Operationalreadinessandmaintenance

1目的

Purpose

本規(guī)則的目的在于保持與監(jiān)控船舶防火安全措施的有效性。為此，應符合下列功

能要求：

Thepurposeofthisregulationistomaintainandmonitortheeffectivenessof

thefiresafetymeasurestheshipisprovidedwith.Forthispurpose,the

followingfunctionalrequirementsshallbemet:

.1防火系統(tǒng)及滅火系統(tǒng)及其裝置應進行維護保養(yǎng)，保持完好并隨時可用；

Fireprotectionsystemsandfire-fightingsystemsandappliancesshallbe

maintainedreadyforuse;

.2防火系統(tǒng)及滅火系統(tǒng)和裝置應予適當測試、檢查。

Fireprotectionsystemsandfire-fightingsystemsandappliancesshallbe

properlytestedandinspected.

2一般要求

Generalrequirements

船舶在營運期間的任何時候，應符合第1.1款的要求。船舶非營運期間系指：

Atalltimeswhiletheshipisinservice,therequirementsofparagraph1.1shall

becompliedwith.Ashipisnotinservicewhen:

.1船舶正在修理期間或停航(錨泊或在港)或在干船塢；

Itisinforrepairsorlay-up(eitheratanchororinport)orindry-dock;

.2船東或其代表聲明船舶停止營運；

Itisdeclarednotinservicebytheownerortheowner'srepresentative;

2.1操作準備

Operationalreadiness

2.1.1下列防火系統(tǒng)應保持在完好狀態(tài)，以確保在發(fā)生火災時發(fā)揮其性能作用：

Thefollowingfireprotectionsystemsshallbekeptingoodordersoasto

ensuretheirrequiredperformanceifafireoccurs:

.1結構防火，包括防火分隔及其開口和貫穿件的防護；

Structuralfireprotectionincludingfireresistingdivisions,andprotection

ofopeningsandpenetrationsinthesedivisions;

.2火災探測與火災報警系統(tǒng)；

.3逃生系統(tǒng)與裝置的措施。

Meansofescapesystemsandappliances.

2.1.2滅火系統(tǒng)和裝置應保持良好的工作狀態(tài)，隨時可供使用。已用完的手提式

滅火器應立即填充或以等效裝置替代。

Fire-fightingsystemsandappliancesshallbekeptingoodworkingorder

andreadilyavailableforimmediateuse.Portableextinguisherswhich

havebeendischargedshallbeimmediatelyrechargedorreplacedwithan

equivalentunit.

2.2維護保養(yǎng)、測試和檢查

Maintenance,testingandinspections

2.2.1維護保養(yǎng)、測試和檢查的實施應根據(jù)本組織制定的指南，并考慮和確保滅

火系統(tǒng)和裝置的可靠性

Maintenance,testingandinspectionsshallbecarriedoutbasedonthe

guidelinesdevelopedbytheOrganizationandinamannerhavingdue

regardtoensuringthereliabilityoffire-fightingsystemsandappliances.

2.2.2維護保養(yǎng)計劃應保存在船上，并應在主管機關要求時出示，供其檢查。

Themaintenanceplanshallbekeptonboardtheshipandshallbe

availableforinspectionwheneverrequiredbytheAdministration.

2.2.3維護保養(yǎng)計劃至少應包括下列防火系統(tǒng)和滅火系統(tǒng)和裝置：

.1消防總管、消防泵和消防栓，包括皮龍、水槍和國際通岸接頭；

.2固定式探火和火災報警系統(tǒng)；

Fixedfiredetectionandfirealarmsystems;

.3固定式滅火系統(tǒng)和其他滅火裝置；

.4自動噴淋、探火和火災報警系統(tǒng)；

Automaticsprinkler,firedetectionandfirealarmsystems;

,5通風系統(tǒng)，包括防火和防煙擋板、風機及其控制裝置；

.6燃油供應的緊急切斷；

1本規(guī)則適用于所有船舶。1986年7月1日討制造的船舶，應盡實際可能符

合本規(guī)則3和6.2的要求

and6.2shallbecompliedwith,asfarasispracticable,onships

constructedbefore1July1986.

2操作準備

Operationalreadiness

在船舶離港前及整個航程中的任何時候，所有救生設備應處于良好工作狀態(tài)并立

即可用。

Beforetheshipleavesportandatalltimesduringthevoyage,alllife-saving

appliancesshallbeinworkingorderandreadyforimmediateuse.

