PumpingRatesThemaximumratethatFPSOwillpumpoutcrudeoilisapproximately6,000cubicmetersperhour.1.7 The160,042Tonnesdeadweighttanker“HaiYangShiYou113”isaFloatingProductionStorageandOffloading(FPSO)Unit.TheTerminalissemi-permanentlymooredbyaTowerYoketypeSinglePointMooring(SPM).Intheeventofsevereiceorotherabnormalconditions,theTerminalmaybedisconnectedfromtheSPMandtowedtoashelteredlocation.BeforetheTerminalistowedaway,thefluidandpowerjumperswillbedisconnectedandrecoveredontotheTerminal,andtheyokewillbedisconnectedandloweredtotheseabed.AliftingvesselloadingcrudeoilfromtheBZUnitAreawillbeberthedbyasinglemooringhawserand76mmchafechainconnectedfromthesternoftheFPSOtotheliftingvessel’sforward76mmchainstopperina“tandemMoor’.CrudeoilisloadedthroughafloatinghoseassemblyfromthesternoftheFPSOtotheliftingvessel’sstarboardmidshipsmanifold.One16inchconnectionmustbeavailableontheliftingvesselforthispurpose.1.10SizeLimitationsforOfftakeVesselsTheTerminalisdesignedtoloadvesselsbetween40,000and120,000DWT.Smallersizesdowntoaminimum30,000DWTmaybeconsideredinspecialcases.However,theloadingofsuchvesselswillbeatthepriorsolediscretionoftheBZUnitAreaTerminalOperator.1.11OtherRequirementsforOfftakeVesselsAbowcenterfairleadwithminimumdimensions600mmx450mm.A76mm200TonnesSWLchainstopperfittedatthebowandconformingtotheOCIMFRecommendationsforEquipmentEmployedinthemooringofShipsatSinglePointMoorings.Thedistancefrombowtomidshipmanifoldconnectionmustnotexceed450feet(137M).Amidshipderrickorcranewithaminimumliftingcapacityof15TonnesSWLforliftingthehose.Theliftinghookmustbeprovidedwithsafetylatch.Amooringwinchwithaminimumratedpullof15Tonnesconnectedtoaropestoragereelwithcapacitytoaccept200metresof10inchmessengerline.A16”midshiphoseconnectionsconformingtotheOCIMFrecommendationsforoiltankermanifolds.Fullysegregatedcleanballastwater.Thereisnofacilitytoacceptdirtyballastwaterorslopsfromtankersanddischargetoseaisprohibited.TheTerminalwillrefusetoacceptavesselwithadeficientinertgassystem.Theliftingvesselmustinformtheterminalofalldeficienciesthatmayaffectitssafenavigationandoperation.HelicopterportwinchingareaasperICSguidelinesontheportside.SuperPumaandBell212HelicoptersareusedattheUnitArea.Theliftingvesselwillbeprovidedwithatowingpointatthesternforattachingasupportvesselwithupto70tonnesbollardpull.SuchattachmentpointshallconformtotheOCIMFregulations.ThevesselshallcomplywithallapplicableinternationalconventionsandbeoperatedinaccordancewiththeguidancecontainedintheInternationalSafetyGuideforOilTankersandTerminals(ISGOTT)1.12VesselVettingAcceptanceorrejectionofavesselproposedbyaLiftingPartyforliftingacargofromtheTerminalissolelywithinthediscretionoftheOperator.TheOperatorisamemberoftheOCIMFSIREprogram.VesselsproposedforliftingfromtheTerminalmusthaveavalidinspectionlodgedwiththeOCIMFSIREprogram.TobeconsideredvalidtheinspectionmustbeaccessiblebySIREmembers,containtheshipowner’s/manager’sresponsetotheinspectionobservationsandbelessthan12montholdfromthedateofdownloadandassessment.ThereportwillbeassessedbytheOperatoranddecisiononacceptabilitymade.OperatoriswillingtoconsideradditionalinformationmorerecentthantheSIREreportthatispertinenttotheconditionandqualityoftheproposedvessel.IntheeventthataLiftingPartyhasitsowninternalshipvettingdatabaseandassessmentprocessthePartymustadviseOperatoroftheacceptabilitystatusoftheproposedliftingvesselatthetimeofnomination.RegardlessofacceptabilitytoanyLiftingParty,OperatorwillnotacceptanyvesselforloadingfromtheTerminalthatis20yearsormorefromitsdeliveryintoservicedate.1.13 