accountsfor80percentoftheagency’scosts.AlsomissingisanydiscussionofeliminatingSaturdayletterdelivery.Thatcommon-sensechangeenjoyswidepublicsupportandwouldsavetheUSPS$2billionperyear.Butpostalspecial-interestgroupsseemtohavekilledit,atleastintheHouse.Theemergingconsensusaroundthebillisasignthatlegislatorsaregettingfrightenedaboutapoliticallyembarrassingshort-termcollapseattheUSPS.Itisnot,however,asignthatthey’regettingseriousabouttransformingthepostalsystemforthe21stcentury.ThefinancialproblemwiththeUSPSiscausedpartly
