2、WhatYouNeedtoKnowHeightenedinterestinintegratedprojectportfoliomanagementsolutionshassustainedthismarketthroughhardtimes.Bybroadeningitsviewofprojectmanagementtoanorganizationalgovernancecontext,ITmanagementcanincreasinglyaddressportfoliosofprojects,priorities,resourcesandmore.AnalysisStrategicPlann

3、ingAssumptionsBy2006,morethan50percentofallprojectportfoliomanagementfunctionswillbepackagedasflexiblyconfigurable,modularWebservices(0.6probability).By2006,atleast50percentofISorganizationswillhaveadoptedamixofprojectportfoliomanagementapplicationservicesformanagingteamcollaboration,allocatingresou

4、rces,andtrackingutilizationandcosts(0.7probability).EnterpriseswillcontinuetoreducethenumberoftoolsneededtomanageITandotherprojectportfolios,inparttoprovidequickervisibilityviadirectrollupandanalysisofportfoliodata.Enterprisesdeliveringprojectslargeandsmallhavelongblendedtoolsandmanualsolutionstoall

5、ocateresources,scheduleactivitiesandmilestones,trackprogress,shareproject-relateddocuments,controlprojectrisksandotherwisemanagetheirprojectportfolios(see"WaystoSpeedUpProjectsintheReal-TimeEnterprise").Webelievethat,duringthenextfiveyears,projectportfoliomanagement(PPM)functionswillbeincr

6、easinglyconsolidatedinflexibleandconfigurable"smartsuites"ofPPMWebservices.Asmartenterprisesuitecanextendplatformstocreatespecializedapplicationsthatintegrateanalytical,businessandcontentmanagementapplicationfunctionalities,whichispreciselywhat'shappeningwithPPMpackages(see>"Th

7、eFutureoftheSmartEnterpriseSuite").Thistrendhasbeenslowlygainingmomentum,inhibitedbymarketconditionsandtheresultingconstraintsonR&D.Furthermore,pricingpressureshavemountedbecauseofthetoughPPMmarket(aswellascompetitionfromtheMicrosoftProjectproductline),whilegrowthratesformostvendorshavedecr

8、easedorstoppedaltogether.Asnotedlastyear(see”2002Project/ResourceManagementMagicQuadrant),applicationvendorsfromotherareashavealsobeenenteringthemarketandcontributingtogrowthinthisspace.Since3Q02,thevendorsofthemore-integratedPPMsolutionshavestruggled,andthecompetitionisheatingup(seeFigure1andNote1)

13、teraddedwaystocollectnonprojectcosts,suchasworkrequests.AlthoughapproachingPPMrequirementswithdifferentstrengths,theseapplicationscanprovidereliableITprojectandservicestatusdata,whichwasformerlyavailableonlyinfragments(forexample,insuchstaticdocumentsastimereportsorresourceplansinExcel).Inassembling

14、acompletesolution,PPMpackagesoftenprovideintegrationtoaddressgapsorweaknessesinfunctionality.AnotherexampleofintegrationisthecommondependenceonMicrosoftProject,whilefocusingonportfolioanalysis,tracking,resourcing,costing,collaborationorotherfeaturesandofferingprojectplanning(suchasGanttcharts)fortho

17、pers(PwC)Consulting,includingitsSummitAscendantproductline,whichfeaturestools,ITprocesssupportandprojectmanagementmethodology.MoredirectlyinthePPMspace,IBMhasinvestedinSystemcorpandhasassistedinthedevelopmentofSystemcorp'sEnterprisePMOffice,whichshowsanaccurateviewofmarketrequirements,withaneffe

18、ctivebreadthoffunctionalitythatincludesfullscheduling,resourcing,andtimeandexpensereporting.Servicerequestmanagementanddefect-trackingfeaturesfurthersupporttheneedsofISorganizations.Scopemanagementfeaturesenableuserstointegrateprojectrequirementstoplanandautomateprojectdocumentmanagement,includingve

19、rsioncontrolandtheabilitytolinkdocumentstoanylevelofaworkbreakdownstructure.BuiltinaJava2Platform,EnterpriseEdition(J2EE)framework,PMOffice'sportalapproachenablessimpleruserconfigurationsthanpreviousreleasesandalsofeaturesanativeEnterpriseDashboard,withhundredsofC-levelstoredprocedures,including

20、manyforportfolioreporting.PreviouslyfocusedonIBM'sDB2databaseplatform,PMOfficenowdirectlysupportstheOracledatabaseaswell.Anemerginggroupof"portfolioanalysis"vendorshasbegunofferingsolutionsforanalyzingITinvestmentsandassets,some(suchasPacificEdgeSoftware)aspartofPPMproductlines(see&quo

21、t;TheGartnerPortfolioManagementToolforITInvestment").Otherofferings,althoughshortofbeingPPMproducts(seeNote2),aremovingtoofferplanning,resourcingandotherfeaturesthatapproachthePPMmarket.AmongtheseemergingtoolsisArtemisInternationalSolutions'PortfolioDirector(see"ArtemisPortfolioDirecto

