1、4.1管理承諾Management Commitment在建立、實(shí)施和管理質(zhì)量管理體系時(shí),最高管理層應(yīng)進(jìn)行以下活動(dòng): When establishing and implementing quality management system, top management should conduct the following activities· 確立符合組織宗旨之設(shè)想、方針和戰(zhàn)略目標(biāo); Establish outlook, policy and strategic objective that suitable to the company;· 通過(guò)實(shí)例引導(dǎo)組織,以促

2、進(jìn)其人員之間的相互信任; Ensure effective communication in the organization to promote confidence among employees;· 就組織在質(zhì)量和質(zhì)量管理體系方面的方向和價(jià)值觀(guān)進(jìn)行溝通; Promote communication on the perspective and view of point of quality and quality system in the organization.· 參與改進(jìn)項(xiàng)目,尋求新方法,在保持當(dāng)前業(yè)績(jī)和基礎(chǔ)上,實(shí)現(xiàn)持續(xù)改進(jìn); Participating

3、in the improvement program to seek new method. Make continual improvement while maintain the current performance;· 直接獲得有關(guān)質(zhì)量管理體系有效性和效率方面的反饋; Get information on the efficiency and effectiveness of the quality system.· 識(shí)別能使組織增值的產(chǎn)品實(shí)現(xiàn)過(guò)程; Identify those processes that can add value to the organi

4、zation.· 識(shí)別影響產(chǎn)品實(shí)現(xiàn)過(guò)程有效性和效率的支持過(guò)程; Identify those processes that can impair the efficiency and effectiveness of product realization process.· 營(yíng)造鼓勵(lì)組織內(nèi)人員參與和發(fā)展的環(huán)境; Cultivate an atmosphere to encourage employees to participate and optimize the quality system in the organization.· 提供支持組織戰(zhàn)略計(jì)劃實(shí)

5、現(xiàn)所必需的結(jié)構(gòu)和資源; Provide necessary labor force and other resources that support the organization to realize its strategic program;· 規(guī)定組織業(yè)績(jī)的測(cè)量方法,以便確定是否達(dá)到了所策劃的目標(biāo)。 Stipulate the method to appraise the organizations performance to see if the planned goals have been achieved.各級(jí)管理者在建立、實(shí)施和管理質(zhì)量管理體系時(shí),應(yīng)將八項(xiàng)質(zhì)量管

6、理原則作為首要考慮的事項(xiàng)。在此基礎(chǔ)上,最高管理層應(yīng)在以下活動(dòng)中發(fā)揮領(lǐng)導(dǎo)作用,并證實(shí)對(duì)這些活動(dòng)所作出的承諾。 Each level of management staffs should put the 8 quality management principles in the first place when establishing, implementing and maintaining quality management system. 8、satisfy the customer and meet requirements of laws and regulations;· 宣傳質(zhì)量方針和目標(biāo),以提高員工的意識(shí)、能動(dòng)性并鼓勵(lì)參與; Publicize quality policy and quality goal to improve employees quality awareness motivation, and encourage them take part in quality activities.· 管理評(píng)審; Management review;· 將持續(xù)改進(jìn)作為過(guò)程的永恒目標(biāo);

9、 Set continual improvement as eternal goal of process;· 策劃組織的未來(lái)并管理變更; Plan the organizations future and the manage changes;· 確定使相關(guān)方滿(mǎn)意的框架,并予以溝通。 Determine the frame that can satisfy the related parties and communicate it with them.4.2以客戶(hù)為中心Customer focus4.2.1所有員工都應(yīng)以實(shí)現(xiàn)客戶(hù)滿(mǎn)意為工作的永恒目標(biāo)。 All staff

11、d expectations;· 為客戶(hù)確定產(chǎn)品的關(guān)鍵特性; Determine special characteristics of product for the customer;· 識(shí)別并評(píng)定組織在市場(chǎng)中的競(jìng)爭(zhēng)能力; Identify and appraise the organizations competitive ability in the market· 識(shí)別市場(chǎng)機(jī)會(huì)、劣勢(shì)和未來(lái)競(jìng)爭(zhēng)的優(yōu)勢(shì)。 Identify the market opportunity, disadvantage and competitive edge in the futu

