在全球金融危機(jī)的風(fēng)雨中攜手前行——在“歐洲與中國(guó)”學(xué)術(shù)戰(zhàn)略對(duì)話(huà)會(huì)上的講話(huà)中國(guó)駐歐盟使團(tuán)團(tuán)長(zhǎng)宋哲大使2009年5月19日專(zhuān)業(yè)代寫(xiě)各類(lèi)演講稿q扣，1259954887淘寶交易，安全可靠專(zhuān)業(yè)代寫(xiě)各類(lèi)演講稿q扣，1259954887淘寶交易，安全可靠專(zhuān)業(yè)代寫(xiě)各類(lèi)演講稿q扣，1259954887淘寶交易，安全可靠專(zhuān)業(yè)代寫(xiě)各類(lèi)演講稿q扣，1259954887淘寶交易，安全可靠Speechatthe"EuropeandChina"StrategicDialoguebyH.E.AmbassadorSongZhe,HeadoftheMissionofthePeople'sRepublicofChinatotheEuropeanUnionMay19,2009尊敬的瓦爾德納委員，梅里特秘書(shū)長(zhǎng)，女士們，先生們，朋友們，CommissonerWaldner,SecretaryGeneralMerritt,LadiesandGentlemen,Friends,今天下午，我將趕赴布拉格，參與定于明天舉行的第十一次中歐領(lǐng)導(dǎo)人會(huì)晤。我很高興今天上午有這樣一個(gè)寶貴的機(jī)會(huì)，在領(lǐng)導(dǎo)人會(huì)晤舉行前夕同各位探討中歐關(guān)系的戰(zhàn)略意義和發(fā)展前景。Inafewhours,I'llleaveforPragueforthe11thChina-EUsummit.ButIamveryhappythat,beforetakingpartintomorrow'shigh-levelpoliticaldialogue,Iamabletojoinyouforthisacademicstrategicdialogue.當(dāng)前我們討論任何問(wèn)題，都離不開(kāi)全球金融危機(jī)嚴(yán)重沖擊各國(guó)經(jīng)濟(jì)社會(huì)發(fā)展這個(gè)大背景。Ithinknodiscussionsnowadayscanstayawayfromthefinancialcrisis.Oureconomysuffersfromitsimpact,sodoesoursociety.今年一季度，中國(guó)GDP同比增長(zhǎng)6.1%，遠(yuǎn)低于近年來(lái)兩位數(shù)的增長(zhǎng)幅度；對(duì)外貿(mào)易總額同比下降24.9%，一大批外向型生產(chǎn)企業(yè)陷入經(jīng)營(yíng)困難。Forthefirstquarteroftheyear,China'sGDPgrowthwasat6.1%,muchlowerthanthedouble-digitrateforthepastdecades.China'sforeigntradedroppedbynearly25%.Manyexport-orientedenterprisesarenowingreatdifficulty.歐盟國(guó)家面臨經(jīng)濟(jì)衰退，歐委會(huì)預(yù)測(cè)歐盟經(jīng)濟(jì)今明兩年將相繼萎縮4%和0.1%，歐盟將新增失業(yè)人口850萬(wàn)，失業(yè)率上升至10.9%。金融危機(jī)給各國(guó)經(jīng)濟(jì)社會(huì)發(fā)展都帶來(lái)嚴(yán)峻挑戰(zhàn)。TheEUeconomy,ontheotherhand,willcontractby4%thisyear,asestimatedbytheCommission,whileunemploymentwillriseto10.9%,amountingto8.5millionpeople.此時(shí)此刻，各國(guó)政治家、企業(yè)家、專(zhuān)家學(xué)者都在密切關(guān)注全球經(jīng)濟(jì)形勢(shì)的發(fā)展以及其他國(guó)家的應(yīng)對(duì)舉措，期盼世界經(jīng)濟(jì)盡快走出谷底，實(shí)現(xiàn)復(fù)蘇，避免因經(jīng)濟(jì)長(zhǎng)期不景氣帶來(lái)更多的社會(huì)問(wèn)題、政治矛盾甚至國(guó)際沖突。Allstatesmen,entrepreneursandscholarsarewatchingcloselyonthedynamicsoftheworldeconomyandtherescueactionstakenbyothereconomies.Weallhopethattheeconomywillhitbottomandturnaroundquickly.Weallfearthataprolongedrecessionmightincursocialcontention,politicalstrifeandeveninternationalconflicts.然而僅靠等待，我們無(wú)法走出危機(jī)的困境?，F(xiàn)在最需要的是積極的行動(dòng)、有效的措施、密切的協(xié)調(diào)、真誠(chéng)的合作。