1、中國(guó)科學(xué)院華南植物園博士后管理工作補(bǔ)充規(guī)定為貫徹落實(shí)人力資源社會(huì)保障部、全國(guó)博士后管理委員會(huì) ?關(guān)于貫徹落實(shí)國(guó)務(wù)院辦公廳關(guān)于改革完善博士后制度的意 見有關(guān)問題的通知? (人社部發(fā) 201720 號(hào))精神,吸引更 多海內(nèi)外優(yōu)秀博士到園從事博士后研究工作, 有效促進(jìn)我園科研 整體實(shí)力的提高, 根據(jù)近年來人社部、 全國(guó)博管辦和廣東省人社 廳有關(guān)博士后管理的相關(guān)改革政策, 結(jié)合我園的實(shí)際情況, 特制 定本補(bǔ)充規(guī)定。一、博士后的招收及進(jìn)站條件(一)擁有充足的科研經(jīng)費(fèi)和良好的科研條件, 具有博士研 究生指導(dǎo)教師資格或具有正高級(jí)專業(yè)技術(shù)職務(wù)的研究人員 (含陳 煥鏞研究員),均可作為博士后合作導(dǎo)師招收博士后研
2、究人員。(二)博士后申請(qǐng)者年齡應(yīng)在 35 周歲以下(含 35 周歲)、 獲得博士學(xué)位一般不超過 3 年。(三)在職博士后研究人員應(yīng)以高校、 科研院所教學(xué)科研人 員為主,不招收黨政機(jī)關(guān)領(lǐng)導(dǎo)干部在職從事博士后研究工作。(四)進(jìn)站申請(qǐng)時(shí)未提交博士學(xué)位證書的博士后人員, 須在 進(jìn)站后 6 個(gè)月內(nèi)到交驗(yàn)博士學(xué)位證書原件并提交復(fù)印件。 6 個(gè)月 內(nèi)不能交驗(yàn)博士學(xué)位證書的,作退站處理。二、博士后在站期間的待遇(一)博士后正常在站工作期限為兩年, 確因科研工作需要,1 最長(zhǎng)期限不得超過 6 年。(二)由于科研工作需要,經(jīng)合作導(dǎo)師批準(zhǔn),博士后在站期 間可進(jìn)行 3-12 個(gè)月的出國(guó)(境)研究,并按規(guī)定辦理相關(guān)手續(xù)
3、。(三)博士后正常在站工作期間,薪酬實(shí)行績(jī)效工資制,分 為基本薪酬和績(jī)效薪酬兩部分。1、基本薪酬包含基本工資(崗位工資、薪級(jí)工資) 、津貼補(bǔ) 貼及崗位津貼。 博士后進(jìn)站前為應(yīng)屆博士畢業(yè)生, 按助研十級(jí)聘 任;進(jìn)站前已取得專業(yè)技術(shù)職稱的,按對(duì)應(yīng)的級(jí)別聘任;博士后 的基本薪酬參照在職職工的同級(jí)標(biāo)準(zhǔn)發(fā)放。 支付方式按照 ?中國(guó) 科學(xué)院華南植物園博士后管理工作規(guī)定? (南植 2011 4 號(hào)) 執(zhí)行。2、績(jī)效薪酬與業(yè)績(jī)掛鉤,分為基礎(chǔ)性績(jī)效(含第十三個(gè)月 工資、月均獎(jiǎng)和計(jì)生獎(jiǎng) )和獎(jiǎng)勵(lì)性績(jī)效兩部分(分 A、B、 C、D 三個(gè)等級(jí))。其中:1)基礎(chǔ)性績(jī)效中的計(jì)生獎(jiǎng)由園公用經(jīng)費(fèi)支付,第十三個(gè)月 工資、月均獎(jiǎng)
4、由研究組支付,參照在職職工的發(fā)放形式。2)獎(jiǎng)勵(lì)性績(jī)效的學(xué)術(shù)要求和標(biāo)準(zhǔn)。A 類:在 SCI 的 Top 10%期刊上,以第一作者、華南植物園 為第一單位至少發(fā)表(含已被接受) 2 篇研究論文。博士后主持 的國(guó)家自然科學(xué)基金或博士后創(chuàng)新人才支持計(jì)劃項(xiàng)目 1 項(xiàng)可抵 算 1 篇 SCI 的 Top 10%論文。達(dá)到該類學(xué)術(shù)要求, 在基本薪酬基 礎(chǔ)上,增加一次性 10 萬元績(jī)效獎(jiǎng)勵(lì)。B 類:在 SCI 的 Top 30%期刊上,以第一作者、華南植物園 為第一單位至少發(fā)表(含已被接受) 2 篇研究論文,或在 SCI 的 Top 10%期刊上發(fā)表(含已被接受) 1 篇研究論文。博士后主持 的中國(guó)博士后科學(xué)
