公共服務(wù)論文:公共服務(wù)民營化視角下的高速公路運營管理模式研究【中文摘要】交通運輸是國民經(jīng)濟的命脈,是一個國家或城市經(jīng)濟建設(shè)不可缺少的重要基礎(chǔ)設(shè)施。從1988年滬嘉高速公路的建成通車,實現(xiàn)我國高速公路零突破以來,我國高速公路的規(guī)模不斷擴大,到2006年底全國高速公路里程已達4.5萬公里,路網(wǎng)效應(yīng)的形成,逐漸顯現(xiàn)出高速公路在交通運輸系統(tǒng)中的重要地位。上海為加快經(jīng)濟、金融、貿(mào)易中心的建設(shè)步伐,加大了對公路基礎(chǔ)設(shè)施的投入力度,自“十五”期間高速公路開始面向社會招商引資,吸引民資和外資來投資高速公路,形成了多元化投融資模式,市場化運作模式促進公路建設(shè)規(guī)模迅速擴大,逐步形成了一個快速、高效、便捷的高速公路網(wǎng)絡(luò)構(gòu)架。應(yīng)該說,城市基礎(chǔ)設(shè)施的民營化變革不僅為政府緩解了建設(shè)資金短缺的瓶頸,同時通過市場競爭降低了服務(wù)成本、優(yōu)化了管理機制、提高了管理效率及服務(wù)效益。然而,民營化變革所帶來的多元化投融資模式也給后續(xù)運營管理工作帶來了難度,相關(guān)法律法規(guī)的缺失、配套管理機制的滯后、路網(wǎng)發(fā)展不均衡等因素抑制了高速公路網(wǎng)整體規(guī)模效益持續(xù)發(fā)揮。本文主要以公共服務(wù)民營化視角為切入點,以上海高速公路多元化運營管理實踐為研究對象,從政府與企業(yè)的合作關(guān)系建立、職責(zé)定位、管理效率角度進行探討分析,對當(dāng)前多元化運營管理模式的實際效力進行研究,并根據(jù)高速公路運營模式的發(fā)展趨勢從政府權(quán)責(zé)定位、市場監(jiān)督機制、合作治理模式、信息化建設(shè)等方面提出相應(yīng)對策和建議。為促進高速公路建設(shè)運營上的公私合作,本文認(rèn)為首先要準(zhǔn)確定位政府在合作治理過程中的職能轉(zhuǎn)變,認(rèn)清政府從服務(wù)生產(chǎn)者到行業(yè)監(jiān)管者的定位,政府必須從維護公共利益的角度出發(fā),承擔(dān)起供給公共服務(wù)的責(zé)任和義務(wù)。其次要建立健全市場監(jiān)管機制,加快配套法律法規(guī)體系建設(shè),使得監(jiān)管有法可依,有法必依,促進監(jiān)管機制的完善,提高政府監(jiān)管能力,為公共服務(wù)的發(fā)展提供穩(wěn)定、有序的外部環(huán)境。第三要逐步完善公共服務(wù)合作治理模式,從體制機制創(chuàng)新的角度推行委托管理模式,化解多元化管理模式帶來的矛盾和弊端,逐步形成更為規(guī)范、高效、成熟的新型合作治理模式。第四是加快推進信息化建設(shè)力度,通過引入先進的科技理念、技術(shù)手段來提高高速公路信息化發(fā)展水平,通過服務(wù)標(biāo)準(zhǔn)的建立、信息化平臺的搭建來提升路網(wǎng)的整體對外信息服務(wù)水平?!居⑽恼縁or long time, The traffic is the life vein of national economy, which is even the important infrastructure of a nation or economic construction in the city indispensability.
