construction on existing public roads will be undertaken only over a half of the full width of the roadway. The following aspects will be considered for this purpose:The length of such half-width construction will be kept as short as possible.Work on culverts must be commenced and completed in the dry season and the embankments adjacent to them must be reinstated so that at least half the full width will be available for use by the public throughout the next rainy season.A single lane at least 3.5m wide will be kept open to traffic.Our Company will conduct his operations in such a manner as to cause the least possible obstruction, inconvenience, and delay to traffic and will be responsible for adequate control of the traffic using such lengths of single lane.1.2.10 Lines of Communication, Interaction & Communication Procedure:The Communication Lines will adapt with the actual and physical site condition and to suit the actual construction work procedure and sequence that will be carried out at site. It will be read in order to describe clearer Our Companys planning of traffic control during construction period and each station. However, it will be subject to further revisions based on changes on actual physical site conditions during the construction stage.The Communication will be made between the local traffic authorities and other related authorized agencies prior to the implementation of the traffic diversion.Traffic control plan approved by each authority will be distributed to the each related authorities prior to the commencement.The Communication facilities and services will be provided and maintained both inside and outside the project limits as needed to facilitate traffic guidance. All traffic control devices and facilities will be removed upon completion of the Contract.1.2.11 The Communication Line ChartProject ManagerRelated Authorities The Employer - Ministry of Transport - Project management unit - Local transport office The Engineer: NK, JBSI & TEDI Local Police/Traffic police Highway maintenance board Road management authority Commune committee Traffic Control Manager Site Manager Safety ManagerSite Engineer Implementing Staff Traffic ManMaintenance WorkerDrawing 1-1-2The Communication Chart for the implementation of Traffic Control Plan 1.2.12 Traffic Supervisor Our Company will employ Traffic Supervisors (TS) who will be under the Safety Department throughout the construction period and these TS will be entirely connected with the safety plan on the site. Our Company will ensure that these TS is suitably qualified and experienced persons who will be supervise and monitor in full compliance with the Traffic Control Plan.Our Companys Traffic Supervisors will maintain a daily logbook which will be keep record of daily traffic safety / control activities. Photographs will be considered as part of the record.1.3 Traffic Control Plan For Station at Flyover1.3.1 General planOverall traffic diversion is shown on the drawing Plan of Traffic Assurance. The concept of traffic control management for this project will be based on three parts: - Sign post for traffic assurance- Manpower to introduce the traffic- Temporary road (if any)Our Company will maintain the public road traffic during the performance of the Works by keeping open to traffic on existing roads or bypass traffic over a detour.Diversion road and temporary road will be planned at the points of which the travel on existing traffic roads is affected by construction activities.1.3.2 Diversion and Temporary Road Planning to construct NH38B Flyover, NH37 Flyover, PR391 Flyover, PR191D Flyover, PR191P Flyover 1.3.2.1 Construct temporary roadThe temporary road network is built along the existing way (NH37, PR391, PR191D, PR191P) for the purpose of construction only. The Temporary access road is shown on the drawing Plan of Traffic Assurance.Our Company will arrange supervisors to assure for the safety during construction, using, maintenance and protection. 1.3.2.2 Construct main road at Interference with existing roads The process of constructing main road expressway at Interference with existing feeder roads will be divided into two stages:Stage 1: Public traffic on existing road will be maintained. Our Company will execute the feeder roads and fly-over bridges as mentioned above.Stage 2: After finishing the feeder roads and fly-over bridges, start to close the existing road and construct expressway at Interference. In order to minimize disruption to traffic flows, our Company will enclose the site with temporary fence to provide a visual barrier between the work area and adjacent traffic. The movement of men, materials and plant into and out of the barrier area will be checked, controlled by flagman or security. 1.3.2.3Current Traffic Condition and Construction ActivitiesThere are existing public road crossing the expressway. It is so heavy traffic volume. It interferes in soft ground treatment works, filling works, paving works, and viaduct works.1.3.2.4Traffic Control ManagementIn order to comply with requirement of tight working schedule, the following process is basically proposed as a working sequence. All the existing traffic will be diverted to the temporary road and diversion road through out construction period. However, in area where the diversion road is crossing the working area, secondary diversion will be applied. The area and period of this diversion is limited. Sign panels, barricades, cones, vertical panels and other traffic control devices will be set to ensure safety of traffic at detour roads or at the intersection between existing road and diversion roads. Flagman will be provided if required.Guide for traffic and regulate the facilities going and coming through the construction area will be provided in conformity with the traffic line.Traffic will also be instructed in proper manner to ensure construction progress of the site and absolute safety for the vehicles and people.The following device and facilities will be prepared to control the traffic in safety manner and they will be removed depending on the construction activities on site.A. Various kinds of site boarding will be set to control the traffic and separate the traffic road away the construction site.B. The flashing light and warning signs will be installed to draw the attention of public. C. Flagman will be provided at road intersection if required.1.3.2.5 Traffic Control Plan For NH38B FlyoverA. Proposed Road Traffic ManagementOverall traffic diversion is shown on the Plan of Traffic Assurance. The concept of traffic control management for this project will be based on two parts: - Sign post for traffic assurance- Manpower to introduce the trafficOur Company will maintain the public road traffic during the performance of the Works by keeping open to traffic on existing roads or bypass traffic over a detour.B. Traffic Control Management Plan for NH38B Flyovera. Current Traffic Condition and Construction ActivitiesThere are NH38B exiting road running cross the Flyover works. It is two lanes paving road and so heavy traffic volume. It interferes in Abutment and Pier of Flyover.b. Traffic Control ManagementSign panels, barricades, cones, vertical panels and other traffic control devices will be set to ensure safety of traffic at detour roads or at the intersection between existing road and diversion roads.
