5、本計(jì)劃控制要求/Requirementoftheplancontrolling本計(jì)劃由船舶保安員負(fù)責(zé)保管和控制。ThisplanshallbekeptandcontrolledbyShipSecurityOfficer(SSO).必須在船舶保安評(píng)估的基礎(chǔ)上編制船舶保安計(jì)劃，并經(jīng)主管機(jī)關(guān)或其授權(quán)的認(rèn)可保安組織（RSO）批準(zhǔn)。Compilationoftheshipsecurityplanshallbaseontheshipsecurityevaluation,andtheplanshallbeapprovedbytheAdministrationorotherauthorizedsecurityorganization(RSO).如定期的保安評(píng)估的結(jié)果發(fā)生變化，應(yīng)對(duì)本計(jì)劃進(jìn)行適當(dāng)?shù)男抻啠鐚?duì)本計(jì)劃進(jìn)行重大更改，在實(shí)施之前，必須經(jīng)過主管機(jī)關(guān)或其授權(quán)的認(rèn)可保安組織（RSO）審批。Theshipsecurityplanshallbeamendedaccordinglygiventhatmajorchangesarefoundinaregularsecurityevaluation.Ifsuchamendmentsconcerntheessentialpartsoftheplan,beforebeingimplemented,therenewedplanmustbeapprovedbythebodyonbehalfoftheadministrationtotheshiporotherauthorizedapprovedsecurityorganization(RSO).本計(jì)劃采用電子版本（電子光盤），并在光盤的外包裝及光盤表面標(biāo)識(shí)中、英文“機(jī)密”字樣，由船舶保安員保管，不得泄露給外部組織以及公司內(nèi)部與保安活動(dòng)無關(guān)的人員。任何人不得違反上述程序而擅自更改計(jì)劃內(nèi)容和格式。TheplanispreservedbytheSSOinanelectricversion(compactdisk),andtobelabeledwith“CONFIDENTIAL”(Chinese/English)onthepackageandsurfaceofthedisk.Unauthorizedaccesstothisplanordisclosureitscontenttoexternalorganizationorcompanystuffirrelevanttoshipsecurityisstrictlyforbidden.Nonecanviolatetheaboveproceduretopresumechangingcontentandformatoftheplanwithoutauthority.船舶在接受PSC檢查時(shí)，除特定的情況外，本計(jì)劃一般不向檢查官員出示，若PSC檢查官一定要查看船舶的保安計(jì)劃，必須得到船長(zhǎng)的同意。WheneverPSConboard,excludespecialrequirement,theSSPshallnotbeshowntotheinspectors,onlythecaptainapproved,thePSCOfficercanchecktheSSP.用于船舶人員培訓(xùn)和操作的復(fù)制，必須記錄和標(biāo)識(shí)。Copiesfordrillsandexercisesmustberecordedandmarked.本計(jì)劃電子光盤由公司安排統(tǒng)一制作并由ISM辦公室負(fù)責(zé)發(fā)船，應(yīng)對(duì)光盤的制作數(shù)量和發(fā)船情況進(jìn)行記錄，記錄保存三年。ThecompactdiskoftheplanshallbemadebycompanyandforwardedtoshipbyISMdepartment,numberwithdetailoftheforwardofthecompactdisksshallberecorded,sucharecordshallbekeptforthreeyears.

6、本船與公司、港口設(shè)施、其他船舶以及保安當(dāng)局的責(zé)任/Responsibilityoftheshipandcompany,portfacilities,othershipandSecurityadministration關(guān)系圖/Relationship締約國(guó)政府締約國(guó)政府ContactingGov.//ContactingGovernmentContactingGovernmentContactingGovernmentContactingGovernment公司公司Company港口設(shè)施Portfacilities本船港口設(shè)施Portfacilities本船Theship他船Othership說明/Explain締約國(guó)政府/ContactingGovernment：規(guī)定保安等級(jí)并為防止發(fā)生保安事件提供指導(dǎo)/Decidethesecuritylevelandsupplyguidanceofpreventingoccurofsecurityincident,在保安等級(jí)3時(shí)，發(fā)出必要指令，向可能受到影響的船舶和港口設(shè)施提供與保安有關(guān)的信息/Whentobesecuritylevel3,givingnecessaryinstruction