22、rforManagingITInvestments"),whichhasbeenabrightspotforArtemisinrecentyearsasthecompanyhasstruggledtoputitsfinancialchallengesbehindit.Note2PPMProcessesforApplicationSupportAPPMapplicationaddressesmostofthenineprocessesdefinedbytheProjectManagementInstitute'sProjectManagementBookofKnowledge:

25、ckislikelytobeginthere.AnotherimportantportfolioanalysistoolisProSight,aninnovativesolutionthatenteredtheAmericanmarketafewyearsago.UsingapartneringstrategythatinvolvedsuchvendorsasChangepoint,Evolve,PeopleSoftandPlanView,theProSighttoolenabledvendorstoextendtheirofferings.Thesepartnershavetypically

26、developedcompetingsolutions.ProSighthasdeepeneditstool,adding"playbooks"ofdashboards,scorecards,picklistsandformstotargetsuchproceduresasITservice-levelmanagement,systemretirement,projectprioritizationandITinventoryanalysis.OthernotableportfolioanalysistoolscomefromPortfolioDecisionWare(an

27、AXS-One/Tivitypartner)andUnitedManagementTechnologies,whichhasdevelopedStratFrames.Bothalsoofferconsultingservicesasamajorpartoftheirbusinesses.Inaddition,ProSighthasstrategicallypartneredwithFujitsuConsultingforconsultingservicesintheportfoliomanagementspace.LawsonSoftwareandChangepointhavesimilars

28、trategicpartnershipswithDeloitte&Touche,andPeopleSofthaspartneredwithCapGeminiErnst&Young(CGE&Y).Since2Q01,Evolvehasincreasinglymarketedoutsideitsinitialprofessionalservicesadministration(PSA)niche.Inadditiontoproductdevelopment,thevendorhastargetedISorganizations,especiallywithitsEvolve

29、6PortfolioManagementversion,whichwasreleasedinlate2002.InMarch,Evolveintroduceditsworkrequestmanagementsolution,whichissimilartothatofferedbyPlanViewandChangepoint.ThesecapabilitieswereamongthefeaturesthatcausedPrimaveratoacquirethechronicallyunprofitableEvolvefor$13millioninMarch2003(see"Prima

30、veratoAcquireEvolve,ExpandProjectManagementLine").IntheITandapplicationmanagementspace,KintanaslatedforacquisitionthisquarterbyMercuryInteractivehasroundedoutitsproductlineduringthelast12to18months,withdemand,portfolio,project,programandtimemanagementtoolsgroupedunderthebannerof"ITGovernan

31、ce."Atthesametime,Rational'sProjectConsoledashboardhasgainedtractioninRational'suserbase,althoughitfallsshortofbeingaPPMproduct.Alongthesamelines,PlanViewhasintroducedasetoforganizationalgovernanceprocessescalled"Prisms,"whichithasbuiltintoitsPlanViewPortfolioManagement7.3solu

32、tion,whichwaslaunchedatGartner'sSpringSymposiuminMarch.The11Prismsaredividedintothreecategories:investments,projectsandservice.Theyincludeaconfigurable,prepopulateddatabaseofattributesandstagegatesfordifferentinitiatives(suchasmodelsforabusinessinvestmentplanningeffort,amajordevelopmentprojector

33、aproductionsystemsupportservice).Similarly,ChangepointhaspursuedavisionblendingITportfoliomanagementwithresourceandprojectplanningandtracking,resultinginapartnershipwithDeloitte&Touchemarketinga"CIOPortal."Nowinv.8,theChangepointproducthasbeenrebuilton.NET,withaddedOracledatabasesuppor

34、t,andithasbeenconvertedtoUnicodeforeaseoftranslation(aSpanishlanguageversionhasalsobeenadded).This,alongwithongoingenhancementofitsrequestmanagement/helpdesk-stylefeatures,hasincreasedtheproportionofChangepoint'sinternalcorporateITcustomersandprospectstomorethan50percent,whileitsprofessionalserv

35、icetargetmarkethasslowedpurchases.MicrosoftremainsastrongpresenceinthemarketplacewithitsMicrosoftProjectproductline,whichfeaturesMSPStandard,Professional,ServerandWebAccess(see"GotaPlan?MicrosoftProject2002Preview")andprovidesaneffectivePPMsolutionintheWindowsandSQLServerenvironments.Reven

36、uegrowthforthisproductlinehasenabledadditionalR&D,whichhasyieldedaMicrosoftProject2003releasethatisdueinthefall,enhancingsynergieswithotherMicrosofttechnologies,includingWindowsSharepointServices,OfficeandOutlook.ContinuedworkwithMicrosoftSolutionPartnerstoaddressimplementationissuesprovidesvalu