Butthecrisiswillnotfadeawayifwesitidle.Weoughttotakedecisiveactionsandeffectivemeasures.Weoughttohaveclosercoordinationandstrongercooperation.歐盟去年12月提出總額2000億歐元、相當(dāng)于歐盟GDP1.5%的經(jīng)濟(jì)刺激計(jì)劃，各成員國(guó)近幾個(gè)月來(lái)也相繼推出整頓金融、振興經(jīng)濟(jì)、保障就業(yè)的規(guī)劃和戰(zhàn)略。LastDecember,theEUlauncheda200billioneurosstimulusplan,whichwasfollowedbymanynationalplansfromthememberstates.中國(guó)政府自去年下半年起及時(shí)、果斷地出臺(tái)了一系列強(qiáng)有力的應(yīng)對(duì)措施，形成了一個(gè)以“保增長(zhǎng)、保民生、保穩(wěn)定”為目標(biāo)，著眼長(zhǎng)遠(yuǎn)、統(tǒng)籌協(xié)調(diào)的綜合系統(tǒng)方案。Chinaadoptedaseriesofforcefulmeasuressincethesecondhalfoflastyear,whichdevelopedintoastimuluspackagethatwasaimedatensuringeconomicgrowth,people'swelfareandsocialstability.為擴(kuò)大需求，大規(guī)模增加政府投資，實(shí)施總額為4萬(wàn)億元人民幣（約合5860億美元）的經(jīng)濟(jì)刺激計(jì)劃，實(shí)行結(jié)構(gòu)性減稅；為改善供給，對(duì)10個(gè)重點(diǎn)產(chǎn)業(yè)實(shí)施調(diào)整振興規(guī)劃，推進(jìn)結(jié)構(gòu)調(diào)整和優(yōu)化升級(jí)；為提高生產(chǎn)要素，大力推進(jìn)自主創(chuàng)新，加大科技投入，加強(qiáng)科技支撐；為增強(qiáng)發(fā)展耐力，大幅度提高社會(huì)保障水平，努力擴(kuò)大城鄉(xiāng)就業(yè)，促進(jìn)社會(huì)事業(yè)發(fā)展。Toexpanddemand,thegovernmenttooktheleadtoincreaseinvestmentandcuttax,andthetotalinvestmentwasplannedat586billionUSdollars.Tooptimizesupply,tenmajorindustriesareundergoingrestructuringandupgrading.Toimproveproduction,technologicalinnovationisencouragedbyheavyinvestmentinR&Dcapacity-building.Tosustaingrowth,socialsecuritybenchmarkshavebeenraised,andemploymentwillbeexpanded.這些政策措施正在發(fā)揮作用，中國(guó)經(jīng)濟(jì)已經(jīng)出現(xiàn)一些趨穩(wěn)和回暖的跡象。投資繼續(xù)上升，今年頭4個(gè)月城鎮(zhèn)固定資產(chǎn)投資同比增長(zhǎng)30.5%。消費(fèi)繼續(xù)增長(zhǎng)，4月份消費(fèi)品零售總額同比增長(zhǎng)14.8%，商品房和汽車(chē)銷(xiāo)量都在保持增長(zhǎng)。中國(guó)成為全球第一大汽車(chē)市場(chǎng)，僅4月份就有115萬(wàn)輛新車(chē)駛?cè)牍贰Ｉa(chǎn)繼續(xù)擴(kuò)大，4月份工業(yè)增速達(dá)7.3%，比去年底、今年初顯著提高。信心繼續(xù)增強(qiáng)，4月份制造業(yè)采購(gòu)經(jīng)理指數(shù)（PMI）達(dá)53.5%，連續(xù)5個(gè)月保持增長(zhǎng)?？偟目?，中國(guó)經(jīng)濟(jì)發(fā)展的基本態(tài)勢(shì)和長(zhǎng)期向好趨勢(shì)沒(méi)有改變，支撐中國(guó)經(jīng)濟(jì)持續(xù)較快發(fā)展的根基沒(méi)有動(dòng)搖。Thispolicypackageisproducingeffects.Therearealreadysomepositivesignsofeconomicrebound.Investmentkeepsgrowing.Forthefirstfourmonths,fixedassetinvestmentwentupbymorethan30%.Consumptionkeepsgrowing.InApril,retailexpandedbynearly15%.Housingsaleisgettingup.Moreover,Chinahasbecomethelargestcarmarketintheworld.1.15millionnewcarswentonChina'sroadsinAprilalone.Productionkeepsgrowing.Industrialgrowthwasat7.3%inApril,afewpointshigherthanthebeginningoftheyear.Confidencekeepsgrowing.TheManufacturingPMIhit53.5%inApril,recordingafive-monthconsecutivegrowth.Ingeneral,thetrendofChina'seconomytowardsgrowthandexpansionhasnotchanged.Theeconomicfundamentalsremainsolid.