5、基金特別資助項(xiàng)目、 省自然科學(xué)基金項(xiàng)目或省 級(jí)博士后人才項(xiàng)目 1 項(xiàng)可抵算 1 篇 SCI 的 Top 30%論文。達(dá)到該 類學(xué)術(shù)要求,在基本薪酬基礎(chǔ)上,增加一次性 6 萬元績(jī)效獎(jiǎng)勵(lì)。C 類:在 SCI 期刊上,以第一作者、華南植物園為第一單位 至少發(fā)表(含已被接受) 2 篇研究論文,或在影響因子 2.0 以上 的 SCI 收錄刊物上發(fā)表 1 篇研究論文。 博士后主持的中國(guó)博士后 科學(xué)基金面上項(xiàng)目 1項(xiàng)可抵算 1篇影響因子 2.0 以上的 SCI論文。 達(dá)到該類學(xué)術(shù)要求, 在基本薪酬基礎(chǔ)上, 增加一次性 3 萬元績(jī)效 獎(jiǎng)勵(lì)。D 類:沒達(dá)到 C 類學(xué)術(shù)要求和標(biāo)準(zhǔn)3)獎(jiǎng)勵(lì)性績(jī)效的經(jīng)費(fèi)來源和發(fā)放形式
6、。 在博士后在站期間, 達(dá)到各等級(jí)學(xué)術(shù)要求時(shí),獎(jiǎng)勵(lì)性績(jī)效首先從博士后主持的項(xiàng)目 (含人才項(xiàng)目) 中按管理辦法規(guī)定支付, 不足部分由研究組項(xiàng)目 支付;發(fā)放形式參照在職職工(按年或按月)的形式發(fā)放。4)獎(jiǎng)勵(lì)性績(jī)效的學(xué)術(shù)成果不能重復(fù)使用。(四)各類博士后主持的項(xiàng)目(含人才項(xiàng)目)有特殊要求的 按相關(guān)規(guī)定執(zhí)行。(五)博士后實(shí)行績(jī)效工資制后, 博士后科研成果獎(jiǎng)勵(lì)將不 再執(zhí)行我園的相關(guān)規(guī)定。(六)博士后延期期間薪酬按照在站期間薪酬執(zhí)行, 全部由 研究組項(xiàng)目支付。(七)博士后在站期間享受在職職工社保、 公積金及醫(yī)療等 同等待遇。(八)住房待遇。 博士后在站期間可居住在園博士后公寓或 享受 1000 元/月的住
7、房補(bǔ)貼。三、博士后的職業(yè)發(fā)展通道(一)在博士后人員期滿出站前, 對(duì)其進(jìn)行職稱評(píng)定或提出 評(píng)定意見。(二)鼓勵(lì)優(yōu)秀博士后留園工作,達(dá)到 A 、B 類學(xué)術(shù)要求的 優(yōu)秀博士后,經(jīng)個(gè)人申請(qǐng)、合作導(dǎo)師同意,可直接申報(bào)我園科技 崗,優(yōu)先留園工作;一年試用期考核合格后,不再參加 3 年新進(jìn) 人員的考核。四、其它(一)上述條款與 ?中國(guó)科學(xué)院華南植物園博士后管理工作 規(guī)定?(南植 20114 號(hào))內(nèi)容不一致時(shí),以本補(bǔ)充規(guī)定為準(zhǔn)。(二)本補(bǔ)充規(guī)定自 2017年 7月 1 日起執(zhí)行,國(guó)家或省市 如有新的規(guī)定, 按新規(guī)定執(zhí)行。 本補(bǔ)充規(guī)定的解釋權(quán)在我園博士 后管理委員會(huì)。Postdoctoral Managemen
8、t of South China BotanicalGarden, Chinese Academy of SciencesAccording to the recent policies on reforming and improving the postdoctoral management system by Ministry of Human Resources and Social Security, National Postdoctoral Management Committee and Human Resources and Social Security Departmen
9、t of Guangdong Province and the current situation of Chinese Academy of Sciences (SCBG), the supplementary provisions are made to carry out an announcement on the implementation “Opinions of the General Office of the State Council on Reforming and Improving the Postdoctoral System”( MHRSS Serial No.
