Despitethesechallenges,therenewableenergy

sectorhasexperiencedsigni?cantglobalgrowth,

particularlyinsolarPVandelectricvehicles.

TheIEAestimatesthatnearly90%1oftotal

investmentinelectricitygenerationwent

towardslowemissionspowerin2023,atrend

thathasbeentrackingforsometime,andthisis

notonlyduetothepushforloweremissionsbut

alsotheundeniableeconomiccaseformature

cleanenergytechnologies.Themomentum

behindthistransitionisnowsuf?cientfor

globaldemandforcoal,oil,andnaturalgasto

ThesolarPVmarkethasparticularly?ourished.

Largeutility-scaleandsmalldistributedsolar

PVsystemswereestimatedtomakeuptwo-

thirdsofthe2023projectedincreaseinglobal

renewablecapacity4.Despitethisgrowth,the

costshave?uctuatedthroughouttheyear,with

pricehikesdrivenbyvariousfactors,including

laborandinverters.

Somesourcesindicatethatwindpowercould

enduphavingalowerLCOEthansolarin2024

incertainregionsforthesamereasons.That

said,solarPVcontinuestohavea29%lower

levelizedcostofenergy(LCOE)thanthe

cheapestfossilfuelalternative5.

Oftheexpertswesurveyed,over88%saidthey

workwithinthesolarsector,withthestorageand

windpowersectorsfeaturingprominently.Over

57%oftherespondentssaidtheyhaveworked

theirlimits.Theyrequirefurtherreinforcement

tomanagethein?uxofvariablepowersources

withoutcurtailingtheelectricitysupply.

Althoughcurtailmentratesofvariablerenewable

energy(VRE)inthelarger,moreestablished

renewableenergymarketsarerisingoverall,wind

andsolarratesarestillrelativelylow,between

1.5%and4%10.Mostmarketshavebeenworking

toreducetheircurtailmentratesoverthelast

decade,butthegeographicaldisparitybetween

generationandconsumptionhasbeenan

unavoidableobstacleformanyregions.

Governmentshaveimplementedmeasuresto

mitigatecurtailment,suchasthehigh-voltage

directcurrentintheUK,theEnergyImbalance

Market(EIM)inCalifornia,orincentivizing

batteriesinChile.

Ontheotherhand,manyareasworldwideareat

riskofenergyshortfalls,withreportsfromNERC

claimingthattwo-thirdsofNorthAmerica’s

energysupplyisvulnerable11throughoutperiods

ofextremelyhighdemand.

Tomanageexcessandshortfallsinelectricity

supply,thereisanurgentcallforincreased

infrastructureandstoragecapacity.Many

countriesarelookingtodistributedgeneration,

morerobustlocalgrids,andsmallerplantsto

ensuresupplybyimplementingnewlegislation

andreducingregulatorybarriers.

Assolarmanufacturingcontinuestoboomacross

theUSAandgreeninvestmentsbecomemore

prevalentinEurope,andacrosstheworld,the

demandforrenewableenergyinstallationswill

continuetoincrease.Ifnotcarefullyplanned,

thisgrowingdemandwillcontributetosaturation

andfurtherinstability.

Overhalf(56%)oftherespondentssee

permittingandregulationasachallengefor

therenewableenergysector,butthisisdown

from64%lastyear.Thissuggeststhatalthough

thisissuestillneedstobesolved,theworkis

alreadyunderway.

The2022temporaryemergencyEUregulation

designedtostreamlinerenewableproject

permitsisscheduledtocometoanendin

2024;however,therearecallsfromseveral

countriestoextendittoavoidmorebottlenecks

inthefuture.Withotherregionsfollowing

suitbyimplementingnewlawsandreducing

bureaucratichurdlesthereishopethatstalled

projectscouldstartmoving.

Investorsanddevelopersrequireregulatory

stabilitytocon?dentlypourresourcesinto

newventures.Thismeansthatcreatingmore

ef?cientlicensingprocessesneedstobea

priority.Atthesametime,theremustbea

balanceofenvironmentalsafeguardswiththe

needtofast-trackapprovalsfornewprojects.

