differentlevels.TheLawsoftheGamearethesameforallfootballthroughout

theworldfromtheFIFAWorldCup7Mfinalthroughtoagamebetweenyoung

childreninaremotevillage.

ThatthesameLawsapplyineverymatchineveryconfederation,country,

townandvillagethroughouttheworldisaconsiderablestrengthwhichmust

bepreserved.Thisisalsoanopportunitywhichmustbeharnessedforthe

goodoffootballeverywhere.

FootballmusthaveLawswhichkeepthegame'fair'asacrucialfoundationofthe

beautyofthe'beautifulgame*isitsfairness-thisisavitalfeatureofthe'spirit'

ofthegame.Thebestmatchesarethosewheretherefereeisrarelyneededas

theplayersplaywithrespectforeachother,thematchofficialsandtheLaws.

TheintegrityoftheLaws,andtherefereeswhoapplythem,mustalwaysbe

protectedandrespected.Allthoseinauthority,especiallycoachesandteam

captains,haveaclearresponsibilitytothegametorespectthematchofficials

Thefirst'universal'footballLawsweredrawnupin1863andin1886Footballmustbeattractiveandenjoyableforplayers,matchofficials,coaches,

TheInternationalFootballAssociationBoard(TheIFAB)wasfoundedbytheaswellasspectators,fans,administratorsetc.TheLawsmusthelpmakethe

fourBritishfootballassociations(TheFA,ScottishFA,FAofWalesandIrishFA)gameattractiveandenjoyablesopeople,regardlessofage,race,religion,

astheworldwidebodywithsoleresponsibilityfordevelopingandpreservingculture,ethnicity,gender,sexualorientation,disabilityetc.wanttotakepart

theLawsoftheGame.FIFAjoinedTheIFABin1913.andenjoytheirinvolvementwithfootball.

ForaLawtobechanged,TheIFABmustbeconvincedthatthechangewillFootbalfsLawsarerelativelysimple,comparedtootherteamsports,butas

benefitthegame.Thismeansthatthepotentialchangewillusuallybetested.manysituationsareSubjective*andrefereesarehuman(andthusmake