12、re;4.2.3與產(chǎn)品有關(guān)的客戶(hù)之需求和期望包括: customers requirement and expectation related to product 符合性; 可信性; 可用性;Conformity Reliability Usability; 交付能力; 產(chǎn)品實(shí)現(xiàn)后的活動(dòng); Ability to deliver; Activities after product realization; 產(chǎn)品安全性; 產(chǎn)品責(zé)任; 價(jià)格和壽命周期的費(fèi)用;Product security; Product responsibility; Price and life cycle cost; 環(huán)境

16、y policy as an important measure to achieve performance improvement:· 質(zhì)量方針應(yīng)與本公司的發(fā)展戰(zhàn)略保持一致,充分體現(xiàn)本公司的根本宗旨、未來(lái)前景和長(zhǎng)遠(yuǎn)的戰(zhàn)略目標(biāo)。 The quality policy should be in consistent with this company's development strategy, reflect its the basic tenet, the future prospect and long-term strategic goal.· 應(yīng)在組織內(nèi)

17、向所有員工傳達(dá)質(zhì)量方針,并進(jìn)行必要的溝通,使全體員工都能理解方針的真正內(nèi)涵并得到認(rèn)真落實(shí)。 Publicize the quality policy in the organization and make necessary communication to enable all staffs understand the policy so that it can be implemented.· 方針應(yīng)在公司各個(gè)層次進(jìn)行展開(kāi),使全公司每一層次都對(duì)質(zhì)量作出應(yīng)有的承諾。 The policy should be deployed at each level of the compa

Each level of the company should make a commitment to the policy implementation.· 應(yīng)確保對(duì)有關(guān)方針內(nèi)容的交流渠道和方式暢通、高效。Ensure communication channel and method for policy fluent and effective.質(zhì)量方針每年應(yīng)至少評(píng)審一次,以確保其持續(xù)的適用性。Quality policies should be reviewed at least once a year to ensure its continual suitabi

19、lity.4.4策劃Planning4.4.1質(zhì)量目標(biāo)Quality goals(1) 應(yīng)根據(jù)公司戰(zhàn)略策劃和質(zhì)量方針確立質(zhì)量目標(biāo)。 Quality goals should be based on the companys strategy plan and quality policy.質(zhì)量目標(biāo)應(yīng)可以測(cè)量:The quality goal should be measurable:· 目標(biāo)應(yīng)有清晰的定義并為所有相關(guān)的員工所理解; The goal should be clearly defined and can be understood by all related staff

20、;· 測(cè)量目標(biāo)達(dá)成狀況所依據(jù)的數(shù)據(jù)應(yīng)明確來(lái)源,并確保及時(shí)可信。The origin of the data used to measure the status to achieve goal should be traceable and the data should true.(2) 質(zhì)量目標(biāo)應(yīng)以所有相關(guān)的成員都能對(duì)其實(shí)現(xiàn)作出貢獻(xiàn)的方式加以傳達(dá)。Quality goal should be informed in such a way that each employee could make contribution to the achievement of goals.(

21、3) 質(zhì)量目標(biāo)展開(kāi)的職責(zé)應(yīng)予以規(guī)定,以確保在過(guò)程和活動(dòng)所涉及的各個(gè)管理層次和相關(guān)職能均加以展開(kāi)。 The responsibility for the goals deployment should be defined so that responsibilities be taken timely by pertinent person at every level during the process of goals achievement.(4) 應(yīng)明確并傳達(dá)實(shí)現(xiàn)質(zhì)量目標(biāo)的各相關(guān)人員的職責(zé),確保各級(jí)人員都理解自己在相應(yīng)層次目標(biāo)中應(yīng)處的地位和應(yīng)盡的責(zé)任,并使員工能夠?qū)⒛繕?biāo)轉(zhuǎn)化為各自的實(shí)

