1、廣州海關(guān)關(guān)于支持新白云國(guó)際機(jī)場(chǎng)全面提升運(yùn)作效能的十二項(xiàng)服務(wù)措施Twelve Service Measures to Improve the Comprehensive Efficiency ofthe New Baiyun International Airport(by Guangzhou Customs)為全力支持和適應(yīng)廣州新白云國(guó)際機(jī)場(chǎng)建設(shè)成以廣州為中心，覆蓋國(guó)內(nèi)，輻射亞洲，連接歐亞美澳的航空樞紐，廣州海關(guān)堅(jiān)持“依法行政，為國(guó)把關(guān)，服務(wù)經(jīng)濟(jì)，促進(jìn)發(fā)展”的工作方針，以進(jìn)出境企業(yè)和旅客為本，圍繞“守法便利、人暢其行、貨暢其流”的基本原則，制定十二項(xiàng)服務(wù)措施，建設(shè)一流的通關(guān)環(huán)境，提供一流的通關(guān)

2、服務(wù)，實(shí)現(xiàn)一流的通關(guān)速度，支持新白云國(guó)際機(jī)場(chǎng)全面提升運(yùn)作效能。Guangzhou Customs now issues the Twelve Service Measures to construct the first-class customs clearance environment, provide the first-class service and realize the first-class facilitation, endeavoring to support the new Baiyun International Airport to improve its eff

Since the construction of the Airport is aiming to be the aero pivot based in Guangzhou, covering domestic service, radiating Asia and connecting Europe, Asia, America and Australia, it plays a significant role in economic development of Guangzhou. 5、g social development”.一、為了充分發(fā)揮新白云國(guó)際機(jī)場(chǎng)運(yùn)作效能, 海關(guān)對(duì)進(jìn)出境旅客、鮮急特貨物、中轉(zhuǎn)貨物和快件提供24小時(shí)通關(guān)服務(wù)，做到文明執(zhí)法、熱情服務(wù)、方便進(jìn)出。1. The customs provides 24 hours clearance service for passengers, fresh/emergent/special goods, transitional goods and express delivery things. All the customs officers should exercise the law in civil kind

6、ness and be ready to help.二、為提高航空運(yùn)輸貨物通關(guān)速度，實(shí)行“空中報(bào)關(guān)”。裝載進(jìn)口貨物和快件的飛機(jī)在境外起飛后，航空公司即可向海關(guān)傳輸艙單電子數(shù)據(jù)，企業(yè)憑海關(guān)確認(rèn)的艙單提前申報(bào)，待貨物實(shí)際到達(dá)后驗(yàn)放。2. “Declaration on air” is available to make the air cargo more fluently. Once the airplane with import goods or express delivery takes off overseas, the airlines company can send electr

7、onic digital input of airway bill to the customs. Then the enterprise can pre-declare to the customs by the confirmed airway bill and draw the goods after its material arrival.三、為便利進(jìn)出境貨物通關(guān)，實(shí)行“多點(diǎn)報(bào)關(guān)，機(jī)場(chǎng)驗(yàn)放”的通關(guān)模式。對(duì)經(jīng)新白云國(guó)際機(jī)場(chǎng)進(jìn)出境的貨物，廣州海關(guān)關(guān)區(qū)內(nèi)（包括廣州市、佛山市、肇慶市、韶關(guān)市、清遠(yuǎn)市、云浮市、河源市）的企業(yè)可在所在地海關(guān)就地辦理報(bào)關(guān)手續(xù)，在白云機(jī)場(chǎng)海關(guān)辦理驗(yàn)放手續(xù)。條件成熟后

8、，經(jīng)海關(guān)總署廣東分署批準(zhǔn)后，逐步在廣東省內(nèi)海關(guān)推廣。3. Guangzhou Customs sets up “declaration locally, clearance at airport” mode. For goods import and export through the Airport, enterprises under Guangzhou Customs coverage is allowed to declare locally, whether it is in Guangzhou, Foshan, Zhaoqing, Shaoguan, Qingyuan, Yunf

9、u or Heyuan, while complete the real clearance at the Airport. When time permits, this mode will be promoted among the customs through Guangdong Province at approval of the Guangdong Sub-Administration of the General Administration of Customs.四、為支持新白云國(guó)際機(jī)場(chǎng)貨物中轉(zhuǎn)業(yè)務(wù)的發(fā)展，實(shí)現(xiàn)空運(yùn)進(jìn)出口貨物與收發(fā)地直接運(yùn)送的空陸接駁，海關(guān)批準(zhǔn)企業(yè)開(kāi)通國(guó)際貨物

10、“卡車航班”，延伸航線的陸路運(yùn)輸，海關(guān)對(duì)“卡車航班”提供“一次申報(bào)、一次查驗(yàn)、一次放行”的直通式通關(guān)服務(wù)。4. To support the Airport transiting business and realize the relay from air cargo and land cargo or vice versa between origin and destination, the customs allow qualified enterprises to operate “Truckliner” to facilitate the land transportation o

11、f international goods. The customs provide “Truckliner” one-stop service of “one declaration, one inspection and one release.” 五、為充分發(fā)揮粵港澳三地機(jī)場(chǎng)和航空資源的互補(bǔ)作用，海關(guān)對(duì)粵港、粵澳機(jī)場(chǎng)之間的空陸空接駁聯(lián)運(yùn)貨物，在陸路運(yùn)輸途中按照航空貨物監(jiān)管，給予簡(jiǎn)化手續(xù)和快捷通關(guān)的便利。5. The customs simplify the formalities and facilitate the trade for goods of air-land-air mod

