BACKBONEOFSTATE’SFINANCESBUT:Outdatedsystemsleadtopilferageandcorruption.Costofcomplianceveryheavyfortaxpayers–permissions,frequentvisits,harassmentPaperbasedsystemsunabletocopewithhighvolumes.EmphasisonregulatoryroleandpolicingBoggeddownbyroutinework–noattentiontoanalysisHighpilferageMorephysicalcontrolsHighercostofcomplianceanddiscretionMorecorruptionE-CHECKPOSTISACOMPONENTOFALARGER‘PROJECTTRANSFORMATION’DepartmentasregulatorFrequentvisitsbydealersPolicingbyDepartmentPaperbasedinformationOldparadigm–PosteventconfirmationDepartmentasaserviceproviderAllservicesatdoorstepsSelfPolicingbyDealersEverythingiselectronicNewparadigm-PreeventconfirmationFROMTOE-CHECKPOST–APARTOFTOTALTRANSFORMATIONOFASYSTEMAnewparadigm-E-CheckpostAccessibilitythroughmobilephoneTransparencyandAccountabilityInvolvingcommoncitizensServicesatdoorstepse-Suvegae-CSTComprehensiveAssessmentSysteme-Grahake-Paymente-Vardane-Varadie-Grievancee-SUGAME-Parivarthanam-SugamTHEBIRTHOFCHECKPOSTEverydealershastoissueabillinaprescribedformat.Theentireeffortofthedepartmentistomakeadealerissueabillandthensomehowforcehimtoaccountit.Logisticsdemandthateveryretailsalehastobeprecededbyabulksale.Thebulksalehastotakeplacethroughatruck.Checkpostsaresetupatvantagepointstomonitorthesebulksales.1Atcheckpost,acopyofthebillsiscollectedforasubsequentcrossverificationwiththedealersbooksofaccounts–therebyensuringthatonceabilliscollectedatcheckpost,thedealerdefinitelyaccountsthetransactionandpaysduetax.2Whengoodstransitthroughthestate,theentrycheckpostissuesatransitpass,whichhastobesurrenderedattheexitcheckpost.ThisensuresthatthegoodsdestinedtootherstatesarenotsoldwithinKarnataka,outsidetheaccountsofthedealers.CHECKPOST–2BASICACTIVITIESTHEDELIVERYNOTEItwasdiscoveredthatsomedealerswereusingparallelbillbookstoevadetaxToencounterthis,departmentdecidedtosupplytheBillBooks.TheleavesofBillBookwereenabledtohavecertainsecurityfeatures.TheseDepartmentsuppliedBillBookswerecalledDeliveryNotes(intriplicate).Theintentionwasthatthedealerwouldbeforcedtoaccountinhisbillbooks,astheDepartmentwouldhavethecorrectnumberoftheDeliveryNotesissuedtoaDealer.CHECKPOST:ALOSE-LOSE-LOSESYSTEM1Thenumberofdocumentscollectedperdaywasabout1,00,000–therebyrenderinganycrossverificationimpossible.2Nonsurrenderofadocumentatacheckpostgeneratedhugebenefitsfordealers–scopeforcorruption.3Tremendousdiscretionforcheckpostofficer.4Longwaitingtimefortransportersatcheckpost5Collecteddocumentswouldsometimesbesoldback.6Dealersfaceddifficultiesinobtainingtheblankdeliverynotes.SOLUTION:APARADIGMSHIFTE-SUGAM(SimpleUploadingofGoodsArrivalandMovement)EarlierregimebasedonphilosophythatdealershouldusedeliverynoteandDepartment’sentireeffortwasgearedtowardsmakingdealeraccountthetransactioninhis/herbooksofaccounts.Thisparadigmsoughttobereversedin–e-Sugam–Thedealeraccountsthetransactionsfirstandonlythencanhe/shedespatchthegoods.SOLUTION:APARADIGMSHIFTE-SUVEGA(SimplyUploadaboutVEhicleandGoAcross)Insteadoffillingupformsatcheckpostsandofficerthenissuingeachtransitpass,thesystemisnowtransformedasbelow-Beforedispatchfromorigin,detailsnowuploadedonlinewithgenerationofaUniqueNo.Onarrivalatcheckpost,thisuniquenumberisconvertedtoatransitpassinstantaneouslybytheofficer,postverificationusingthesystem.e-Suvega(SimplyUploadaboutVEhicleandGoAcross)conceivedto-ReducehardshipoftransportersononehandPreventdumpingofgoodsfromotherstatestoavoidtax,ontheotherhand.COMPARISONBEFOREANDAFTERE-CHECKPOSTTHEE–CHECKPOST-CHALLENGESE-CHECKPOSTBPR–NewLaws,Rules&ProceduresTechnologicalInterventions–e-Sugam,m-Sugam,e-SuvegaEnvironmentBuildingCapacityBuildingSupervisionandDisciplineTransparencyinPersonnelPolicyBUSINESSPROCESSRE-ENGINEERING1Changeinlaw–PolicyadvocacyUniqueSellingPropositionwas–Checkpostsbecomehasslefree.2ChangeinRules–TradeBodiesinvolvedindraftingnewrules.3Changeinform–Re-designofformsTheformsandscreensdesignedbyendusers.TECHNOLOGYINTERVENTIONM-GOVERNANCETHROUGHM-SUGAMMobilebasedfacilitygiventodealersforSUGAMno.ThedealernowneededtosendonlycriticalparametersofSUGAM,intheprescribedformatthroughSMS.ThesystemverifiedtherequestandreturnedtheSUGAMNo.throughSMSinstantaneously.MobilesquadsalsoenabledtoverifythevalidityofSUGAMno.shownbytransportersandupdatetheirverificationfindingsinthesystembysendingSMS.ENVIRONMENTBUILDING–WINNINGOVERTHEDEALERSInteractivemeetswithtradebodiestointroducetheconcept.Mainsellingpoint–dealersnolongerrequiredtocometotaxofficestoobtain‘DeliveryNotes’andtruckswouldgetinstantaneousclearanceatcheckposts.ElectronicCformshadalreadybeenintroduced,tradingcommunitywasveryhappywithDepartment’sreforms.Ongroundsuccessseenwhendifferenttradebodiesstartedcompetingwitheachothertoorganizetrainingprogrammes.Departmentjustprovidedtheresourcepersonnel.CAPACITYBUILDING–ENABLINGTHEOFFICERSANDOFFICIALSAllofficers/officialsimpartedweeklongmandatorytrainingonE-governanceinitiativesandbasicComputerskills.AdministrativeTrainingInstituteandDistrictTrainingInstitutesused.Trainingprogrammewascompletelyhandson,withTrainersselectedfromthedepartment.REFORMEDPERSONNELPOLICYRotationsystemadoptedforstaffingatcheckposts.In-cognitoinspectionofcheckpostsbysupervisingofficersOnlinemonitoringofcheckposts.THEMILESTONES!E-SUGAMThetransportersoftheentirecountryenabled.Everyday600+transportersareobtainingandsurrendering2000+TransitPassconsignments.E-SUVEGA4,50,000+dealersofthestateenabled.Dealersdownload85,000+SUGAMnumberseveryday.Databasecaptures2.5Crores+highvalueinvoicerecordseveryyear.12,000+SUGAMnumbersverifiedatcheckposteveryday.OUTREACHNote-Reputedtransportersalloverthecountry,donotbookgoodstoKarnatakaunlessprovidedwithSUGAM/SUVEGAnumbersbythedealers.THEOUTCOMES-1AdvantageTradeDealersnolongercometotheoffices.About20,000visitsofdealerssavedperday.Zeroscopeforcorruption.FastTrackTransportationCheckpostsbecamemuchmorefriendly.Thedelaysatcheckpostswerereduced.THEOUTCOMES-2EfficientTaxAdministrationTaxadministrationhasbecomemoreefficient.Therewasamarkedincreaseinrevenue(cannotbeascribedtoSugamonly).Thedrudgeryofofficerhasreducedandhis/heraccountabilityhasincreased.EnvironmentfriendlySavesaboutonetonofpaperperday.Saveswaitingtimeandfuelconsumptionatcheckpostsfortransporters.THEUNIQUEFEATURES1Itwastotallyhomegrown.2AnexcellentexampleofconvergenceofGovernmentagenciesandresources.3Magnitudeishuge.4Self-policingbytradingcommunity.5Inthelastthreeyears,notevenoncehasthesystemfailed.6Becauseofin-houseteamofNIC,managing
