環(huán)境影響預(yù)測與評價(jià)建設(shè)期環(huán)境影響分析環(huán)境影響因素本建設(shè)項(xiàng)目工程內(nèi)容主要是工業(yè)設(shè)備安裝、少量土建施工、車間及辦公場所裝修。施工過程排放的污染物會對周圍的水、大氣、聲環(huán)境產(chǎn)生一定的污染。施工期向周圍環(huán)境排放的主要污染物質(zhì)是施工人員產(chǎn)生的生活污水、施工廢水、作業(yè)揚(yáng)塵、固體廢棄物以及施工機(jī)械排放的煙塵和噪聲等。產(chǎn)污環(huán)節(jié)主要是:配制混凝土水泥砂漿、廠房及車間施工和設(shè)備安裝等。水環(huán)境影響分析施工期的廢水主要有施工人員產(chǎn)生的生活污水及施工過程產(chǎn)生的施工廢水。生活污水如未經(jīng)妥善處置直接排入附近河道,將會污染河道水體;施工廢水隨地表徑流流入附近水體,將直接影響附近的水體環(huán)境質(zhì)量。施工高峰時(shí),現(xiàn)場勞動人數(shù)可以達(dá)到40人,按照用水定額120升/(人?日)計(jì)算,預(yù)計(jì)排放生活污水4.8m3/d,經(jīng)化糞池處理后排入污水管網(wǎng),避免就近直接排入西側(cè)向陽河及東北側(cè)南橫河。施工廢水主要包括施工機(jī)械的沖洗水、土建洗面水等,水質(zhì)屬微污染。施工機(jī)械的沖洗水可能含有石油類,因此,施工廢水收集集中后經(jīng)隔油沉淀處理后回用于降塵、綠化等。大氣環(huán)境影響分析根據(jù)工程內(nèi)容和施工特點(diǎn),在建設(shè)施工階段,對周圍環(huán)境空氣會產(chǎn)生影響的主要因素有:廠房樁基、堆場與基坑施工產(chǎn)生的大量棄土揚(yáng)塵污染;施工機(jī)械設(shè)備燃燒柴油排放的廢氣污染及建材和建筑垃圾與施工棄土運(yùn)輸卡車的尾氣污染,其污染特征為近地面無組織排放的面源和線源污染類型。在干燥和風(fēng)速較大天氣情況下,施工現(xiàn)場近地面粉塵濃度會超過GB3095-2012二級標(biāo)準(zhǔn)中日均值0.3mg/m3的5-100倍。運(yùn)輸車輛在沿線的道路揚(yáng)塵量為1.40公斤/(公里·車輛),在工程開挖區(qū)、淤泥和棄土堆放現(xiàn)場附近的道路揚(yáng)塵量達(dá)到7.72公斤/(公里·車輛)。施工高峰期運(yùn)輸量大,車輛來往頻繁時(shí),存在道路揚(yáng)塵污染。尾氣污染主要來自于施工機(jī)械和交通運(yùn)輸車輛,排放的主要污染物為NOx、CO和烴類物質(zhì)等,機(jī)動車輛污染物排放系數(shù)見表5.1.3-1。表5.1.3-1機(jī)動車污染物排放系數(shù)污染物以汽油為燃料(g/L)以柴油為燃料(g/L)小汽車載重車機(jī)車CO169.027.08.4NOx烴類33.34.446.0以黃河重型車為例,其額定燃油率為30.19L/100km,按表9.2.2機(jī)動車輛污染排放系數(shù)測算,單車污染物平均排放量分別為:CO815.13g/100km,NOx1340.44g/100km,烴類物質(zhì)134.0g/100km。噪聲環(huán)境影響分析項(xiàng)目施工建設(shè)期噪聲污染主要是建筑工地機(jī)械設(shè)備和運(yùn)輸卡車的交通噪聲。