creditsissuedbytheinternationalchamberofcommerce：InternationalStandardBankingPracticeaffirmsthatiftheprincipleisinconformitywiththetermsandforms,andaccordingtotheoverseasletterofcredit,flexibilityandblankformscanbeused.一、檢驗(yàn)檢疫證書檢驗(yàn)檢疫證書，是各種進(jìn)出口商品檢驗(yàn)證書、鑒定證書和其他證明書的統(tǒng)稱，是對(duì)外貿(mào)易有關(guān)各方履行契約義務(wù)、處理索賠爭(zhēng)議和仲裁、訴訟舉證，具有法律依據(jù)的有效證件，也是海關(guān)驗(yàn)放、征收關(guān)稅和優(yōu)惠減免關(guān)稅的必要證明。目前檢驗(yàn)檢疫證書共有37種，其種類和用途主要有：品質(zhì)檢驗(yàn)證書、重量或數(shù)量檢驗(yàn)證書、獸醫(yī)檢驗(yàn)證書、衛(wèi)生/健康證書、消毒檢驗(yàn)證書、熏蒸證書、殘損檢驗(yàn)證書、積載鑒定證書、財(cái)產(chǎn)價(jià)值鑒定證書、船艙檢驗(yàn)證書、生絲品級(jí)及公量檢驗(yàn)證書、艙口檢視證書、監(jiān)視裝/卸載證書、艙口封識(shí)證書、油溫空距證書、集裝箱監(jiān)裝/拆證書、價(jià)值證明書、貨載衡量檢驗(yàn)證書、集裝箱租箱交貨檢驗(yàn)證書、租船交船剩水/油重量鑒定證書。檢驗(yàn)檢疫證書的名稱不作規(guī)定，將按照《跟單信用證統(tǒng)一慣例》國(guó)際商會(huì)第600號(hào)出版物的審單標(biāo)準(zhǔn)：國(guó)際標(biāo)準(zhǔn)銀行實(shí)務(wù)確定表面達(dá)到“單證相符，單單相符”的嚴(yán)格相符的原則，根據(jù)國(guó)外信用證的規(guī)定，靈活使用和用空白證書打印證書名稱。Whenapplyingforinspection,uniformApplicationforInspectionFormsisstipulatedbytheNational