與此同時(shí)，中國(guó)積極參與應(yīng)對(duì)金融危機(jī)的國(guó)際合作，與國(guó)際社會(huì)攜手努力，共度時(shí)艱。Meanwhile,Chinahastakenanactivepartintheglobalefforttoconfrontthecrisis.Chinaisdeterminedtotideoverthehardtimehandinhandwiththeinternationalcommunity.早在去年10月，作為第七屆亞歐首腦會(huì)議主辦國(guó)，中方就積極協(xié)調(diào)與會(huì)各方就應(yīng)對(duì)金融危機(jī)深入交換意見(jiàn)，達(dá)成廣泛和重要的共識(shí)。LastOctober,whenChinahostedthe7thAsia-EuopeSummit,wemodifiedtheagendatoslotmoretimetodiscussionsonfinancialcrisis,whichproducedextensiveandimportantconsensus.在G20華盛頓、倫敦兩次峰會(huì)上，胡錦濤主席全面闡述中國(guó)政府對(duì)應(yīng)對(duì)國(guó)際金融危機(jī)的看法和改革國(guó)際金融機(jī)構(gòu)和體系的立場(chǎng)，重點(diǎn)強(qiáng)調(diào)中方加強(qiáng)金融監(jiān)管、反對(duì)保護(hù)主義、重視發(fā)展中國(guó)家利益等主張。OnWashingtonandLondonG20summits,PresidentHuJintaoexpoundedChina'sviewsandpositionsonconfrontingthecrisisandreformingtheinternationalfinancialinstitutions,withanemphasisonstrengtheningsupervision,opposingprotectionismandprotectingthedevelopingcountries.中方以政策理念和實(shí)際行動(dòng)，推動(dòng)了國(guó)際社會(huì)應(yīng)對(duì)金融危機(jī)的合作，提振了國(guó)際社會(huì)克服金融危機(jī)沖擊影響、推動(dòng)世界經(jīng)濟(jì)恢復(fù)增長(zhǎng)的信心。Bypresentingbothideasandactions,Chinacontributedtoacoordinatedglobalresponsetothecrisis,andhelpedboosttheconfidenceonanearlyeconomicrecovery.面對(duì)金融危機(jī)風(fēng)暴，中國(guó)與歐洲手握得更緊了。Infaceofthisstormingcrisis,ChinaandEuropeholdhandseventighter.今年初溫家寶總理來(lái)歐展開(kāi)“信心之旅”，就凝聚中歐合作、堅(jiān)定共贏信念同歐盟和有關(guān)國(guó)家領(lǐng)導(dǎo)人達(dá)成重要共識(shí)。Earlythisyear,theJourneyofConfidencebyChinesePremierWenJiabaoanchoredourjointefforttofightthecrisis.2月份“中國(guó)貿(mào)易投資促進(jìn)團(tuán)”訪歐期間簽署了136億美元的采購(gòu)合同。ItwasfollowedbyatripofChina'stradeandinvestmentdelegation,whosigned13.6billionUSdollarworthcontractswithEuropeancompanies.在10天前舉行的第二次中歐經(jīng)貿(mào)高層對(duì)話(huà)上，雙方進(jìn)行了卓有成效的磋商，達(dá)成反對(duì)貿(mào)易和投資保護(hù)主義、加強(qiáng)投資合作、共同支持中小企業(yè)發(fā)展，在能源和環(huán)境領(lǐng)域開(kāi)展合作、共同應(yīng)對(duì)全球氣候變化、推動(dòng)可持續(xù)發(fā)展等多項(xiàng)共識(shí)。