Morethan40yearsago,thefirstUNConferenceon

TechnicalCooperationamongDevelopingCountries,inBuenosAires,laidimportantgroundworkforSouth–

SouthCooperation,settinginmotionamovementofreciprocalself-reliancethatemphasizesdevelopingcountriescollectivelyassistingoneanother.

Morerecently,theSecondHigh-levelUNConference

onSouth–SouthCooperation(knownasBAPA+40,heldinMarch2019)highlightedtheevolutionofSouth–

SouthCooperationanditsgreatpotentialforachievingdevelopmentambitionssuchastheUN2030Agenda

forSustainableDevelopment,andtheAfricanUnion’sAgenda2063.

Intheyearsbetweenthoselandmarkmeetings,FAOhasworkedwitharangeofpartnerson

successfulSouth–SouthandTriangularCooperation

agreementstobenefitAfrica,includingBrazil,China,theRepublicofKorea,Morocco,the

BolivarianRepublicofVenezuelaandVietNam.

Inthedecadeupto2020,FAOalsoestablishedandsustainedtwoimportanttrustfundsfor

South–SouthCooperation:theFAO–ChinaTrustFund(PhasesIIandIII)andtheFAO–MoroccoTrustFund.

TheseGlobalSouthpartnersbringconsiderableknowledgeandexperiencebornefromdecadesofnationaldevelopmentprogressandinternationaldevelopmentassistance.Theircooperation

embodiessolidarityamongpeoplesandcountriesoftheGlobalSouth.

about60percentofdemand,Africangovernmentsrecognizetheimportanceofdevelopinglocalricevaluechainsforfoodsecurity,boostingincomesandemployment.

ThroughSouth–SouthandTriangularCooperation

mechanisms,FAOhassupportedmajorrice-producingAfricancountriestoaddressthechallengesfacingtheirricevaluechains,includinglackofadequatetoolsand

machineryforlandpreparationandharvesting,and

post-harvestlossesof15–25percent.CountriessuchasBenin,Cameroon,C?ted’Ivoire,Guinea,Kenya,Mali,Nigeria,Senegal,theUnitedRepublicofTanzaniaandUgandahavebenefitedfromtechnologytransferandknowledgeexchangetoimprovetheproductivityof

theirricesectors.

Small-andmedium-scalefarmers,farmer

organizationsandextensionagentsreceivedtrainingtoimproveproduction,thequalityofriceseedvarieties,

andpaddyharvesthandlingandprocessing.Theyweretrainedtoadoptsustainablericeintensification,accessagriculturalequipment,andrehabilitateandmanagesmall-scaleirrigationprojects.Regionalknowledge

POLICYEXCHANGEFORRURALDEVELOPMENT

BRICScountriessuchasBrazil,IndiaandChina,with

theirsuccessesinacceleratedeconomicandrural

developmentinrecentdecades,arewellplacedtotakealeadershiproleinhelpingeradicateglobalhungerandpovertyby2030.

A2014–2020partnershipbetweenMozambiqueandBrazilisagoodexampleofBRICSsolutionsbeingadaptedandappliedinAfrica.

Duringtheprojectimplementationphase,theMinistryofAgricultureandRuralDevelopmentofMozambiquewasassistedtodesignanAgriculturalProducers’

RegisterSystem.TechnicalmissionsbetwweenBrazilandMozambiquebuiltthenecessarycapacityto

implementthenewregistrationsystemandreviewtheAgrarianExtensionMasterPlan.Around2000peopleacrossMozambiquereceivedtrainingondifferent

aspectsoffamilyfarming.

ChinaisanotherstandoutBRICSmemberthatisaproudpartnerinFAO’sSouth–SouthCooperationprogramme.

Giventhecountry’sexperienceinpovertyalleviationandagriculturaldevelopment,Chinaisuniquely

positionedtoengageindevelopmentexchangeswithotherdevelopingcountries.

CornerstonesoftheChinesesuccess–suchasfood

self-reliance,strongpolicycommitment,anenablingenvironment,enhancedinfrastructure,increased

investment,technicalinnovationsandagriculture

extension–havecreatedavaultofexperienceand

knowledge.ThisisbeingsharedwithcountriesinAfricathatarereadytodrivetheirownprogress.

