thiseconomiccrisis.Peopleclosingthebusinessestheyscrimpedandsavedtostart.FamilieslosingthehomesthatweretheirstakeintheAmericanDream.Folkswhohavegivenuptryingtogetahead,andgivenintothestarkrealityofjusttryingtogetby.They’vebeenlookingtothosetheysenttoWashingtonforsomehopeatatimewhentheyneeditmost.Thismorning,I’mpleasedtosaythatafteralivelydebatefullofhealthydifferencesofopinion,wehavedeliveredrealandtangibleprogressfortheAmericanpeople.Congresshaspassedmyeconomicrecoveryplan–anambitiousplanatatimewebadlyneedit.Itwillsaveorcreatemorethanmillionjobsoverthenexttwoyears,ignitespendingbybusinessandconsumersalike,andlayanewfoundationforourlastingeconomicgrowthandprosperity.Thisisamajormilestoneonourroadtorecovery,andIwanttothanktheMembersofCongresswhocametogetherincommonpurposetomakeithappen.Becausetheydid,Iwillsignthislegislationintolawshortly,andwe’llbeginmakingtheimmediateinvestmentsnecessarytoputpeoplebacktoworkdoingtheworkAmericaneedsdone.Theworkofmodernizingourhealthcaresystem,savingbillionsofdollarsandcountlesslives;andupgradingclassrooms,libraries,andlabsinourchildren’sschoolsacrossAmerica.Theworkofbuildingwindturbinesandsolarpanelsandthesmartgridnecessarytotransportthecleanenergytheycreate;andlayingbroadbandinternetlinestoconnectruralhomes,schools,andbusinessestotheinformationsuperhighway.Theworkofrepairingourcrumblingroadsandbridges,andourdangerouslydeficientdamsandlevees.Andwe’llhelpfolkswho’velosttheirjobsthroughnofaultoftheirownbyprovidingtheunemploymentbenefitstheyneedandprotectingthehealthcaretheycounton.Now,somefearwewon’tbeabletoeffectivelyimplementaplanofthissizeandscope,andIunderstandtheirskepticism.Washingtonhasn’tsetaverygoodexampleinrecentyears.Andwithsomuchontheline,it’stimetobegindoingthingsdifferently.That’swhyourgoalmustbetospendthesepreciousdollarswithunprecedentedaccountability,responsibility,andtransparency.I’vetaskedmycabinetandstafftosetupthekindofmanagement,oversight,anddisclosurethatwillhelpensurethat,andIwillchallengestateandlocalgovernmentstodothesame.Oncetheplanisputintoaction,anewwebsite–RecoveryDOTgov–willallowanyAmericantowatchwherethemoneygoesandweighinwithcommentsandquestions–andIencourageeveryAmericantodoso.Ultimately,thisisyourmoney,andyoudeservetoknowwhereit’sgoingandhowit’sspent.Thishistoricstepwon’tbetheendofwhatwedototurnoureconomyaround,butratherthebeginning.Theproblemsthatledusintothiscrisisaredeepandwidespread.Ourresponsemustbeequaltothetask.Forourplantosucceed,wemuststabilize,repair,andreformourbankingsystem,andgetcreditflowingagaintofamiliesandbusinesses.Wemustwriteandenforcenewrulesoftheroad,tostopunscrupulousspeculatorsfromunderminingoureconomyeveragain.Wemuststemthespreadofforeclosuresanddoeverythingwecantohelpresponsiblehomeownersstayintheirhomes.Andintheweeksahead,Iwillsubmitaproposalforthefederalbudgetthatwillbegintorestorethedisciplinethesechallengingtimesdemand.Ourdebthasdoubledoverthepast
