3、、法規(guī)，結合電力生產的實際，制定本規(guī)程。1.2 作業(yè)現場的基本條件。1.2.1 作業(yè)現場的生產條件和安全設施等應符合有關標準規(guī)范的要求，工作人員的勞動防護用品應合格、齊備。1.2.2 經常有人工作的場所及施工車輛上宜配備急救箱，存放急救用品，并應指定專人經常檢查、補充或更換。1.2.3 現場使用的安全工器具應合格并符合有關要求。1.2.4 各類作業(yè)人員應被告知其作業(yè)現場和工作崗位存在的危險因素、防范措施及事故緊急處理措施。1.3 作業(yè)人員的基本條件。1.3.1 經醫(yī)師鑒定，無妨礙工作的病癥 （體格檢查每兩年至少一次 ）。1.3.2 具備必要的電氣知識和業(yè)務技能，且按工作性質，熟悉本規(guī)程的相關部

4、分，并經考試合格。1.3.3 具備必要的安全生產知識，學會緊急救護法，特別要學會觸電急救。1.4 教育和培訓。1.4.1 各類作業(yè)人員應接受相應的安全生產教育和崗位技能培訓，經考試合格上崗。1.4.2 作業(yè)人員對本規(guī)程應每年考試一次。因故間斷電氣工作連續(xù)3個月以上者，應重新學習本規(guī)程，并經考試合格后，方能恢復工作。1.4.3 新參加電氣工作的人員、實習人員和臨時參加勞動的人員（管理人員、非全日制用工等） ，應經過安全知識教育后，方可下現場參加指定的工作，并且不得單獨工作。1.4.4 外單位承擔或外來人員參與公司系統(tǒng)電氣工作的工作人員應熟悉本規(guī)程、并經考試合格，經設備運行管理單位認可，方可參加工

5、作。工作前，設備運行管理單位應告知現場電氣設備接線情況、危險點和安全注意事項。1.5 任何人發(fā)現有違反本規(guī)程的情況，應立即制止，經糾正后才能恢復作業(yè)。各類作業(yè)人員有權拒絕違章指揮和強令冒險作業(yè)；在發(fā)現良接危及人身、電網和設備安全的緊急情況時，有權停止炸業(yè)或者在采取可能的緊急措施后撤離作業(yè)場所，并立即報告。1.6 在試驗和推廣新技術、新工藝、新設備、新材料的同時，應制定相應的安全措施，經本單位分管生產領導（ 總工程師 ） 批準后執(zhí)行。1.7 電氣設備分為高壓和低壓兩種:高壓電氣設備：電壓等級在1000V及以上者；低壓電氣設備：電壓等級在1000V以下者。運用中的電氣設備，是指全部帶有電壓、一部分

45、。封閉式 組合電器引出電纜備用孔或母線的終端備用孔應用專用器具封閉。2.1.10 運行中的高壓設備其中性點接地系統(tǒng)的中性點應視作帶電體， 在運行中若必須進行中性點接地點斷開的工作時，應先建立有效的旁路接地才可進行斷開工作。2.2 高壓設備的巡視。2.2.1 經本單位批準允許單獨巡視高壓設備的人員巡視高壓設備 時，不準進行其他工作，不準移開或越過遮欄。2.2.2 雷雨天氣，需要巡視室外高壓設備時，應穿絕緣靴，并不準靠近避雷器和避雷針。2.2.3 火災、地震、臺風、冰雪、洪水、泥石流、沙塵暴等災害發(fā)生時，如需要對設備進行巡視時，應制定必要的安全措施，得到設備運行單位分管領導批準，并至少兩人一組，巡

50、交還。2.3 倒閘操作。2.3.1 倒閘操作應根據值班調度員或運行值班負責人的指令受令人復誦無誤后執(zhí)行。發(fā)布指令應準確、清晰，使用規(guī)范的調度術語和設備雙重名稱，即設備名稱和編號。發(fā)令人和受令人應先互報單位和姓名， 發(fā)布指令的全過程（ 包括對方復誦指令） 和聽取指令的報告時雙方都要錄音并做好記錄。操作人員 （ 包括監(jiān)護人） 應了解操作目的和操作順序。對指令有疑問時應向發(fā)令人詢問清楚無誤后執(zhí)行。2.3.2 倒閘操作可以通過就地操作、遙控操作、程序操作完成。遙控操作、程序操作的設備應滿足有關技術條件。2.3.3 倒閘操作的分類。 監(jiān)護操作 : 由兩人進行同一項的操作。監(jiān)護操作時，其中一