Since2009,ChinahascommittedUSD130million

throughtheFAO–ChinaTrustFund.PhasesIandII

supported25national,regionalandglobalprojects,

reachingmorethan70000directbeneficiariesandanexponentialnumberinthehundredsofthousandsofindirectbeneficiaries.

Moroccohasbeenanotherkeyproviderofexpertise

2020,Eswatini’sMinistryofAgriculturelearned

aboutMorocco’sAgriculturalDevelopmentFund

(ADF),governmentalandbankfinancing,andmore.

EswatinidevelopedaframeworkforitsownADF,andanationalhorticulturestrategyandirrigationplan.TheMinistryofAgricultureandLivestockofGuineaalso

undertookstudytripstoMoroccoin2018toimproveitsmonitoringandevaluationsystem.Thisresultedinthedevelopmentofreliablestatisticsandotherrigorous

methodstoassessagriculturalproduction.OngoingexchangeswithMoroccoondigitaltransformation

aremeanwhileenablingtheNigertointegratethe

useofgeographicinformationsystemswithinits

UndertheVenezuelan-fundedprojectPartnershipforSustainableRiceSystemsDevelopmentinsub-SaharanAfrica,FAOsupportedtenAfricancountriestoimprovetheproductivityoftheirricesectors.TakingNigeria

asacasestudy,theprojectpartneredwithAfricaRicetotrain300ricefarmersandcommunity-based

seedproducersinthesixparticipatingstates(50perstate).Thisenabledthemtoproducequalityriceseed

varietiesandpaddytoimprovethecompetitivenessofdomesticriceproduction.Eighteendemonstrationplotswereestablishedacrossthesixprojectstates

toenhancefarmers’skillsinnewandproven

riceproductiontechnologiessuchassustainablericeintensification.Farmersweresupportedwithmachinerysuchaspowertillersandweederstosustainadoptionofthenewpractices.

Ihaveafamilyofsix,andmanydependentrelativesincludingmymother.Asaparticipantofthe

[Venezuelan-funded]SSTCproject,IhaveacquiredsuchskillsthatIamnowknownasthebestrice

farmerinEkitiState.

Wewereintroducedtovariousaspectsofrice

farming,includingtheproductionofstandardseed,farmmechanization,theuseofareaperduring

harvest,standardherbicideapplication,harvestingriceagronomically,andtheintroductionofnew

productslikericecakesandriceflourstoincreasethevalueofourproducts.

Before,Ihadstruggledwithlowyieldsonmyfarm.

Ilearnedthatthiswasduetosowingmultiplerice

seedsperhole.Iwastaughtthatthismethodwas

overcrowdingthesoil.Wenowproducesixtonnes

ofriceperhectare.Mostimportantly,Ihavelearnedmanagerialskillsandrecord-keeping,aswellashowtoincorporateaproperfarmplanningschedulefortheplantingseason.

Initially,Iusedourtraditionalmethodsformilling

andparboilingriceandonlymanagedtosell20orsokilogramsofriceandthepricewasnotencouragingatall.

Weweretrainedonhowtouseequipmenttoensuregrainhealthandhygiene.Wefirstwashourriceto

removethedirt,stonesandshaft.Followingthat,wewinnowthericebypouringboilingwaterintoadrum,

addingthericeandsteamingitfor16hours.Nowwesell300kilogramsofriceandabove.

Wewerealsotaughthowtoidentifygood-quality

paddyricetoensurepropergerminationonthefarm.

Wewentinsearchofproducerswhocouldprovideuswithgood-qualitypaddyrice,andnowhavegoodsuppliersthatweworkwith.

Sinceourriceisstraightfromthesourceandreadilyavailable,ourcustomerspreferittoforeignricethatisperceivedtohavebeenstoredforalongtime.

ThroughthisSSTCproject,IreceivedtrainingonricemillinginSenegal.Welearnedhowtoproperlyuseamillingmachine–Ididn’tknowthatmillingwasdoneindifferentstages.

Wenowmillourricetwiceorthreetimestoimprovethequality.

