phonesandtheirusageaboveacriticalthresholdsaddstomotorvehicle
fatalities.'*Inthelate1980sandpartofthe1990s,beforethenumbersof
phonesexploded,cellphoneuseactuallyhada"life-savingeffectHin
pedestrianandtrafficaccidents,Loebnotes."Cell-phoneusers*wereable
