InthecaseofExpeditions,thereshouldbeanapprovedDistrictorRegionalExaminer.ThisexaminerMUSTbeusedforALLexpeditions,unlesstheAwardStandardsCommitteegivespriorapprovalotherwise.DiamondAwardOncompletionoftheproposedbadgework,therecordbookmusthavethedetailsoftheactivityandprogressentered,thenbesignedoffanddatedbytheexaminer.ThepassportisthenpresentedtoUnitCouncilforapproval.TheUnitCouncilapprovestheAwardActivityonlyifitmeetsthecriteriaaslaidoutintheVenturerScoutRecordBookandiscomplete(i.e.allsignatures,dates,etc).ThedetailsofthecompletionshouldberecordedbytheUnitCouncil.CompletionofBadgeWorkDiamondAwardBadgesareallcompletedandhavebeenapprovedbyUnitCouncilandtheASC.NowthenextpartoftheQueenScoutAwardTheQueenScoutApplication“ThereisfarmoretotheQueen’sScoutAwardthanjustpassingtests.ThemainpointisthatyouarerecognisedasaworthymemberoftheScoutingMovement….YouwillbejudgedinthisbyyourfellowVenturers,byyourGroupCouncil,andbyyourDistrictCommissioneronbehalfoftheScoutAssociation.ThebasiswillbewhetheryouhavelivedbythePromiseyouaffirmedwhenyoubecameaVenturer.Theywillassesswhether,intheiropinion,youwillcarryouttheresponsibilitiesofservicetoGod,toyourcommunityandtoyourfellowcitizens.TheywilljudgewhetheryouarefittoweartheQueen’sScoutAwardinPublic.”(ExtractfromanoldVenturerScoutPassport)TheUnitCouncil’sroleisvitalintheapplicationprocess.Asthepeersoftheapplicant,themembersmustagreetothestandardandtechnicalrequirementsofeverybadgeundertaken.Uponsatisfactorycompletionofeachbadge,thesignatureoftheUnitCouncilshouldbeautomatic.Ifthisisnotthecase,donotendorsetheapplication.Thecharacterrequirementsection,however,needstobeconsideredcarefully.TheUnitCouncilmustbeconvincedthattheapplicantlivesbytheScoutLawandPromisebeforetheyendorsethissectionoftheapplication.Iftheyarenotconvinced,theyshouldnotendorsetheapplication.
