環(huán)境目標(biāo)、指標(biāo)及方案管理程序Environment aim, target and scheme management procedure1、目的Purpose制定環(huán)境管理目標(biāo)、指針、方案,幷有效實(shí)施,確保公司環(huán)境方針的實(shí)現(xiàn)。To make environment management aim, target, scheme, and carry it out effectively , to ensure realize WEILUNs environment policy.2、適用范圍Scope 適用于公司環(huán)境管理目標(biāo)、指針、方案的制定、實(shí)施、驗(yàn)證、更新和改進(jìn)等活動(dòng)。 It is use for WEILUNs environment management aim, target and schemes design , implementation, check ,updater an improve etc activity.3、職責(zé)Responsibility31 環(huán)境管理者代表Environment management representative:負(fù)責(zé)組織規(guī)劃/修訂公司的環(huán)境管理目標(biāo)、指針和方案;負(fù)責(zé)審批環(huán)境管理方案;Who is responsibility for organizing plan/ updating WEILUNs environment aim, target and scheme; also in charge of authorizing the environment management scheme.32 各部門負(fù)責(zé)本部門的環(huán)境管理目標(biāo)、指針,實(shí)施環(huán)境管理方案,以實(shí)現(xiàn)本部門所策劃的環(huán)境管理目標(biāo)、指針;Every department is in charge of their own departments environment aim, target and scheme , so as to realize departments environment management aim and target;33 環(huán)工組負(fù)責(zé)跟蹤、監(jiān)督、驗(yàn)證各部門環(huán)境目標(biāo),指針與管理方案的實(shí)施效果。The environment team is in charge of tracking , monitoring and checking each departments environment aim, target and management schemes implementation result.34 總經(jīng)理負(fù)責(zé)審批公司環(huán)境管理目標(biāo)、指針。The president is in charge of authorizing WEILUNs environment management aim and target.4、工作程序Work procedure41環(huán)境管理目標(biāo)、指針、方案制定/修訂應(yīng)遵循如下原則:When design the environment aim ,target and scheme or updating should abide by the below regulations: a) 以公司的環(huán)境方針為指導(dǎo),體現(xiàn)和支持環(huán)境方針;Guided by WEILUNs environment policy, embody and support environment policy; b) 充分考慮公司評(píng)價(jià)出的重大環(huán)境因素;To consider a lot of the important environment factor that was appraised by WEILUN; c) 符合法律法規(guī)和其他要求中的規(guī)定;To accord with laws , codes and other requirements; d) 依據(jù)公司的技術(shù)水平、財(cái)務(wù)情況、實(shí)施能力、運(yùn)行與經(jīng)營(yíng)要求;should according to WEILUNs technical level, finance conditions , implementation ability and operation requirements; e)考慮通過工藝開發(fā)或改進(jìn)產(chǎn)品而給公司帶來的商業(yè)機(jī)會(huì);Working through develope process or improve product so as to bring the commercial opportunity to WEILUN; f)具有可行性,經(jīng)過一定時(shí)期努力可以實(shí)現(xiàn)。所有環(huán)境目標(biāo)與指針均有環(huán)境方案予以支持。With feasible, through a period effect can make it true. All environment aim and target both have environment scheme to support;g)符合污染預(yù)防和持續(xù)改進(jìn)的精神。Fitting in with pollution prevention and the spirit of continue improvement.42 環(huán)境管理目標(biāo)、指針、方案制定/修訂的時(shí)機(jī):The time of designing and updating for Environment management aim, target and scheme:a)環(huán)境方針首次制定;The first time of designing the environment policy;b)環(huán)境方針修訂/更新;Environment policys modification and update;c)每年一次(通常在管理評(píng)審后)對(duì)環(huán)境管理目標(biāo)、指針、方案系統(tǒng)修訂一次; One time per a year to modify the environment management aim, target and scheme system;d)重要環(huán)境因素發(fā)生變更時(shí);When the important environment factor has changes;e)總經(jīng)理認(rèn)為需要時(shí)。When the president think it is needed.43 環(huán)境管理目標(biāo)、指針、方案的制定與批準(zhǔn)Environment management aim, target and schemes establishment and authorization431 環(huán)境管理者代表負(fù)責(zé)組織各部門制定公司環(huán)境管理目標(biāo)與指針,經(jīng)充分討論、評(píng)估后,形成環(huán)境目標(biāo)與指針一覽表,報(bào)總經(jīng)理審批。批準(zhǔn)后,環(huán)工組將環(huán)境目標(biāo)與指針一覽表復(fù)印件發(fā)放至各相關(guān)部門/人員。