12、e between Guangzhou and Hong Kong airports or Guangzhou and Macau airports to make the most of the aero resource. In specific, the customs treat the air-land-air goods through land transportation with a reference to air cargo.六、經(jīng)海關(guān)批準(zhǔn)的企業(yè)在白云機(jī)場(chǎng)海關(guān)二級(jí)監(jiān)管庫(kù)區(qū)內(nèi)設(shè)立保稅倉(cāng)和出口監(jiān)管倉(cāng)，保稅倉(cāng)可存入未辦結(jié)海關(guān)手續(xù)的一般貿(mào)易貨物和跨關(guān)區(qū)提取保稅貨物，以及向保稅區(qū)、

13、出口加工區(qū)的加工企業(yè)提供倉(cāng)儲(chǔ)服務(wù)；出口監(jiān)管倉(cāng)可開(kāi)展簡(jiǎn)單加工業(yè)務(wù)。6. Enterprises with customs approval can establish bonded warehouse or export supervision warehouse inside the sub storage district of Baiyun Airport Customs. Ordinary trade goods without thorough clearance can be stored in the bonded warehouse, while bonded goods can

14、 also be drawn between customs. Meanwhile, bonded warehouse provides storage service for processing business in bonded district or export processing district. And simple processing operation is allowed in export supervision warehouse.七、為促進(jìn)現(xiàn)代物流業(yè)的發(fā)展，海關(guān)支持在新白云國(guó)際機(jī)場(chǎng)建立保稅物流中心，開(kāi)展進(jìn)出口貿(mào)易、轉(zhuǎn)口貿(mào)易、保稅倉(cāng)儲(chǔ)、簡(jiǎn)單加工、分撥配送等業(yè)務(wù)，

15、進(jìn)出保稅物流中心的貨物可在中心直接報(bào)關(guān)、轉(zhuǎn)移和提取。7. To accelerate the development of modern logistics, the customs are for the building of bonded logistics center at the new Baiyun International Airport, where the operation of international trade, transitional trade, bonded storage, simple processing or dispatching will b

Goods through the bonded logistics center can be declared, transferred or drawn directly at the center.八、建立廣州開(kāi)發(fā)區(qū)、保稅區(qū)和出口加工區(qū)與新白云國(guó)際機(jī)場(chǎng)的保稅監(jiān)管通道，通過(guò)新白云國(guó)際機(jī)場(chǎng)進(jìn)出以上區(qū)域的貨物，實(shí)行區(qū)港聯(lián)動(dòng)，進(jìn)一步發(fā)揮廣州開(kāi)發(fā)區(qū)、保稅區(qū)和出口加工區(qū)的政策優(yōu)勢(shì)和新白云國(guó)際機(jī)場(chǎng)的區(qū)位優(yōu)勢(shì)。8. The customs will sets up bonded supervision tunnels linking the Airport and Guang

17、zhou Development District, bonded districts and export processing district. For goods through the above tunnels, the customs will give facilitation, taking advantage of policy and situation preference of the Airport and the districts.九、為企業(yè)提供優(yōu)質(zhì)通關(guān)服務(wù)，海關(guān)對(duì)符合條件的企業(yè)提供電子預(yù)歸類、電子預(yù)審價(jià)和電子物流監(jiān)控的“3e”快速通關(guān)和總擔(dān)保等便利措施；設(shè)立“

18、鮮、急、特貨物電子審單專用通道”。9. For qualified clearance service, the customs provide certified enterprises facilitations of “3E measures” as electronic pre-classification, electronic pre-valuation and electronic logistics-supervision, as well as general security. The customs also sets up a differential electron

19、ic verification channel for fresh/emergent/special goods.十、為保障現(xiàn)代化空港物流的順暢，海關(guān)積極配合參與廣州市政府、口岸聯(lián)檢單位、航空公司、新白云國(guó)際機(jī)場(chǎng)和物流企業(yè)聯(lián)合開(kāi)發(fā)建設(shè)空港物流信息平臺(tái)，進(jìn)出口企業(yè)可在“廣州電子口岸”一個(gè)平臺(tái)上辦理運(yùn)輸、通關(guān)和物流配送等業(yè)務(wù)，實(shí)現(xiàn)信息共享、網(wǎng)上“一站式”服務(wù)。10. To ensure the fluent modernized airport logistics, the customs actively cooperate with Guangzhou Municipal Government

20、, airlines companies, the new Baiyun International Airport authority, logistics enterprises and other port-related bureaus to co-develop and construct the information platform of airport logistics. Enterprises can operate on-line business like transportation, clearance and logistics dispatch on Guan

21、gzhou E-port, share information on this platform and obtain one-stop service through the net. 十一、海關(guān)積極推動(dòng)建立白云機(jī)場(chǎng)海關(guān)二級(jí)監(jiān)管庫(kù)區(qū)，為新白云國(guó)際機(jī)場(chǎng)物流規(guī)劃獻(xiàn)計(jì)獻(xiàn)策，參與制定相應(yīng)合理的作業(yè)流程，對(duì)進(jìn)出境、轉(zhuǎn)關(guān)、過(guò)境、保稅的貨物和進(jìn)出境快件，實(shí)行集中統(tǒng)一監(jiān)管。11.