,supplyrelevantinformationofsecuritytotheshipandportfacilitieswhichmaybeofinfluence,委托并授權(quán)經(jīng)認(rèn)可的保安組織、批準(zhǔn)港口設(shè)施保安評(píng)估、確定須任命港口設(shè)施保安員的港口設(shè)施、批準(zhǔn)《港口設(shè)施保安計(jì)劃》、依照SOLAS第XI—2章第9條之規(guī)定采取控制和符合措施、規(guī)定關(guān)于《保安聲明》的要求/Submittheauthorizedsecurityorganization,approvethesecurityevaluationofportfacilities,confirmtheportfacilitieswhichmayneedappointingportfacilitiessecurityofficer,approvethe《PertFacilitySecurityPlan》,inaccordancewiththeSOLASXI—2,No.9toadoptcontrolandtherequirementsof“DeclarationofSecurity”.公司/Company：確保在船舶保安計(jì)劃中寫明強(qiáng)調(diào)船長(zhǎng)權(quán)威的聲明/InsuringthestatementoftheauthorityofmasterintheSSP,指定公司保安員和為公司的每艘指定一名船舶保安員；并制定符合ISPS規(guī)則中規(guī)定的各自相應(yīng)的職責(zé)以及培訓(xùn)、演習(xí)和訓(xùn)練要求/Appointingthecompanysecurityofficerandoneshipsecurityofficerforeachvessel；andestablishingcorrespondingresponsibilityandrequirementoftrain,drillandexercisetosatisfytheISPSCode,確保為公司保安員、船長(zhǎng)和船舶保安員為按照第SOLAS第XI—2章和ISPS規(guī)則履行其職責(zé)和責(zé)任提供必要的支持/Insuringthenecessarysupporttothecompanysecurityofficer,masterandshipsecurityofficertofulfilltheirresponsibilitytobeincompliancewiththeSOLASXI—2andISPSCode.本船/Theship：按照業(yè)經(jīng)主管機(jī)關(guān)或其授權(quán)的認(rèn)證組織批準(zhǔn)的船舶保安計(jì)劃實(shí)施，持有有效的國(guó)際船舶保安證書/ImplementtheSSPwithapprovalfromAdministrationorauthorizedorganization,withthevalidinternationalshipsecuritycertificate,接受締約國(guó)政府根據(jù)SOLAS要求實(shí)施的各種控制和符合檢查/AcceptallthecontrolandcomplianceinspectionfromtheContactingGovernmentaccordingtotherequirementsofSOLAS,應(yīng)備有指明負(fù)責(zé)船上船員工作及負(fù)責(zé)船舶各項(xiàng)事務(wù)的人員/Appointthepersonwhomshallbechargeofallthecrewmatters,按照主管機(jī)關(guān)發(fā)布的保安等級(jí)啟動(dòng)相應(yīng)的保安措施，執(zhí)行締約國(guó)政府可能發(fā)布的在保安等級(jí)3時(shí)的相關(guān)指令/AccordingtothesecuritylevelissuedbyAdministrationtostartupcorrespondingsecuritymeasures,implementtherelevantorderofsecuritylevel3possiblyissuedbytheContactingGovernment,與港口設(shè)施保持有效的溝通和聯(lián)系，通報(bào)船舶保安等級(jí)和保安措施實(shí)施情況，必要時(shí)提交保安聲明/Keepvalidcommunicationandrelationshipwiththeportfacilities,informtheshipsecuritylevelandimplementationofsecuritymeasures,supplyDeclarationofSecurityifnecessary.港口設(shè)施/Portfacility：所有為國(guó)際船舶?？康母劭趹?yīng)完成港口設(shè)施保安評(píng)估/Alltheportforinternationalshipberthingshallfinishthesecurityevaluationofportfacilities,根據(jù)評(píng)估的結(jié)果確定是否任命港口設(shè)施保安員和編制港口設(shè)施保安計(jì)劃/Accordingtotheresultofevaluation,decidewhethertoappointportfacilitiessecurityofficerandcompiletheportfacilitiessecurityplan,與船舶保持有效的溝通和聯(lián)系，通報(bào)港口設(shè)施保安等級(jí)和保安措施實(shí)施情況，必要時(shí)提交保安聲明/Keepvalidcommunicationandrelationshipwiththeship,informtheportfacilitiessecuritylevelandimplementationofsecuritymeasures,supplytheDeclarationofSecurityifnecessary.