Inspection.Thefrequentlyusedtypesare：ApplicationforInspectiononOutboundGoods,ApplicationforInspectiononInboundGoods.Requirementsregardingthefilingofapplicationformsareasfollow：1.Whenprovidingthewrittendeclarationform,theenterpriseshouldalsosendelectricaldatatotheinspectionandquarantineorgans,andtheinformationmustbeconsistent.2.Theapplicationformmustbewritteninaccordancewiththedeclaredgoods.Thecontentmustbeincompliancewiththeencloseddocuments.Thecontentmustbecomplete,accurate,andrealwithoutobliteration.Asregardstotheinvalidcolumn,writewith“***”.3.Thefinishedformmustbesealedwithsealoftheinspectionorgansorthe“inspectioncachet”thathasbeenputonrecordsbytheinspectionandquarantineorgans.Theapplicantshouldmanuallysignhisorhernames.Nooneisallowedtosignonhisorherbehalf.4.Thefinishedformshouldbereviewedclearlytoavoidanymistakeormiss.Thecontentmustbecomplete,accurate,realwithoutobliteration.報(bào)檢時(shí)必須使用國(guó)家質(zhì)檢總局統(tǒng)一印制的報(bào)檢單，經(jīng)常使用的報(bào)檢單種類主要有：出境貨物報(bào)檢單、入境貨物報(bào)檢單。報(bào)檢單填制的一般要求：1.報(bào)檢時(shí)，企業(yè)在提交書面報(bào)檢單的同時(shí)，必須向檢驗(yàn)檢疫機(jī)構(gòu)發(fā)送電子數(shù)據(jù)，且必須確保書面報(bào)檢單和電子數(shù)據(jù)的信息完全一致。2.報(bào)檢單必須按所申報(bào)的貨物內(nèi)容填寫。填寫內(nèi)容必須與隨附單證相符，填寫必須完整、準(zhǔn)確、真實(shí)，不得涂改，對(duì)無(wú)法填寫的欄目或無(wú)此內(nèi)容的欄目，統(tǒng)一填寫“***”。3.填制完畢的報(bào)檢單必須加蓋報(bào)檢單位公章或已經(jīng)向檢驗(yàn)檢疫機(jī)構(gòu)備案的“報(bào)檢專用章”，報(bào)檢人應(yīng)在簽名欄手簽，不得代簽。4.填制完畢的報(bào)檢單在發(fā)送數(shù)據(jù)和辦理報(bào)檢手續(xù)前必須認(rèn)真審核，檢查是否有錯(cuò)填、漏填的欄目，所填寫的各項(xiàng)內(nèi)容必須完整、準(zhǔn)確、清晰，不得涂改。Ⅱ.ProceduresoftheApplicationforInspectiononOutboundGoods.First,GettingandfillingtheApplicationforInspectiononoutboundgoodsThedeclarationinspectionorganshouldsealandfilltheregisterednumberintheinspectionandquarantineorgans.Thecontentmustbecomplete,accurate,andrealwithoutobliteration.Second,applyingforinspectionAfterfillingtheApplicationforInspectiononOutboundGoods,enclosewithcontract,letterofcredit,commercialinvoice,packinglistandFactoryinspectionresultscertificateandprovidealltheabovementioneddocumentstotheinspectionandquarantineorganstoapplyforinspection.Third,SamplingUponreceivingtheapplication,theinspectionandquarantineorgansshoulddispatchpersonneltocarryoutinspectionandidentificationonthecargospot.Fourth,inspectionAftertheinspectionandquarantineorgansaffirminspection,itshouldexaminethecontractprovisionsonthequality,specificationandpackageanddecidetheinspectionstandardandmeans.Fifth,issuingthecertificateIfthegoodsmeetthestandards,theinspectioncertificateorsealedApplicationforInspectiononOutboundGoodsshouldbeissued.Theexportmustbecarriedoutwithinthestipulateddate.二、“出境貨物報(bào)檢單”操作過(guò)程第一步

領(lǐng)取并填寫“出境貨物報(bào)檢單”報(bào)檢單位應(yīng)加蓋報(bào)檢單位公章，并準(zhǔn)確填寫本單位在檢驗(yàn)檢疫機(jī)構(gòu)備案或注冊(cè)登記的代碼，所列的各項(xiàng)內(nèi)容必須完整、準(zhǔn)確、清晰、不得涂改。第二步

報(bào)檢填寫“出境貨物報(bào)檢單”后，隨附外貿(mào)合同、信用證、商業(yè)發(fā)票、裝箱單、廠檢結(jié)果單正本等，一并交給檢驗(yàn)檢疫機(jī)構(gòu)提出報(bào)檢申請(qǐng)。第三步

抽樣檢驗(yàn)檢疫機(jī)構(gòu)受理報(bào)檢后，及時(shí)派員赴貨物堆存地點(diǎn)進(jìn)行現(xiàn)場(chǎng)檢驗(yàn)、鑒定。第四步

檢驗(yàn)

檢驗(yàn)檢疫機(jī)構(gòu)受理申請(qǐng)后，確定檢驗(yàn)內(nèi)容，審核合同對(duì)品質(zhì)、規(guī)格、包裝的規(guī)定；確定檢驗(yàn)標(biāo)準(zhǔn)與方法等。第五步

簽發(fā)證書檢驗(yàn)合格的簽發(fā)檢驗(yàn)證書或者在“出境貨物報(bào)檢單”上加蓋放行章，在規(guī)定的有效期內(nèi)報(bào)運(yùn)出口。

Ⅲ.ProceduresofApplicationforInspectiononInboundGoods.Thedeclarationinspectionorganshouldsealandfilltheregisterednumberintheinspectionandquarantineorgans.Thecontentmustbecomplete,accurate,andrealwithoutobliteration.First,applyingforinspectionSecond,acceptingtheapplicationTheinspectiondepartmentsignsitandchargesfees.Third,handlingclearanceMeansofconveyanceandpackagethatcomefromtheepidemicareaorthatmaytransmitquarantinablediseasesshouldgothroughquarantine,disinfectionandhygiene.ApplicationforInspectiononInboundGoods