施工機(jī)械設(shè)備包括打樁機(jī)、空壓機(jī)及混凝土攪拌機(jī),施工中的設(shè)備噪聲此起彼伏,其中聲級最高是打樁機(jī)、空壓機(jī)及混凝土攪拌機(jī),比如空壓機(jī)放空時(shí)70dB(A)噪聲的干擾半徑范圍達(dá)100-170米。另外,運(yùn)輸建材、渣土的重型卡車也增加周圍道路的交通噪聲,這類卡車近場聲級達(dá)90dB(A)以上,特別是夜間運(yùn)輸。因此,一般情況下,施工期的噪聲將會給項(xiàng)目地區(qū)周圍環(huán)境產(chǎn)生較大影響,盡管有些機(jī)械噪聲在施工期是難以避免,但如無嚴(yán)格的控制、管理措施,屆時(shí)將影響周圍居民的正常生活。固體廢物環(huán)境影響分析主要包括施工人員產(chǎn)生的生活垃圾、施工期間產(chǎn)生的建筑垃圾等。注意收集和處置生活垃圾,防止亂放亂堆和場內(nèi)長期堆放,以免對環(huán)境造成污染。建筑垃圾主要來源于開挖土方和建筑施工中的廢物如混凝土、磚瓦、石灰、沙石等,雖然這些廢物不含有毒有害成份,但粉狀廢料可隨地面徑流進(jìn)入水體,嚴(yán)重時(shí)造成對地表水暫時(shí)的污染。因此,施工期的建筑垃圾有計(jì)劃地堆放,并有相應(yīng)處理措施,如建擋土墻等。禁止四處亂堆亂傾倒建筑垃圾,防止對環(huán)境景觀破壞,對廢棄建筑材料可用集中填溝碾實(shí)處理。運(yùn)營期環(huán)境影響預(yù)測與評價(jià)水環(huán)境影響分析根據(jù)工程分析和污染防治措施章節(jié)論述,本項(xiàng)目廢水經(jīng)預(yù)處理后排入太倉港港口開發(fā)區(qū)污水處理廠處理,太倉港港口開發(fā)區(qū)污水處理廠設(shè)計(jì)處理能力2萬t/d,采用“厭氧+改良性A2/O+混凝沉淀”工藝。污水處理廠排口為楊林塘入江口下游1300m處。本次環(huán)評引用《太倉市水處理有限責(zé)任公司搬遷擴(kuò)建2萬t/d污水處理工程項(xiàng)目環(huán)境影響報(bào)告書》中水環(huán)境影響評價(jià)結(jié)果。在正常排放時(shí),尾水排放量為2.0萬t/d情況下:(1)對太倉二水廠水源保護(hù)區(qū)邊界的影響分析根據(jù)流場計(jì)算結(jié)果,排放口附近漲潮歷時(shí)3小時(shí)46分、落潮歷時(shí)8小時(shí)58分,漲潮最大流速0.49m/s、落潮最大流速0.38m/s。通過對流速過程線對時(shí)間的積分(求和),可得污水團(tuán)的大潮最大上溯距離約為4100m。由于落潮歷時(shí)與流程均比漲潮大,因此,大潮最大上溯距離也就是回蕩的污水團(tuán)對上游的最大影響范圍。水廠的水源保護(hù)區(qū)在項(xiàng)目排污口上游8100m,因此,在預(yù)測的90%保證率條件下,石化區(qū)廢水排放對水源保護(hù)區(qū)沒有明顯影響。(2)楊林塘引水水質(zhì)的影響分析排放口上游1300m為楊林塘與長江交匯口,楊林塘建閘控制。楊林塘是陽澄低洼地區(qū)和沿江地區(qū)主要灌溉河道之一,其功能主要是灌溉和排洪。當(dāng)楊林塘閘關(guān)閉或向長江排水時(shí),本項(xiàng)目廢水排放對其水質(zhì)沒有影響。若漲潮時(shí)楊林塘從長江引水,則本項(xiàng)目排放的廢水對楊林塘水質(zhì)有一定影響,而龍江排口排放的廢水則不會對楊林塘引水水質(zhì)有影響。當(dāng)石化區(qū)污水正常排放時(shí),廢水排放引起的楊林塘引水中COD濃度增量在小于0.021mg/L,此時(shí)楊林塘水質(zhì)滿足引水水質(zhì)要求。