megawatt-hours(MWh)andagrees,inaccordancewiththisAgreement,tointegratetheenergystoragepowerplantintoPartyA'spowergrid.第3章?雙方義務(wù)Chapter3Parties’Obligations3.1甲方的義務(wù)包括：3.1PartyAs’obligationsinclude:3.1.1遵守國家法律法規(guī)、國家標準和行業(yè)標準，以電力系統(tǒng)安全、優(yōu)質(zhì)、經(jīng)濟運行為目標，尊重市場化原則，根據(jù)儲能電站的技術(shù)特性及其所在電力系統(tǒng)的規(guī)程、規(guī)范，本著公開、公平、公正的原則，對儲能電站進行統(tǒng)一調(diào)度（調(diào)度范圍見附件3）。3.1.1Complyingwithnationallawsandregulations,State’sandindustry’sstandards,aimingatthepurposeofsafe,high-qualityandeconomicoperationofthepowersystem,respectingtheprincipleofmarketization,andcarryingoutunifiedschedulingoftheenergystoragepowerstationinaccordancewiththetechnicalcharacteristicsoftheenergystoragepowerstationandtheregulationsandnormsofthepowersysteminwhichitislocatedinthespiritoftheprinciplesofopenness,fairnessandimpartiality(thescopeofschedulingisshowninAttachment3).3.1.2負責(zé)所屬電網(wǎng)相關(guān)設(shè)備、設(shè)施的運行管理、檢修維護和技術(shù)改造，滿足電力系統(tǒng)安全穩(wěn)定運行及儲能電站正常運行的需要。3.1.2Responsiblefortheoperationandmanagement,overhaulandmaintenance,andtechnicaltransformationoftherelevantequipmentandfacilitiesofthepowergridunderitsownershiptomeettheneedsofsafeandstableoperationofthepowersystemandnormaloperationoftheenergystoragepowerstation.3.1.3根據(jù)乙方市場化交易合同的約定，結(jié)合電網(wǎng)運行實際情況，依據(jù)乙方申報的月度充/放電計劃建議、日充/放電功率申報曲線，按時編制并向乙方提供月度充/放電計劃、日充/放電調(diào)度計劃曲線及無功出力曲線（或電壓曲線）。3.1.3InaccordancewiththeagreementofPartyB'smarket-orientedtradingcontract,combinedwiththeactualsituationofgridoperation,basedonPartyB'sdeclaredmonthlycharging/dischargingplanproposalanddailycharging/dischargingpowerdeclaredcurve,prepareandprovidePartyBwiththemonthlycharging/dischargingplan,dailycharging/dischargingschedulingplancurveandreactivepoweroutputcurve(orvoltagecurve)ontime.3.1.4按照乙方提供的設(shè)備檢修計劃建議，合理安排儲能電站的設(shè)備檢修。3.1.4ReasonablyarrangetheequipmentmaintenanceoftheenergystoragepowerstationinaccordancewiththeproposedequipmentmaintenanceplansubmittedbyPartyB.第4章?并網(wǎng)條件?Chapter4ConditionsforGridConnection4.4儲能電站調(diào)度自動化設(shè)施、儲能電站運行監(jiān)控系統(tǒng)、并網(wǎng)技術(shù)支持系統(tǒng)等須符合國家標準、行業(yè)標準和其他有關(guān)規(guī)定，按設(shè)計要求安裝、調(diào)試完畢，經(jīng)基建程序驗收合格，應(yīng)與儲能電站充/放電設(shè)備同步投運，并符合本協(xié)議第12章的有關(guān)約定。4.4Thedispatchautomationfacilities,theoperationmonitoringsystemstationandthegrid-connectedtechnicalsupportsystemofthestoragepowerstationshallcomplywithState’sandindustry’sstandardsandotherrelevantregulations,beinstalledandcommissionedinaccordancewiththedesignrequirements,andbequalifiedforacceptancethroughtheinfrastructureprocedures,andshallbeputintooperationinsynchronizationwiththecharging/dischargingequipmentofthestoragepowerstation,andshallbeincompliancewiththerelevantagreementsinChapter12hereof.4.5儲能電站電力調(diào)度通信設(shè)施須符合國家標準、行業(yè)標準和其他有關(guān)規(guī)定，按設(shè)計要求安裝、調(diào)試完畢，經(jīng)基建程序驗收合格，應(yīng)與儲能電站充/放電設(shè)備同步投運，并符合本協(xié)議第13章的有關(guān)約定。4.5ThepowerdispatchcommunicationfacilitiesofthestoragepowerstationshallcomplywithState’sandindustry’sstandardsandotherrelevantregulations,beinstalledandcommissionedinaccordancewiththedesignrequirements,andbeacceptedandqualifiedthroughtheinfrastructureprocedures,andshallbeputintooperationinsynchronizationwiththecharging/dischargingequipmentofthestoragepowerstation,andshallbeincompliancewiththerelevantagreementsinChapter13hereof.4.6儲能電站電能計量裝置參照《電能計量裝置技術(shù)管理規(guī)程》（DL/T448）進行配置，并通過由雙方共同組織的測試和驗收。