1、.General Coordination MeetingUN House Tyre HoucheFriday the 21st of September 2007Minutes of MeetingMeeting for the representatives of the UN Agencies and NGOs working in South Lebanon was held on Friday September 21st, 2007, at the UN House in Tyre. Mr. Mohamad Mukalled, Head of the UNRC sub office

2、 in South, welcomed those present. Following are the briefings.Ø Security Briefing Kwadwo Opong:General Situation Assessment: Phase III in AO, Phase II in Tyre Pocket§ Movement changed in accordance with the Militarys Yellow Alert Status. Keep your flak jacket and helmet at hand while trav

3、elling in the AO. Staffs do not require flying UN flags while travelling Tyre-Naqoura. However, since agencies are mostly in the AO, it is advised that the flags are kept on at all times.§ The Security Situation in the AO has been quiet for the past month but REMAINS UNPREDICATABLE. Keep commun

4、ication means opened to receive alerts and advisories. UNIFIL Vehicles are strictly prohibited from crossing north of the Litani River except on Official Duty.§ However, the General Security Situation has worsened due to the assassination of MP Ghanem. Tensions will remain high, and possibly in

5、crease further during the Presidential Election period from September 25th to November 24th 2007.§ The security officer in Sector East is Paul Murray located in the Spanish base in Ebl El Saqi (7-2) his phone number is 70-917067.The security officer in Sector West is Sai located in the Ghanaian

6、 base in Qawzah(5-6) his phone number is 03-677853. Security Briefings§ Next Security Briefing for UN Staff new arrivals is Monday at 9:00 AM at the Security Training Office. It is advised that all staffs who are not conversant with the security procedures in the south attend this briefing. 

7、16; Briefing UNMACC Julia Goehsing:§ PROGRESS: 8% of an estimated contaminated area of 37,900,457 million square metres has been returned to the communities as a result of actions other than clearance. 20% has been fully cleared down to a depth of 20cm and a further 39% has been cleared of all

8、surface threat and is subject to further evaluation as to whether it will also require to be cleared down to 20cm.§ NEWS: UNMACC visited key Embassies in Beirut to update them on its 2008 operational and financial needs.§ A de miner from the FSD was slightly injured last week as a result o

9、f a mine incident.Sector Working Groups:Ø Health WHO Dr. Ihab Kain: The next mental health and psychosocial support sector working group will be held on Monday the 24th of September 2007 at 12:00pm at the WHO offices in Tyre.Mr. Elias Diab from UNICEF added that within the RED approach Reach Ev

10、ery District approved for the Kadas of Akkar, Bekaa and Bint Jbeil and which has started already, UNICEF is supporting the Ministry of Health in terms of planning and vaccination needs. Moreover, a meeting was held in Hasbaya with representatives of the Ministry of Health and Social Affairs to suppo

11、rt the dispensary with equipment and furniture.Ø Livelihoods UNDP Dania Hamadeh: The next Livelihoods SWG will be held on Tuesday the 25th of September 2007 at 09:30am at the UN House Tyre Houche.- Within the next meeting, participants will discuss the issue of cooperatives and will try to come

12、 up with outcomes, see the gaps and give recommendations.- Within the Art Gold program a strategy will be available in November based on the scope of needs and resources. The Main areas of Art Golds interventions were marketing and quality control among many other issues.- Mr. Rami Samain from FAO a

13、dded that for this year the World Food Day will be celebrated in Tyre on the 20th of October instead of the 16th.Ø Protection UNHCR Magdalena Smieszek:- Within the last Protection working group which was held in Beirut last Monday, the attendees have discussed the issue of Protection meetings a

14、nd decided to address more thematic issues such as child protection and gender based violence.- During the upcoming meetings INTERSOS will present the damage assessment done in 167 municipalities in South Lebanon.Ø WatSan UNICEF Ben Henson:- The last WatSan meeting was held in Saida on Thursday

15、 the 13th of September 2007.- UNICEF is currently addressing the issues related to water quality control. A large project worth 13 million USD funded by GTECH will target the rehabilitation of the water sector in South Lebanon.Ø Education UNICEF Ben Henson:- The last education meeting was held

16、in Nabatieh and was poorly attended.- It was decided that during the month of October a workshop will take place and will gather all those involved in the Education sector to discuss the Education strategy in the South.Ø Shelter UN Habitat Dania Rifai: The next Shelter SWG will be held in the C

17、oS offices in Beirut on Thursday the 27th of September 2007 at 11:00am. The next Shelter SWG will be held in the CoS offives in Tyre on Friday the 28th of September 2007 at 02:00pm.§ The latest updates from the shelter Sector Working Group are as follow: - Total amount of the damages: 1,005,808

18、,171,000 LBP- Amount paid until today: 409,456,268,000 LBP- Percentage paid from the total amount: 40,71%- Total No of Damaged Units: 115,692- In Details: 9306 T.D.H 1531 P.D.H 104,991 D.H- Number of damaged Units paid till today: 75,177 units- Percentage paid from the total no of damaged units: 64,

19、98%Ø UNIFIL Civil Affairs Julie Tetard:- In collaboration with Terres des Hommes, civil Affairs teams have levelled a ground in Qabrikha. Other new projects will start in zibqine.- Three projects were implemented this week: providing a generator for Tibnines hospital, providing the village of A

20、inata with water tanks and water pipes and asphalting a road in Wadi Jilo.Ø Presentation by Rida Azar from UNRC targeting the five most affected villages in the kada of Nabatiyyeh The Presentation is available online on the website: .lb/unnew/subrecovery.asp?id=403Ø Various

21、 Interventions:§ ICU: Currently implementing projects in 10 villages in South Lebanon especially Yohmor where equipment were delivered to the cooperative. Lectures were also given about technical issues related to the olive sector and engineers were sent to accomplish some field visits.§ C

22、TM: A rehabilitation centre was established in Nabatieh for people affected by the last and for disabled.50 prosthetic parts were given to people injured as a result of the last July war.A similar centre established in Bint Jbeil will be finalized by next month.§ ROSS program: - Intervention on

23、 MRE in collaboration with the SDC in Nabatieh kada. - In a partnership with ACTED and ECHO on a sewage network project§ PADC:A project aiming at supporting the institutes of orphans in Khiam, Nabatieh and Jwaya in collaboration with Al Mabarat association. In addition to restoring the capacity

24、 of these institues.UNICEF:Supported ADC with massive mine risk education sessions.Ø Presentation by Mohamad jahjah from Intersos about their field assessment in the five targeted villages.Some of the results of the assessment done by INTERSOS are that most of the 167 villages targeted have a p

25、roblem related to the access to health services especially for the elderly and disabled.On the issues of the 5 targeted villages some out comings are as follow:Insar: Is one of the biggest villages of the Kada of Nababtieh, the population of Insar is about 25,000. the village has a serious water pro

26、blem: the water is very polluted and many diseases are resulting of this issue. There is a social development center in the village but there is a big shortage in medicine. The drop out level is very high about 55 children below 14 years old are out of schools.Yohmor:There are about 33,000 olive tre

27、es in Yohmor .The village needs a generator.Within the municipality premise there is a place allocated for a dispensary but t needs to be equipped. The school building needs to be rehabilitated noting that there are only 66 students in it.Harouf:Cluster bombs are considered to be a serious problem i

28、n Harouf.There is no available drinking water in the school, they need to buy it.Jbaa:There are 365 water springs in Jbaa.Nabatieh:The municipality in Nabatieh is very active.