3維護保養(yǎng)

Maintenance

應備有符合規(guī)則36規(guī)定的船上救生設備維護保養(yǎng)須知，并相應地進行維

護保養(yǎng)。

Instructionsforon-boardmaintenanceoflife-savingappliances

complyingwiththerequirementsofregulation36shallbeprovidedand

maintenanceshallbecarriedoutaccordingly.

主管機關

TheAdministrationmayaccept,inlieuoftheinstructionsrequiredby

paragraph3.1,ashipboardplannedmaintenancesprogrammewhich

includestherequirementsofregulation36.

4吊艇索的保養(yǎng)

Maintenanceoffalls

4.1降落所用的吊艇索由于變質而需要換新或不超過5年的時間間隔（取較早

者），均予以換新。

Fallsusedinlaunchingshallberenewedwhennecessarydueto

deteriorationofthefallsoratintervalsofnotmorethanfiveyears,

whicheveristheearlier.

4.2主管機關可接受上述4.1要求的“兩端調頭”的替代方式，定期檢查吊艇

索，任何時候由于變質需要換新或不超過4年的時間間隔（取較早者），予

以換新。

TheAdministrationmayacceptinlieuofthe“endforending"requiredin

paragraph4.1,periodicinspectionofthefaIsandtheirrenewalwhenever

necessaryduetodeteriorationoratintervalsofnotmorethan4years,

whicheveroneisearlier.

5備件與修理設備

Sparesandrepairequipment

救生設備及其易損壞或易消耗而需要定期更換的部件，應配有備件及修理設備。

Sparesandrepairequipmentshallbeprovidedforlife-savingappliancesand

theircomponentswhicharesubjecttoexcessivewearorconsumptionand

needtobereplacedregularly.

6每周檢查

Weeklyinspection

每周應進行下列試驗和檢查：

Thefollowingtestsandinspectionsshallcarriedoutweekly:

.1所有救生艇筏、救助爬及降落設備應進行目視檢查，以確保其立即可用；

Allsurvivalcraft,rescueboatsandlaunchingappliancesshallbevisually

inspectedtoensurethattheyarereadyforuse;

.2只要周圍環(huán)境溫度高于啟動和運轉發(fā)動機所要求的最低溫度，所有救生艇

和救助艇的發(fā)動機均應進行不少于3分鐘的運轉試驗。運轉期間，應證實齒

輪箱和齒輪箱傳動系統(tǒng)運行正常。如安裝在救助艇上的舷外發(fā)動機由于其特

殊性在螺旋槳沒有浸沒的情況下不允許運轉3分鐘，則其運轉應按照制造商

的手冊規(guī)定的時間運轉。特殊情況下，對于1986年7月1日以前建造的船

舶，主管機關可免除此要求；

Allenginesinlifeboatsandrescueboatsshallberunforatotalperiodof

notlessthan3minprovidedtheambienttemperatureisabovethe

minimumtemperaturerequiredforstartingandrunningtheengine.During

thisperiodoftime,itshouldbedemonstratedthatthegearboxandgear

boxtrainareengagingsatisfactorily.Ifthespecialcharacteristicsofan

outboardmotorfittedtoarescueboatwouldnotallowittoberunother

thanwithitspropellersubmergedforaperiodof3min,itshouldberunfor

suchperiodasprescribedinthemanufacturer'shandbook,Inspecial

casestheAdministrationmaywaivethisrequirementforshipsconstructed

before1July1986;

.3作為每周檢查的一部分，所有救生艇(自由降落救生艇除外)應該從它的堆

放位置盡可能的向舷外移動來證明釋放裝置的能否滿意工作。這種做法是在救生

艇上不載人，氣象和海況允許的情況下進行，每周救生艇這種釋放工作還應該記

錄航海日志上。

Aspartoftheweeklyinspection,alllifeboats(exceptfree-falllifeboats)shall

bemovedfromtheirstowedpositiontotheextentnecessarytodemonstrate

satisfactoryoperationofthelaunchingappliances.Thisistobedownwithout

anypersononboardthelifeboatandonlyifweatherandseaconditionsalow.

Theweeklymovingofthelifeboatsisalsotoberecordedinthelogbook.