10、 20, 2017) by Ministry of Human Resources and Social Security and National Postdoctoral Management Committee, to attract more outstanding PhD graduates (both at home and abroad) engaging in postdoctoral research in SCBG.1. Recruitment requirements of post-doctors(a) Those researchers who have adequa
11、te research funding and excellently experimental conditions for scientific research are qualified as PhD student tutors to recruit postdoctoral researchers.(b) Postdoctoral applicants should be under 35 years old (including 35 years old) and obtain their doctorate degrees generally within 3 years.(c
12、) Post-doctors who have not submitted doctorate degree certificates at the time of applying for the enrollment, should submit the original and copy of their doctoral degree certificates within 6 months after enrollment. Otherwise, their enrollment shall be terminated.2. The managements of post-docto
13、rs(a) The term of postdoctoral work is generally two years, and could be extended up to 6 years in meeting scientific research needs.(b) In meeting research needs and with the approval of the postdoctoral mentors, post-doctors can carry out 3-12 months of study aboard after the relevant procedures a
14、re followed and their applications are approved by their mentors.(c) During the postdoctoral appointment period, postdoctoral remuneration should be performance-based, and made up by two parts: base pay and performance pay.(1) Basic salary includes post salary, rank salary, subsidized allowance and
15、position allowance. Fresh PhD graduates should be hired as an assistant researcher at level-10. Post-doctors with professional and technical titles before entering SCBG should be hired at the corresponding level. Basic salary is paid at the same level as the standard of the employees. Payment method
16、 should be in accordance with the “ PostdoctoralM anagement Regulations of South China Botanical Garden, Chinese Academy of Sciences (SCBG No.4, 2011)(2) Performance pay is linked to performance, and made up by two parts: basic performance (including an extra 1 month salary each year, monthly averag
17、e award and family planning award) and incentive performance (A, B, C and D levels). Among them:(2.1) According to the employees payment method , the familyplanning award shall be paid by public funds of SCBG , and an extra1 month salary each year and monthly average award should be paid by the rese
18、arch group.(2.2) Academic requirements and criteria for incentive performance.Level A: Post-doctors who have published (including accepted) at least two research papers in the top 10% SCI journals as the first author with South China Botanical Garden as the first institution. Each project from the N
19、ational Natural Science Foundation or Postdoctoral Innovation Talent Support Program conducted by post-doctors is equal to one research paper in the top 10% SCI journals. Once this academic requirement is met, post-doctors will be rewarded 100, 000 RMB per year on the basis of base salary.Level B: P
20、ost-doctors who have published (including accepted) at least two research papers among the top 30% SCI journals, or one research paper among the top 10 % SCI journals as the first author with South China Botanical Garden as the first institution. Each project from China Postdoctoral Science Foundati
21、on special program, Provincial Natural Science Foundation or Provincial Postdoctoral Talent programs conducted by post-doctors is equal to one research paper in the top 30% SCI journals. Once this academic requirement is met, post-doctors will be rewarded 60, 000 RMB per year on the basis of base sa
22、lary.Level C: Post-doctors who have published (including accepted) at least two research papers, or one research paper with the impact factors higher than 2.0 as the first author with South China Botanical Garden as the first institution. Each project from China Postdoctoral Science Foundation gener
23、al program conducted by doctors are equal to one research paper with the impact factors higher than 2.0. Once academic requirement is met, post-doctors will be rewarded 30, 000 RMB per year on the basis of base salary.Level D: fail to meet the above academic requirements and criteria, no incentive p
24、erformance will be rewarded to post-doctors.(2.3) The source and pay method of incentive performance. During the work period, performance incentive should be first paid from the post-doctoral programs (including talent programs) when the academic requirements are met. Insufficient part should be pai
25、d by the research group. The form of payment should be paid according to the employees payment method (yearly or monthly).(2.4) The academic achievements of rewarding performance cannot be reused.(d) Projects including talent programs that are conducted by post-doctors shall be implemented in accord
26、ance with the relevant regulations.(e) Once the performance salary is carried out, the postdoctoral research awards will no longer implement the relevant provisions in SCBG.(f) During the extended period, post-doctors shall be paid the same salary as before. That shall be paid by the research group.
27、(g) Post-doctors at the research station have equal treatment with employees in SCBG on social security, public accumulation fund and medical care and so on.(h) Post-doctoral Housing. The post-doctors may live in the post-doctoral apartments or receive 1,000 RMB per month for housing subsidies while at the work station.83. Career development channel of post-doctors(a) Post-doctors will be evaluated in professional title