22、際任務(wù)。The responsibilities of related person to achieve quality goals should be clearly defined and publicized to ensure each person understand his goal and responsibility in the goal achievement process, make each employee turn quality goal into his own daily work. (5) 質(zhì)量目標(biāo)應(yīng)規(guī)定定期檢討的時(shí)間要求,并確保每半年進(jìn)行一次系統(tǒng)地評(píng)

23、審,并檢討其修訂的必要性。 The quality goals are supposed to be appraised regularly, ensure to review it half a year and then evaluate the need to revise.質(zhì)量策劃Quality planning每年底,體系促進(jìn)部應(yīng)組織各級(jí)管理者針對(duì)公司戰(zhàn)略、實(shí)現(xiàn)質(zhì)量方針、目標(biāo)和要求所需的各項(xiàng)活動(dòng)和資源進(jìn)行質(zhì)量策劃,特別應(yīng)對(duì)有效和高效地實(shí)現(xiàn)質(zhì)量目標(biāo)和符合公司戰(zhàn)略要求At the end of each year, System Promotion Department should o

24、rganize all level management staff to carry out quality planning regarding to the company strategy, activities and resources to achieve quality policy and quality goals, especially to those strategic requirements to achieve quality policy and quality goals effectively and highly efficiently 所需的過(guò)程作出規(guī)

26、183; 對(duì)法律法規(guī)要求的評(píng)估; Evaluation of requirements of related laws and regulations· 對(duì)產(chǎn)品性能數(shù)據(jù)的評(píng)估。 Evaluate the product performance data· 對(duì)過(guò)程業(yè)績(jī)數(shù)據(jù)的評(píng)估; Evaluation of process performance data· 過(guò)去的經(jīng)驗(yàn)教訓(xùn); Past experience· 已識(shí)別的改進(jìn)機(jī)會(huì); Identified improvement opportunity· 相關(guān)風(fēng)險(xiǎn)的評(píng)估和減輕的數(shù)據(jù); Evaluati

27、on of related risk and data to lower the risk.(1) 質(zhì)量策劃的輸出為下列需求提供依據(jù): The output of quality plans should provide evidence for the following items:· 所需的技能和知識(shí); Needed skill and knowledge;· 實(shí)施過(guò)程改進(jìn)計(jì)劃的職責(zé)和權(quán)限; Responsibility and authority to carry out the improvement program· 所需的資金和基礎(chǔ)設(shè)施等資源; Ne

28、eded capital and infrastructure;· 評(píng)價(jià)組織業(yè)績(jī)改進(jìn)成果的指標(biāo); Target to evaluate organization performance improvement;· 改進(jìn)需求,如方法和工具; Need for Improvement, such as method and tool;· 文件包括記錄的需求。Document including record requirement(2) 質(zhì)量策劃的輸出由體系促進(jìn)部組織中高層管理人員進(jìn)行系統(tǒng)地評(píng)審。必要時(shí),當(dāng)公司的現(xiàn)狀發(fā)生變化時(shí),應(yīng)對(duì)其予以修訂,以確保過(guò)程的效率和有效性

29、。The output of quality planning should be reviewed systematically by top management of System Promotion Department. If necessary, quality planning should be revised to ensure the effectiveness and efficiency of process when theres some change to the company.4.5職責(zé)、權(quán)限和溝通Responsibilities, authority and

30、 communication職責(zé)和權(quán)限Responsibilities and authority(1) 總經(jīng)理應(yīng)確保公司內(nèi)各部門(mén)、各崗位之職責(zé)、權(quán)限均作出規(guī)定,并以有效和高效的方式得到必要的溝通。The GM should ensure the responsibility and authority of each department and each post be defined clearly and communication of the responsibility and authority be made effectively and efficiently.(2) 公