.4在安全設備年度檢驗期間，救生筏和救助艇的釋放裝置應該進行徹底的檢查,

并在徹底檢查后，在救生筏和救助艇不乘載人的情況下，要進行動態(tài)絞車剎車實

臉，并且臉船師在現(xiàn)場。

Thelaunchingappliancesforsurvivalcraftandrescueboatsaretobesubject

toathoroughexamination,annuallyduringthesafetyequipmentsurvey.After

thethoroughexamination,adynamicwinchbraketest,withthesurvivalcraftor

rescueboatempty(v/ithoutpersononboard)istobeperformed,aclass

surveyoristowitnesstheexaminationandbraketest.

.5救生艇負荷釋放裝置在安全設備年度檢臉期間，要進行徹底檢查，驗船師在

現(xiàn)場要進行操作試驗。

Lifeboaton-loadreleasegearistobesubjecttoathoroughexamination,

annuallyduringthesafetyequipmentsurvey.Aftertheexamination,the

lifeboaton-loadreleasegearistobeoperationallytestedwithclasssurveyorin

witness.

.6通用應急報警系統(tǒng)應進行試驗。

Thegeneralemergencyalarmsystemshallbetested.

7月度檢查

Monthlyinspections

月度檢查應使用規(guī)則36.1規(guī)定的檢查表，檢查救生設備包括救生艇裝備，以確

保其完整無缺并處于良好狀態(tài)。檢查報告應記入航海日志

Inspectionofthelife-savingappliances,includinglifeboatequipment,shallbe

carriedoutmonthlyusingthechecklistrequiredbyregulation36.1toensure

thattheyarecompleteandingoodorder.Areportoftheinspectionshallbe

enteredinthelog-book.

8氣脹式救生筏、氣脹式救生衣、海上撤離系統(tǒng)與充氣式救助艇的檢修

Servicingofinflatableliferafts,inflatablelifejackets,marineevacuation

systems,andinflatedrescueboats.

8.1每一氣脹式救生筏、氣脹式救生衣、海上撤離系統(tǒng)應予以檢修：

Everyinflatableliferaft,inflatablelifejacket,andmarineevacuation

systemshallbeserviced:

.1間隔不超過12個月，任何情況下如不切實際，主觀機關可展期到17個月；

Atintervalsnotexceeding12months,providedwhereinanycasethisis

impracticable,theAdministrationmayextendthisperiodto17months;

.2在經認可的檢修站進行檢修，該檢修站應勝任檢修工作，備有適當?shù)臋z修

設施，并僅雇傭接受過適當培訓的人員。

Atanapprovedservicingstationwhichiscompetenttoservicethem,

maintainsproperservicingfacilitiesandusedonlyproperlytrained

personnel.

8.2海上撤離系統(tǒng)的輪換展開

Rotationaldeploymentofmarineevacuationsystems

除了或連同上述8.1所要求的海上撤離系統(tǒng)檢修間隔外，每一海上撤離系統(tǒng)還應

以主管機關同意的間隔從船上展開，但每一系統(tǒng)每6年至少展開一次。

8.3主管機關依照規(guī)則4認可的新型氣脹式救生筏布置，在下列條件下允許檢

修期展期：

AnAdministrationwhichapprovesnewandnovelinflatableliferaft

arrangementspursuanttoregulation4mayallowforextendedservice

intervalsonthefollowingconditions:

在檢修期間隔展期內，按試臉程序的要求，已證實新型氣脹式救生筏布置保持相

同標準。

Thenewandnovelliferaftarrangementhasprovedtomaintainthesane

standard,asrequiredbytestingprocedure,duringextendedservice

intervals.

救生筏系統(tǒng)依據(jù)8.1.1的要求應由有資格的人員在船上檢查。

Theliferaftsystemshallbecheckedonboardbycertifiedpersonnel

accordingtoparagraph8.1.1.

8.3.3不超過5年間隔的檢修應按本組織的建議案實施。

Serviceatintervalsnotexceeding5yearsshallbecarriedoutin

accordingwiththerecommendationsoftheOrganization.

8.4充氣式救助艇的所有修理和維護保養(yǎng)應按照制造商的說明書進行。應急

修理可在船上進行，但永久性修理應在經認可的檢修站進行。

Allrepairsandmaintenanceofinflatedrescueboatsshallbecarriedout

inaccordancewiththemanufacturer'sinspections.Emergencyrepairs

maybecarriedoutonboardtheship;however,permanentrepairsshall

beeffectedatanapprovedservicingstation.