Whenpermittingisacomplexandlengthy

process,investmentisoftendeterred,and

progressissloweddown.Whenregulations

widelydifferacrossregions,thisaddsanother

layerofcomplexity.Allofthismakesitharder

forrenewableenergyproviderstogrowand

expandtheiroperations.

Overathird(35.7%)ofsurveyrespondents

identifiedskilledpersonnelshortagesas

achallengethatneedstobesolved.Asthe

demandforrenewablescontinuestogrow,

moreandmoreskilledpeoplewillberequired

tosustainit.

Thisalsocomesatatimewhenmostindustries

arestrugglingto?ndtheskilledpersonnelthey

needwhilecleanenergyjobshavegrownby

10%12intheUSoutgrowingthenation’soverall

employment.Thereare3.3millioncleanenergy

jobs,andanincreasingnumberofthese

positionsarecarriedoutbycontractorsor

outsideconsultancies.

Solvingthisproblemwillrequireanemphasison

training,educationandapprenticeshipstailored

speci?callytotheneedsoftherenewable

industry.Comprehensiveprogramsmustbe

developedthatareaimedatattractingtalent

andnurturingandretainingitwithcontinuous

re-andup-skilling,engagement,andpurposeful

careerpaths.

Similarprogramswillneedtobedeveloped

tohelpexpandtheskillsetoftheexisting

renewableworkforce.Beingadeptintechnology,

managementacumen,digitalpro?ciency,and

regulatoryunderstandingwillallbeimportant

movingforward.

from39%in2023.Thisillustratesthatmore

governmentsaroundtheworldareonboardwith

renewablesandcreatingpoliciesthatincentivize

andhelptheindustry.

Althoughthingsareheadingintheright

direction,morecanbedone.Anincreasedfocus

ongovernmentalactionwithlessrelianceon

communityengagementisonethingthatwill

help.Policiesofferingattractivetaxbreaksand

pavingthewayforpublic-privatepartnerships

shouldbeafocus.Thesecollaborationscan

amplifytheimpactoflimitedgovernmentfunds

whileharnessingprivatesectorexpertiseand

resourcesatthesametime.

Throughout2024theIn?ationReductionAct13will

keepdrivingtherenewableenergylandscapein

theUS.REPowerEU14andtheGreenDealIndustrial

Plan15willcontinuetomovetheEUtowardsits

2030renewablesgoals.Governmentswithin

theEUarecontinuingtheirefforts,suchasthe

ScottishGovernment’sNewEnergyStrategyand

JustTransitionPlan16,thecreationoftheUK’s

SolarTaskforce17,andtheGermanGovernment’s

approvalofjustover57billioneuros18ingreen

investmentsin2024tohelpreachtheir2045

targetofbecomingnet-zero.

Intherestoftheworld,wewilllikelyseea

continuedincreaseinmid-scale(under5

MW)solarinstallationsinAustralia19asreduced

regulationmakesthesedecentralizedprojects

moreattractivetoinvestors.Wewillalsosee

theeffectsofLaw14,300,recentlyapproved

byANEEL,theBrazilianElectricityRegulatory

Agency20,whichwilldirectlyimpactdistributed

micro-andmini-generationacrossthecountry.

We’lllikelyseetheeffectsoftheDominican

Republicpassingtwonewbills21(LawNo.50-07

andCNE-AD-0004-2023)reducinglegislative

barriersandincentivizingtheuseofbattery

energystoragesystems(BESS).

Justunderone-?fth(17.9%)ofrespondentssee

theincreasedcostsassociatedwithrenewable

energyprojectsasbeingahurdlein2024.This

numberwas63%lastyear,suggestingthemarket

ismaturingandbecomingmoreresilient.

Thehighcostofstoragetechnologiesstands

outasakeychallenge,underscoringthe

needformoreaffordablesolutions.Similarly,

investmentcosts,operationsandmaintenance,

transportation,anddeploymentchallengesare

allcommonconcerns.

Findingwaystoreducetheseexpenseswill

relyontechnologicaladvancementsinareas

likestorage,streamliningtransportationand

deployment,aswellasleveragingeconomies

ofscaletobringdownprices.Evenwithrising

upfrontcosts,renewables’long-termeconomic

bene?tscannotbeignored.
