2.中國壓力容器標準與ASME規(guī)范的區(qū)別

中國壓力容器體系有以GB150《鋼制壓力容器》為代表的技術標準和以《壓力容器安全技術監(jiān)察

規(guī)程》為代表的安全監(jiān)察法規(guī)組成。壓力容器設計、制造、安裝、使用、檢驗、修理和改造的全

過程都同時執(zhí)行技術標準和安全監(jiān)察法規(guī)，二者相輔相成，構成中國壓力容器標準的完整體系，

確保壓力容器產品的安全。

中國壓力容器標準主要是政府牽頭，由設計、制造等單位參與起草、修訂，最后由政府頒布，是

強制性技術標準、法規(guī)，具有法律效用。ASME規(guī)范是由制造廠、用戶、保險商等單位參與，屬

于行業(yè)協(xié)會頒布的標準，只有在地方政府的安全監(jiān)督部門以法律形式認可情況下才能成為法定的

控制產品質量的技術法規(guī)。

中國壓力容器標準在編制和修訂過程中主要參照了ASME,同時還借鑒了其它發(fā)達國家的壓

力容器標準，如到5500等。中國壓力容器標準中大部分要求與ASME規(guī)范相一致，部分雖與

ASME規(guī)范要求不一致，但要求更加嚴格，其主要區(qū)別見表2：

3.結論

從以上比較看，可以得出如下結論：

1)在技術上和體系上中國壓力容器標準和ASME規(guī)范有極大部分是類似或相同的，而且均

是成熟的技術和控制方法;

2)不同部分主要是不同國家的歷史習慣和國家狀況所造成的，但均能保證產品的安全性；

3)從設備硬件和體系、人員軟件上看，中國壓力容器標準比ASME規(guī)范的要求更加嚴格、

具體；而ASME則主要是由廠家根據規(guī)范要求自行制定內部控制要求。

4)從整個生產過程控制看，中國壓力容器標準的監(jiān)控比ASME規(guī)范的要求更加嚴格、具體;

5)中國壓力容器標準未獲得如同ASME一樣具有眾多國家認可的根本原因是由于中國缺乏

對外宣傳和交流，但此現(xiàn)狀已在逐步改變。如出版英文標準，加強對外宣傳等等。

6)中國壓力容器管理機構正在和ASME協(xié)會進行協(xié)商互認工作。

附件二：中國政府對壓力容器產品的監(jiān)檢情況

1981年國家勞動總局頒布了《壓力容器安全監(jiān)察規(guī)程》，1990年和1999年兩次對《壓力容器安

全監(jiān)察規(guī)程》進行修訂，并改名為《壓力容器安全技術監(jiān)察規(guī)程》。1999版《壓力容器安全技術

監(jiān)察規(guī)程》是最新有效版本。壓力容器設計、制造、安裝、使用、檢驗、修理和改造的全過程應

執(zhí)行該規(guī)程。

地方質量技術監(jiān)督局派駐廠監(jiān)檢人員對工廠生產的每臺壓力容器產品按《壓力容器安全技

不銹鋼的晶間腐蝕簡介

沿晶界及其鄰近區(qū)域產生腐蝕而晶粒本身不腐蝕或腐蝕的很輕微，稱之為晶間腐蝕或晶界腐蝕。不銹鋼、鋁及其合金、銀合金、

鎂合金等常常發(fā)生品間腐蝕現(xiàn)象。

1.奧氏體不銹鋼的晶間腐蝕

奧氏體不銹鋼在450-85CTC的溫度(敏化溫度區(qū))下停留時，沿奧氏體晶界將析出銘的碳化物(Cr23c6),從而使晶界周圍奧

氏體中銘的質量分數(shù)減少到12%以下，形成一貧銘區(qū)，此處抗蝕能力遠低于晶內，常出現(xiàn)晶間腐蝕。具有這種傾向的鋼，在低于

450℃

時，由于碳的擴散很慢或不擴散，這時將不會出現(xiàn)晶間腐蝕。而高于850℃時，析出的碳化物會重新溶于奧氏體中，也不會出現(xiàn)

晶間腐蝕現(xiàn)象。

影響這種晶間腐蝕主要是鋼中的碳，因此常將鋼中碳的質量分數(shù)控制在。.03%以下，并加入鈦、鈍等可減弱或消除品間

腐蝕傾向。

2.鐵素體禾銹鋼的晶間腐蝕

鐵索體不銹鋼加熱到900匕以上，然后空冷或水冷也會產生品問腐蝕。溫度升高，碳在鐵索體中的溶解度反而降低，格以

碳化物(Cr23c6)形式沿品界析出，使品界附近貧銘，闌而易發(fā)生晶間腐蝕。消除鐵素體不銹鋼晶間腐蝕的因溶熱處理溫度是650

一850匕，在此溫度保溫后緩冷，保證必要的格的獷散，使成分均勻，則不易產化晶間腐蝕。