(3)對備用水庫的影響分析在正常排放情況下與龍江排口疊加在備用水庫取水口范圍內(nèi)產(chǎn)生的COD濃度增量小于2.29mg/L,與瀏河閘開閘時(shí)段最大本底濃度疊加后仍然滿足此區(qū)域水體的水質(zhì)標(biāo)準(zhǔn)。(4)對江蘇、上海交界斷面的影響分析在正常排放情況下與龍江排口疊加在蘇滬交界斷面產(chǎn)生的COD濃度增量小于0.432mg/L,與本底濃度疊加后仍然滿足交界斷面水體的水質(zhì)標(biāo)準(zhǔn)。本項(xiàng)目建成后全廠廢水排放總量僅為138.16t/d,設(shè)計(jì)處理能力2萬t/d,剩余處理能力4500t/d,僅占港區(qū)污水處理廠剩余處理能力的3.07%,不會對污水處理廠造成沖擊。且本項(xiàng)目接管廢水成分較為簡單。因此接管廢水不會對港區(qū)污水處理廠正常運(yùn)行產(chǎn)生影響,故項(xiàng)目廢水的排放并不會顯著影響到納污江段的水質(zhì)。環(huán)境空氣質(zhì)量影響預(yù)測與評價(jià)排放源強(qiáng)本項(xiàng)目的大氣污染物點(diǎn)源主要為生產(chǎn)車間工藝廢氣、儲罐區(qū)揮發(fā)的有機(jī)廢氣、導(dǎo)熱油爐及食堂油煙廢氣。其中7號排氣筒排放食堂油煙廢氣,不進(jìn)行預(yù)測,點(diǎn)源具體排放參數(shù)見表-1面源主要為生產(chǎn)車間及儲罐區(qū)的有機(jī)廢氣無組織排放、污水處理站的惡臭氣體(NH3、H2S)無組織排放。本項(xiàng)目無組織的污染物排放源強(qiáng)見表-2。表-1大氣污染物點(diǎn)源排放參數(shù)點(diǎn)源編號點(diǎn)源名稱多元醇車間精細(xì)化學(xué)品車間TPUC車間導(dǎo)熱油爐食堂儲罐區(qū)排氣筒高度排氣筒內(nèi)徑煙氣出口速率煙氣出口溫度年排放小時(shí)數(shù)排放工況SO20.0046NOx0.606煙塵0.077DMF(二甲基甲酰胺)0.0020.00830.044MDI(4,4’-二苯基甲烷二異氰酸酯)0.010.0240.00640.0130.007甲苯0.0060.0030.0112異丙醇0.0100.0050.0099丙酮0.032苯乙烯0.0097乙酸乙酯0.00270.00140.021乙二醇0.00460.0130.260.0350.017TVOC0.10.0930.590.2750.0210.16粉塵0.0380.005油煙0.0054表-2面源排放參數(shù)面源編號4567面源名稱漿料車間1漿料車間2多元醇車間精細(xì)化學(xué)品車間TPU車間儲罐區(qū)污水處理站面源長度面源寬度與正北夾角面源初始排放高度年排放小時(shí)數(shù)排放工況DMF0.120.06甲苯0.0180.0090.075異丙醇0.030.0150.029乙酸乙酯0.0080.0040.063乙二醇0.0130.0380.30.1050.049MDI0.0280.0290.0190.0400.016TVOC0.310.250.520.820.0620.48粉塵1.450.018苯乙烯0.01丙酮0.095NH30.008H2S0.0025預(yù)測結(jié)果本項(xiàng)目以估算模式SCREEN3估算結(jié)果作為預(yù)測結(jié)果。計(jì)算結(jié)果分別見表-1~-11。