CargoHeatingThecrudeoiloftheUnitAreaisheavyandwillbeloadedatatemperaturebetween60oC(140oF)to70oC(158oF).Liftingvesselsmustbecapableofmaintainingthecargotemperaturethroughoutloading,carriageanddischarge.Themaximumtemperatureofthecrudeoilwillnotexceed70oC(158oF).1.14 SupportVesselsTwosupportvesselsareavailabletoassistaliftingvesselmooring,loadingandunmooring.Thelargestofthesevesselshasabollardpullof70TonnesOneofthesewillactasasterntugthroughouttheloadingoperationwhiletheliftingvesselismooredtotheFPSO.1.15 2.3 MarineVHFEquipmentTheFPSOandthesupportvesselsareequippedwithmarineVHF.Theworkingchannelsarechannel67(ShiptoShip)and12(portoperation).TheVHFcallnamefortheFPSOis“HaiYangShiYou113”.2.4 PortableRadiosHandheldVHFradiosareavailableforcommunicationbetweentheLoadingMaster,Pilot,FPSOandsupportvesselsduringmooring,loadingandunmooringoperations.2.5 LongRangeCommunications-ETA’sAlllong-rangecommunicationsshouldbeconductedbyfaxwheneverpossible,otherwisebyHFradio.InformationregardingliftingvesselETA’s,arrivalordeparturefromtheloadingterminal,shouldalsobedirectedtotheOperator’sonshoreofficeinTanggu,Tianjin,P.R.China.Regardlessofthelocation,theliftingvesselMastermustadvisetotheTerminalOperatorhisETA96,72,48,24and12hourspriortoarrivalattheNOR(NoticeofReadiness)position.Telephonenumber:862225807326ext212.Faxnumber:862225801300.2.6 ContactswithFPSOWhenwithinrange,theliftingvesselmastershouldcontacttheFPSOonVHFchannel67andagreeonanotherchannelforfurthercommunications.GoodcommunicationsbetweentheliftingvesselandtheFPSOisanessentialfeatureoftheloadingoperation.Primaryandsecondarymethodsofcommunicationmustbeestablishedandagreedontoallowforpossibleequipmentfailure.Emergencychannelswillalsobedefined.2.7 ContactswithSupportVesselsAfterboardingtheliftingvessel,theLoadingMasterwillestablishprimaryandsecondarycommunicationwiththesupportvesselsusingtheliftingvessel’sVHForhandheldsets.2.8 EmergencyCommunicationsIntheeventofanemergencywhenattheFPSOornearapproaches,theprimarymeansofcommunicationwillnormallybeonVHFradioonthechannelcurrentlyinuse.VHFtrafficmaybeheavyandthewords“Emergency”and“Priority”shouldbeemphasized.2.9 FailureofRadioCommunicationsIntheeventofsuchfailureontheliftingvesselwhenmooredorincloseproximitytotheFPSOthevesselshallsoundtheseriesofshorthornblastsonthewhistleandmakeseriesofshortflashesonasignallamptoattracttheattentionoftheFPSOandthesupportvessels.Onreceiptofsuchsignals,theFPSOwillimmediatelystopallpumpsandclosethe“CrudeOilLine”valveshouldloadingbeinprogress.Thesupportvesselswillproceedtotheliftingvesselandrelaycommunicationasrequired.

PortServices,Supplies,RepairsNobunkersorfreshwatercanbeprovidedattheterminal.Nomailorsuppliescanbereceivedorsent.NorepairstotheliftingvesselarepermittedwhilemooredattheFPSO.NoSlopordirtyballastfacilitiesareavailable.SECTION4-RESPONSIBILITIESOffshoreSuperintendentTheoffshoresuperintendenthasoverallresponsibilityforthesafeandefficientexecutionofallactivities,includingtankeroperationswithintheproximityoftheFPSO.Thisincludesaccountabilityforthesafetyofthepeople,integrityoftheplantandprotectionoftheenvironment.ThesuperintendenthasdelegatedresponsibilityforallmarineoperationstotheOffloadingSupervisor.Intheeventofanemergency,thesuperintendentisresponsibleforimplementingtheEmergencyResponsePlanandensuringthattheCNOOCemergencysupportstructureisnotified.Hewillhaveoverallaccountabilityofcommandandcontrolsituationsandallactivityinthecontrolroomduringanemergencysituation.MarineSuperintendentTheMarineSuperintendentwillhaveresponsibilityandobligationtogiveallmarine,cargooperation,anddocumentshandlingtechnicalsupporttoFPSOandLoadingMasterfromonshore.Hewillbeinchargeofliftingschedulearrangement.HewillalsofollowtheorderofPartiestomaketheliftinginstructiontoallrelevantteamsandpersonsoffshore.Intheeventofanemergency,theMarineSuperintendentwillassisttheProductionManagerandgiveouttechnicaladvice.HewillalsodirectOffloadingSupervisorandLoadingMastertoassistOffshoreSuperintendenttodealwithemergencysituationinaccordancewiththeEmergencyResponsePlans.4.3 OffloadingSupervisorTheOffloadingSupervisorisbasedontheFPSOandwillberesponsibleforthecrudeoilpumpingoperation.HewillensurethattheFPSOcrudepumpingfacilitiesareinorderbeforetheliftingvessel’sarrival.Hewillmaintaincommunicationwiththeliftingvesselthroughouttheloadingoperation.WithreferencetoFPSOandofftaketankeroperations,thisincludesresponsibilityforthesafeandefficientconductofmooringandcargooperationsandallissuesrelatingtotechnicalintegrityoftheFPSOmarinesystems.Intheeventofanemergency,theOffloadingSupervisorwilltakesuchactionsasnecessarytoprotectlife,plantandtheenvironmentinaccordancewiththeEmergencyResponsePlans.HewillmaintaincontactwiththeLoadingMasterontheliftingvesselandensurethatmarinesupport,adviceandinformationisprovidedtotheSuperintendent.4.4 LoadingMasterTheLoadingMasterwillboardtheliftingvesselonarrival.Hewillberesponsibleforcheckingtheterminalmooringarrangementandthattheliftingvessel’smooringequipmentisacceptablepriortocommencingtheberthingoperation.He,asterminal’srepresentative,willsuperviseapproachingandmooringoperations.Hewillcoordinatecommunicationsbetweentheliftingvessel,FPSOandsupportvesselsduringapproach,berthing,loadingoperationanddeparturefromtheloadingterminal.Hewillberesponsibleforcheckingtheloadingequipmentisacceptableandthattheloadingoperationisconductedinasafemanner.He,asterminal’srepresentative,willcheckandmakeascrutinyintotheBillofLadingsandliftingvessel’scargofiguresandsignsomefinaldocuments.Intheeventofanemergency,theLoadingMasterwillliaisewiththeliftingvesselmasterandensurethattheFPSOiskeptinformed.HewillmaintaincommunicationswiththeFPSOthroughtheOffloadingSupervisor4.5 LiftingvesselMasterTheLiftingvesselMasteriswhollyresponsibleforthesafetyandoperationofhisvessel,andforthesecurityofthepersonnelandcargoonboard.HeisalsotheOwner’srepresentativeonboard,andassuchhemaytakedecisionsonbehalfoftheOwners.However,nopriorprogramorinstructionisallowedtojustifythetakingofanyriskwhichmayendangerlife,property,orcauseenvironmentaldamage.Heisresponsibleforcarryingoutthevoyageordersofthevessel’sownersandcharterers.Intheeventofanyemergencieshewillimplementtheliftingvessel’sEmergencyResponsePlanandtakesuchactionsasnecessarytoprotectpeople,plantandtheenvironment.HewillliaisewiththeLoadingMastertoensurethatactionstakenarecommunicatedtotheFPSO.4.6 PilotThePilotwillboardtheliftingvesselonarrival.Heasservantoftheliftingvessel’sownerandwillberesponsibleforapproachinganddepartureoperation.Intheeventofanemergency,thePilotwillassisttheliftingvesselmasterinthenavigationactionshetakestomitigateriskstopeople,plantortheenvironment.4.7 