Weweretakenonanexcursiontosee

otherfactoriesandfarmsandobservedtheiroperationalmodelsandtheinvolvementof

surroundingcommunities.

Iintegratedthismodelintomybusiness,andwearecurrentlyworkingwiththreesurrounding

communitieswhofarmeitheroneorallthevarietiesofricethatweproduce.Ourcompanymodelisto

integratefarmersintoourprocesssotheycankeepimprovingthequalityandquantityoftheiryields,

whilewehavethecapacityinprocessing.

Asfarbackas2014,peoplereliedheavilyonimportedriceforconsumption.Now,Ican

personallytelloffamilieswhoswitchedfrom

importedricetothericefromourfactory.Thistrendhasalsoextendedtothecommunityatlarge,as

ordershaveincreasedovertime.

Currentlyweproduce1.5tonnesperday,butwehopetoproduceasmuchas25tonnesoneday.WeareintalkswithcompaniesinChinafora

fullyintegratedmillingsystemthatwillaidusinachievingournewtarget.

Allthishasresultedinincreasedincomeformy

family.Iwasinmytwentieswhentheproject

tookoff,withoutastableincome.Now,Iaminmythirties,married,withachildandastableincome.Thisgrowthisalsoevidentinthecompany,andinmycommunity.

securityinsomeAfricancountries.Thesehadlong-andshort-termdeploymentsofexpertsfromGlobalSouthcountriessuchasChina,VietNam,Egyptandsoforth.

Fifteento20yearsago,countrieswereabletosendtheirtechniciansforlong

periodstosharetheirknowledge.Now,countriesoftenneedtheirownexpertisebackhome,soweseeexpertsbeing

releasedforthreetofourweekstotrainnationaltrainerswhocanpassonthe

lessonsmorewidely.

Howelsehavepracticeschangedovertime?

AtthepeakoftheCOVID-19pandemic,wesawarealuptakeindigitaltoolstoshareknowledge.

We’realsoseeingmoreandmoredonorsfromtheGlobalNorthtakingpart;wecallthisTriangular

Cooperation.CountriessuchasJapan,the

RepublicofKoreaandtheNetherlandsare

triangularpartnersbecausetheyareinterestedinbeingpartoftheSouth–SouthCooperationstory.

AgoodexampleisSpainsupportingNamibiafinanciallytoreceivetechnicalsupportin

aquaculturefromVietNam.Sothere’sbeenabigshift:twodecadesagoitwasjustSouth–SouthCooperationbutnowitisSouth–Southand

TriangularCooperation.ThiscomplementsthecollaborationbetweenGlobalSouthpartners.

WhataresomeofthestandoutsuccessesofSouth–South

Cooperation?

TheFAO–ChinaTrustFundprogramme

hashadahugeimpact.Oneaspectoftheprogrammeenabledcountriestosetuptheirowntrustfund,withFAO,tobring

expertiseintotheagriculturesector.Nigeria,forinstance,setupatrustfundofabout

USD40million,whichenabledChinese

expertstobedeployedtoNigeria.They

sharedtechnologiesandinnovationsforthebenefitofNigeria.

ThesecondmajorsuccesshasbeentheBrazilianschoolmealsprogramme,whichwasadapted

toanumberofAfricancountries:Senegal,

Ethiopia,Malawiandothers.TheBrazilian

nationalmodelcentredonprocuringfoodfrom

familyfarmersfortheschoolmealsprogrammes.

Itmeantincreasedproductionandincomesforthefarmers,andbetternutritionforthe

schoolchildren.Itclearlyshowsthatyoucan

adaptamethodologytoanothercontinent,whereitcanbeverywellreceived.

Howarelanguageand

culturalbarriersovercomeduringexchangesessions?

Languageisoneofthemainchallengesweface.Inthepast,itwasabiggerproblem,butnowFAOisreallytakingthetimetoworkwithcountriestointegrateintensivelanguageandculturaltrainingbeforedeployments.Itisnotjustfortheteams

whoworktogether,butsometimestechnology

andmachineryarriveinlanguagesthatthe

recipientcountrydoesnotunderstand.Thathasbeenrecognizedandisbeingaddressedthroughgreaterattentiontolanguage
