Seniorstaffwereworriedthattheirworkwouldincreasefollowingthechanges.Infact,itdecreased,becauseseveralprocessesbecamequickerandeasierwhenstaffweregiventhepowertomakedecisionsthemselves.Ontheotherhand,somestaffweredisappointedthatpromotiondidnotleadtohighersalaries.