The environment representative in charge of organizing individual department to make WEILUN environment management aim and target. When got the authorized , the environment team will copy it and issue to each department/ staff.432 依據(jù)通過批準(zhǔn)的環(huán)境目標(biāo)與指針一覽表,各部門制定本部門的環(huán)境目標(biāo)、指針,形成部門環(huán)境目標(biāo)與指針一覽表,幷負(fù)責(zé)策劃環(huán)境管理方案,形成環(huán)境管理方案實(shí)施表,一幷?qǐng)?bào)環(huán)境管理者代表批準(zhǔn)。According to the authorized, each department to make their own departments environment aim and target, to form, and also in charge of designing environment management scheme, to make, and report to environment representative for authorization.環(huán)境管理方案實(shí)施表的內(nèi)容應(yīng)包括:The content of should include:a)所要實(shí)施的目標(biāo)、指針;The aim and target that need implement;b)明確相關(guān)職能和層次的部門/人在方案實(shí)施中的職責(zé);To identify each department and staffs responsibility;c)方案實(shí)施的方法措施、資源需求、人員安排、時(shí)間進(jìn)度; when carrying out the scheme, the methods and actions that we take, resources requirements, peoples arrangement and time progress; d)方案實(shí)施的時(shí)間安排。The time arrangement for carrying out the scheme.433環(huán)境管理方案實(shí)施表經(jīng)環(huán)境管理者代表審批通過,即可予以實(shí)施。, can take into effect after environment representatives authorization.434環(huán)境管理方案實(shí)施表復(fù)印件由編制部門發(fā)放至相關(guān)部門/責(zé)任人員。原件由環(huán)工組保存,以作驗(yàn)證之用。Will copy the to relative department and supervisors. The environment team can follow the and other relative documents to monitor and check.442 環(huán)境管理方案按規(guī)定的時(shí)間實(shí)施完成后,環(huán)工組負(fù)責(zé)驗(yàn)證環(huán)境管理方案的實(shí)施績(jī)效,幷填寫環(huán)境管理方案實(shí)施表中的“績(jī)效驗(yàn)證”欄目,驗(yàn)證內(nèi)容包括: After finished the environment management scheme within the stated time, the environment team will in charge of checking it and filling in the item of “result check” on the. The “ result check” including:a)環(huán)境管理方案是否有效開展;Whether the environment management scheme has carried out properly;b)環(huán)境管理方案實(shí)施結(jié)果數(shù)據(jù);After implementation the environment management scheme, the relative result documents;c)環(huán)境管理方案實(shí)施績(jī)效是否達(dá)到預(yù)期目標(biāo);After carried out the environment management scheme , does the result meet the expectation target.d)其他。Others443 通常在管理評(píng)審會(huì)議召開前,環(huán)境管理方案應(yīng)實(shí)施完畢。Normally before having the management checking meeting, the environment management scheme should be finished.444 環(huán)境管理方案在實(shí)施過程中,如有下列情況:重大環(huán)境因素的變更、法律法規(guī)及其他要求的更新、公司經(jīng)營(yíng)的改變或需要等情況時(shí),有必要對(duì)環(huán)境目標(biāo)、指針進(jìn)行變更,由環(huán)境管理者代表組織重新執(zhí)行本程序43條。During implementation the environment management scheme, if have the below issues: have changes on important environment factor, laws and codes and other requirements update, companys operation has changed , then it is necessary to change the environment aim, target , and the environment representative need organize and implement the procedure item 4.3 again.445 環(huán)境管理方案實(shí)施后經(jīng)驗(yàn)證達(dá)到預(yù)期目標(biāo)和效果,將結(jié)果提交給下一次管理評(píng)審。When finished the environment management scheme, with checking and match the primary expectation and effect, hand over the result to the next management auditor.446 經(jīng)驗(yàn)證無效或效果不理想,環(huán)工組應(yīng)詳細(xì)分析原因,如屬公司的原因(目標(biāo)值太高或資源配備不夠等),由環(huán)境管理者代表組織重新執(zhí)行本程序43條。如屬部門自身的原因,則對(duì)部門進(jìn)行相應(yīng)的行政處罰與經(jīng)濟(jì)處罰。If the result is invalid or not so good, the environment need analysis the reason, if it is companys problem( target too high or resources allot not enough etc), the environment representative will organize to do this procedure 4.3 again.