表-11#排氣筒下風(fēng)向軸線上產(chǎn)生的濃度預(yù)測值(mg/m3)距源中心下風(fēng)向距離D(m)DMF甲苯異丙醇乙酸乙酯乙二醇MDITVOC下風(fēng)向預(yù)測濃度Ci(mg/m3)濃度占標(biāo)率Pi(%)下風(fēng)向預(yù)測濃度Ci(mg/m3)濃度占標(biāo)率Pi(%)下風(fēng)向預(yù)測濃度Ci(mg/m3)濃度占標(biāo)率Pi(%)下風(fēng)向預(yù)測濃度Ci(mg/m3)濃度占標(biāo)率Pi(%)下風(fēng)向預(yù)測濃度Ci(mg/m3)濃度占標(biāo)率Pi(%)下風(fēng)向預(yù)測濃度Ci(mg/m3)濃度占標(biāo)率Pi(%)下風(fēng)向預(yù)測濃度Ci(mg/m3)濃度占標(biāo)率Pi(%)1008.59 于10%,運(yùn)營過程中產(chǎn)生的廢氣對敏感點(diǎn)影響較小;根據(jù)大氣環(huán)境防護(hù)距離的計(jì)算結(jié)果,無超標(biāo)點(diǎn),廠界濃度能夠達(dá)標(biāo),因此評價(jià)項(xiàng)目選址及總圖布置基本合理且可行。(2)污染源的排放強(qiáng)度與排放方式根據(jù)大氣環(huán)境影響預(yù)測結(jié)果,最大落地濃度值均小于標(biāo)準(zhǔn)值,項(xiàng)目排放的廢氣對區(qū)域環(huán)境空氣的影響較小。通過大氣環(huán)境防護(hù)距離的計(jì)算結(jié)果,項(xiàng)目排放的無組織廢氣廠界濃度可以達(dá)標(biāo),但應(yīng)加強(qiáng)過程管理,減少廢氣的排放,減輕對環(huán)境的污染。(3)大氣污染控制措施可行性分析本項(xiàng)目的大氣污染控制措施均能保證污染源的排放符合排放標(biāo)準(zhǔn)的相關(guān)規(guī)定,同時(shí)最終環(huán)境影響也符合環(huán)境功能區(qū)劃分要求,本項(xiàng)目各污染物排放濃度和排放速率均能夠滿足國家相應(yīng)排放標(biāo)準(zhǔn)要求,對環(huán)境敏感點(diǎn)影響較小,治理控制措施可行。(4)大氣環(huán)境防護(hù)距離及衛(wèi)生防護(hù)距離的設(shè)置根據(jù)HJ2.2-2008大氣環(huán)境防護(hù)距離的計(jì)算結(jié)果,項(xiàng)目廠界能夠達(dá)標(biāo),因此無須設(shè)置大氣環(huán)境防護(hù)距離。但根據(jù)衛(wèi)生防護(hù)距離計(jì)算結(jié)果,本項(xiàng)目以廠區(qū)邊界為起算點(diǎn)設(shè)置500m的衛(wèi)生防護(hù)距離。(5)大氣環(huán)境影響評價(jià)結(jié)論綜上所述,項(xiàng)目選址及總圖布置的基本合理,本項(xiàng)目各污染物排放濃度和排放速率均滿足國家相應(yīng)排放標(biāo)準(zhǔn)要求,治理控制措施可行,污染物排放能適應(yīng)環(huán)境功能級別,可維持環(huán)境質(zhì)量現(xiàn)狀。聲環(huán)境影響預(yù)測與評價(jià)預(yù)測內(nèi)容預(yù)測范圍為廠界,預(yù)測時(shí)段為正常生產(chǎn)運(yùn)行期。最終的廠界噪聲是本項(xiàng)目的噪聲設(shè)備的噪聲影響與環(huán)境噪聲背景值的疊加結(jié)果。預(yù)測模式Ⅰ.