2、多國家和政府組織都提出了智慧城市建立方案，試圖通過新一代信息技術(shù)推動城市更好開展。我國政府也在抓緊研究和積極引導(dǎo)智慧城市開展，將智慧城市建立作為推進產(chǎn)業(yè)構(gòu)造調(diào)整、開展戰(zhàn)略性新興產(chǎn)業(yè)、提升城市公共效勞和管理、實現(xiàn)城市程度跨越式提升的重要契機，并提出了相應(yīng)的智慧城市開展規(guī)劃。然而智慧城市開展時間短，國內(nèi)外都處于探究試點階段，沒有成熟的例子可以借鑒。本文在深化研究智慧城市相關(guān)理論之后，運用模型分析法、比擬分析法和文獻分析法等，綜合國內(nèi)外智慧城市建立理論的經(jīng)歷，針對淮安市的城市根底、城市優(yōu)優(yōu)勢和城市開展訴求，提出了有針對性的智慧城市建立策略。本文共有五章，第一章是緒論。主要介紹了研究背景與意義，國內(nèi)外

3、智慧城市研究綜述和本文的研究思路與方法。第二章介紹了智慧城市概念的形成，厘清了智慧城市的內(nèi)涵，智慧城市與其他城市形態(tài)和新型城鎮(zhèn)化之間的關(guān)系，概括了智慧城市的四個主要特征城市的全面感知、信息的互聯(lián)互通、資源的協(xié)同共享和系統(tǒng)的高度整合。第三章在分析了淮安市智慧城市建立概況的根底上，用 SWOT 分析法，分別對淮安市智慧城市建立的優(yōu)勢、機遇、優(yōu)勢和威脅進展了分析，并根據(jù)分析情況做了針對性的總結(jié)。第四章介紹了國內(nèi)外智慧城市建立的經(jīng)歷和啟示，一方面國外智慧城市建立起步早、范圍廣泛、成果多值得中國城市參考，另一方面國內(nèi)局部智慧城市先行者的理論和探究也值得淮安市來學(xué)習(xí)、借鑒。從總體上來看，淮安市智慧城市建立