Tendaysago,wehadasuccessfulSecondHigh-levelEconomicandTradeDialogue,whereweagreedtoopposeprotectionism,increasemutualinvestment,supportthedevelopmentofmediumandsmallsizeenterprises,promotebilateralcooperationonenergy,environment,climatechangeandsustainabledevelopment.女士們，先生們，LadiesandGentlemen,回顧金融危機(jī)爆發(fā)以來(lái)的風(fēng)雨坎坷，歷數(shù)中國(guó)實(shí)行的政策、采取的行動(dòng)和發(fā)揮的作用，相信大家對(duì)中國(guó)、對(duì)發(fā)展中歐關(guān)系的重要意義會(huì)有更加清晰、明確、深刻的認(rèn)識(shí)。InretrospectofChina'spolicy,actionandinfluencesincetheoutburstofthefinancialcrisis,itgivesusaclearerideaaboutwhatacountryChinaisandwhatourrelationshipmeanstousandtotheworld.首先，中國(guó)是一個(gè)實(shí)現(xiàn)成功發(fā)展的國(guó)家。Firstofall,Chinaisacountrythatachievedrapiddevelopment.經(jīng)過(guò)30多年的改革開(kāi)放和穩(wěn)定發(fā)展，中國(guó)的經(jīng)濟(jì)總量、對(duì)外貿(mào)易額都進(jìn)入世界前列；人民生活顯著改善，實(shí)現(xiàn)了由解決溫飽到總體上達(dá)到小康的歷史性跨越；民主法制建設(shè)不斷加強(qiáng)，人民在政治、經(jīng)濟(jì)、文化、社會(huì)等方面的權(quán)利得到了較好維護(hù)。Thankstothreedecadesofreformandopening-upandstabledevelopment,Chinahasbecomeoneofthelargesteconomiesandtradersoftheworld.TheChinesepeopleenjoyabetterlife.China'sdemocracyandruleoflawhaveimproved,givingpeoplebetterguaranteeontheirpolitical,economic,culturalandsocialrights.今天，每一個(gè)踏上中國(guó)國(guó)土的外國(guó)人都會(huì)感受到那里洋溢的蓬勃朝氣和澎湃動(dòng)力。正是因?yàn)橹袊?guó)走了符合自身國(guó)情的正確發(fā)展道路，中國(guó)人民以智慧和汗水積累了一定的社會(huì)物質(zhì)財(cái)富，中國(guó)政府踐行“以人為本”、“執(zhí)政為民”的執(zhí)政理念和全面協(xié)調(diào)可持續(xù)的發(fā)展理念，中國(guó)才有條件、有能力在危機(jī)到來(lái)時(shí)以極快的速度、極高的效率制定并實(shí)施這樣一套完整、科學(xué)，兼顧當(dāng)前與未來(lái)的應(yīng)對(duì)舉措。Today,visitorsfromothercountries,oncetheysteponChina'sland,willbeoverwhelmedbythevitalityofthenationandtheethusiasmamongthepeople.Chinahaschosenadevelopmentpaththatfitsitsnationalconditionswell.TheChineseGovernmenthasputinpracticethe"PeopleFirst"creedofgovernanceandthetheoryofcomprehensive,coordinatedandsustainabledevelopment.一句話(huà)，中國(guó)的快速發(fā)展歸功于改革開(kāi)往政策，歸功于和平發(fā)展道路。Insum,China'srapidgrowthisattributedtothereformandopening-uppolicyandthepathofpeacefuldevelopment.其次，中國(guó)仍是一個(gè)發(fā)展中國(guó)家。Secondly,Chinaremainsadevelopingcountry.中國(guó)是一個(gè)有13億人口的大國(guó)，人均國(guó)內(nèi)生產(chǎn)總值排在世界第100位以后，人均耕地、草場(chǎng)、森林、地表水、煤炭、石油等資源量值均大大低于世界人均水平。With1.3billionpopulation,China'sGDPpercapitaranksbelow100thintheworld.Itspercapitapossessionofarableland,surfacewater,coal,oilandmanyotherresourcesareallbelowworldaverage.中國(guó)在經(jīng)濟(jì)發(fā)展過(guò)程中還存在結(jié)構(gòu)性的問(wèn)題：收入不平衡、地區(qū)不平衡、城鄉(xiāng)不平衡、經(jīng)濟(jì)與社會(huì)發(fā)展不平衡。