4.6ThepowermeteringdevicesofthestoragepowerstationshallbeconfiguredwithreferencetotheRegulationsonTechnicalManagementofPowerMeteringDevices(DL/T448)andshallpassthetestandacceptancejointlyorganizedbythepartieshereto.第6章?調(diào)試期的并網(wǎng)調(diào)度Chapter6Grid-connectedschedulingduringthecommissioningperiod6.1乙方根據(jù)甲方已確認的調(diào)試項目和調(diào)試計劃進行儲能電站并網(wǎng)運行調(diào)試。6.1PartyBshallcarryoutthecommissioningofthegrid-connectedoperationoftheEnergyStoragePowerStationinaccordancewiththecommissioningprojectandcommissioningplanalreadyconfirmedbyPartyA.6.1.1儲能電站調(diào)試運行單元應(yīng)視為并網(wǎng)運行設(shè)備，納入電力系統(tǒng)統(tǒng)一運行管理，遵守電力系統(tǒng)運行規(guī)程、規(guī)范，服從統(tǒng)一調(diào)度。6.1.1Thecommissioningandoperationunitoftheenergystoragepowerstationshallbedeemedasthegrid-connectedoperationequipmentandbecomprisedintheunifiedoperationandmanagementoftheelectricpowersystem,andtheoperationthereofshouldcomplywiththeelectricpowersystemoperationregulationsandnorms,inadditiontosubmittotheunifiedscheduling.第7章?調(diào)度運行Chapter7DispatchOperation7.1儲能電站運行值班人員在運行中應(yīng)嚴格服從電力調(diào)度機構(gòu)值班調(diào)度員的調(diào)度指令。7.1Theoperationdutypersonnelofstoragepowerplantshall,duringoperation,strictlyobeythedispatchinginstructionsoftheon-dutydispatcherofthepowerdispatchingauthority.7.1.1儲能電站必須迅速、準確執(zhí)行電力調(diào)度機構(gòu)下達的調(diào)度指令，不得以任何借口拒絕或者拖延執(zhí)行。若執(zhí)行調(diào)度指令可能危及人身和設(shè)備安全時，儲能電站值班人員應(yīng)立即向電力調(diào)度機構(gòu)值班調(diào)度員報告并說明理由，由電力調(diào)度機構(gòu)值班調(diào)度員決定是否繼續(xù)執(zhí)行。7.1.1Thestoragepowerstationshouldexecutewithdueexpeditionandaccuracythedispatchinginstructionsissuedbythepowerdispatchingauthority,andshallnotrefuseordelaytheirexecutionunderanypretext,if,whichmayjeopardizepersonalandequipmentsafety,thedutypersonneloftheenergystoragepowerstationshallimmediatelyreporttothedutydispatcherofthepowerdispatchingagencyandmakeexplanationofthereasons,andthedutydispatcherofthepowerdispatchingagencyshalldecidewhethertocontinuetheexecutionornot.7.1.2屬電力調(diào)度機構(gòu)直接調(diào)度管轄范圍內(nèi)的設(shè)備，儲能電站必須嚴格遵守調(diào)度有關(guān)操作制度，按照調(diào)度指令執(zhí)行操作；如實告知現(xiàn)場情況，回答電力調(diào)度機構(gòu)值班調(diào)度員的詢問。7.1.2Wheretheequipmentfallwithinthedirectschedulingadministrationofthepowerdispatchingauthority,theenergystoragepowerstationshouldstrictlyobservetherelevantoperationsystemofthedispatchingandperformtheoperationinaccordancewiththeinstructionsofthedispatching;truthfullyinformthesitesituationsandreplytheinquiriesoftheon-dutydispatchersofthepowerdispatchingauthority.第8章?充/放電計劃Chapter8Charging/dischargingplan8.1乙方應(yīng)根據(jù)已簽訂的市場化交易合同及儲能電站運行實際情況，按下列要求提交儲能電站的年度、月度、節(jié)日或特殊運行方式充/放電計劃建議：?8.1PartyBshallsubmittheproposedcharging/dischargingplanonannual,monthly,holidayorspecialoperationmodeoftheenergystoragepowerplantinaccordancewiththesignedmarket-basedtradingcontractandtheactualsituationoftheoperationoftheenergystoragepowerplantasthefollowingrequirements:第11章?繼電保護及安全自動裝置Chapter11Relayprotectionandsafetyautomaticdevices11.1甲方應(yīng)嚴格遵守有關(guān)繼電保護及安全自動裝置的設(shè)計、運行和管理規(guī)程、標準和規(guī)定，負責(zé)調(diào)度管轄范圍內(nèi)繼電保護及安全自動裝置的運行管理，并符合以下要求：11.1PartyAshallstrictlyobservethedesign,operationandmanagementregulations,standardsandprovisionsoftherelevantrelayprotectionandsafetyautomationdevices,andberesponsiblefortheoperationandmanagementoftherelayprotectionandsa