31、司內(nèi)所有人員都應(yīng)被賦予相應(yīng)的職責(zé)和權(quán)限,從而使他們能夠?yàn)閷?shí)現(xiàn)質(zhì)量目標(biāo)作出貢獻(xiàn),并使他們樹(shù)立參與意識(shí),提高能動(dòng)性和作出承諾。 In the company all personnel should entrust with the corresponding responsibility and the jurisdiction, thus enables them to make the contribution for the realization management goal, and makes them to set up the sense of participation, e

34、formance of quality system and the need for improvement;· 確保在全公司內(nèi)提高對(duì)顧客要求的意識(shí); Ensure to improve the awareness to meet customers requirement in the entire company· 代表公司與客戶(hù)和其他相關(guān)方溝通體系業(yè)績(jī)和改進(jìn)的需求; Represents the company to communicate with customer and other related party on the performance of qua

35、lity system and need for improvement.;· 就質(zhì)量管理體系之有關(guān)事宜的外部聯(lián)絡(luò)。 Act as liaison with outer party on the issue of quality system.內(nèi)部溝通Internal communications(1) 各級(jí)管理者應(yīng)規(guī)定并實(shí)施一個(gè)有效和高效的過(guò)程,以便溝通質(zhì)量方針、質(zhì)量要求、質(zhì)量目標(biāo)及完成狀況等信息。 All levels of management staffs should specify and implement an effective and highly efficie

36、nt process to the communicate quality policy, quality requirement, quality goal, completion status and so on.(2) 各級(jí)管理者應(yīng)積極鼓勵(lì)各不同層次和職能人員進(jìn)行質(zhì)量信息的反饋和溝通,并將其作為一種使員工充分參與的手段。 All levels of management staffs should actively encourage each employee to feedback and communicate quality information and take it as

37、a measure to make employees get involved in the quality issues.(3) 內(nèi)部溝通活動(dòng)包括管理者在工作區(qū)域內(nèi)引導(dǎo)溝通,所采用的方式可包括:小組簡(jiǎn)報(bào)介紹情況、會(huì)議、布告欄、內(nèi)部刊物、員工調(diào)查表或建議書(shū)以及聲像、電子媒體等。 The internal communication channels include information exchange in a working team, conference, bulletin board, internal magazine, employee questionnaire or pr

38、oposal as well as audio, electronic media, managements leadership and activities to promote communication in a work place and so on.4.6管理評(píng)審Management Review4.6.1公司管理評(píng)審會(huì)議分兩層進(jìn)行: Management review meetings are held at too levels.A、 第一層:由董事長(zhǎng)組織公司高層進(jìn)行,每年一次,會(huì)議由董事長(zhǎng)主持; Level One: The Chairman organizes compa

39、nys top management staff to hold the meeting once a year.B、 第二層:由總經(jīng)理組織各職能部門(mén)負(fù)責(zé)人進(jìn)行,每半年一次,會(huì)議由總經(jīng)理主持。 Level Two: The GM organizes the PIC of each functional department to hold the review meeting, every half a year.管理者代表應(yīng)規(guī)定管理評(píng)審之輸入要求,并在評(píng)審前與各負(fù)責(zé)人充分溝通,以明確評(píng)審所需提交資料,同時(shí)對(duì)此過(guò)程進(jìn)行監(jiān)控。 Management representatives should

40、specify the inputs of management review and communicate with each responsible person to clear the data need to submit and monitor the data submitting process.4.6.3管理評(píng)審輸入包括: The input of management review include:· 質(zhì)量方針和質(zhì)量目標(biāo); Quality policy and quality goal; · 管理評(píng)審措施項(xiàng)目之狀況; Status of the man

41、agement review items;· 審核結(jié)果; Audit result;· 過(guò)程業(yè)績(jī)和產(chǎn)品之符合性; Process performance and product conformity;· 供方業(yè)績(jī); Supplier performance; · 質(zhì)量活動(dòng)的經(jīng)濟(jì)效果; Economic benefits of quality activity;· 客戶(hù)反饋; Customer feedback; · 改進(jìn)活動(dòng)(包括糾正和預(yù)防措施)狀況; Improvement action (including corrective
