of17July2000onarevisedCommunityeco-labelawardschemeAdministrativestructureoftheEUEco-labelAwardScheme-EUEBCOMMISSIONDECISION730/2000of10November2000establishingtheEuropeanUnionEco-labellingBoardanditsrulesofprocedureContainsbasicrolesforEUEBAdministrativestructureoftheEUEco-labelAwardSchemeROLEOFTHEEUEBrequesttheCommissiontoinitiatetheprocedureforsettingtheecologicalcriteriaaswellastherelatedassessmentandcomplianceverificationrequirementsforproductgroupscontributetothesettingandreviewofEco-labelcriteriaaswellastherelatedassessmentandcomplianceverificationrequirementsforproductgroupsbeconsultedbytheCommissionontheCommunityEco-labelworkingplanthemembersoftheEUEBshallcooperatewiththeMemberStatesandtheCommissioninpromotingtheuseoftheCommunityEco-label.AdministrativestructureoftheEUEco-labelAwardSchemeCOMPOSITIONTheEUEBshallconsistofthecompetentbodiesAmongstothers,thefollowingorganisations,representingtheinterestedparties,shallbemembersoftheEUEB:Coface(consumers,representingalsoBEUC,EurocoopandAEC),EEB(environmental)ETUC(tradeunions)UNICE(industry)UEAPME(SMEs,crafts)Eurocommerce(commerce)EachmemberoftheEUEBshalldesignateacontactpersonAdministrativestructureoftheEUEco-labelAwardSchemeCHAIR,VICE-CHAIRSANDSECRETARIATThechairandthetwovice-chairsoftheEUEBshallbeheldinturnbytheEUEco-labelcompetentbodiesThechairshallfirstlybeheldinturnbyacompetentbodyfromeachMemberStateoftheEuropeanUnion,duringtheperiodoftheirpresidencyThetwovice-chairsshallbeheldbythecompetentbodythatisnextinlinetoholdthechairandthecompetentbodythatpreviouslyheldthechairThecompetentbodyholdingthechairorthevice-chairsmay,exceptionally,bereplacedbyoneofthevice-chairsorbyanothermemberoftheEUEBAdministrativestructureoftheEUEco-labelAwardSchemeMEETINGSMeetingsoftheEUEBshallbeconvenedbythechair,whoshall,withtheassistanceofthevice-chairsandofthesecretariat,beresponsibleforpreparingandcirculatingtheinvitations,agendasandsupportingpapers,aswellasdraftingandcirculatingthecorrespondingminutesTheCommissionshallonrequestmakeameetingroomavailableshouldthemeetingbescheduledtotakeplaceinBrusselsIngeneralnomorethanthreerepresentativesofamemberoftheEUEBshouldparticipateinagivenmeetingRepresentativesoftheMemberStatesoftheEuropeanUnionandoftheEuropeanEconomicAreamayparticipateintheEUEBmeetings.RepresentativesoftheCommissionshallparticipateintheEUEBmeetings.TheChairpersonortheCommissionmay,whereappropriate,inviteotherinterestedpartiestoparticipateAdministrativestructureoftheEUEco-labelAwardSchemeOTHERACTIONSBYTHEMEMBERSOFTHEEUEBThemembersoftheEUEBshallactinthegeneralinterestoftheCommunityEco-labelScheme,andmaytakeanyinitiativestheyconsiderpertinentandusefultothisend.TheymaysimilarlyactattherequestoftheCommission.Suchinitiativesmayinclude,amongstothers:

promotionalactivitiestheformationofadhocworkinggroups,actionstopromotetheharmonisedapplicationofEco-labelcriteria andrelatedassessmentandcomplianceverificationrequirements, includingtheregularadaptationandimprovementoftherelateduser manuals, draftingguidelines,forexampletofacilitatethedevelopmentofecologicalcriteria, adoptinginternalproceduresasappropriateAdministrativestructureoftheEUEco-labelAwardScheme–

RepresentativesofMemberstatesonlyRegulatorycommitteetakesavoteonfinaldraftcriteriaPoliticaldecision

AdministrativestructureoftheEUEco-labelAwardScheme-

CBinMSEachMemberState(MS)shallensurethatthebodyorbodies,responsibleforcarryingoutthetasksprovidedforinRegulation“1980“,is/aredesignatedandoperational.Wheremorethanonecompetentbodyisdesignated,theMSshalldeterminethosebodies'respectivepowersandthecoordinationrequirementsapplicabletothemMemberStatesshallensurethat:thecompositionofthecompetentbodiesissuchastoguaranteetheirindependenceandneutralitytherulesofprocedureofthecompetentbodiesensure,atnationallevel,theactiveinvolvementofallinterestedpartiesandanappropriateleveloftransparencythecompetentbodiesshallapplycorrectlytheprovisionsofRegulation“1980“.AdministrativestructureoftheEUEco-labelAwardScheme-

MinistryoftheEnvironment(awardceremony)AdministrativestructureoftheEUEco-labelAwardScheme-CENIAtoprovidetheapplicantswithapplicationstogetherwiththefullwordingoftherelevantguidelinetoregisterandhandleapplicationsforgrantingtherighttousethelogo,andtodrawupsummaryreportontheproductstowhichtherighttousethelogoshouldbegrantedtoconcludelicenseagreementswiththeapplicantstocollectregistrationandannualfeestorecommend,toanapplicant,thecorrespondingaccreditedlaboratory,testinginstitutionorotherspecialinstitutionsite-visitsatthemanufacturer,checkingofcompliancewiththeconditionsforgrantingtherighttousethelogo,accordingtorequirementsstatedintheguidelinesAdministrativestructureoftheEUEco-labelAwardScheme–website(www.ekoznacka.cz)

PromotionalactivitiesinphotosAdministrativestructureoftheEUEco-labelAwardScheme-Europeancommission

GuaranteeoftheProgramExpressesitsopinionstoallissuesofdevelopmentoftheProgrammeandcriteriainallstagesProvidesawebsiteCommonexpensesnecessaryforthemeetings,developingandreviewingecologicalcriteriaandotheractivitiesshallbemetbytheCommissionAdministrativestructureoftheEUEco-labelAwardScheme–TheFlowerwebsite

AdministrativestructureoftheEUEco-labelAwardScheme-TheEco-labelHelpdeskTheEuropeanCommissionhasawardedacontracttoBioIntelligenceServicetoassisttheongoingmarketingandpromotioneffortsoftheCommissionandthevariousEUEBstakeholders(inparticularthemarketingmanagementgroup).ThebasicobjectivesoftheEUEco-labelhelpdeskare:Toprovideinterestedparties(business,retailers,consumersetc,inparticularpotentialnewEco-labelholders)withtimelyandaccurateinformationconcerningtheEUEco-labelTohost,maintainandfurtherdevelopthenewlyinstalledEco-labelplatform()ToassistandimplementactivitiesofthemarketingmanagementgroupoftheEUEBTodevelopandcarryoutpromotionactivitiesfortheEUEco-labelAdministrativestructureoftheEUEco-labelAwardSchemeAdministrativestructureoftheEUEco-labelAwardSchemeCo-operationandCo-ordinationGroupObjective:Progressivelyco-ordinateproductgroupdevelopmentinthedifferentlabellingschemesintheEU.co-ordinateproductgroupdevelopment(includingreviewingexistingproductgroupsandagreeingafaraspossibleonacommonapproach)examinepossibilitiesofmutualrecognition,andmutualfeereductionsdevelopharmonisedDIDlistdevelopjointmarketingactivitiesandinformationtoconsumers(oncommonandcomplementaryaimsofthedifferentlabels,jointlistsofalleco-labelawardholdersandwheretheirproductscanbefound)AdministrativestructureoftheEUEco-labelAwardSchemeMarketingManagementGroupThegroupdevelopsandimplementsjointmarketinginitiatives:MarketingManagementGroupmeetingsareorganisedwithEUEBmeetingsCBsittogetherwithalltheinterestedEUEBstakeholderstodiscussmarketinginitiativesthemostimportantmarketingactivitiesarepreparedfortheFlowerCampaign
