Partofthereasonfortheincreasedpressureonschoolsisthattherearenowfewer‘earlyintervention’(干預(yù))andlow-levelmentalhealthservicesbasedinthecommunity.Cutstolocalauthoritybudgetssince2010haveresultedinasignificantdeclineoftheseservices,despitestrongevidenceoftheireffectivenessinpreventingcrisesfurtherdowntheline.