他船/Othership：與船舶保持有效的溝通和聯(lián)系，通報(bào)船舶保安等級(jí)和保安措施實(shí)施情況，必要時(shí)提交保安聲明/Keepvalidcommunicationandrelationshipwiththeship,informtheshipsecuritylevelandimplementationofsecuritymeasures,supplytheDeclarationofSecurityifnecessary.7、危險(xiǎn)貨物或財(cái)產(chǎn)的控制/Dangerouscargoorbelongingsofcontrol船舶必須建立、保持和更新危險(xiǎn)貨物或財(cái)產(chǎn)及其裝載（存放）地點(diǎn)的清單/Shipmustestablish,keepandupdatethelistofdangerouscargoorbelongingsandtheirstowingplace,大副應(yīng)將每個(gè)航次各個(gè)港口裝載的危險(xiǎn)貨物列出清單，可直接引用港口提供的船舶實(shí)際裝載的“危險(xiǎn)貨物裝載清單”?！拔ｋU(xiǎn)貨物裝載清單”中必須列明危險(xiǎn)貨物具體的裝載位置/TheChiefofficerrshallmakethelistofdangerouscargoloadedfromeachporteveryvoyage,candirectlyusetheactualloading“Dangerouscargoloadinglist”fromtheport.Thedetailofloadingplaceofdangerouscargomustbespecifiedinthe“Dangerouscargoloadinglist”,船舶各部門也應(yīng)將船上自用的易燃、易爆、有毒、有害的物質(zhì)（如：油漆及其調(diào)制劑、乙炔氣、壓縮氣體等）的品名、數(shù)量和存放地點(diǎn)詳細(xì)列出，并及時(shí)更新，確保符合帳物相符/Eachdepartmentonboardshallmakealistofalltheeasyburning,explosive,poisonous,dangerouscargo(suchas：paintanditimpregnant,acetylene,compressedgasetc,)withtheirname,quantityandstowingplaceindetail,andupdatingintime,insuringtheactualcondition.上述清單應(yīng)及時(shí)提交給船舶保安員，由船舶保安員以每一個(gè)單航次為周期進(jìn)行匯總并妥善保存。保存期為1年/Theabovelistshallsupplytotheshipsecurityofficerintime,andtheshipsecurityofficershallmakeacollectionaccordingtoeachvoyageandkeepitincareatleastoneyear.

第二章職責(zé)、權(quán)限和船長(zhǎng)權(quán)力聲明ChapterⅡResponsibility,PowerandStatementofmaster’sright1、公司保安員/Companysecurityofficer利用各種途徑獲取與船舶保安管理活動(dòng)相關(guān)的信息，并根據(jù)公司船舶保安狀況提出要求和建議/Usingappropriatemeasurestogetrelevantinformationoftheshipsecuritymanagementactivities,makingoutrequirementandrecommendationaccordingtothecompanyshipsecuritycircumstance；提供充分的資源支持，組織開展船舶保安評(píng)估活動(dòng)/Providingadequateresourcesupport,ensuringthatshipsecurityassessmentsarecarriedout；根據(jù)船舶保安評(píng)估結(jié)果，組織制定船舶保安計(jì)劃，并將其提交由主管機(jī)關(guān)認(rèn)可（授權(quán)）的認(rèn)證保安組織進(jìn)行審批/Ensuringthedevelopmentoftheshipsecurityplancorrespondingtotheresultofshipsecurityevaluation,submittingtheShipSecurityPlanforapprovalbytheadministrationorotherRSO；根據(jù)需要，對(duì)船舶保安計(jì)劃進(jìn)行修改，以確保其持續(xù)符合ISPS規(guī)則的要求/Wherenecessary,ensuringthattheshipsecurityplanbemodified,asappropriate,tocorrectdeficienciesandsatisfythesecurityrequirementsoftheindividualshipinaccordancewiththeISPSCode；根據(jù)經(jīng)批準(zhǔn)的船舶保安計(jì)劃發(fā)布并指導(dǎo)相關(guān)船舶實(shí)施實(shí)際運(yùn)行/AccordingtotheapprovedShipSecurityPlan,preparingandguidingtheimplementofitonboard；按照規(guī)定的要求，組織開展對(duì)保安活動(dòng)的內(nèi)部審核和評(píng)審/Arranginginternalauditsandreviewsofsecurityactivitiesaccordingtotherequirements；向認(rèn)證保安組織提出規(guī)定要求的各種審核申請(qǐng)并做出相應(yīng)安排/ArrangingtheinitialverificationandsubsequentperiodicreviewrequiredinISSCCertificatebytheadministrationortheRSO；確保對(duì)內(nèi)部審核、定期評(píng)價(jià)、保安檢查和符合性審核過程中發(fā)現(xiàn)的問題予以迅速有效地處理并制定解決措施/Ensuringthatdeficienciesandnon-conformitiesidentifiedduringinternalaudits,periodicreviews,securityinspectionsandverificationsofcompliancearepromptlyaddressedanddealtwith；確保實(shí)施船舶保安計(jì)劃的相關(guān)人員得到適當(dāng)?shù)呐嘤?xùn)并滿足主管機(jī)關(guān)的相應(yīng)要求/Ensuringadequatetrainingforpersonnelresponsibleforthesecurityoftheship,satisfyingtherequirementofadministration；確保建立與船舶保安員、港口設(shè)施保安員、主管機(jī)關(guān)以及締約國(guó)政府之間的有效溝通和合作/Ensuringeffectivecommunicationandcooperationbetweentheshipsecurityofficer,therelevantportfacilitysecurityofficers,administrationandContractingGovernment；確保船舶保安計(jì)劃所規(guī)定的要求與公司安全管理體系的要求的一致性/Ensuringconsistencybetweensecurityrequirements,safetyrequirementsandcompanysecuritymanagementsystem；確保公司的每條船上至少任命一名船舶保安員，并有權(quán)對(duì)船舶保安員的任命、撤換以及替代方案（必要時(shí)）提出意見和建議/Ensuringdesignateatleastoneshipsecurityofficeroneachship,andhavingrighttosuggestand/oradvisefordesignating,dismissingandreplacing,wherenecessary,ofshipsecurityofficer.2、船舶保安員/Shipsecurityofficer組織船舶保安計(jì)劃在船上實(shí)施的所有相關(guān)活動(dòng)并服從公司保安員和船長(zhǎng)做出的決定/Organizingallactivitiesinshipsecurityplanimplement,meanwhilefollowingthedecisionofcompanysecurityofficerandmaster；按規(guī)定要求定期開展船舶保安檢查，發(fā)現(xiàn)問題及時(shí)解決并向船長(zhǎng)和公司保安員報(bào)告檢查結(jié)果和解決辦法/Undertakingsecurityinspectiononboardregularly,identifyingthedeficienciesandnon-conformities,reportingtheresultoftheinspectiontomasterandcompanysecurityofficercorrespondingly；對(duì)船舶保安計(jì)劃提出修改意見和建議/Proposingmodificationsupontheshipsecurityplan；根據(jù)在船船員保安培訓(xùn)計(jì)劃的要求，對(duì)船上所有與船舶保安活動(dòng)相關(guān)的人員提供適當(dāng)?shù)呐嘤?xùn)/Ensuringthatadequatetraininghasbeenprovidedtoshipboardpersonnel,asappropriate,accordingtotherequirementsofshipsecurityofficertrainingplan；根據(jù)保安演習(xí)和訓(xùn)練計(jì)劃的要求組織全體船員保安演習(xí)和訓(xùn)練/Undertakingregularsecuritytrainingandexerciseforshipboardpersonnelaccordingtotherequirementsofsecuritytrainingandexerciseplan；向公司保安員報(bào)告按照規(guī)定要求開展的各種審核和評(píng)審的結(jié)果，并組織船員實(shí)施相應(yīng)的糾正行動(dòng)/Reportingtothecompanysecurityofficeranydeficienciesandnon-conformitiesoftheshipsecurityidentifiedduringinternalaudits,periodicreviews,securityinspectionsandverificationsofcompliancesandimplementinganycorrectiveactions；guidingthecrewsonboardtakingmeasurementtosmooththedeficienciesornon-conformitiescorrespondingly；按照規(guī)定的要求報(bào)告所有在船上及其所在港口發(fā)生的保安事件/Reportingallsecurityincidentshappenedonboardand/oratportaccordingtorequirements；負(fù)責(zé)與所在的港口設(shè)施保安員進(jìn)行溝通和合作，以協(xié)調(diào)船、港之間的保安行動(dòng)/Coordinatingtheactivitiesinimplementationoftheshipsecurityplanwiththecompanysecurityofficerandtherelevantportfacilitiessecurityofficer；經(jīng)船長(zhǎng)批準(zhǔn)，按照ISPS規(guī)則規(guī)定的要求，代表船舶提交或要求相關(guān)方提交保安聲明/InaccordancewiththeISPSCode,completingsecuritydeclarationonbehalfoftheshipunderthemaster’sauthorization；負(fù)責(zé)監(jiān)督和實(shí)施對(duì)船舶保安設(shè)備以及保安報(bào)警裝置的正確操作、測(cè)試、校準(zhǔn)和維護(hù)/Ensuringthatsecurityequipmentandsecurityalarmsystemareproperlyoperated,tested,calibratedandmaintained；負(fù)責(zé)組織迎接港口國(guó)組織對(duì)ISPS規(guī)則在船實(shí)施情況的專項(xiàng)或相關(guān)的監(jiān)督檢查/AssistingPortStateControlsurveycarriedoutspeciallyorrespondinginspectioninaccordancewiththeISPSCode.3、船員/Crew接受公司、船長(zhǎng)和船舶保安員根據(jù)職責(zé)在執(zhí)行船舶保安計(jì)劃過程中的指揮、安排、檢查和監(jiān)督，并確保以此而實(shí)施的保安行動(dòng)完全符合規(guī)定的要求/Duringtheimplementationofshipsecurityplan,followingthecommand,arrangement,inspectionorsupervisingconductedbycompany,masterandshipsecurityofficerwithintheirresponsibility,ensuringafullimplementationofsecurityactsatisfyingrequirements；接受各種法定培訓(xùn)，掌握實(shí)施保安活動(dòng)所需的知識(shí)和技能，熟悉船舶保安計(jì)劃規(guī)定的相關(guān)操作措施以及各自的職責(zé)，參與船上保安活動(dòng)的實(shí)施并確保所有的操作完全符合規(guī)定的要求并向船舶保安員負(fù)責(zé)/Acceptingallthestatutorytraining,learningnecessaryknowledgeandskillsnecessaryinimplementingsecurityactivities,beingfamiliarwithconcerningoperationinShipSecurityPlanandeachownresponsibility；takingpartintheimplementationofshipsecurityactivitiesandensuringallimplementationbecompliancewithrequirements,beresponsiblefortheshipsecurityofficer；有權(quán)向船舶保安員反映在船舶保安活動(dòng)過程中存在的薄弱環(huán)節(jié)和問題，并就此提出意見和建議/Feedingbackdeficienciesandnon-conformitiesidentifiedofshipsecurityacttoshipsecurityofficerwithsuggestionandadvice；應(yīng)明確的知道在保安操作活動(dòng)中因?yàn)槭毸赡軐?dǎo)致的嚴(yán)重后果，必須對(duì)自己履行本職責(zé)的結(jié)果承擔(dān)相應(yīng)的責(zé)任/Beingawareoftheseriousnessresultingfrombreachofdutyinimplementationsecurityactivities,beingresponsibleforindividualduty.4、公司對(duì)船長(zhǎng)在船舶安全和保安方面的決定權(quán)的聲明/Declarationofmaster’sdecisionrightforship’ssafetyandsecurityfromcompany無論船舶保安計(jì)劃如何規(guī)定，船長(zhǎng)對(duì)保安計(jì)劃在船上的實(shí)施有絕對(duì)權(quán)力并承擔(dān)最高責(zé)任/Howevertheshipsecurityplandefined,masterhasauthorizedtheabsoluterightinshipsecurityplanpracticesandassumedtheultimateresponsibility；為滿足ISM規(guī)則以及其他強(qiáng)制性國(guó)際、國(guó)內(nèi)等強(qiáng)制性法律、法規(guī)的要求，為了確保船舶、港口設(shè)施以及人員的安全，船長(zhǎng)有權(quán)綜合考慮當(dāng)時(shí)的實(shí)際狀況，根據(jù)自己的專業(yè)知識(shí)和經(jīng)驗(yàn)，根據(jù)船舶所面臨的保安威脅，采取高于船舶所處的保安等級(jí)所要求的保安措施，并采取一切必要的行動(dòng)以避免發(fā)生保安事件，或?qū)o法避免的保安事件所引發(fā)的后果降至之他認(rèn)為最低的程度，這包括船長(zhǎng)的決定有可能與安保計(jì)劃的規(guī)定不相一致，無論如何，船長(zhǎng)均有權(quán)為確保安全而要求公司保安員直至公司最高管理層提供必要援助/InordertosatisfyISMCodeandothermandatoryrequirementsininternational,civillawandrule,andensurethesafetyofship,portfacilityandpersonnel,masterhasrighttoadoptanyreasonableactivitiesincludingthosebeinghigherthanthatrequiredincurrentlevel,afterconsideringthecomprehensiveconditionsandmakingjudgmentbasedonhisorherownspecialtyknowledgeandexperiences,especiallyinfacingthethreatenagainstshipsecurity,topreventsecurityincidentsfromoccurrence,orlowerthelevelofsuchincidentsiftheyareinevitable.Althoughtheseactivitiesmaybeconflictwithsomerequirementsinshipsecurityplan,themasterhastherighttoasktheaidsofcompanysecurityofficer,eventhetopadminister；船長(zhǎng)依照其專業(yè)判斷而做出的或?yàn)榫S護(hù)船舶安全或保安所必須的決定，不受公司、承租人或任何他人的約束。這包括拒絕人員（經(jīng)確認(rèn)的締約國(guó)政府正式授權(quán)的人員除外）、物品及貨物裝船/Tokeepthesafetyorsecurityofship,thedecisionmadebymasteraccordingtohisspecialty,isnotrestrictedbycompany,chartereroranyotherperson,includingthoselikedenyingperson(exceptthosebeingauthorizedbyContactingGovernment),goods,cargoembarking；；如果依照船長(zhǎng)的專業(yè)判斷，在船舶操作過程中出現(xiàn)了用于該船的安全和保安要求之間發(fā)生沖突的情況，船長(zhǎng)應(yīng)執(zhí)行為維護(hù)船舶安全所必須的要求，但是應(yīng)將臨時(shí)性的替代保安措施及時(shí)通知主管機(jī)關(guān)，并盡可能使這些措施適應(yīng)于當(dāng)時(shí)的保安等級(jí)。如情況適宜，還應(yīng)隨時(shí)通知該船所在或擬進(jìn)入的港口所屬締約國(guó)政府/Ifthemasterrealizedsomethingconflictingbetweentheshipsafetyandsecuritybasingonhisorherownknowledgeandexperiences,themastershallexertthosenecessarytokeepshipsafety.Nonetheless,thesetemporaryalternativesecuritymeasurementsshallbeinformedtoAdministration,andmaintainthesecuritylevelaspractical.Ifpractical,theGovernmentoftheportwheretheshipstaysorplantoentershallalsobeinformed；盡管ISPS規(guī)則未對(duì)船長(zhǎng)在保安計(jì)劃中的職責(zé)提出具體要求，但船長(zhǎng)有權(quán)要求船舶保安員和船上所有的相關(guān)人員為其提供一切關(guān)于船舶保安活動(dòng)的信息和內(nèi)容，并有責(zé)任對(duì)參與船舶保安活動(dòng)的所有人員提供指導(dǎo)/Althoughthereisnodefiniterequirementsofmaster’sresponsibilityinshipsecurityplanclaimedinISPSCode,masterkeepstherightofaskingshipsecurityofficerandanyotherpersononboardtosubmitallthecontentsandinformationconcerningtheshipsecurity,andisresponsibleto
