8、ALAOSMALAYSIAMYANMARPHILIPPINESSINGAPORETHAILANDVIETNAM2.CONDITIONS: The main conditions for admission to the preferential treatment under the ACFTA Preferential Tariff are that products sent to any Parties listed above:(i) must fall within a description of products eligible for concessions in the c

9、ountry of destination; (ii) must comply with the consignment conditions that the products must be consigned directly from any ACFTA Party to the importing Party but transport that involves passing through one or more intermediate non-ACFTA Parties, is also accepted provided that any intermediate tra

10、nsit, transshipment or temporary storage arises only for geographic reasons or transportation requirements; and(iii) must comply with the origin criteria given in the next paragraph.3.ORIGIN CRITERIA: For exports to the above mentioned countries to be eligible for preferential treatment, the require

11、ment is that either:(i) The products wholly obtained in the exporting Party as defined in Rule 3 of the Rules of Origin for the ACFTA;(ii) Subject to sub-paragraph (i) above, for the purpose of implementing the provisions of Rule 2 (b) of the Rules of Origin for the ACFTA, products worked on and pro

12、cessed as a result of which the total value of the materials, parts or produce originating from non-ACFTA Parties or of undetermined origin used does not exceed 60% of the FOB value of the product produced or obtained and the final process of the manufacture is performed within territory of the expo

13、rting Party; (iii) Products which comply with origin requirements provided for in Rule 2 of the Rules of Origin for the ACFTA and which are used in a Party as inputs for a finished product eligible for preferential treatment in another Party/Parties shall be considered as a product originating in th

14、e Party where working or processing of the finished product has taken place provided that the aggregate ACFTA content of the final product is not less than 40%; or(iv) Products which satisfy the Product Specific Rules provided for in Attachment B of the Rules of Origin for the ACFTA shall be conside

15、red as products to which sufficient transformation has been carried out in a Party.If the products qualify under the above criteria, the exporter must indicate in Box 8 of this form the origin criteria on the basis of which he claims that his products qualify for preferential treatment, in the manne

27、明1為享受中國(guó)-東盟自由貿(mào)易區(qū)優(yōu)惠關(guān)稅協(xié)議下優(yōu)惠待遇而接受本證書的締約各方：文萊、柬埔寨、中國(guó)、印度尼西亞、老撾、馬來(lái)西亞、緬甸、菲律賓、新加坡、泰國(guó)、越南2條件：出口至上述任一方的產(chǎn)品，享受中國(guó)-東盟自由貿(mào)易區(qū)優(yōu)惠關(guān)稅協(xié)議下優(yōu)惠待遇的主要條件是：必須是在目的國(guó)可享受關(guān)稅減讓的產(chǎn)品；必須符合產(chǎn)品由中國(guó)東盟自由貿(mào)易區(qū)任一方直接運(yùn)至進(jìn)口方的運(yùn)輸條件，但如果過(guò)境運(yùn)輸、轉(zhuǎn)換運(yùn)輸工具或臨時(shí)儲(chǔ)存僅是由于地理原因或僅出于運(yùn)輸需要的考慮，運(yùn)輸途中經(jīng)過(guò)一個(gè)或多個(gè)中國(guó)-東盟自由貿(mào)易區(qū)非締約方境內(nèi)的運(yùn)輸亦可接受；以及必須符合下述的原產(chǎn)地標(biāo)準(zhǔn)。3原產(chǎn)地標(biāo)準(zhǔn)：出口到上述國(guó)家可享受優(yōu)惠待遇的貨物必須符合下列要求之一：符合中國(guó)-東盟自由貿(mào)易區(qū)原產(chǎn)地規(guī)則三的規(guī)定，在出口成員方完全獲得的產(chǎn)品；除上述第（1）項(xiàng)的規(guī)定外，為實(shí)施中國(guó)-東盟自由貿(mào)易區(qū)原產(chǎn)地規(guī)則二（二）的規(guī)定，使用原產(chǎn)于中國(guó)-東盟自由貿(mào)易區(qū)非締約方或無(wú)法確定原產(chǎn)地的材料、零件或產(chǎn)物生產(chǎn)和加工產(chǎn)品時(shí)，所用材料、零件或產(chǎn)物的總值不超過(guò)生產(chǎn)或獲得產(chǎn)品船上交貨價(jià)格的60%，且最后生產(chǎn)工序在出口方境內(nèi)完成；符合中國(guó)-東盟自由貿(mào)易區(qū)原產(chǎn)地規(guī)則二規(guī)定的原產(chǎn)地要求的產(chǎn)品，且該產(chǎn)品在一方用作生產(chǎn)在其他一個(gè)或多個(gè)締約方可享受優(yōu)惠待遇的最終產(chǎn)品的投入品，如最終產(chǎn)品中中國(guó)-東盟自由貿(mào)易區(qū)成分總計(jì)不少于最終產(chǎn)品的40%，則該