室外點(diǎn)聲源根據(jù)HJ2.4-2009,在不能取得聲源倍頻帶聲功率級或倍頻帶聲壓級,只能獲得A聲功率級時(shí),采用LA(r)=LAW-DC-A做近似計(jì)算。本評價(jià)只考慮幾何發(fā)散衰減,且項(xiàng)目聲源處于半自由空間,根據(jù)HJ2.4-2009中無指向性點(diǎn)聲源幾何發(fā)散衰減,位于半自由聲場,距離聲源r處的A聲級計(jì)算公式可等效為:LA(r)=LAw-20Lg(r)-8Ⅱ.室內(nèi)點(diǎn)聲源①如圖10.3-1所示,首先計(jì)算出某個室內(nèi)靠近圍護(hù)結(jié)構(gòu)處的倍頻帶聲壓級:式中:LP1——某個室內(nèi)聲源在靠近圍護(hù)結(jié)構(gòu)處產(chǎn)生的倍頻帶聲壓級;Lw——某個聲源的倍頻帶聲功率級;r1——室內(nèi)某個聲源與靠近圍護(hù)結(jié)構(gòu)處的距離;R——房間常數(shù);Q——方向因子。圖-1室內(nèi)聲源等效為室外聲源示意圖②計(jì)算出所有室內(nèi)聲源在靠近圍護(hù)結(jié)構(gòu)處產(chǎn)生的總倍頻帶聲壓級:③計(jì)算出室外靠近圍護(hù)結(jié)構(gòu)處的聲壓級:④將室外聲級Loct,2(T)和透聲面積換算成等效的室外聲源,計(jì)算出等效聲源第i個倍頻帶的聲功率級Lwoct:式中:S——透聲面積,m2。⑤等效室外聲源的位置為圍護(hù)結(jié)構(gòu)的位置,其倍頻帶聲功率級為Lw,由此按室外聲源方法計(jì)算等效室外聲源在預(yù)測點(diǎn)產(chǎn)生的聲級。Ⅲ.計(jì)算總聲壓級設(shè)第i個室外聲源在預(yù)測點(diǎn)產(chǎn)生的A聲級為LAi,在T時(shí)間內(nèi)該聲源工作時(shí)間為ti;第j個等效室外聲源在預(yù)測點(diǎn)產(chǎn)生的A聲級為LAj,在T時(shí)間內(nèi)該聲源工作時(shí)間為tj,則預(yù)測點(diǎn)的總等效聲級為式中:T——計(jì)算等效聲級的時(shí)間;N——室外聲源個數(shù);M——等效室外聲源個數(shù)。噪聲源強(qiáng)本項(xiàng)目的噪聲源主要為粉碎機(jī)、包裝機(jī)、研磨機(jī)、上料機(jī)、循環(huán)水泵、涼水塔、輸送泵、真空泵、冷凍機(jī)組、空壓機(jī)、制氮機(jī)、水泵、風(fēng)機(jī)等。所有設(shè)備均按照工業(yè)設(shè)備安裝的有關(guān)規(guī)范安裝,采取減振隔聲措施,且大多數(shù)噪聲源設(shè)置在室內(nèi)。對于室外噪聲源等安裝時(shí)盡可能的安裝在遠(yuǎn)離廠界的位置,采用隔聲房或隔聲罩等隔聲措施進(jìn)行處理;另外在廠區(qū)設(shè)置綠化帶,以降低噪聲對環(huán)境的影響,經(jīng)隔聲降噪處理后的主要噪聲源強(qiáng)及各噪聲源距廠界距離見表-1。表-1各聲源與預(yù)測點(diǎn)間的距離(m)聲源名稱所在位置源強(qiáng)(dB(A))數(shù)量(臺)N1N2N3N4N5N6粉碎機(jī)TPU車間70415042225430286158包裝機(jī)65417080250395280125研磨機(jī)人造革表處劑車間705470477161100130308上料機(jī)65744634414813268340循環(huán)水泵生產(chǎn)車間604257102142307186178真空泵60330188165237157227輸送泵60351186115218147236涼水塔車