China'sdevelopmentisstillstumbledbymanystructuralproblems,suchasincomedisparity,unequalregionalgrowthandimbalancedurbanandruraleconomy.中國(guó)絕對(duì)貧困人口還有1000多萬(wàn)，相當(dāng)于一個(gè)比利時(shí)。Morethan10millionpeoplearestilllivingbelowpovertyline,apopulationequaltothatofBelgium.現(xiàn)在每年除解決2400萬(wàn)失業(yè)人口問(wèn)題外，還要解決600萬(wàn)大學(xué)畢業(yè)生的就業(yè)問(wèn)題，加起來(lái)比英國(guó)就業(yè)人口總數(shù)還多。Eachyear,Chinaneedstocreatemorethan30millionnewjobs,aboutthewholenumberoftheUK'sworkforce.大家知道，一周前中國(guó)舉行了四川特大地震一周年紀(jì)念活動(dòng)，災(zāi)后我們重新安置了1500多萬(wàn)災(zāi)民，等于讓所有荷蘭居民搬一回家。Lastweek,whenwecommemoratedtheanniversaryoftheSichuanearthquake,15milliondisplacedpeopleinthedisasterareahavebeenrelocated.It'salmostgivingeveryDutchfamilyanewhome.正因如此，全球金融危機(jī)給中國(guó)經(jīng)濟(jì)社會(huì)發(fā)展帶來(lái)的沖擊以及解決有關(guān)問(wèn)題的困難程度，遠(yuǎn)非外人所能輕易想象。也正因如此，中國(guó)政府和領(lǐng)導(dǎo)人必須審慎、周密、穩(wěn)妥地部署和實(shí)施各項(xiàng)政策措施，抓好每一個(gè)步驟和環(huán)節(jié)，促進(jìn)經(jīng)濟(jì)增長(zhǎng)，維護(hù)社會(huì)和諧，其付出的辛勞也遠(yuǎn)非外人所能輕易想象。So,itisquiteimpossibleforanoutsidertoimaginethedifficultsituationChinafaces.第三，中國(guó)是一個(gè)負(fù)責(zé)任的國(guó)家。Thirdly,Chinaisacountrythatshouldersitsresponsibility.盡管中國(guó)承受著巨大的發(fā)展壓力，但在涉及世界和平與發(fā)展、事關(guān)全人類(lèi)共同利益的重大問(wèn)題上，中國(guó)一貫本著權(quán)利與義務(wù)相平衡的原則，在力所能及的范圍內(nèi)做出最積極的努力。Despitesitsheavyburdenondevelopment,Chinasparesnoefforttopromoteworldpeaceanddevelopmentandcooperatewiththeinternationalcommunityonissuesthatinvolvesinterestofmankind.Inthisrealm,Chinamaintainsabalancebetweenrightsandobligationsandactinaccordancewithitscapability.全球金融危機(jī)一爆發(fā)，中國(guó)就積極參與國(guó)際社會(huì)關(guān)于應(yīng)對(duì)金融危機(jī)、改革國(guó)際金融和貨幣體系、加強(qiáng)金融監(jiān)管的討論，并發(fā)揮了積極的建設(shè)性作用。說(shuō)到其他領(lǐng)域，中國(guó)是聯(lián)合國(guó)安理會(huì)常任理事國(guó)中派出維和人數(shù)最多的國(guó)家。中國(guó)向其他發(fā)展中國(guó)家提供援助超過(guò)2000億元人民幣。去年在聯(lián)大會(huì)議上，溫家寶總理代表中國(guó)政府鄭重承諾，免除截止到2008年底46個(gè)最不發(fā)達(dá)國(guó)家的全部中國(guó)債務(wù)。Incoordinatingglobalresponsetothefinancialcrisis,Chinaplayedaconstructiverolefromthebeginning.Formaintaingworldpeace,ChinadispatchedlargestnumberofpeacekeepingpersonnelamongthepermanentmembersoftheUnitedNationsSecurityCouncil.Topromotecommondevelopment,Chinahasofferedmorethan30billionUSdollarsinasssitancetootherdevelopingcountries.Chinapledgedtocancelalloutstandingdebtsofthe46LeastDevelopedCountrieswhichweretomatureattheendof2008.