8.5主管機關按8.3的要求準予救生筏檢修期展期，則應依據(jù)第I章規(guī)則5(G)

將行動通知本組織。

AnAdministrationwhichpermitsextensionofliferaftserviceintervals

inaccordancewithparagraph8.3shallnotifytheOrganizationofsuch

actioninaccordancewithregulationl/5(6).

9靜水力釋放器的定期檢修

Periodicservicingofhydrostaticreleaseunits

除可自行調換的靜水力釋放器外，靜水力釋放器應予以檢修：

Hydrostaticreleaseunits,otherthandisposablehydrostaticreleaseunits,shall

beserviced:

.1間隔不超過12個月，任何情況下如不切實際，主管機關可展期到17個月；

Atintervalsnotexceeding12months,providedwhereinanycasethisis

impracticable,theAdministrationmayextendthisperiodto17months;

.2在檢修站進行檢修，該檢修站應勝任檢修該裝置，備有適當?shù)臋z修試施,

并僅雇傭接受過適當培訓的人員。

Ataservicingstationwhichiscompetenttoservicethem,maintains

properservicingfacilitiesandusedonlyproperlytrainedpersonnel.

10存放位置的標記

Markingofstowagelocations

存放救生設備的容器、支架、擱架及其它類似裝置的存放位置，應按本組織建議

的符號加以標記，表明該裝置存放該處的用途。如該位置存放一個以上的設備，

則應標明其數(shù)量。

recommendationsoftheorganization,includingthedevicesstowedinthat

locationforthatpurpose.Ifmorethanonedeviceisstowedinthatlocation,the

小于等于100MM,其間隙在半徑方向上,最大值為DW,吸入口徑大于100MM,其間隙在半

徑方向上,最大值為1.5MM,如超過應更換密封環(huán).

1.用錘子敲碎遙控釋放箱子上的玻璃，取出鑰匙打開閥門，自動釋放二氧化碳警報并關閉

機艙風機、燃油泵、鍋爐供油泵、鼓風機等。

Crackwithahammerontheremotecontroltoreleasetheglassbox,tookoutakey

toopenthevalve,thereleaseofcarbondioxidealarmandautomaticallyshutdown

thecabinair,fuelpunps,fuelpumpsfortheboilers,blowersandsoon.

2.確認機艙所有工作人員已經撤圈機艙。

Confirmedthatallthecabinstaffhaveevacuatedthecabin.

3.關閉機艙所有開口和外界一切通風。

Turnoffallthecabinandtheoutsideworldallventilationopenings.

4.然后扳下選擇閥啟動氣瓶手柄，打開選擇閥。\

Andthenchoosetoopenthecylindervalvetostartthehandletoopenthevalve

tochoose.

5.在扳下二氧化碳啟動氣瓶手柄，自動延時20-40秒后，發(fā)出蜂鳴信號并釋放滅火劑。

secondsafterthesignalissuedbythebuzzandthereleaseoffireextinguishing

agent.

B.機艙手動釋放說明：(只能在二氧化碳間釋放)

1.當遙控釋放失靈時，手動鳴放二氧化碳警報，

3.打開通往機艙的釋放閥，手動打開機艙所需的鋼瓶量。

2.確認貨倉已經沒有工作人員，關閉所有外界通風及通道。

3.打開通往貨倉的手柄。

4.手動打開貨倉所需鋼瓶的數(shù)量。

3.維護保養(yǎng)：

(1)每月檢查:系統(tǒng)各閥在正確開關位置;各C02鋼瓶無漏泄;稱重日期.

(2)每季度檢查：C02鋼瓶與操作鋼索的緊固是否牢固；

(3)每年檢查:裝置目視檢查正常;控制閥檢查;管路用空氣吹通；

(4)每五年:控制閥解體，內部檢查.

(三).移動式泡沫發(fā)生器

L設備說明：

配備：1套及其泡沫液20L

位置：集控室門口

2.操作須知：

(1)將皮龍一端接到消防栓上；

(2)將皮龍另一端接到泡沫槍上；

(3)將噴嘴上一根虹管與泡沫桶連接；

(4)將噴嘴對準火源，打開消防栓，泡沫液和水的混合液因水槍的機械作用形成泡沫從

噴嘴噴出。
