政府管理論文:江門市江海區(qū)農(nóng)村集體經(jīng)濟(jì)組織管理研究【中文摘要】農(nóng)村集體經(jīng)濟(jì)組織是中國農(nóng)村集體所有制經(jīng)濟(jì)的產(chǎn)物。隨著城市化和工業(yè)化快速推進(jìn),廣東珠三角的農(nóng)村集體經(jīng)濟(jì)組織利用擁有土地資源的優(yōu)勢(shì),大力發(fā)展物業(yè)出租業(yè),組織和經(jīng)濟(jì)規(guī)模不斷發(fā)展壯大。農(nóng)村集體經(jīng)濟(jì)組織既為城市化和工業(yè)化發(fā)展提供了土地和物業(yè)載體,又承擔(dān)農(nóng)村大部分公共事業(yè)職能,對(duì)農(nóng)村自治和社會(huì)穩(wěn)定起著重要作用。但是,實(shí)施村民自治、農(nóng)村集體經(jīng)濟(jì)組織股份制改革、“村改居”等一系列改革后,出現(xiàn)村委會(huì)與集體經(jīng)濟(jì)組織關(guān)系未理順,農(nóng)村集體經(jīng)濟(jì)組織財(cái)務(wù)監(jiān)管漏洞,政府對(duì)農(nóng)村集體經(jīng)濟(jì)組織管理缺位、不到位等問題,影響了農(nóng)村穩(wěn)定發(fā)展。如何理順政府、村委會(huì)、村黨支部、農(nóng)村集體經(jīng)濟(jì)組織關(guān)系,完善農(nóng)村集體經(jīng)濟(jì)組織管理模式,促進(jìn)農(nóng)村經(jīng)濟(jì)社會(huì)穩(wěn)定發(fā)展,是政府急需解決的重要課題。本文主要運(yùn)用文獻(xiàn)研究法、訪談法、比較研究法等方法,分析江門市江海區(qū)農(nóng)村集體經(jīng)濟(jì)組織發(fā)展、管理的現(xiàn)狀以及其管理過程中存在的問題,比較江海區(qū)農(nóng)村社區(qū)化過程中各街道管理農(nóng)村集體經(jīng)濟(jì)組織模式,借鑒國內(nèi)管理模式,探討政府如何在新形勢(shì)下,完善管理模式,促進(jìn)農(nóng)村集體經(jīng)濟(jì)組織健康持續(xù)發(fā)展。特別是在發(fā)展轉(zhuǎn)型期要倡導(dǎo)構(gòu)建政府與農(nóng)村集體經(jīng)濟(jì)組織合作型模式,推行黨支部、居委會(huì)和農(nóng)村集體經(jīng)濟(jì)組織“三塊牌子、一套人馬、交叉任職、各自運(yùn)作”的管理模式,探索建立農(nóng)村集體資產(chǎn)交易平臺(tái),建立政府與農(nóng)村集體經(jīng)濟(jì)組織共同分擔(dān)社區(qū)事務(wù)支出的機(jī)制,倡導(dǎo)政府與農(nóng)村集體經(jīng)濟(jì)組織聯(lián)動(dòng)開發(fā)村級(jí)自留用地,實(shí)現(xiàn)雙方利益共贏?!居⑽恼縊rganization of rural collective economy is the products of Chinese economy of rural collective system of ownership. In Guangdong Pearl River Delta, as the city is changed and industrialization is advanced quickly, the rural collective economic organizations use the advantage of land natural resources to vigorously develop the property rental industry, and ceaseless development expands. Organization of rural collective economy provides land and property vector for the city changed and industrialization. At the same time, organization of rural collective economy bears most of the rural public business functions, and plays an important role in on rural autonomy and social stability. However, the implementation of villagers autonomy, rural collective economy organizes share-holding system reform,” change in the village” and a series of reform, village committee and collective economy organization relation was not straightened, there is financial regulatory loopholes in rural collective economy organize, and the government of rural collective economic organization is lack of management, not in place and so on, that influences the rural stability and development. How to straighten out the government, village committee, the Party branch and the rural collective economic organizations, to perfet the management mode of rural collective economic organization, for promoting the rural social stability and economic development, is the important issues need to be resolved.This paper researches mainly by the literature research method,interview method and comparative method. It in-depth understands the development and management of Jiangmen City Jianghai district rural collective economic organization, and analysis the problems in the process of development and management. Also , analysising the management mode of different Street in the process of Jianghai District Rural Community and drawing lessons from domestic management, it explores how the government to improve the management model and guide the development of rural collective economy.