SupportVesselsTheMastersofthesupportvesselsareresponsibleforthesafetyoftheirownvesselandcrew.Thesupportvesselsmustavoidriskofaccidentalcontactwiththeliftingvessel,whosemaneuverabilitywhenunderwaymayberestricted.IntheeventofanemergencyinvolvingtheliftingvesselortheFPSO,thesupportvesselsmayberequestedtoprovideassistance,particularlyintheareaswhererisktopeopleortheenvironmentexists.4.8 DutiesofSupportVesselsThesedutiesareunderthedirectionofPilot/LoadingMasterA. Assisttheliftingvesseltomoorandunmoor.B. Setoutthemessengerandmooringlineandloadinghosebeforeliftingvesselarrival.C. Preparemessengerandleaderlinesforincomingliftingvessel.D. AsrequiredbytheLoadingMaster,transferthemessengerleaderlinetotheliftingvessel.Duringmooringandunmooringoperations,thesupportvesselshouldobserveanydriftofthemessengersand/orleaderlinesandwarntheLiftingvesselMasterandLoadingMasterofanydangeroffouling.AssisttheliftingvesselinmaintainingalignmentwiththeFPSOduringchangesintidalstreamorwinddirections.ThesedutiesarealsounderthedirectionoftheLoadingMasterDuringloadingoperation,thesupportvesselshouldinspectthesurroundingareaforsignsofoilleakageandstandbytorenderassistanceincaseofemergency.Thiscouldbeoccasionedbyahawserfailure,fire,oilspill,andcollisionorapowerfailureontheliftingvessel.Thesupportvesselshouldmonitorthecollisionavoidanceradartowarnofanyunauthorizedvesselapproachingtooclosely.Assistinrescueoperations.(Manoverboard)ProvidesterntugassistancetotheLiftingvesselthroughoutloadingoperation.Inspectionandmaintenance/repairofmooringandloadingequipment.Hosechange,singleorentireassemblyreplacement.Periodicalchangeoutofmooringhawserandmessengerlines.Takepartinperiodicalemergencydrillsasrequired.Assisttoconnectanddisconnecthoses.AssistintowingthefloatingoffloadinghosewhenFPSOdepartstopositionofsafetyintheeventofsevereiceorabnormalconditions.EMERGENCYRESPONSECOMMUNICATIONSTerminalOperatorTerminalOperatorVesselCharterVesselOwnerVesselCrewLiftingVesselMasterMarineSuperintendentTerminalSuperintendentPilotSupportVesselsLoadingMasterOffloadingSuperviserTerminalOperatorsSECTION5-LIMITSOFOPERATIONTheFPSOheadingmayrestricttheliftingvesselapproachheadingduetotheproximityofWHPs(WellHeadPlatform).ClosestapproachtoWHPsmustbenotlessthan500meters.CertainFPSOheadingsmaydictatethatmooringisdelayedwheretheliftingvesselapproachheadingwouldconstituteanincreaseinriskofcollisionwithaWHP.Oncompletionofloading,itmay,attimesalsobeprudenttoleavetheliftingvesselconnectedwhenFPSOheadingwouldmaketheriskofcollisionunacceptableifunmooringweretotakeplace.ThefollowingaretheresponsibilitiesofthePilot/LoadingMasterandtheMasteroftheLiftingvessel.5.1 NightOperationsMooringoperationswillnotnormallybeconductedatnightunlessthePilotandLiftingvesselMasteragreethatitissafeandpracticabletodoso.Nighttimeshallbedeemedtobeoutsidetheperiod0600tothreehoursbeforesunset.Foralloperationsconductedduringthehoursofdarkness,sufficientilluminationmustbeprovidedtoallowtheactivitiestobeconductedsafely.Thisilluminationtoincludeoversidetomonitorforoilleaks.Unmooringmaybecarriedoutanytime.5.2 VisibilityMooringorunmooringshouldnotcommenceunlessthevisibilityisgreaterthan1mile.Ifvisibilityreducesduringoffloading,theoperationmaycontinueprovidedsafetyandenvironmentalprotectionarenotcompromised.Whenmooringinconditionsofreducedvisibility,theliftingvesselshouldmakeoptimumuseofallnavigationalaidsavailable,includingradar,rangefinderandradioadviceandassistancefromthesupportvessels.However,incircumstanceswhereafailureofanyinstrumentwouldrendertheoperationhazardous,noattemptistobemadetoap
